Thursday, February 27, 2014 50¢ Plus ta x V ol. 91 No. 9 Old U-Save building alive againby Patty BrantCaloosa Belle Things have been happening again at the old U-Save building on SR 80. Speculation has been strong since the longtime LaBelle grocery emptied its shelves and closed its doors. For several weeks crews have been working inside the building and folks watched as a fence went up around the property. Well, there is still no con rmation of what store will be occupying the building, but it is to be a large retailer. According to Charles Martin, Jr., of B&B, owners of the property, two-thirds of the building will be occupied by a national retailer, but he declined to reveal the name as of yet due to a nondisclosure agreement. He did say that the other one-third of the building, situated along Bridge Street, will be several store fronts to be leased to other stores. The spaces w ill be built to suit and may be from 2,000-10,000 square feet each. The concept is in keeping with the city's v ision of a walking downtown area, Mr. Martin said. The 32,500 square foot building w ill get a new facade, landscaping and the parking lot will be renovated. The new business is expected to open some time in mid-summer. Recently, a junior at LaBelle High School named Michael Martinez was chosen out of thousands of other students to attend the Summer Leadership Experience (SLE) at West Point military academy. Located in New York, West Point focuses on the leader development of cadets in the academic, military and physical domains and is rated as one of the best schools in the nation. Upon completion, each graduate becomes a commissioned leader prepared to serve the nation as an of cer in the United States Army. Michael is following current LHS cadets John Marroti and Morgan Pepitone's footsteps, and seems well on his way to becoming the next LaBelle High School graduate to attend this prestigious school. To attend, students are chosen based on a number of quali cations including the student's academic, physical and leadership skills. As an athlete and honors student, Michael has met these quali cations with ying colors. His grade point average is a perfect 4.0, 5.0 weighted, he is currently dual enrolling at Edison taking four college classes, he was an athlete in two LHS sports, and he is involved in several clubs including the Student Government Association. The future seems bright for Michael and we are looking forward to his being Hendry County's next emerging West Point cadet. Michael is currently working to raise the funds necessary to attend the summer leadership experience at West Point. It is estimated that he will need $1,500 to attend and has already attained several hundred dollars in this endeavor. NAMI Lee County, the local NAMI Af liate of the National Alliance on Mental Illness, is entering its fth year offering its "NAMI Connection" recovery support group program to the community. The support groups are held every Friday at 11 a.m. at the United Way House in LaBelle and are open to individuals living with major depression, major anxiety, bipoloar disorder, schizophrenia or other mental heath conditions. "NAMI Connection supports recovery," said NAMI Lee County Executive Director Vacharee Howard. "People living with mental illness come together to talk and help each other. Helping each other turns into hope. It makes a difference." NAMI Connection is a national recovery support group for adults with mental illness regardless of their diagnosis. Groups meet for 90 minutes each week. Sessions are free. They are led by trained individuals who are themselves in recovery. "The groups provide encouragement, insight and self-help skills," said Howard. Support groups do not take the place of medical treatment, but instead focus on coping strategies necessary for wellness, including advice about family interactions, work and other issues. W ho watches out for residents?I attended the Missouri rezoning on 2/13/14 and watched as an apartment building request for variances across the street from our property and home was passed. I fully understand that as commissioners y ou had no control over the issue. Isn’t it y our job to have control? The loss of control of our commissioners should never be allowed. Otherwise, why have commissioners at all if their knowledge and expertise are useless in protecting the people of our town? Someone passed the “urban” law. This w as amended in 2005. Most of the area residents knew nothing of this law. Did you? It appeared that the law was not ok with y ou. I strongly suspect that the “urban plan” is not ok with the majority of the LaBelle residents. Are LaBelle residents aware that, by law, an apartment building can be built in the middle of their neighborhood? Fifteen apartments per acre, 8 units per half acre and so on. I can understand how a law could be passed by not notifying the residents of drastic changes that would and will change the lifestyle and quiet atmosphere of the neighborhood. You saw the turnout at the meeting. Do you think that if the neighborhood and all other neighborhoods had been noti ed in advance about the “urban plan” when it was rst voted on, that they w ould not have ooded the commissioners room at that time? Perhaps none of you were in of ce at that time but YOU are in of ce now. If residential areas can be changed to allow multiple dwellings (not duplexes, but multi -apartments) then they can be changed back to no more than duplexes. That you can and should do. And if you do not have the authority then you know who does. The “urban plan” is to be revisited as per the plan and it is past time to do so. This will happen again and again with all of you sitting helplessly watching LaBelle change for the worse. Take a drive down to Immokalee and then come back and look forward a couple of years for LaBelle. LaBelle is a rural community. You have a job and our trust that you will perform that job in the interest of your residents who believed in you or you wouldn’t be in your position of authority. You could not or would not do your job. You have allowed someone to take your power to control away from you. I hope that by now you have already taken steps to replace the power of your position. When you as commissioners hesitated to second and almost refused to raise your hand to pass permission to ruin our community, that told the people depending on you that you knew it was the wrong thing to do. And when you refused to look at the audience when you did it that spoke louder than words. What you did to us was unforgiveable. There were several variances to city codes requested. If you have the power to say that the 20 foot set-back code can be changed to zero and the ‘don’t cut the oaks’ code can be ignored then exactly why couldn’t you say the ‘urban plan’ code needs to have a variance. Are you allowed to pick and choose of course you are. You chose poorly. If the building plan and the .7 acre do not allow adequate parking, are you required to provide it to the developer? The logical answer is for the developer to adjust his building plan. You gave away the gift that keeps on giving when you GAVE one half of a city street to the developer for a permanent parking lot. Shame on you! And shame on you for ignoring the long-time residents of LaBelle in favor of a developer from Clewiston who will probably sell the apartments and move on to another neighborhood. Why not ? You made it easy for him. Why? What was your incentive to do that? Just because you can do something does not mean you should do something if it is wrong. Allowing an apartment building in an old established single family area that has large yards with one home on each lot is wrong. Did you drive through the immediate area before the meeting? Do you actually know what has been done to us? This is going to happen repeatedly if you don’t stop it. You cannot help us now our neighborhood will be downgraded forever and this can happen to us again because there are more vacant lots here for sale and as you know one cannot control who the buyer is. But it will also happen in other single family neighborhoods. Once the oodgates are opened YOU are powerless to stop it and when developers nd out the weakness in your law and the commissioners’ inability to control density, vacant lots in quiet neighborhoods will slowly begin to ll with apartments. If I wanted to rent an apartment I would want a quiet bucolic neighborhood wouldn’t you? Will the builder of the apartments live on site? How are you going to control the resident population of the apartment complex ? If you know LaBelle, then you know that once an apartment or house is rented then the rooms can and too often are sub-rented to many people per bedroom. Do you have an ‘urban rule’ to prevent that ? Who would enforce it? You gave away one half of Missouri St. That and the 12 spots on the property are not enough to hold company, repairmen, etc. Where do you intend to put the rest of the cars? One of the drives into the complex empties onto Washington at our property are you intending to have them park on our road right-of -way ? NO NO NO. With the outstanding forethought that was given to ‘urban planning’, how were these pesky little problems, that don’t affect you, addressed? Check The City of LaBelle Comprehensive Plan p. 20, #2 maximum dwelling units per acre and remember that we were dealing with .7 acre and the word maximum. Fifteen units per acre in a single family residential area is ludicrous. The plan is up to 15 units. The City of LaBelle is not required to donate city streets for parking because of poor building plans. In fact, it is very probably illegal. Once again, LaBelle is not an urban community, it is as quoted from the website, “a rural community”. Policy e What is the buffer separating the residential area from the apartments a street ? p. 12 policy J How does an 11 apartment complex compliment the area directly N. S. E. and W. of the building site ? p. 12 policy K Exactly how are we protected and who is protecting us because you didn’t ? Will you protect us in the future ? Hoping for a swift amendment to the ‘urban plan ‘ to return LaBelle to sanity. Advertise the meeting, we’ll pack the room and back you. This is our town not a developers’ windfall. Sincerely, Jimmy and Jeannette Hull‘Done deal’The front page story in the Caloosa Belle newspaper, February 20, 2014, about the PUD zone amendment in the neighborhood of Fort Thompson, Missouri, and Washington was lacking in content. It presented only one side of the issue; as if it was written by the developer’s attorney. The reporter failed to report any of the concerns raised by the 50 or more residents who showed up to oppose it, including the fact that the City Commissioners ignored the issues voiced by the residents. The fact is the PUD does not conform to the R-3 Zone or the character of our residential neighborhood. It is a “sweet deal” for the developer and a bad plan for our community. It permits a zero front yard setback where 20 feet would normally be required. It allows for high-density housing by squeezing 2 buildings and 11 units onto a acre lot. It does not provide adequate onsite parking for its residents and allows 9 dedicated residential parking spaces on Missouri Street. It permits the removal of 14 Live Oak Trees, which are protected in the city of LaBelle. The Commissioners are supposed to represent the “Public’s Interest” of those who elect them, but in this case they represented the “Special Interests” of the developers. Everyone at the meeting was shocked by the complete lack of representation b y our elected of cials. Voting for this “sweet deal” and against the will-of-the-people were: Commissioners Daniel Aken, Greg Bone, Tommy Smith and Hilda Zimmerl y along with mayor David Lyons. It was obvious to those in attendance that the City Attorney and Commissioners had their minds made up and the public hearing was staged as nothing more than a forum for residents to vent. Everyone but the lot owner was disappointed by the actions of our elected ofcials. Letters to the Editor SCFAn action witnessed by many on the Swamp Cabbage Saturday left a very unpleasant taste with all who observed it. After the Parade people milled about viewing the car show and the many vendors on Bridge Street, a natural thing to do. Instead of helping these people cross the street, deputies waved them back to the sidewalk and even manhandled those that misunderstood, to the point of taking away at least one in cuffs. Were they technically correct? Of course. Was it the right thing to do? Hardly on a festive day like Swamp Cabbage Saturday. Sometimes they make it dif cult to maintain proper respect for enforcement types. Speak Out

Special Needs Shelters are truly indentied as facilities of last refuge for those persons in the community with health or medical condition that requires medical attention in a shelter. Hendry County’s Special Needs Shelter is located at the West Glades School located in Muse, Hendry County shares a shelter with Glades County due to limited staff for the shelter. The shelter is staffed by The Florida Department of Health in Hendry County employees. In the event of a hurricane or other catastrophe, Hendry County Emergency Management will attempt to provide special sheltering and transportation for those who have a chronic medical condition requiring Special Needs. If you live in a mobile home park or an area with an established homeowners association inquire about your association’s disaster plan. It is important to register every y ear due to limited medical resources and limited space at the special needs shelter it is strongly advised that you pursue primary evacuation plans with family, friends, neighbors, Church organizations, etc. If you require hospitalization have your physician execute the necessary pre-admission procedures well in advance of a known or pending disaster such as a hurricane. After leaving LaBelle in the early 80’s, she moved to Titusville, Fla. and again found a home dispatching for Titusville Police Department. Recently she became the longest working employee for that department. She was looking forward to retirement in the near future in the Smoky Mountains of Tennessee. She loved spending time with family, friends and her three cats. She was an avid reader, loved crossword puzzles and traveling with her sister Kelly, her favorite being Scotland and Alaska. Greg will be available to autograph "The Big Year" books and video. One of inland Florida's specialty birds that birders will be looking for during the Festival is the Swallow-tailed Kite. The Swallow-tailed Kite is a graceful black and white raptor that the Calusa called "Ta-ti-na", spirit that soars. The Swallow-tailed Kite rarely ap its wings while ying, but it almost continuously rotates its tail, often to nearly 90 degrees, in order to hold a heading, make a sharp turn, or trace tight circles while drifting across the sky. It has relatively small feet and beak for a raptor, which results in a diverse diet of small prey that includes insects, reptiles, amphibians, small birds and a small number of mammals. These graceful yers frequently eat while ying and get water by skimming the surface and gathering water in their bills. Vocalization is a shrill "kleeklee-klee." The Swallow-tailed kite migrates from South America to nest in Florida swamps, and may be seen from the end of Februar y to September ying above roadways and trees in the inland counties searching for food. Large numbers of birds gather at staging roosts in South Florida in late July and August before they migrate south for the winter. Hendry-Glades Audubon volunteers will host pre-festival birding trips on Saturday, March 8, and Sunday, March 9, at STA5 (Stormwater Treatment Area 5). Galloway noted the show will also include the sale of quilting materials and accessories by local quilters. In addition, a quilt shop vendor will be on site with quilting merchandise from her store. Community Briefs 18 Caloosa Belle February 27, 2014 The LaBelle Cowboy baseball team defeated Oasis 11-1, and Evangelical Christian last week, 6-3, to improve their record to 4-2 on the season. Against the Sharks from Oasis on February 18, the Cowboys exploded for 12 hits in their home opener after ve road games to start the season. Senior pitcher Travis Burchard pitched six strong innings giving up only one hit and no earned runs while striking out 8. Burchard also added a 3-run homer in the fourth inning for the Cowboys. Junior Justin Alderman was 3-for-3 at the plate for LaBelle with a double and 2-RBI, while senior Jarred Miller was 2-for-3 with a double and triple and 2-RBI. On February 20, the Cowboys rode the arm and bat of Jarred Miller to defeat he Sentinels from Evangelical High School in Fort Myers. The senior pitched 5 innings, giving up only 2 hits and no earned runs to improve his record on the hill to 2-0.
