In July she w ill start her new job as the Hendry County Director of Exceptional Student Education (ESE). Kelley has been a Hendry County School Board employee since 1997. She has worked as Principal of Clewiston High, Assistant Principal of LHS and Central Elementary, and as an Administrator of LaBelle Y outh Development Academy. Ms. Kelley reports that she became Principal of LHS in October of 2008. At the time, she was employed as a Dean at Edison State College and was itching to get back into the "k-12 atmosphere." This epiphany involved a last minute job application submission and a thrilled Kelley upon noti cation of landing the Principal position. "My job allows me to witness incredible accomplishments. I love seeing students take advantage of opportunity. I love hearing them talk about being accepted into college, or getting that job, or receiving a well-deserved scholarship. I by Patty BrantCaloosa Belle America has always had a large number of veterans among its citizens a group of people to whom the entire population owes a huge debt. As a disabled veteran, LaBelle's Tina Noel understands what it means to serve your country and to honor the debt we have all incurred. In January 1975, Tina had every intention of continuing her career in the Army in logistics, until a car crash left her with a medical discharge and a chronic back problem in December 1986. In the years since, that back problem has gotten steadily worse. Now she has a 100 percent service connected disability through the Veterans Administration. She has continued to serve her community, even with her back problems. Tina felt led to teach, and went back to school for her degree. For eight years she taught ESE and eighth grade language arts at LaBelle Middle School, until her back injury forced her to retire. Tina brought her passion for service to the school and is a former president of Memorial Day: It’s a day made for gratitude Caloosa Belle/ Dale ConyersTina Noel was recognized by the DAR for her invaluable work with veterans. Caloosa Belle/ Patty BrantBlack Heritage: Welcome home! This year’s Black Heritage Festival again started off with the powerful dancing of Judah Praize, three dedicated young ladies who use dance as their means of preaching. The young ladies’ correographed moves to Mark 28 were much appreciated by the audience. The festival is held every year at Kid Jones Park. Bottom right: Shywona Williams will be taking over the main coordinating duties for the festival next year as Nora Ned announced that she was stepping down after many years of building up the event. Ms. Ned offered her appreciation to a number of assistants, including: Shirley Johnson, Ray Field Johnson, Earnest Smith, W. Baird III, Raegina Williams and Rodney Gregory. She expressed her love of and pride in her community and advised her successor to work with everyone for the greater good and to put “you” aside. She also warned of stinging criticism that can follow people who step up for their community. “I love my community,” Ms. Ned told the group, “there’s nothing I wouldn’t do for this community.” Sheriff Whidden presented her with owers and the community offered its thanks. Left: Members of the LHS Class of 2013 from Ford/ Sunset Park were recognized as well as other residents who have reached academic milestones. Julissa Mobley earned her AA degree from Edison State College, Patricia Deese received her LPN certi cate and Chandeya Thomas earned a BS in social work. Ellis Johnson has enlisted in the US Army as well. See Move — Page 2 See Memorial Day — Page 2

2 Caloosa Belle May 23, 2013NOTICE OF REQUEST FOR QUALIFICATIONS (RFQ) RANKING MEETING HENDRY COUNTYNotice is hereby given that there will be a meeting for ranking the responses to RFQ #201317 Miscellaneous Professional Planning, Surveying, Engineering, and Economic Analysis Consultant Services, on May 30, 2013. The meeting will be held at the Administration Conference Room, 640 South Main Street, Labelle, FL, 33935, and will begin at 9 AM. If a person decides to appeal any decision made with respect to any matter considered at this meeting, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. love celebrating everyone at what they do best,” she said. One of the students she has impacted is Class of 2013 member, Jocelyn Renteria, who says that “Mrs. Kelley has been a great role model for me. She pushed me to continue taking Dual Enrollment classes, even when I was overwhelmed and wanted to quit. She always wants the best for her students, in whatever area they wish to succeed in.” Ms. Kelley has a fervent “rah-rah” attitude when it comes to athletics. She is omnipresent at home games, oozing with an unmistakable school spirit. She lists students Joshua Rimes, Andrea Lutkenhaus, Diana Rodriquez, Ana Arreola, Austin Garcia and Erick Medina as just of the few athletes she has been especially impressed with. As principal Ms. Kelley has witnessed scholastic accomplishments as well; the West Point Military Academy accepted John Marrotti in 2011 and Morgan Pepitone in 2013. Brennah McVey (in 2012) and Andrew McAvoy and Conor Coderre (in 2011) became National Merit Scholars due to their outstanding performance on the PSAT. Class of 2013 Co-Valedictorian Dere k Bass pointed out that “Mrs. Kelley is great at connecting to her students on a personal level. She has done an excellent job at LHS and I am sad to see her go.” Ms. Kelley’s new job as Hendry Count y Director of ESE involves the overseeing o f speech therapists, nurses and staf ng specialists. Ms. Kelley is the essence of calm and collected, her desk, piled mountain-high with ‘to-do’s’, as she wraps up the 2013 school year. “Superintendent Paul Puletti asked me if I would become Director of ESE. I was glad to; I will do anything to help the District. But, a part of me will always be at LHS,” smiled in conclusion. the Hendry County Education Association w here she focused on teacher retention and proper certi cation so teachers would not be teaching out of eld. Outside of the classroom she has worked hard with the LaBelle Woman’s Club as secretary and makes quilts for veterans in Oakbrook and Douglas Jacobson State Veterans Home in Port Charlotte. She is heavily involved in collecting Christmas gifts for Bay Pines Veterans Hospital patients and nursing home at Bay Pines. She is involved in the homeless coalition an activity that again provides her with a w ay to help her beloved fellow veterans. Three years ago, Tina did some family research and found she was eligible to join the Daughters of the American Revolution. She joined the nearest chapter, the Estero Island Chapter Daughters of the American Revolution (DAR) and has been busy educating them about what it means to be a veteran particularly a veteran with problems the community cannot always see and does not understand. Tina’s position as chairman of the chapter’s Service to Veterans Committee is the perfect venue for her passion. For her work, Tina earned the organization’s Outstanding Service to Veterans award, presented at Florida State Congress in Orlando. Writing a DAR newsletter column about veteran’s issues was just the beginning of her advocacy through the DAR. Tina’s own struggle to secure her veteran’s bene ts have put her in a unique position to help her brother and sister veterans. She uses this opportunity to educate her fellow DAR members on the seriousness of veterans’ problems. Her goal is to deepen their sensitivity to vets issues and put real face on them. She points out that there is an increasing number of homeless vets and the numbers of returning combat vets committing suicide. She said many veterans return with invisible wounds that sometimes are not apparent right away. When a veteran decides to reach out for help, he or she often nds it to be a long painful process. Just securing their bene ts adds another high level of frustration to their stress. She explains that female veterans with children are the fastest rising category of homeless. Tina’s work in both the DAR and LaBelle Woman’s Club are a great platform for her two passions: working in the community and helping veterans. “I feel blessed to be able to do this,” she said, but claims no special talents. “It’s not about me,” she insists, “Any ordinary person can (help). Just do the best you can do every day; bring out the positive every day,” she said, “Try to help others, be a role model. Everyone can do something.” Perhaps Memorial Day is the perfect time to think about what our veterans mean to us and what we can all do to diminish a debt we can never truly repay. According to The Skin Cancer Foundation, an estimated 3,170 deaths from nonmelanoma skin cancers will occur in the US in 2013 New York, NY (May 17, 2013) – May is Skin Cancer Awareness Month, and while the dangers of melanoma are well known, it is important not to neglect the warning signs of the two most common types of skin cancer: basal cell carcinoma (BCC) and squamous cell carcinoma (SCC), which can also become dis guring and even deadly if not diagnosed and treated promptly. Because about 90 percent of nonmelanoma skin cancers are associated with exposure to ultraviolet (UV) radiation from the sun, The Skin Cancer Foundation encourages everyone to practice proper sun protection and learn how to spot nonmelanoma skin cancers. “Melanoma is the most talked about skin cancer because it’s the most deadly; however, basal and squamous cell carcinomas should be taken seriously as well,” says Perry Robins, MD, President of The Skin Cancer Foundation. “Most nonmelanoma skin cancers are preventable, if a complete sun protection regimen is followed. This is why protecting sun-exposed areas, such as the ears, nose and lips, and learning the warning signs of these common skin cancers, is so important.” Between 40 and 50 percent of Americans who live to age 65 will be diagnosed with either a BCC or an SCC at least once. The Skin Cancer Foundation urges everyone to learn the facts about nonmelanoma skin cancers: Basal Cell Carcinoma is the most common form of skin cancer, with an estimated 2.8 million diagnosed annually in the US. What causes it: BCC is usually caused by a combination of cumulative UV exposure and intense, occasional UV exposure, the kind you might experience on sunny vacations. Interesting fact: BCCs sometimes resemble noncancerous skin conditions such as psoriasis or eczema. What to look for: Warning signs include an open sore, a reddish patch or irritated area, a shiny bump or nodule, a pink growth, and a scar-like area. Squamous Cell Carcinoma is the second most common form of skin cancer, with an estimated 700,000 cases diagnosed in the US each year, resulting in approximately 2,500 deaths. What causes it: SCC is mainly caused by cumulative UV exposure over the course of a lifetime. Interesting fact: SCCs are most common in areas frequently exposed to the sun, such as the rim of the ear, lower lip, face, bald scalp, neck, hands, arms and legs. What to look for: Warning signs include a scaly red patch, an elevated growth, an open sore, or a wart-like growth, and these lesions may sometimes bleed. To properly protect against the dangers o f skin cancer, follow The Skin Cancer Foundation’s Prevention Guidelines: Seek the shade, especially between 10 AM and 4 PM Do not burn. Avoid tanning and UV tanning booths. Cover up with clothing, including a broad-brimmed hat and UV-blocking sunglasses. Use a broad spectrum (UVA/UVB) sunscreen with an SPF of 15 or higher every day. For extended outdoor activity, use a waterresistant, broad spectrum (UVA/UVB) sunscreen with an SPF of 30 or higher. Apply 1 ounce (2 tablespoons) of sunscreen to your entire body 30 minutes before going outside. Reapply every two hours or immediately after swimming or excessive sweating. Keep newborns out of the sun. Sunscreens should be used on babies over the age of six months. Examine your skin head-to-toe ever y month. See your physician every year for a professional skin exam. Sincerely, Tom and Vicki Chipman Letter to the Editor TALLAHASSEE The Florida Department of Health (DOH) has launched a new online billing system for environmental healthrelated permits. Approximately 150,000 permit holders will be able to use a secure online system to pay permit renewal fees for swimming pools, biomedical waste facilities, food hygiene facilities, onsite sewage treatment and disposal systems (OSTDS), tanning facilities, migrant labor camp housing, limited use public water systems, body piercing facilities, community-based residential facilities, tattoo establishments and mobile home parks. “Improvements like these re ect the Department’s commitment to provide customer-oriented services,” said William Reinhold, IT/Preparedness Director, Bureau of Environmental Health. The Online Billing Permitting System will enable permit holders to pay their permit renewal invoices online, thus reducing costs to the state, county and the permit holder. Ef ciencies and cost savings will be realized in both payment processing and permit delivery. By centralizing the administrative functions of processing payments and issuing permits, DOH personnel in Florida’s counties now have more time to conduct necessary inspections, work with permit holders on any local issues and protect overall public health. Current Florida permit holders will receive a printed invoice this year, but will be encouraged to pay online and create an account so that future invoices can be emailed to them directly. Permit holders can create their account online at www.my oridaehpermit.com. For more information on the number of environmental health permits issued (by type), visit www.my oridaeh.com/ephdata/ index.html. Environmental health pay online

Museum member Pat Johnson has put them all on individual DVDs to preserve them. Again, they are led, safe in today's technology in the museum, but there is so much history, and so many interesting stories that need to be available to everyone sitting at a computer in their own home or in book form. This is a project that we, as today's residents, now have the opportunity to see, hear and write these stories for future generations to try to imagine life so long ago! The Permitting Authority will issue a Final Permit in accordance with the conditions of the proposed Draft Permit unless a timely petition for an administrative hearing is led under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a signi cant change of terms or conditions. Comments: The Permitting Authority will accept written comments concerning the proposed Draft Permit for a period of 14 days from the date of publication of this Public Notice. Written comments must be received by the Permitting Authority by close of business (5:00 p.m.) on or before the end of the 14-day period. Petitions led by any persons other than those entitled to written notice under Section 120.60(3), F.S. must be led within 14 days of publication of this Public Notice or receipt of a written notice, whichever occurs rst. Under Section 120.60(3), F.S., however, any person who asked the Permitting Authority for notice of agency action may le a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of ling. The failure of any person to le a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding of cer upon the ling of a motion in compliance with Rule 28-106.205, F.A.C. If there are none, the petition must so state; (e) A concise statement of the ultimate facts alleged, including the speci c facts the petitioner contends warrant reversal or modi cation of the agency’s proposed action; (f) A statement of the speci c rules or statutes the petitioner contends require reversal or modi cation of the agency’s proposed action including an explanation of how the alleged facts relate to the speci c rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Permitting Authority’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C. Because the administrative hearing process is designed to formulate nal agency action, the ling of a petition means that the Permitting Authority’s nal action may be different from the position taken by it in this Public Notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such nal decision of the Permitting Authority on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above. The monthly mortgage payment continues to increase due to interest rate adjustments, increased homeowners insurance and property taxes. At the same time, market values have decreased due to the rising rate of foreclosures in Florida. All this combined can be very overwhelming! So if you are faced with this situation, it is crucial to know your options. With a short sale, you sell your property for a discounted price which is acceptable to your lender. The price is usually determined by an appraisal or a Brokers opinion of value. Once the sale is complete, the lender agrees to remove the existing mortgage. The unpaid balance of the loan or Short FallŽ is called a de“ ciency. Now, not all short sales are the same and not all have the same outcome. Just because the lender agrees to release the lien on the property, does not necessarily release the homeowner from their obligation to pay back the balance or de“ ciency. However, in many cases, this may be negotiated and the lender may possibly waive the de“ ciency. To be considered for Short Sale, the lender will require documentation from the homeowner proving “ nancial hardship. If you qualify, the lender may also offer an incentive such as relocation funds. Attempting to navigate the Short Sale process without proper guidance can be challenging. Be sure to contact a professional Real Estate agent to guide you and assist you in achieving a successful Short Sale on your home. Dont wait until the foreclosure date is set or youve been served with eviction documents. If you owe more than your home is worth in todays market or you are behind on payments, you may want to consider a Short SaleŽ. A Short SaleŽ may have less of an impact on your credit than a foreclosure. If you would like more information regarding the Short Sale process contact Riverside Real Estate, Inc. at 863-675-2718 for a con“ dential meeting. Short Salesƒ Know your options! The Bridging Ceremony is where the girls move from one Girl Scout level to the next, although every girl participates. Girl Scouting in the area has enjoyed a successful year, with even more planned for next year. Girls involved with Girl Scouts have fun making new friends, learning new things, camping and helping in the community. This year alone the girls served our community by decorating the Hendry House for Christmas, supplying peanut butter to our local LaBelle Salvation Army, helping during Kiwanis Kids Day and helping at the United Way Open House just to name a few. Girl Scouting begins at the kindergarten level as a Daisy (K-1), moving to Brownie (2-3), Junior (4-5), Cadette (6-8), Ambassador (9-10), Senior (11-12), and nally to adult. Contact Jenifer Welch 239.561.1800 ext. 407 orjeniferw@gsgcf.org for girl membership and adult volunteering opportunities.
