The local property appraiser is the county of cial who is charged with determining the value of all properties, granting exemptions, and updating ownership and address records in Hendry County. Recently there has been a scuf e between the current property appraiser, Phillip Pelletier, and the biggest corporation in Hendry County: U.S. Sugar, who is urging voters to vote against Pelletier and for Kristina Kulpa, previous property appraiser, who made a deal with them when she was in of ce. U.S. Sugar claims that re-electing Pelletier means “higher taxes” and that “higher taxes mean fewer jobs.” While Pelletier denies these claims and says that “If the agreement wasn’t in place and US Sugar Pelletier, Kulpa debate

Determined to achieve his own A merican Dream--Chapman worked his w ay up Tropicana’s corporate ladder from his start as a laborer sweeping oors in the plant to the Director of Citrus Processing Operations while attending college at night and on weekends. Working to provide a better future for his wife and young children, Tris turned a home closet into a late night study hall and earned his undergraduate degree from the University of South Florida (USF) in Social and Behavioral Sciences in 1980 and an MBA from USF in 1990. This early-ingrained work ethic and gritty determination would serve him well throughout his career. As a veteran with active service, Chapman served six years as an artilleryman with Florida Army National Guard. Using the derogatory term Big SugarŽ in Pelletiers recent campaign letter insults not only U.S. Sugar, the largest employer in town, but also insults every one of our employees, retirees, independent growers, vendors, and every one of the local businesses that rely on the sugar industry. We expect such insulting language from rabid environmentalists on the coast who want to drive us out of business and uninformed outsiders who do not understand sugar issues. We do not expect our people to be publicly insulted by our own locally elected public ocials. Pelletier has obviously resorted to name-calling and class warfare because the facts do not favor his position to radically raise taxes and kill jobs The fact is U.S. Sugar has a valid, approved contract with the Hendry County Property Appraisers Oce that settled several years of litigation. That contract has been upheld by the independent Hendry County Value Adjustment Board, its attorney, and an independent licensed property appraiser hired by the County. The bottom line is that Pelletier means higher taxes and fewer jobs. Hendry County already has the highest unemployment rate in the state. We cannot aord to re-elect Pelletier as property appraiser. Businesses depend on USSCDear Editor,The property appraiser election affects all of us, not just large businesses like U.S. Sugar. In the midst of the struggling economy, more taxes on any business or person will hurt growth and economic development for everyone. Although the property appraiser does not levy taxes, he is the rst step in determining the amount of those taxes for each taxpayer through his assessments. And although I appreciate Mr. Pelletier's recently published arguments, appraising property is not exactly a precise science. There is plenty of wiggle room when any appraiser, including an elected property appraiser, determines fair market value. Although some of you may be taken back by U.S. Sugar's plea for tax relief because you hear of strong sugar prices, you should know that those strong prices have been short lived. In fact, the days of strong sugar prices seem to be behind us. Sugar prices seem to be quickly returning to levels where sugar farming is only marginally pro table Therefore, the effect of these new taxes on U.S. Sugar is not insigni cant. I have been an attorney, real estate broker and farmer in Clewiston for almost 20 years, and my businesses depend on companies like U.S. Sugar, its growers, employees and vendors. Remember, it was not that long ago that many of us were terri ed of the prospect of losing U.S. Sugar and its 1,700 well-paid employees. The impact of losing such a key player in our local economy would be devastating to the local restaurants, shops and business owners as well as local sugarcane farmers who would be left without a place to process their cane. I make these points simply to emphasize that not all bene ts from a big employer and big companies like U.S. Sugar can be measured in real property tax dollars generated. Although I am for lower taxes and assessments for us all, one can not fault an y individual or company for doing all it can to make itself competitive in today's world. What sense does it make to make U.S. Sugar pay more taxes in this struggling economy? Do we really want to make our strongest employer less competitive? As sugar prices return to historic lows, where sugar farming in the U.S. is only marginally pro table, do we want our strongest employer to move or expand their operations overseas like other local big sugar companies are doing? Do we really want to risk the potential job loss and related business loss just because the line in the sand has been drawn and we are not backing down? Let's support our local employer in their desire to remain local. Antonio R. Raising taxes jeopardizes my job and the jobs of thousands of other hard working people like me. If Pelletier can raise property taxes on U.S. Sugar without any rhyme or reason, he can also do the same thing to other local businesses and property owners. In fact, he has tried to do just that. More than 80% of the tax assessments he tried to increase on local commercial properties were overturned b y the Value Adjustment Board in 2011 alone. October is recognized as Breast Cancer A wareness Month. Except for non-melanoma skin cancer, breast cancer is the most common cancer among women in the United States. It is also one of the leading causes of cancer death among w omen of all races. According to the Centers for Disease Control and Prevention (CDC), more than 200,000 new cases of breast cancer were reported nationwide in 2008 and more than 40,000 women died from the disease. Breast cancer is the most common cancer among adult women in the United States and the second leading cause of cancer death among women. It is estimated that one of every eight adult women will get breast cancer in her lifetime. When breast cancer starts out, it is too small to feel and does not cause signs and symptoms. As it grows, however, breast cancer can cause changes in how the breast looks or feels. Symptoms may include: New lump in the breast or underarm (armpit). Thickening or swelling of part of the breast. Irritation or dimpling of breast skin. Redness or aky skin in the nipple area or the breast. Pulling in of the nipple or pain in the nipple area. Nipple discharge other than breast milk, including blood. Any change in the size or the shape of the breast. Pain in any area of the breast. Breast cancer can be preventable with early detection It is recommended that all women from the ages 50 to 74 should have a mammogram every two years, and women between the ages of 40 and 50 years should talk with their health care provider about when to start screening. It may be necessary for you to have earlier screening or more frequent screening if you have a family history of breast cancer. Please get to know your family health history. If a close family member (such as your mother, father, grandmother, sister, or aunt) has had breast cancer, the risk for other family members getting breast cancer may be higher. If you think you may be at increased risk, talk to your health care provider. It may be decided that you should be tested earlier or more frequently than the standard recommendations. Breast Cancer Awareness Month Seasonal Jobs Part 1by Matt KindermannThe Department of Economic Opportunity releases employment statistics almost daily, most of which can be found on FREIDA at www. oridajobs.org/labormarket-information. Customers can also search for labor market information tailored to their geographical area. A report ran this week shows that 64 percent of all advertised jobs in SW Florida require at least 1 year of experience. However, more than 30 percent of all registered applicants had less than a year. One way to close this experience gap and to increase your marketability as a strong candidate for full time employment is to take that seasonal position. I know what you're thinking, "it'll only last a few months then I'll be back where I started," and "it doesn't come with any bene ts." Your arguments may be true, but a study published by Business News Daily found that employers are considering keeping 49% of seasonal hires on full time if holiday shopping increases by 4 percent over last year, and that's just retail. If you are in a high candidate-to-opening industry, one in which there are many candidates for few jobs, consider a seasonal job. In SW Florida, the top 5 jobs with the highest ratios were Administrative Service Managers, Maintenance and Production Workers, Computer Information Managers, Of ce Clerks and Teacher Assistants. All had more than 40 applicants for every opening. Remember, if you are talking yourself out of applying for a seasonal position, think about the intangible bene ts such as lling that gap on your resume, gaining great references, maintaining relevant skills, networking with employers, and earning a pay check. And I ’ve had several years in the construction eld. So I’ve had, roughly, ten years in the p roperty appraisers of ce.” “Well,” began Kulpa, “I have 16 years [of experience] as the elected property app raiser. I have over 30 years of appraisal e xperience, I started with the Department o f Transportation [DOT] in appraisal, I got t rained through the Appraisal Institute, I’ve d one various independent appraisal work o n my own. And of course, I’m still worki ng as an appraiser. I’ve even obtained the c erti cation as a certi ed Florida appraiser t hrough the department of revenue, which t hey require...well, actually I don’t think they r equire because you [Pelletier] have not obt ained that certi cate as far as I can tell.” “I was certi ed when I worked there b efore,” said Pelletier, “and I’ve been cleani ng up my act. I’m trying to save taxpayers m oney in these tough economic times. I p lan to continue my education to go ahead a nd get my certi cation, but I already had it [when I was voted into of ce.]” 2 008 ContestWhen voted into of ce in 2008, Pelletier w on the race by ve votes. Kulpa claimed 15 were illegal, which resulted in Kulpa li ng a lawsuit against the county to obtain h er position as property appraiser. “I believe in what I did because I believe i n the Constitution Of The United States,” b egan Kulpa. “I believe in our right to vote, I believe in our right to vote for the person o f our choice, and I believe that we should h ave fair elections. When I led the lawsuit w e found 15 felons that voted that didn’t h ave their rights restored. What we were t rying to show was that it was not a fair e lection.” Pelletier pointed out that as a person r unning for of ce he had nothing to do with t he tally of the votes. “We got sued over it; i t went to court. In the court, through the s ystem, they failed to prove that one vote w as an illegal vote. Everyone they brought u p had their rights restored. They failed to show that not even one was an illegal vote. Not one,” said Pelletier. Whether or not the votes were obtained illegally, the case was thrown out and Pelletier kept his position as property appraiser. “If they had 15 [illegal voters] written down, it’s very simple: show us the proof,” said Pelletier. Kulpa claimed that there was no proof to be given no documents that said whether or not they had their rights restored. Lawsuit with U.S. SugarOne of the biggest issues is the lawsuit which Pelletier led against U.S. Sugar. When Kulpa was property appraiser, she signed a settlement agreement with U.S. Sugar, which basically means that each year as tax season rolls around U.S. Sugar is already aware of the general amount of tax money they will have to pay. “U.S. Sugar was suing the property appraiser over Southern Gardens Juice Plant,” said Pelletier. “In order to settle that lawsuit my opponent made an agreement that they would assess the mill a certain way. Which doesn’t go to fair market value.” Pelletier’s concern is that this agreement is illegal, because as property appraiser you cannot have an agreement which exceeds your term in of ce. However, this agreement binds all property appraisers elected into of ce, which he claims is illegal. “She was told by her attorney ‘Do not sign that agreement, it is illegal to do so,’” claimed Pelletier. “We put a clause in there, in the agreement. This is how we went around that,” stated Kulpa. The clause was placed into the agreement, which stated that if the agreement was not legal then it could be terminated, given that the person wishing to terminate the contract had evidence showing that it was not legal. “As far as her attorney, she never answered the question,” said Pelletier, to which Kulpa had no response. “The value that he has placed on that [U.S. Sugar] this year is the same value that it was last year,” stated Kulpa. “She says that I didn’t bring the value up this year,” began Pelletier. “I’d think that after 16 years of being property appraiser she’d know statutes. The Florida statute says that intangible personal property, if the property appraiser goes to the value adjustment board, which I did, the property appraiser is bound by that value unless he or she brings just cause to the board to change the values. Since that agreement is still in place, I have to get rid of that agreement to bring just cause to change the values. And that’s why I didn’t change the values, because I’m bound by statute.” While Pelletier is currently tangled up in a lawsuit with U.S. Sugar, hoping to get the contract terminated before election time, it worries him that he currently has to assess the Sugar Mill in one speci c way. “This is the only taxpayer [in the county] that has an agreement in how we assess their property,” said Pelletier. “The value that was placed on that mill was based on an outside independent appraisal,” stated Kulpa. “I had an outside appraisal source come in and do that. There is nothing wrong with it [the contract.]” Kulpa’s main goal is to keep taxes low and keep her level of assessment low. “I have strived to keep taxes low for everyone. Relatively speaking, if your value is set as low as it can be to go get approved through the department of revenue, you’re going to pay lower taxes,” stated Kulpa. “And this is what I’ve strived for. I’m not out looking for revenue and punishing people, I’m out there trying to help them because of the economic times. In Hendry County we see store fronts closing, we see empt y buildings, we see people believing it’s not good. And we need to bring jobs here, we can’t scare people off and we can’t scare businesses off either. We want to be sure that everybody is treated equally and fairly, that is my goal.” “They claim that I will raise taxes: who’s taxes they don’t say,” said Pelletier. “Fair and equitable rolls. By Nena BolanHendry County 4-H activities have just recently begun, and now is a good time for children and teens to join clubs. According to the National 4-H Council, y oung members are nearly two times more likely to get better grades in school, and 41 percent less likely to engage in risky behaviors. 4-H has proved to be a long-time success for local youth ages 5 to 18. The youth development program began over 100 years ago during the era of America’s growth in education, technology and agriculture sciences. According to Florida 4-H Foundation, Inc., over 225,000 young people participate each year in 4-H clubs which are mentored by community members. Club projects include recreation, arts and crafts, shooting sports, cooking, sewing, photography, nature, public speaking and nancial planning. Experience is also gained in forest ecology, horticulture, legislature, fashion revue and livestock. Traditional projects work with cattle, goats, horses, poultry, water fowl, rabbits, cavies and swine. Animal clubs also include dogs and pocket pets. Club leaders are the key to 4-H success. Leaders do not have to be experts, but they must have a passion for their chosen project. These volunteers come from your neighborhood, such as school workers, veterans, retirees, college students, hobbiests, church workers, local government and outdoor sports enthusiasts. Part-time helpers are needed, too. The y can assist leaders or chaperone eld trips. Helpers can pass out supplies, observe wor k done on projects and provide encouragement. 4-H members gain self-con dence b y participation in the Tropicana Speech Contest, Hendry County Fair, LaBelle Youth Livestock Show, State Fair, legislature, fashion revue and judging teams. They have an opportunity to practice public speaking during project demonstrations at clinics and district meetings. It is a way for young people to meet their peers at summer camp, da y camp, horse camp, eld trips and awards banquets. Pat Bosely, Pioneer community, has volunteered in the youth program about 35 years. She was the 2003 National 4-H Volunteer of the Year. Ms. Bosely mentioned she has seen her children and grandchildren bene t from 4-H experience. “I have been doing this for a long time. I am working with a second generation o f kids,” she said. Waldron during his retirement luncheon, Friday, September 14, 2012. Investigator Waldron retired on September 14, 2012 after 19 years of service to the citizens of Hendry County. Waldron began his career in August 1989 as a Correctional Of cer at Desoto Corrections Institute. He and his family moved to LaBelle where he was employed by the Hendry County Sheriff’s Of ce as a Correctional Of cer. In November 1994 Waldron transferred from the Hendry County Jail into the Road Patrol Division as a Road Patrol Deputy. Over the past 19 years Rick has worked in many different areas within the Hendry County Sheriff’s Of ce working his way through the ranks to Lieutenant overseeing the operations of the Road Patrol Division from 2005–2008. In January 2009, Waldron transferred to the Criminal Investigations Division as an Investigator in Clewiston where he has worked and served the citizens until his retirement. Rick Waldron’s excellent career with the Hendry County Sheriff’s Of ce is documented by the many letters of appreciation and commendation, each one expressing his continued commitment to the Of ce of the Sheriff and the citizens of Hendry County. It is with great pride that Hendry County Sheriff Steve Whidden announces that on September 27, 2012, the Hendry County Sheriff’s Of ce received its Initial Certi cate of Accreditation from the Commission for Florida Law Enforcement Accreditation (CFA). The Hendry County Sheriff’s Of ce entered into an agreement with CFA to allow on-site inspectors to review Sheriff’s Of ce policies and practices and observe agency components, equipment and programs to include ride-alongs and interviews with agency personnel. On August 6, 2012, a three member onsite team of assessors arrived at the Sheriff’s Of ce to begin the required Inspection. Sheriff’s Of ce members coordinated a static display exhibiting equipment and showcasing special response units within the Sheriff’s Of ce. The on-site inspectors spent the following two days, inspecting les, policies and interviews with employees. The on-site assessors made a formal recommendation for accreditation to CFA based on their ndings. Sheriff Steve Whidden and his accreditation team members, Sgt. Michael Stevens, Deputy Bonnie Weaver and Nicki Hunt attended the CFA Business meeting in Sarasota, Florida on September 27, 2012 to be reviewed for State Accreditation. It was during this meeting that the Commission for Florida Law Enforcement Accreditation, ofcially awarded Sheriff Steve Whidden with the Certi cate of Accreditation. Undergoing the voluntary state accreditation process provides an agency with a “quality assurance review” and encourages intense self-scrutiny resulting in more efcient and effective daily operations. “We are striving to create and maintain a culture of professionalism and accountability within the agency as a way of doing business,” said Sheriff Steve Whidden. Becoming accredited by the commission for Florida Law Enforcement Accreditation is considered a signi cant accomplishment and this status is held in high esteem by the criminal justice community.
