Thursday, June 28, 2012 50¢ Plus tax V ol. 89 No. 26 by Patty BrantCaloosa Belle With the county’s economic condition stagnating, Hendry County commissioners continue to look for future bright spots. The brightest spot on the horizon remains Airglades Airport and the prospect of an anchor company coming in as an anchor for what they hope will become a regional economic hub. The commissioners called an emergency meeting for June 19 that County Attorney Mark Lapp explained as necessary for the submission of an application for a grant to upgrade Airglades’ runway. Economic Development Council Executive Director Gregg Gillman told the commissioners that the grant, infrastructure funding from state transportation funds, should be done “as soon as possible.” This portion of state funding requires a separate application in order to qualify for approval, he said. He was enthusiastic about the county’s chances to get the grant because the state approached Hendry County requesting the application be made. For its part, the county wants to take advantage of the state’s momentum in encouraging this project that promises so much for Hendr y County. Commissioner Al Perry asked the value of the grant, but Mr. Gillman said he didn’t have a number County seeks extra Airglades funding Caloosa Belle/ Waddy ThompsonKids still can’t turn down a good sack raceSaturday, June 23, the Hendry County Sheriff’s Of ce Community Policing Unit sponsored its annual Fun Day with loads of entertainment, food and fun. See Page 16 for more photos. by Patty BrantCaloosa Belle In ongoing budget concerns, Finance Director Ron Zimmerly explained that the board might want to consider setting ad valorem rates to the roll back rate for 2013; that is, the rate necessary to bring in the same amount of revenue as the previous year. For years the city has managed to keep its rate at 3 mills. The board sees that it may have to increase that slightly for next year’s budget. The rollback rate is expected to be 3.1387, according to Mr. Zimmerly. The city’s ad valorem taxes have steadily decreased for the past four years, he said. Also, the board will consider asking the sheriff to reduce the city’s $255,000 contribution to his budget, which they said includes an error from the previous sheriff’s budget that could save the city some $40,000.In other business:The process of milling and resurfacing Bridge Street has begun, forcing one-way traf c across the bridge. Unfortunately, unforeseen repairs are also being done on Fort Denaud Bridge at this same time. Fort Denaud Bridge will be closed for an unspeci ed length of time. Commissioner Hilda Zimmerly again relayed complaints about loud music from the LaBelle Civic Center, speci cally the base. The mayor suggested that it may not be the fault of the renters, but of the band and that hitting the bands with a ne may be the answer to the problem. City Attorney Jimmy Luckey suggested installing a base box in the civic center, a device that helps negate excessive base noise. Resident Hugo Vargas suggested that the source of the loud music may not be the civic center but loud boom boxes from vehicles on Martin Luther King Blvd. He said he lives in the area and can clearly identify the direction it is coming from. The mayor explained that the city has asked the sheriff’s of ce to enforce the city noise ordinance and even purchased a sound monitoring system to do so. Commissioner Zimmerly also suggested that emergency personnel need help in nding speci c addresses. Part of the problem may be a lack of address numbers on properties throughout the city. Mr. Zimmerly noted that the county set standards for address posting several years ago, but apparently they have not been enforced. Next month, the board will consider extending the city’s contract with lobbyists Spratt and Associates to a three-year term. The plan is to have Joe Spratt attend City mulling over tax rate increase See Airglades — Page 2 See Taxes — Page 2 The City of LaBelle invites the community to its annual Fourth of July reworks display beginning about dusk July 4 at Barron Park in celebration of our nation's indepencence.

He explained that this is just one piece of a larger package for Airglades. The number will be known when the entire package takes shape. A motion by Commissioner Janet Taylor, seconded by Commissioner Darrell Harris. passed 3-1 with Chairman Tris Chapman abstaining due to his employment and connection with USSC. Commissioner Karson Turner was not present for the vote. In response to Chairman Chapman's question about how the Airglades project ful lls Governor Scott's 5-1 payback requirement, Mr. Gillman said the payback is not required for the Transportation Fund, which is w here this funding would come from. Other portions of the project will require the county to demonstrate the "payback" for the state in terms of jobs and taxes to the state. Commission Chairman Chapman complimented Mr. Gillman, saying he appreciates his "aggressive approach" to economic development. If approved by the state, the grant will provide funding for a runway coating to strengthen the surface for use by jet aircraft. The county foresees a bene t with an additional 200 jobs and pro ts from selling jet fuel to the company. and provide information on his efforts in Tallahassee on behalf of the City of LaBelle. City Planner Shellie Johnson explained that the city needs to have a tree ceremony of some sort this year to ful ll its requirements to become part of the Tree City USA program. A tree is to be planted in Barron Park at 9 a.m. Tuesday, July 3. City employees will have to deal with a less comprehensive health coverage program. The board noted that the city absorbed losses in the plan over the last couple years but budget constraints cannot allow that to happen any more. However, employees will have the option to pick up the same coverage as they've had previously at their own expense. The next regular city commission meeting will be at 7 p.m. Thursday, July 12. This of ce has received numerous requests from residents since 2006 for an explanation of why the mailing address changed from LaBelle to Fort Denaud. So far this has not been a 9-1-1 issue due to the address system implemented for routing Public Safety. Fort Denaud is not an incorporated area but has been recognized as an historical area. In 2006 a group of residents petitioned to have a Zip Code assigned to the historical area of Fort Denaud. The only purpose of a Zip Code system is to facilitate the ef cient and orderly delivery of the mail. However the Zip Code is also used by non-delivery entities as a geographic locator that are unrelated to the delivery of mail. Zip Codes are not based on political jurisdiction boundaries, but on on the location of the delivery post of ce. Therefore, Fort Denaud could not be assigned a new Zip Code because it was not scally responsible to build another Post Of ce. USPS has sought to reduce rather than enlarge the number of post of ces. However, a compromise solution was sought. USPS did allow the alternate cit y name of Fort Denaud to be used in the last line of the address while not changing the Zip Code. USPS sorting only pays attention to the last two lines of an address; Full street address, City, State and Zip. Either way, USPS will deliver to the street address regardless if Fort Denaud or LaBelle is used in the city name. Please contact Robin at 863-674-5406 if you feel an address needs to be added. Ft. Veterans Retrainingby Matt KindermannLast year when the President signed the VOW to Hire Hero’s Act of 2011, it included the Veterans Retraining Assistance Program, or VRAP. VRAP is a program offered in collaboration between the Department of Labor and the Department of Veterans Affairs to give up to 12 months of training assistance to currently unemployed Veterans who are between the ages of 35 and 60. VRAP begins on July 1, 2012, and applications can be submitted now at www. bene ts.va.gov/VOW. The veteran has to have served at least one day on active duty and received a DD214 with an other than Dishonorable discharge. The veteran needs to be unemployed at the time the application is made, cannot be receiving VA compensation for disability or any other employability factors that would otherwise qualify the Veteran for vocational rehabilitation. Also, the veteran cannot be currently eligible or using any other federal or state job training programs, or other VA education bene ts such as the GI Bill. However, the veteran can qualify for VRAP if they have exhausted their GI Bill and are not eligible for, or currently using any of the other VA bene ts. VRAP will offer 12 months of full-time nancial assistance at the current GI Bill rate, which is $1,473 per month, for community college programs leading to an associate’s degree or a non-degree certi cate needed for a nationally in-demand occupation such as teachers, nurses, engineers, therapist assistants and more. There are fully 211 approved occupations for this program. There have been some news reports that Florida’s community colleges are ineligible for VRAP, but that discrepancy has been eliminated and all 28 of Florida’s community colleges are now fully eligible to accept VRAP for the covered programs. Veterans representatives can be contacted for further assistance at local workforce of ces in Ft Myers, Naples and Port Charlotte. Thanksgiving is great, too, as families watch the Macy’s parade, gather at the table and tune in the games. Easter people around the world celebrate the resurrection of the Lord Jesus and His hope. But I also love July 4th celebrations with its barbecues, reworks and parades! I am proud to be an American. That loyalty is “part-andparcel” for all the Morgan kids. Our dad was a Marine in WW II and our mom remains a patriot who loves “Uncle Sam.“ Amazingly, some in our country speak despairingly of America. Granted, we do not live in a perfect land. However, no country is without short-comings. Yet, a cursory review of people who wish to live in any other country other than theirs, America comes up on top every single time. Ask those who are willing to paddle 90 miles from Cuba to Key West risking death for one objective – get to America. Call your next case! Remember the guy with a bomb built into his shoe and tried to light it on a plane? Did you know his trial is over and he was sentenced? Did you see or hear any of the judge’s comments? What the judge said at the end of that hearing to that terrorist ought to be put on a DVD in multiple languages and sent to every citizen of our nation. Prior to sentencing, Judge William Young asked the defendant for any personal remarks. Richard Reid, admitting his guilt, also admitted his allegiance to Osama bin Laden, to Islam, and to the religion of Allah. De antly Reid said, “I will not apologize for my actions. I am at war with your country.” Judge Young then pronounced sentence, placing Reid in prison for multiple life sentences, and a ne of $250,000, along with other nancial penalties, that will never be paid. Then the judge said, “This is the sentence that is provided for by our statutes. It is a fair and just sentence. It is a righteous sentence. “Now, let me explain this to you. We are not afraid of you or any of your terrorist coconspirators, Mr. Reid. We are Americans. We have been through the re before. There is too much war talk here and I say that to everyone with the utmost respect. Here in this court, we deal with individuals as individuals and care for individuals as individuals. As human beings, we reach out for justice. “You are not an enemy combatant. You are a terrorist. You are not a soldier in any war. You are a terrorist. To give you that reference, to call you a soldier, gives you far too much stature. Whether the of cers of government do it or your attorney does it, or if you think you are a soldier, you are not-----, you are a terrorist. And we do not negotiate with terrorists. We do not meet with terrorists. We do not sign documents with terrorists. We hunt them down one by one and bring them to justice. “So war talk is way out of line in this court. You are a big fellow. But you are not that big. You’re no warrior. I’ve known warriors. You are a terrorist. A species of criminal that is guilty of multiple attempted murders. In a very real sense, State Trooper Santiago had it right when you rst were taken off that plane and into custody and you wondered where the press and the TV crews were, and he said: ‘You’re no big deal.’ “You are no big deal. “What your able counsel and what the equally able United States attorneys have grappled with and what I have, as honestl y as I know how, tried to grapple with, is wh y you did something so horri c. What was it that led you here to this courtroom today? “I have listened respectfully to what you have to say. And I ask you to search your heart and ask yourself what sort of unfathomable hate led you to do what you are guilty of and admit you are guilty of doing? And, I have an answer for you. It may not satisfy you, but as I search this entire record, it comes as close to understanding as I know. “It seems to me you hate the one thing that to us is most precious. You hate our freedom. Our individual freedom. Our individual freedom to live as we choose, to come and go as we choose, to believe or not believe as we individually choose. Here, in this society, the very wind carries freedom. It carries it everywhere from sea to shining sea. It is because we prize individual freedom so much that you are here in this beautiful courtroom, so that everyone can see, trul y see, that justice is administered fairly, individually, and discretely. It is for freedom’s sake that your lawyers are striving so vigorously on your behalf, have led appeals, will go on in their representation of you before other judges. “We Americans are all about freedom. Because we all know that the way we treat you, Mr. Reid, is the measure of our own liberties. Make no mistake though. It is yet true that we will bear any burden; pay any price, to preserve our freedoms. Look around this courtroom. Mark it well. The world is not going to long remember what you or I say here. The day after tomorrow, it will be forgotten, but this, however, will long endure. “Here in this courtroom and courtrooms all across America, the American people will gather to see that justice, individual justice, justice, not war, individual justice is in fact being done. The very President of the United States through his of cers will have to come into courtrooms and lay out evidence on which speci c matters can be judged and juries of citizens will gather to sit and judge that evidence democratically, to mold and shape and re ne our sense of justice. “See that ag, Mr. Reid? That’s the ag o f the United States of America. That ag will y there long after this is all forgotten. That ag stands for freedom. And it always will. “Mr. Custody Of cer. Stand him down.” Thank God for Judge Young. He got it right! May God give us more leaders like him and send the panty-waisted wimps to his courtroom to learn what true Americans stand for and how we think. Or, here’s another option… let those people start paddling to Havana. “Uncle Fidel” and his freedom team would be a good role model for them. Happy rowing!Dr. Les Morgan is pastor of Caloosa Baptist Church in LaBelle, located across the street from City Hall. He loves America. America stands for freedom Matt Kindermann Les Morgan

by Pat DobbinsNow that the rains have nally arrived, it's time to start thinking about mosquitoes. Mosquitoes can carry West Nile virus infection, St. Louis encephalitis and Eastern Equine Encephalitis. Once a person is infected, they may have mild symptoms w hich include headache, fever, dizziness and fatigue, but other severe symptoms are also possible. Mosquito-borne diseases can cause serious illnesses and sometimes death in people of any age, but children and those over 50 are at greatest risk for severe reactions and disease. Avoiding mosquito bites is the best way to prevent disease. Remember the 5 D's Dusk and Dawn Avoid being outdoors w hen mosquitoes are seeking blood. Dress Wear clothing that covers most of your skin. DEET When the potential exists for exposure to mosquitoes, repellents containing up to 30 percent DEET are recommended. Oil of lemon eucalyptus can also be effective. Drainage Check around your home to rid the area of standing water, where mosquitoes lay eggs. Tips on repellent use Always read label directions carefully for the approved usage before applying a repellent. In protecting children, read label instructions to be sure the repellent is appropriate. DEET is not recommended on children younger than 2 months old. Oil of lemon eucalyptus should not be used on children less than 3 years old. Infants should be kept indoors or mosquito netting should be used over carriers and strollers when outside. Never apply repellents to a child's hands. Adults should apply repellent rst to their own hands and then transfer it to the child's skin and clothing. Apply insect repellent to exposed skin or clothing, but not under clothing; not near eyes, mouth, cuts, wounds or irritated skin. Tips on eliminating breeding sites Clean out eaves, troughs and gutters. Remove old tires or drill holes in those used in playgrounds to drain. Turn over or remove any empty containers (cups, pots, buckets, etc.). Check tarps on boats or other equipment that may collect water. Store boats upside down or with a cover Replace water in birdbaths and pet or other animal feeding dishes at least once a week. Change water in plant trays, including hanging plants, at least once a week. Remove vegetation or obstructions in drainage ditches that prevent the ow of water. Keep mosquitoes out of your house. Cover doors and windows with screens to keep mosquitoes out. Repair broken screens on windows, doors, porches, and patios. After graduating, members are required to serve active duty for ve years or eight years in the reserves on a United States ag vessel. During their academy years, midshipmen are required to spend a total of one year at sea on a merchant or Naval ship. The young man said he spent a lot of his time at sea in the Middle East, but also in the Far East, around Honduras and Spain. Although being a "deck cadet" was tough, he said it was intersting. Young Fletcher's application to the Merchant Marine Academy was sponsored by Congressman Tom Rooney.
