Thursday, April 12, 2012 50¢ Plus tax V ol. 89 No. 15 by Patty BrantCaloosa Belle Opponents of the proposed drive park in Port LaBelle once again made their feelings known at the April 10 Glades County Commission meeting, but there was none of the acrimony seen at a Feb. 27 meeting at which plans were presented. Commissioners made short work of the issue before them that day, however, as it was simply approving a change in the Comprehensive Plan changing the zoning of 74 acres in the middle of the 234-acre site for the proposed complex. Opponents, represented by Laurel Oaks Property Owners Association President Scott Wegscheid, were in agreement with the zoning request, which changed the designation of the open use ag inner portion to match the rest of the parcel as residential. Later in the process, the investment, development, real estate consulting rm from Bonita Springs called Southern Land Group will seek a zoning change to Planned Development, which would allow the controversial uses. These uses include a drive track for high performance vehicles and some 300 residences. A maximum of 600 members could join the drive club. Ancillary uses could include a country club, restaurants, lounges, convenience stores and some fuel storage. Residents of both Glades and Hendry counties vehemently oppose the drive park being proposed. In the audience, residents Jack and Michaelyn Zorn, who live just about 50 feet from th e site, voiced their concern about the proposal before the meeting. Don Carter, who lives even closer, said, "I've been in Orlando. Believe me! Talk about the noise!" He said he was east o f Orlando a lot further away from a simila r facility and indicated that the noise was unbearable. The Zorns agreed, citing that the proposed drive park would be open 24/7 with no speed limit. Before the meeting, Muse resident Marg e Amato noted that such a facility could dra w emergency services away from her little-served community as well. Amendment okays step toward drive park by Patty BrantCaloosa Belle LaBelle water customers have been seeking better water quality for years. That quest took a giant step forward April 3 with the ceremonial presentation of funding in the form of a $10 million low interest loan plus $5.2 million grant for a new reverse osmosis water treatment plant. In addition to holding the promise of producing high quality water, the new plant will connect another 150 families as LaBelle water customers for a total of 2,154 families and businesses on line. When the new plant is complete, the city's water capacity will be increased by 1.5 million gallons per day (mgd) at the new plant, plus another one million gpd from the current membrane plant for a total availability of 2.5 million gpd. As Vice Mayor Dave Lyons noted, the planning process for the new water treatment plant goes back nine years with many hold ups and snags in the process. Richard Macheck, USDA Rural Development State Director, said the completion of this project will enhance the community's ability to plan ahead. Mr. Macheck noted that he sees the economy and construction rising again and added that, in a couple years, "We'll be back on track." LaBelle Superintendent of Public Works, Michael Boyle, noted that issues with the Department of Environmental Protection have plagued the City of LaBelle's current water treatment plant. The problems could not be adequately resolved, due to the old technology and infrastructure of the current 30-some Funding received for new water plant by Patty BrantCalooa Belle The Red Cross is one of the most recognized organizations in the w orld, providing assistance in disasters great and small, but also educating people to "prevent, prepare for and respond to emergencies." Recently the Red Cross combined Hendry and Glades counties w ith Lee and Collier to form Florida's Gulf Coast Region. John Cain, Director of Volunteer Services for the newly-formed region, explained that the Red Cross is looking for a more active roll throughout the area, including Immokalee. The focus is on "local people serving local people." John's job is to build up the local v olunteer base. Red Cross Disaster Action Teams (DATs) respond to all local natural disasters hurricanes, tornadoes, oods, res and so on. The Red Cross responds, on average, to about ve or six house res each year in Hendry and Glades, plus several brush res. The Red Cross will be manning a part time of ce in LaBelle, located in the United W ay/Salvation Army building, which was recently relocated itself to the old A frame on Bridge Street. The organization believes in local services, simply requiring a minimum of six participants to bring a class to any of the counties in the region, Although no full time presence is located in Hendry/Glades, local folks are welcome to participate in and use services located in Lee County. For instance, the Red Cross Service to Armed Forces in Lee and Collier is very active, acting as the go-between or communicator among the service member, the family and the branch of service. The Red Cross helps cut through the red tape to get death certi cates and other paperw ork so leave can be granted for the service member in times of family crisis. He said Collier and Lee also has a very active Veterans Assistance program that serves homeless vets, and a support group, especially for those reacclimating from combat service. Currently there are three Red Cross volunteers who live in Hendry and one who lives in Glades. Several others were added at a recent recruiting event at Walmart in Clewiston. John said the organization's biggest need in Hendry/Glades is for shelter managers, then DAT teams to visit family re victims and so on. The object is to increase numbers of local volunteers. Red Cross volunteers, John points out, can be volunteers as active as they want. so each individual can tailor his or her commitment to meet their own needs. Adult volunteers must be at least 18 years of age. Prospective volunteers must undergo a con dential background check and application process. Youth volunteers are 12-18 years of age and have their own application process, which includes parental permission. The area youth director is Shari Stott. For young children, the Red Cross puts on a Masters of Disaster presentation, an age appropriate orientation into preparing for bad times. There are many opportunities for Red Cross youth volunteers, John said, including special projects and coming up with ideas for fund raisers. They can also help out in shelters, do client casework and do computer input. Andy Jerant is the Red Cross Regional Disaster Director. He said the Red Cross has realigned its organization from individual chapters, adding this will bolster areas where more assistance is needed. It is also intended to reduce long travel distances to provide assistance in outlying areas. The regional concept is bringing the Red Cross "back to basics" with community volunteers, Andy noted, providing volunteers to each community who know their own community best. Red Cross training is free, can help individual communities prepare for emergencies and ensure the best service by utilizing volunteers with a strong understanding of their own community. Andy himself has a long history with the Red Cross, going back some 30 years as a youth volunteer. Andy wants to remind Hendry/Glades residents that Southwest Florida is currently in re season and that hurricane season is coming up. He urges families to have an emergency plan that everyone is familiar with, including a place to meet if the family gets separated. Residents should also always have an emergency preparedness kit handy. The Red Cross is working toward having a full time of ce in Hendry/Glades. Until that time the old A frame will serve the purpose. The Red Cross is targeting the end of the month for a general information meeting. In a prepared statement to the commission, he commented that the area concerned is an established residential neighborhood and noted the hard earned money, time and labor residents have put into their quiet lifestyle. He said the proposed drive park would threaten the family atmosphere and solitude longtime residents have worked so hard to achieve. He added that there were better sites in Glades County for such a project. He also asked the commission to schedule any further hearings on the drive park proposal for evening meetings, to allow w orking residents a chance to be present. Director of Community Development Larry Hilton presented the rationale for changing the comprehensive plan designation from open ag to residential. He explained to the commissioners that the site is surrounded by residential zoning and the move would simply make zoning consistent. He told the board that county staff recommended the change. The area concerned was formerly part of the Port LaBelle Development of Regional Impact (DRI). He added that, in order to allow the proposed drive park, a "rezone" would be required later. The Florida Fish and Wildlife Conservation Commission (FWC) worked with the Hendry County Board of County Commissioners and partners such as Defenders of Wildlife to create the new zones on Keri Road, also known as CR 832. Keri Road is a rural road that passes through the Okaloacoochee Slough State Forest. Since 1996, the FWC has documented nine panthers that were killed by vehicle collisions along this road. Florida's panther population today is an estimated 100 to 160 adults. The new speed zone, which will reduce the nighttime speed limit from 55 mph to 45 mph, will go into effect this week. The zone would extend approximately 5.25 miles from the east-west boundary of Okaloacoochee Slough State Forest, from Wild Cow Grade to Railroad Grade. "Vehicle collisions are one of the leading causes of death for Florida panthers," said Darrell Land, FWC panther team leader. "Speed zones such as this can make a real difference in the conservation of this endangered species. Reducing your speed reduces your stopping distance. If an animal is on the road, potential collisions can be avoided." Vehicle collisions are the greatest source of human-caused mortality to this federally endangered species. Already, in 2012, there have been three documented deaths of panthers hit by vehicles. Among the 24 documented panther deaths in 2011, nine, or more than a third, were due to collisions with vehicles. "Traveling at 45 mph instead of 55 mph adds about one minute to the ve-mile drive," said Land. "We're just asking for a minute of someone's time for the Florida panther." Motorists should be aware that violators may receive nes exceeding $200 for their rst offense of exceeding the slow speed zone, and any violation of more than 29 mph over the posted limit may result in a mandatory court appearance. The FWC encourages people to report sightings of an injured or dead panther by calling the FWC's Wildlife Alert Hotline at 888-404-FWCC (3922) or #FWC or *FWC on a cell phone. Speed zone to help protect panther April 8 14, 2012, Wild re Awareness Week is an effort to draw public attention to the growing threat of wild res and about challenges State Wildland Fire ghters face when ghting wild res. There has been a dramatic increase in the number of people moving into the Wildland Urban Interface (where homes meet the woods) over the past decade. There has been a comparable increase in wildland res, acreage burned, structures damaged or destroyed, re ghter injuries and re suppression costs. State Wildland Fire ghters ask homeowners to become partners with them in reducing human caused wild res and to prepare their home before a wild re occurs. Nine out of ten wild res are caused by people. Please use caution with anything that can cause a spark and if you accidently start a wild re call 911 immediately. Several high-risk communities have partnered up with re ghters and made the effort to become Firewise. Some companies call them Administrative Assistants, while others call them Appointment Setters, Clerks, Support Assistants, Of ce Associates, Receptionists or Information Clerks. The list is doubled by adding the word "Executive" before each title, creating Executive Administrative Assistants or Executive Secretaries. Janitors have equally diverse job titles that include Maids, Housekeepers, Custodians, Environmental Workers, Floor Technicians, Sanitation Specialists and Operational Service Workers. How many different titles can you think of for your job? To nd the most commonly associated titles, go to www.onetonline.org and type your job into the Occupation Quick Search box in the upper right corner of the page. Next, click on the job title that most closely resembles yours and look under the summary report which will list all the samples of reported job titles related with that job. For fun, you can look up other jobs as well and start calling the baby sitter a "Child Care Provider." Be careful though, the baby sitter might ask for a pay increase commensurate with the more professional title! Knowing all the different ways your desired job can be called will not only help beef up your resume, it will also help when using the internet to search for job openings. Most job search Web sites ask for a key word and a location, such as "personal trainer" and "Ft. Myers." The computer will then look for all the job openings with the key word personal trainer that are advertised in Ft Myers. Unfortunately, the search might not nd any of the tness instructor jobs. One way to conduct a single search and get all the possible results is to use a key word that is common to each, such as exercise or coach. Using www.employ orida.com is helpful because that system looks for matching consecutive letters instead of whole words. The difference is explained by searching for secretary jobs. Using employ orida.com we can type "secretar" in the search window which will return all jobs that have the words secretary, secretarial and secretaries in the job description. Other commercial job search Web sites cannot use a part of a word and will produce an error message if the key word is not recognizable. One goal of Public Health is getting to the root of the cause of neglect and abuse through education, changing behaviors and changing attitudes. But the main goals are to love and nurture our children and stop the neglect and abuse before it ever starts, creating happy and healthy children and keeping children safe. April was rst declared Child Abuse Prevention Month by Presidential proclamation in 1983. Since then, April has been a time to acknowledge the importance of families and communities working together to prevent child abuse. The majority of child abuse cases stem from situations and conditions that are preventable when communities are engaged and supportive. Every 11 minutes, a child in Florida is neglected or abused. Every 45 hours, a child in Florida dies from neglect or abuse. Research has identi ed factors known to prevent and reduce child abuse and neglect. These factors include parental resilience, nurturing, attachment, social connections, knowledge about parenting, knowledge about child development and support systems for parents. Being a parent isn't easy. Here are some tips that may help: Be a nurturing parent. Children need to know that they are special, loved and capable of achieving their goals and dreams. Help yourself. When the big and little problems of your everyday life build up and make you feel overwhelmed and out of control, take time out. Don't take it out on your children. Be a friend to a parent you know. As k how their children are doing. Try to provide reassurance and support. If a parent seems to be struggling, offer to baby-sit or run errands or just lend a friendly ear. Talk to your neighbors about looking out for one another's children. Encourage a supportive spirit among parents in your community. Show that you are involved. Give your used clothing, furniture and toys for use by another family. This can help relieve the stress of nancial burdens that parents sometimes take out on their kids. Volunteer your time and money for programs in your community that support children and families, like parent support groups or day care centers. A child's health and well-being starts with you. Provide your child with a healthy and safe home. Report suspected abuse or neglect. If you have reason to believe a child has been or may be harmed, call your local department of children and family services or you local police department. To report child abuse, you can also call 1-800-96ABUSE (1-800-962-2873) The next time everyday pressures build up to the point where you feel like lashing out -STOP! Try any of these simple alternatives. You'll feel better... and so will your child. Take a deep breath... and another. Then remember you are the adult. Press your lips together and count to 10 or better yet, to 20. Close your eyes and imagine you're hearing what your child is about to hear. Put your child in a time-out chair (Remember this rule: one time-out minute for each year of age.) Put yourself in a time-out chair. Thin k about why you are angry Phone a friend. Ask for help. If someone can watch the children, go outside and take a walk. Turn on some music. Maybe even sing along. The Hendry County Special Needs Shelter located at West Glades School, in Muse, has auxiliary power and is capable of providing a safer refuge for individuals, and their caregivers, who require health oversight. It is strongly suggested that you pursue primary evacuation plans with family, friends, neighbors, church organizations, etc. Speak with your physician and family about your transportation and sheltering needs. If you require hospitalization, have your physician execute the necessary pre-admission procedures well in advance of a known, pending disaster such as a hurricane. Again, talk to your family, friends, and neighbors about providing you with evacuation transportation. If you live in a mobile home park or an area with an established homeowners association, inquire about your association's disaster plan. Also, if you have special needs that do not require medical sheltering, speak with your Minister, or af liate religious association, or civic organization to see what types of evacuation sponsorship programs are available. Please keep in mind that pets are not allowed. If you need to attend the West Glades School PSN Shelter, you are required to register before you arrive at the shelter each year, and you are required to bring a caregiver with you into the shelter. On Wednesday, April 4, the Cowboys put together a 5-run fourth inning behind Junior Austin Garcia's bases loaded triple to pull away from the Red Knights of North Ft. Myers 8-4. Garcia was also the winning pitcher giving up six hits and three earned runs in four and two thirds innings before giving way to junior Tyler O'Ferrell. O'Ferrell did an outstanding job shutting the door on the Red Knights allowing only two hits the rest of the way. Junior second baseman Brandon Miners also had a big night for LaBelle collecting two hits in three at bats. The speedster also scored three runs and stole two bases for the Cowboys. On Wednesday, April 5, the Cowboys came from behind to upend the Dunbar Tigers 15-9 in a game continued from being rained out earlier in the season. The Cowboys led 7-1 and fell behind 9-7 before scoring eight runs in the nal two innings to put the game away. By Pete GawdaOkeechobee News Discussions about the restoration of the Everglades and the management of Lake Okeechobee often disclose differences of opinion. That was the case at the March 30 meeting of the County Coalition for Responsible Management of Lake Okeechobee, St. Lucie and Caloosahatchee Estuaries and the Lake Worth Lagoon. The coalition, is made up of representatives of 10 counties in South Florida affected by the lake. Temperance Morgan, state policy chief for South Florida Water Management District (SFWMD), gave the coalition an update on Caloosahatchee River Watershed Protection Plan. The plan, which consists of local, state, and federal projects, has a two fold goal: reducing total nitrogen levels and establishing salinity in the estuary. She spoke of the dispersed water management program which stores excess water on private property to provide shallow groundwater discharge, improve wetland systems and reduce harmful effects on Lake Okeechobee and the estuaries. Glades County Commissioner Russell Echols expressed frustration that SFWMD was buying large quantities of land in his county and not doing anything with it. Such state purchases take property off the county's ad valorum tax roles. Commissioner Echols also expressed concern about the length of time involved in the permitting process. "Any agency that has the authority for permitting should have the responsibility to issue a permit in a timely manner," he said. Lt. Colonel Michael Kinard, deputy district Engineer for the U. S. Army Corps of Engineers (COE), gave an update on the Herbert Hoover Dike Rehabilitation Project. He said the dike is rated Dam Safety Action Class Level 1 with 1 being the least safe and 5 being the safest. He said that was good and bad. It is bad in terms of the safety of residents, but it is good in the fact the dike received over 20 percent of the national dam safety budget for three years. The colonel said originally the dike was divided into 8 sections called reaches. Work was done rst on the worst reach, between Port Mayaca and Belle Glade. The emphasis is now on system wide to reduce the risk. The goal is to replace 28 culverts around the dike, remove one and abandon three. "It all depends on funding," he said of the pace of rehabilitation. The colonel said that as rehabilitation is progressing COE will work on a new lake regulation schedule that would accommodate higher water levels. Susan Sylvester, SFWMD's water control operations bureau chief, noted that for the past several years we have had drier than normal dry seasons. Most of the 16 county area by SFWMD is at 50 percent or less of the average March rainfall. She said predictions for April and May call for below normal rainfall. Ms. Sylvester did say that water levels in the Kissimmee Basin are holding steady. She said that the current lake regulation schedule does not call for any releases to the Caloosahatchee Estuary. Kurt Harclerod, who represented Lee County, disagreed with that reasoning. He made a motion to send a letter to SFWMD recommending that environmental releases of water be made from Lake Okeechobee to the Caloosahatchee River to improve the salinity level in the estuary. That motion passed with Commissioner Echols casting the lone dissenting vote. After the meeting Commissioner Echols said he did not have enough information to approve the motion. The opposite opinion was expression by Hendry County Commissioner Carson Turner who was in favor of all parties cooperating. "Permitted users need to have what they need," he said. Kim Taplin, chief of the Central Everglades branch for COE gave an update on the Comprehensive Everglades Restoration Plan. Components of the plan under consideration include storage, treatment and conveyance of water in the Everglades Agricultural Area, decompartmentalization and sheet ow enhancement, seepage management and operations changes. She explained how COE was streamlining the planning process for projects from up to 6 years to as little as 18 months. The streamlined process involves receiving input during the planning rather than at the end. Ms. Taplin stated that 12.5 to 15 feet would be a healthy range of depth for the lake. When the rehabilitation of the dike is completed she said that range of depth would still be good for the ecology. "It is not the intent to have a schedule that holds the lake at 17 feet," she said. Okeechobee County Commissioner Bryant Culpepper addressed the coalition expressing his great pleasure in the quantity and quality of sh caught in the lake at last weekend's Bassmaster Tournament. He attributed the successful catch to Florida Wildlife Conservation Commission Biologist Don Fox, whom he called "the Father of Lake Okeechobee." Thousands of eggs were hidden behind the Kiwanis Thrift Store and the kids squealed with delight as they were released for the hunt! Over 40 kids of from 3-10 joined in the fun. For the older kids (ages 11-12) there was a scavenger hunt and they had to put on their thinking cap to solve the clues to win their prize! Prizes were awarded for each age category, but every child received a goodie-bag. The kids and parents all seemed excited to see the Easter Bunny as well! Thanks to everyone who helped make this a special day and additionally a big thank you to the parents for allowing their children to be a part of the event. The problems have been multiplying for LaBelle’s 1970s water treatment plant and its customers. The old system just could not satisfy recent regulations, he said. For years the city has been forced to use stop-gap measures in an effort to force the old plant to “do things it just was never designed to do.” With this funding, a new state-of-the-art reverse osmosis plant is possible. Mr. Boyle quickly went through the process, beginning with city consultants Applied Technology Management’s (ATM) analysis of the system and researching options. The city nally decided to go with the reverse osmosis plant, using the non-traditional Lower Hawthorne aquifer as a water source and a deep injection well for reject water. The project includes three wells, a ground storage tank, high service pump stations and associated transmission and distribution piping. To accommodate potential growth, expansion of the distribution system is part of the planned project. The new plant will be located in South LaBelle, south of GreenTree apartments, off SR 29S. Of modular construction, more capacity may be added as it becomes necessary. Bids for construction should be opened next month and awarded subject to approval by USDA. Rural Utilities Administrator Jonathan Adelstein came from Washington for the occasion. Appointed to the position in July 2009 by President Obama, Mr. Adelstein is the 17th administrator of the USDA/RUS. He has a background with the Federal Communications Commission, championed the expansion of rural broadband in 2009 and is a member of the White House National Science and Technology Council. Mr. Adelstein gave a nod to US Sen. Bill Nelson for his support as well as to community leaders. He noted that improving the quality fo water will also improve the quality of life for residents of LaBelle and characterized this project as “critical for the future.” That same day, ceremonies marked a check presentation for the City of Moore Haven’s completion of Phase 1 of a water system improvement project. Rural Development awarded a $4.4 million loan for this rst phase, including additional ground storage, a service pump station and a new ultraltration system. The project will affect 1,000 families and businesses. South of LaBelle, in Immokalee, groundbreaking ceremonies kicked off the day’s events and marked the beginning of construction for an $8.3 million wastewater treatment plant improvement and expansion project. It was another comical dilemma in this thing called life. When storing greens in the fridge put them in a plastic bag and put a paper towel inside. You can change the towel when it becomes damp. This trick keeps them from rotting. Once or twice a week when you put toothpaste on your brush put a sprinkle of baking soda on it and brush. Makes your teeth feel so clean. I keep a shaker with big holes lled with baking soda in the bathroom to clean with. A lso once a week sprinkle some on a wash cloth and rub all over your face, then rinse. The Spring Bluebird Blitz will help determine where Eastern bluebirds are breeding and nesting in Florida. The goal is to establish the location of Eastern bluebirds throughout the state. It is a concentrated effort by as many volunteers as possible going out all over the state of Florida trying to locate as many Eastern bluebirds as they can nd. Participation is simple. Go outside on Friday, April 13, and/or Saturday, April 14, and look for bluebirds. Record as much as you are able about the bluebirds you see, location, behavior, sex, age, etc. We also want to know where you looked and did not nd any bluebirds. Download, complete and submit the Blitz Report form that is on the Florida Bluebird Society Web site www. oridabluebirdsociety.com. by Patty BrantCaloosa Belle Hendry County EMS personnel took advantage of special training through the Orlando Emergency Medical Learning Resource Center (EMLRC) mobile simulator. The unit helps local emergency personnel hone their medical skills with regard to chemical, bioloical, radiological and nuclear threats. Using a realistic mannequin, Hendry County EMTs and paramedics were challenged to diagnose and provide rst aid to a "victim" of a terrorist plot. All 30 EMS personnel came to the EMS station in LaBelle in groups for the training, which consisted of one hour sessions over three days recently. The training was part of the counter terrorism response for public health and simulated illnesses and symptoms that would be seen in Weapons of Mass Destruction scenarios. According to Paramedic Meghan Benedict, "it was a learning experience. There were no everyday scenarios. It was a refresher to help you think in a different direction." The training was available from a grant secured by the efforts of EMS Operations Director Donna Aiken. EMS trains in counter terrorism These health fairs are free and open to the public.
