Yonge Library of Florida History, through its curator, Dr. James Cusick, requests funding from the St. Augustine Foundation to digitize the calendar for the East Florida Papers. Placing the calendar on the Web in a full-text-search format will provide all scholars of the borderlands with access to this important resource, the index to the local colonial records of St. Augustine and Spanish East Florida for the period 1783 to 1821. Due to advances in scanning technology and text-recognition software, it is now possible to convert all 65,000 index cards describing the contents of the East Florida Papers into an electronic database that can be used for free by anyone on the Web. The significance of such a project will be readily understood by the Foundation's Board of Directors. Ever since the University of Florida first indexed the East Florida Papers in the late 1970s, the card calendar has been the basic tool of historians working in Florida's Second Spanish Period. Every historian of note who publishes on colonial Florida has used the calendar to locate documents in the East Florida Papers needed for research. It has been used as well by graduate students in both history and archaeology for work on their theses and dissertations. Digitizing the cards will make the calendar much more accessible and easier to use, because the electronic version of the calendar will consist of fully searchable text and will be freely available online at any time. This digitization project is to be the first or pilot stage in a much larger borderlands project that the University intends to pursue. Our goal is not only to put up the calendar of the East Florida Papers, but to scan and display the documents as well. Eventually, researchers will be able to both search and read the East Florida Papers online. We then want to digitize our calendars of the Stetson Collection and Papeles de Cuba, and create online archives of at least portions of those collections. Finally, we plan to create electronic calendars for our holdings on the First Spanish Period (1513-1763), which are not currently indexed in any fashion. This is a long term and ambitious plan, and the calendar for the East Florida Papers affords an excellent beginning point. The request being submitted to the Foundation in this proposal is for $5000. Based on a test run of a drawer of 1000 calendar cards, scanned by a high-speed scanner at the Digital Library Center on campus, we can scan 1000 cards in approximately 45 minutes. The entire 60- drawer calendar can be scanned in this fashion in 45 hours, or slightly more than one work week. The Digital Library Center will then run the scanned images through a text-recognition program that will convert the text on the images into computer files of electronic text in ASCII format. These computer files will be the basis for the online database. Construction of the database, and creation of an interface that will allow people to search it, will be done by the Systems Department of the University of Florida Library. This interface will be a slightly modified version of interfaces that the library already has online. (For examples of typical search interfaces, see the information in the Appendix on the Florida Miscellaneous Manuscripts Collection, the Goza/Mickler Newspaper Article Database, and the Caribbean Newspapers Project). These search engines have all been designed by the library. The version for the calendar will be custom designed to fit the needs of searching the East Florida Papers (see below). Total cost of the project, which also includes proofing, corrections, and quality control for converted text, and maintenance of the database on the library server, can be done for the requested amount of $5000. Making the calendar of the East Florida Papers available on the Web will be a major boon to scholarly research on colonial St. Augustine, and a real accomplishment for U.F., Flagler College, and the Foundation. This web database will go up under the auspices of these institutions, and they will be permanently recognized as founders of the project even as we expand it in the future to encompass more data and other indexes and collections. The existence of a working online calendar will also significantly aid the University of Florida in pursuing grant money to digitize the East Florida Papers themselves, and thus initiate the day when borderlands research will be done directly online rather than at the microfilm reader. The Foundation therefore has an opportunity to fund a project that is worthwhile in its own right, and that can be used to attract future funding. To explain more fully what we want to do, and how we will accomplish it, let me refer you to the next few pages and the sample material in the figures and appendix. The East Florida Papers, housed at the Library of Congress, represent the entire local file of Spanish colonial records maintained by Crown officials in St. Augustine for the period 1783 to 1821 (with the exception of the land grants, which are held at the Florida State Archives in Tallahassee). The Papers were seized by American troops when Spanish East Florida was transferred to the United States in 1821, and were ultimately sent to Washington, D.C. in 1906. They have been maintained in their original order and are divided into 100 sections such as Letters to the Captain General, Letters to and from the Council of the Indies, Letters to and from the Department of State, Treasury Accounts, civil and criminal court proceedings, etc. Realizing that American historians would need an English language index of this material, the University of Florida applied to the National Endowment for the Humanities in 1978 for funds to pay archivists to go through the entire microfilm set of the East Florida Papers and create abstracts of each document and report in the collection. These abstracts were typed onto index cards and the cards were organized chronologically into the same 100 sections as the Papers. A typical index card is shown in Figure 1. The information on this card is in a standard format, followed on all the cards, and one that can be easily broken down into different fields for the electronic database. Cards give the date of the document, its location on the microfilm version of the East Florida Papers, its provenience (bundle number and document number) at the Library of Congress, its header (the writer and receiver or the document or other title), its length, and a brief synopsis of what is covered, including a listing of all proper names contained in the document. Usually, researchers using the card calendar start by selecting the sections of the East Florida Papers most relevant to their topic, and then browse the calendar drawers card by card, looking at the entries. The abstracts provide them with some sense of which dates and which sections of the collection they needed to scrutinize, and often alert them to specific documents that they need to read. 2 The card calendar has been an invaluable tool, limited only by the fact that there is only one set of original cards (located on the U.F. campus) and that the microfilmed version of the calendar, though widely distributed, is inconvenient to use, as it requires both access to a film reader, and many hours of scrolling through film. Despite this, most people writing about the Second Spanish Period have used the calendar to find their source material in the East Florida Papers. Figure 1. The goal of this digital project is threefold: First, the project will make the calendar easier to use by converting the text on the cards into an electronic format and by organizing it into an online database. Researchers will be able to browse the calendar by section and date (as they do now) but in the online version they will also be able to search all sections of the calendar using keywords, in much the same way that people currently search library catalogs or Internet sites. Second, the project will erase geographical limitations on use of the calendar. Researchers will not need to visit U.F. or obtain microfilm to use the calendar. Historians inside and outside the United States will have instant and free access to it. Third, by undertaking this project U.F., Flagler College, and the Foundation will be creating a tool that not only is immediately useful in scholarship, but that will also serve as a powerful demonstration of what can be accomplished for borderlands studies with scanning technology. When U.F. seeks larger grants, to put up more extensive indexes of Florida materials along with digital versions of collections, the grant writers will be able to point to this project as a working example of what can be done. Hence, a relatively small initial grant of funds will become the basis for an online resource that has excellent prospects of garnering scholarly attention and growing into a large-scale project. The calendar will also enhance the presence of important borderlands resources on the Web, providing another tool for research in addition to the Florida Museum of Natural History's St. Augustine site (http://www.flmnh.ufl.edu/staugustine/), the Florida State Archives' site on Spanish Land Grants (currently under development at http://fpc.dos.state.fl.us/memory/Collections/ SpanishLandGrants/), and the new Virtual St. Augustine site. One year ago this calendar project could not have been done. The labor costs of scanning and text conversion would have been uneconomical. However, the advent of high- speed scanners and of accurate text recognition programs that operate with a minimum of human supervision have changed this. Index cards (Figure 1) can be scanned by a Panasonic KV S2046C duplex scanner at the Digital Library Center, University of Florida, at the rate of one card every 3 seconds, producing bi-tonal images of each card at a resolution of 300 dpi. Each image is then processed by the Prime Recognition software at the Center, which "reads" the card and creates electronic text. In test, Prime Recognition was able to read one card every 3 seconds, with an accuracy rate of 99.96%. The information on each card then becomes a data record with the following fields: Name of Collection, Section Number, Title of Section, Date (Year, Month, and Day), Microfilm reel number, Bundle Number at the Library of Congress, Document number, Document Title, Size (pages), and Description (see Figure 2). Records are organized in an Excel spreadsheet and sent in this format to the Systems Department, which then creates an SQL- format database and designs an online search engine for browsing and searching the data. The process of going from card to image to data record to computer database is something that the Digital Library Center and the Systems Department do on a regular basis, and reviewers can visit the Web pages provided in the Appendix to see working examples. For the East Florida Papers, researchers will be able to search between fields and/or within fields, search within date ranges (e.g., 1789-1791), do key word searches, and limit their searches to specific sections of the Papers or search the entire calendar. For example, it will be possible to enter the phrase "Panton Leslie" and retrieve the calendar card entries for every card that contains this phrase. As noted above, this project represents the first but essential step in doing what researchers have long wished to see: accessing the East Florida Papers and other collections online. Digitizing the calendar will allow researchers in the United States and elsewhere to search the Papers from the convenience of their home or office. Moreover, the digital calendar will provide a means to begin placing images of the documents in the East Florida Papers online in an organized and searchable fashion. Figure 2.
