Erich Kesse and I have consulted and negotiated with the Florida Humanities Council about creating
a website for school teachers that will hold resources, texts, and teaching aids on Florida's Spanish colonial
period. The creation of this website is one facet of a larger proposal that FHC is submitting to the National
Endowment for the Humanities to run a series of teacher workshops in St. Augustine in 2004.

Attached is a description of the website portion of the proposal that we hope to complete with FHC,
pending funding of the grant application. I hope you will give your approval to this project.

Proposal for Cooperative Development of a Teachers Resources Website
with the Florida Humanities Council



The Department of Special and Area Studies Collections and the Digital Library Center
propose to select and digitize content for a teachers resources web page on early Florida
history. This web page will be designed and created for the Florida Humanities Council
as the online resource for its teacher workshops on Florida's Spanish colonial period.
Specifically, creation of the website will be a subcontract of FHC's project "Between
Columbus and Jamestown: Spanish St. Augustine," a workshop program proposed to the
National Endowment for the Humanities under its "Landmarks of American History"
initiative. FHC has requested that the curator for Florida history, in consultation with
FHC, select images and texts about Spanish colonial Florida for distribution through the
Web, and that the DLC design a website and digitize requested content. The DLC will
also maintain the site for FHC and the site will be hosted on the U.F. library server.

NEH's "Landmarks" initiative seeks to enhance teaching about all aspects of American
history in the nation's school system. The Florida Humanities Council has proposed
running four week-long teacher workshops (serving 160 teachers from across the
country) in the summer of 2004. The focus of the workshops will be Florida's Spanish
colonial period and the workshops will be held in St. Augustine. The creation of an
associated website addresses NEH's requirements that organizations sponsoring teacher
workshops provide ongoing communication and aid to school teachers. Responsibility
for creating and maintaining the web page(s) during the term of grant would be
subcontracted to the Digital Library Center. The Center assumes responsibility for
maintenance of the page and contents thereafter. The FHC proposal states:

"In order to provide teachers with continual access to scholarly help, to strengthen their
own background in the subject of St. Augustine, and to assist them with curriculum
development for teaching this subject, FHC will create a teachers resource website as a
component of the "Landmarks" project. The proposed site will not only help channel
teachers to existing web resources on Florida history, but it will also provide practical
services oriented toward teaching about the colonial era. The web page will be promoted
through FHC's ongoing Florida Center for Teachers programs and will be used to extend
and continue the services offered in those programs. The University of Florida's Digital
Library will host the site on their server and will work with the FCT staff and
"Landmarks" scholars to design the site following the completion of the summer
program."

Proposed components of the website include:
1. A directory of email addresses and phone numbers to scholars and organizations who
are willing to work with teachers in preparing course work, answering questions, and
arranging field trips








2. An online library of free readings geared to appropriate grade levels that teachers can
use in the classroom. Readings will include published works reproduced on the web with
copyright release, and will allow teachers an inexpensive way to create their own
textbooks on the colonial period.
3. A database of free images that can be printed for use in class projects and
presentations.
4. Continual free access to lectures, sample lesson plans, and other materials generated
by the workshop."

The budget allocation for this aspect of the NEH proposal is as follows:

$ 2,000 for web page design and development
$ 6,000 for scanning, conversion of materials to PDF files
$ 3,000 for payment of fees/releases for items under copyright law, and
$ 700 for maintenance, updating and additions to page to keep contents current
$ 1,300 for University of Florida IDC

$13,000 Total

FHC requests that the University of Florida cap its indirect (IDC) costs at 10% ($1300)
to comply with NEH guidelines (see attached letter).

I request that the University of Florida modify its IDC recovery costs for the following sub-contract:

The University of Florida Library has been included as a sub-contracting agency in a grant proposal
to the National Endowment for the Humanities. The Florida Humanities Council has requested funding
from NEH to run a series of teacher workshops on Florida's Spanish colonial period, slated for the summer
of 2004 in St. Augustine. As part of the proposal, FHC wishes to establish a website of teacher resources
that will be available during and after the workshops, and will provide ongoing support and materials for
teaching about Spanish Florida in the classroom. FHC has asked that the Digital Library Center and the
Library of Florida History here on the U.F. campus assist in creating and maintaining this website. Funds
are allocated for this purpose in the NEH grant, to be awarded as a sub-contract to the U.F. library.

NEH caps indirect costs at 10% of requests for funding. I would therefore like to request that the
University of Florida, for its sub-contracted portion of the grant, also restrict IDC costs to 10% as provided
for in the "U.F. Indirect Recovery Policy" section of the New Faculty Handbook.

The Florida Humanities Council (FHC) is applying for a National Endowment for the
Humanities (NEH) grant for teacher professional development programs as part of the
NEH "Landmarks of American History" initiative. I am writing to request the in-kind
assistance of the University of Florida if the grant is funded.

The program is titled "Between Columbus and Jamestown: Spanish St Augustine" and will
take place in St. Augustine during the summer of 2004. One aspect of the grant requests
$13,000 for the Department of Special Collections and the Digital Library Center to create
the content and design for a teachers' resources web page related to the workshops, to
provide archival back-ups, and to maintain the services of the site as launched. This figure
includes a 10% indirect cost factor as specified by NEH. FHC requests that the University
waive any indirect costs over this amount as part of its cost share for the project.

We appreciate the participation and support of UF in this project which will bring national
attention to St Augustine and Florida's role in Colonial American history.
