,.ROSSICA" MAGAZINE is the official organ of Russian Philatelic Society
: founded in Jugoslavia in 1929, i.e. eleventh year of publication.
: Commencing from No. 41, November 1940, the magazine is published in
,Shanghai, in Russian, and also with the Far Eastern supplement in English.
V The magazine will be distributed locally amongst the members and their
friends, and also-mailed to Japan, Manchutikuo, United States of America, Far
Eastern and European countries to members, some notable collectors and the stamp
,dealers.

THE FIRST RUSSIAN STAMP
According to a Soviet philatelic magazine the first Russian 6 kop. postage
stamp was issued by the Tiflys Post Office (Caucasus) about 2 months prior to the
issue of the 10 kop. imperforated stamp generally knoNn as the first Russian
stamp, which was issued in December 1857.
The Caucasus Governor ordered that the local letters had to bear 6 kop.
mp and those sent to the province to have three 6 kop. stamps.
The stamp was imperforated and printed on thick, smooth yellowish paper
ith white, craked gum. The size of the stamps was 211 mm. x 21% mm. and a coat
arms was shown in the middle, surrounded by a circle. The denomination was
own along the bottom edge and the other three sides bore the words: "Tiflys
ity Post".
This stamp is very rare and a copy was shown on the philatelic exhibition
ta" in Berlin in 1930.

The Dragon Stamps of China

The Chinese Post Office was
organized in 1878 by Chinese Imperial
Customs and three postage stamps were
issued in December 16th, 1878 according
to the Customs notification. The first
issue is composed of three values; 1,
3, and 5 candareens. The design was
drawn by Mr. De Villiard and stamps
were engraved on copper by Chinese
and typographed by Statistical Depart-
ment of the Chinese Imperial Customs.
The design represents a dragon in centre;
horizontally, inscriptions in English
"China" and Chinese "Great Ching"
(* it) on top, and value in candareen
on bottom; vertically, inscriptions in
Chinese "Post-Office" (f3 A Aj) on right
side fnd value in candareens (32. ~-l)
on left side, as fig. 1.

The dragon had been recognis-
ed as the Royal and National ensign by
the Emperors of many dynasties in China
so it was used for stamps. We usually
called this first issue of stamps with
dragon design as "Dah-lung-piu (Ai.)".
Therefore, people still call the stamp
nowaday as "Lung-tou-piu" (- i -I-), or
dragon head stamp. When at a glance
on the three stamps of this first issue
they look almost the same, but if you
carefully examine the position of the
claws of dragon and the shapes of the
clouds you will find that they are all
different from each other. The same
varieties will be found on the same value
of stamp, too, because the plates of each
stamps were engraved individually and


were combined together as 5 rows of 5
stamps or 5 rows of 4 stamps after
overused plates were taken away for
typographing.
In the first issue there were
three prints: 1st printed in 1878: 2nd, in
1882; and 3rd, in 1883.
The paper used for the first
print was thin hard paper and was print.
ed in sheets of 25, 5 rows of 5 stamps.
Size of each stamp is 24'1 mm. x 274
mm. The perforation is 12'2 and paper
unwatermarked, but some authorities,
however, claim that all stamps of this
print exist imperforate. The stamps of
this print are usually called "Bo-chi-dah.
lung-piu (4 l AL 4 *), large dragon
stamps of thin paper.
For the 2nd print it was used the same
kind of paper as for the 1st print and i
was printed in sheets of 25, 5 rows of 5
stamps except 5 candareens which was
printed on pelure paper. There were
very few of the 1 candareen stamps
printed on pelure paper. Size of eac
stamp is 26% mm. x 29V mm. The perform
tion is 12% and paper unwatermarked
They are called Kua-pien-dah-lung-piu
(,fli&A.-), wide margin large dragon
stamps.
The 3rd print was issued i

The reason that the philatelists are
so interested in thase prints is as fol-
lows: the original plates were engraved
individually; the arrangement of plates
in each print was different from each
other; and finally the shades of colours
in each value of three prints.

THE LURE OF CHINESE NUMISMATICS

In tracing the origin of metallic
money credence is given to the belief
that the Lydians were first to coin gold.
This was in the seventh century B.C.
According to ancient Chinese chronicles
metallic money, produced by casting
bronze, was extant as early as 1500
B. C. While this assertion cannot be
authenticated, there is clear proof of
the fact that old China had its own
money simultaneously if not somewhat
earlier than the Lydians, and quite
independently from the latter.

Originally miniature implements and
flat rings served in ancient China as
monetary tokens, all cast in bronze.
Gradually the flat rings became coins
with a hole in the center. Such money
was produced in China throughout 2,500
years, ending its remarkable career
towards the very close of the nineteenth
century. It was not before 1S90 that
minting with modern machinery was
inaugurated in China.
If one refers to Chinese numismatics
it is imperative to have in mind one o

of wear and tear. Most of these coins

China produced silver coins in denomina-
tions of $ 1, 50 cents, 20 cents, 10 cents,
and 5 cents. According to a tabular
statement compiled by myself* China in
the course of 45 brief years produced

The last three categories include the
output of nickel pieces, the manufacture
of which set in only in January of 1936.
It is not easy to determine how many
varieties of silver coins there exist. But
counting variations of original designs
the number ought to fluctuate bet ween
3,000 and 5,000, enough to induce
numismatist to specialize in this one
particular branch. Much time and much
money is needed in the attempt to
complete one's collection of Chinese
silver pieces.
Then there is another line concern-
ing Chinese numismatics: I refer to
sycee, or shoes of silver. These served
as money in wholesale transactions from
the early Middle Agens until 1936. Sycee
taels were produced in privately owned
casting shops; therefore, and consider-
ing the most primitive manner of
manufacturing, there are not two shoes
exactly alike, just as well as one will
not find two leaves on a tree alike.
But different centuries brought forth
different shapes of sycee shoes. Only

few collectors have in time gone in for
this almost prehistoric relic, notwith-
standing its distinct interest and cultural
value. Most of the sycee has by now
been melted up and shipped abroad for
sale as silver ingots.
It was during the latter half of the
17th century that banknotes were invent-
ed and used first in Europe (Sweden).
China, however, could boast of a note
circulation, backed by metallic reserves,
just one thousand years before Europe
first grasped the idea. Since about 700
A.D. banknotes circulated in China and,
with a comparatively brief interregnum
from 1650 to 1850, became prolific
throughout the country. Very few ever
attempted to start a collection of Chinese
banknotes, existing specimens of which
could only be expressed in terms of
hundreds of thousands.
Last, but by no means least, there is
the wide field of copper cents. These
were first produced in Canton in 1890
by means of modern minting plants.
The other provinces took the man-


ufacture up in 1903 and the following
years. The output by the various
provinces (China had 31 mints) became
so stupendous that the value fell from
100 to the silver dollar to 350, causing
much misery throughout the entire land.
According to itemized estimates of my
own the production of copper coins by
machinery was as follows: (in round
figures).

Of the 10 cash (1 cent) denomination
there are said to be from 3,000 to 5,000
varieties known, enough to induce the
collector to remain within the realm of
modern copper coins.

Notes on collection of China's Rare Issues.
Beware of forgery.


A favourite with the forger is the
"Foochew provisional" Ic. on half 2c.,
deep red bisected diagonally, however in
this case all the forgeries were met with
have not been really dangerous and can
be readily distinguished from the original
by the differences in the surcharge. In
the forgery the surcharge is in a much
heavier and clumsier type and the "G"
in Postage is different in that the final
tail is not closed as in original. The
"Foochow" of the Forgery is also much
thicker and heavier than in the genuine
stamp. Generally it appears as if the
"block" made of the surcharge has not
been made with due regard to detail or
fine consideration of the original.
Another and slightly more dangerous
forgery has been made of the Republican
Provisionals of 1922, for examples, of
the following values:
3 c. blue-green, 7 c. crimson lake,
16 c. olive-green, 50 c. green. In the case


of the 3 c. the overprint is vague and
not clearly defined and the colour
resembles a faint pink rather than a red
as in the genuine stamp, also the type
is blurred and not clearly defined. The
7 c. is the most dangerous as a different
"block" has been used and the overprint
approximates closely to the genuine,
still however, the slightly indefinite
nature of the overprint is met with,
The 16 c. and 50c. have much in common
both possessing the thick heavy and
rather crude overprinting of the forgery
and the inking has been clumsily done
with the result common to the whole
series of the "fakes" that of a blurred
and indefinite result. Specimens of the
above Stamps should always be carefully
compared with genuine copies if any
doubts are entertained as to their status
and if forgeries a close comparison will
soon reveal any differences and establish
the matter beyond any doubt.

Manchukou 15 Fen Fake

A dangerous fake of the rare Man-
chukuo 15 fen second issue has made
its appearance in the stamp market in
Shanghai. At the time of writing it is
not known how long it has been in
existence or how large a circulation it
has gained in the market, but collectors
are warned to keep an extra close guard
when being offered this elusive stamp,
especially at a price too tempting to
refuse.
Many surprises have sprung on the
Shanghai philatelic world since the out-
break of Sino-Japanese hostilities but
nothing quite so serious or is attracting
so much attention aa the recent dis-


cover of this fake Manchukuo forgery
The fake has escaped the trained eyei
of experts and has fooled even thosi
who claim themselves to be Manchutiku<
specialists. Much credit, therefore, i;
due to its discoverer, Mr. J. V. Stuart
wellknown Shanghai philatelist, whos4
brilliant work in unearthing this
masterpiece of deception deserves th
appreciation of all lovers of the hobby.
The faked stamp is a very ingenious
piece of work which is executed witi

rests have been made by boiling the
tamp in water but even this will not
ihow any evidence that it has been
hampered with. The forgery has a
genuine base, the right colour and the
watermarkk and resists boiling. There
is small wonder that even the so-called
specialists of this country found them-
selves stung.
However, the forgers have made one
false move and this has proved to be
their Waterloo. They have either forgot-
ten or not taken the trouble to use a
genuine stamp of the second issue as a
guide in their work. They have obliterat-
ed one character in the upper frame
and evenly spaced out the remaining
three in the middle, but left the other
two at each end untouched. Now the
ive characters in the frame measure the
same length as those in the third issue
but are a fraction of a millimetre longer
fhan that of the second issue. This so
far as is known is the only sure method


of detecting the forgery form the
genuine.
How much harm this cunning forgery
has already done in Shanghai is still
not clear, but many a dealer in town
today are lamenting over the loss they
have sustained from its purchase. It
seems that a man previously unknown
to them had approached each of them
by turn and had found no difficulty in
disposing to each a few of his fakes
because of his very reasonable price. All
the stamps the man left behind are used
and cancelled with beautiful postmarks.
The discovery of the forgery, how-
ever, should not give cause for rejoicing
among collectors and dealers. The
master mind is still at large and with
his powers of removing and transplant-
ing characters that defy boiling water,
he cannot only make a perfect job with
the 15 fen stamp but can extend his
activities to other territories to haunt
our minds. A most dangerous character
is in our midst and until all his
biabolical designs are totally exterminat-
ed, there can be no rest and peace in the
philatelic fraternity in this metropolis.

Pictural issue of Philippines of
1932: 18 c.
This stamp purports to show a
view of the Pag-sanjan Falls, a cascadeon
Luzon Island and a beauty spot of the
place, but a few months after issue it
was discovered that the view actually
depicted is of the Vernal Falls, in
Yosemite Valley, California. The Stamp
was thereupon withdrawn, and the price
has risen to many times face value.

FALKLAND Islands issue of 1929
includes a small picture of a whale. As
whales swim practically submerged, a
true picture would be unsatisfactory,
so the artist has shown the whale
floating on the surface, a thing donal
only by dead whales, but nevertheless.
