"To coordinate a network of agencies and
individuals within the country to direct their efforts
to the maximum preservation of life and the
protection of property in times of disaster."

The first responders to emergencies are always Fire, Police and
Emergency Health Services; NEMA works with these services
to achieve its mission and is therefore, not a line agency.

Rather, it co-ordinates the national system with those services
who work before, during and after a disaster event to minimise
the adverse effects it can have on the country; However, the
initial responsibility for disaster management lies with every
individual, family, community, government and private sector

NEMA is committed to initiate and support the disaster
management process in Trinidad & Tobago.

Establishing an Emergency Operations Centre
(EOC) for centralised co-ordination and control of
emergency/disaster operations;

Conducting public information, education and training
programmes for emergency management;

Producing data, maps and other technical material
to establish the nature of risk and vulnerability, on
an area basis.

disasters along with agencies having principal responsibility in
these areas.

Consultancy services to the public which provide specialist
insight into the development, review and testing of disaster
plans and relief initiatives.
