Dear Governor Martinez:

The Florida Geological Survey, Division of Resource Management, Department of Natural Resources,
is publishing as Part I of its Information Circular No. 105, The Industrial Minerals Industry Directory of
Florida. This directory lists the companies' names, their commodity and location, for those companies
involved in mineral and earth resource extraction in Florida.

The directory will be useful to industry, state and local governmental agencies, geologists, and the
citizens of the State. The Survey's intention is to help the reader realize the economic impact mining has
in Florida, and its importance to our way of life.

Part II of this circular, entitled Geology, Mining and Reclamation at the Radar Hill Quarry, Citrus
Country, Florida, is the result of interagency cooperation between the Florida Geological Survey, the U.S.
Forest Service, and Florida Rock Industries, Inc. This section reviews the geology and mine development
of an economic limestone deposit in the Withlacoochee State Forest.

INTRODUCTION

The primary intent of this publication is to list all those companies (other than oil and gas operators)
involved with the extraction and/or processing of industrial minerals in Florida. Information relating to oil
and ga$ production in Florida can be found in the Florida Geological Survey Information Circulars No. 104
and 106.

The directory lists the name, address and location of each industry under the commodity that is mined.
When possible the complete location is given as Township, Range and Section. However, the term multiple,
which occurs in the column marked section, denotes that a particular mine encompasses more than two
sections. The remark "not available" is also used when a location was not found. Table 1 lists all the
abbreviations used in this text. Table 2 is a listing of all commodities by county. These commodities may
be mined or processed in the designated county. Shell material (lithified or unlithified) and coquina have
been incorporated into a single designation, limestone.

The Florida Geological Survey has used numerous sources in compiling the directory. This office will
appreciate notification of any corrections, additions or deletions for future editions. You may contact the

INTRODUCTION

Understanding the geology of an area can pro-
vide basic information on the deposit to be mined,
possible problem areas associated with mining,
and data for planning of reclamation activities.
Planning for reclamation involves data compilation,
which includes inventorying the material to be
mined, soil types, determination of the quantity of
overburden available for reclamation, and the gen-
eral relief of the mining site.
The purpose of this report is to discuss the ge-
ology, mining and reclamation practices at the Flor-
ida Rock Industries, Inc., Radar Hill Quarry. The
quarry is located in the southeastern part of the
Withlacoochee State Forest in the Citrus tract, Cit-
rus County, Florida (Figure 1).
In 1958, the United States government trans-
ferred the management of the Withlacoochee State
Forest to the State of Florida, Division of Forestry.
The U.S. government retained the mineral rights in
the Forest. Florida Rock Industries obtained a
lease from the United States Government to mine
the area in 1965. The leased area is irregular in
shape and contains 671 acres in Sections 3, 4, 9,
and 10, Township 21 South, Range 19 East, Citrus
County, Florioa.
In the government lease agreement with Florida
Rock Industries, Inc., it was required that they have
approval of an operating plan for mining the site
before beginning the operation. On August 13,
1973, Florida Rock Industries, Inc., submitted an
operating plan to the U.S. Forest Service for ap-
proval. The final environmental statement contain-
ing the operating plan was made available to the
Council on Environmental Quality and the public
on November 18,1974 (Pridgeon Engineering Co.,
Inc., 1974). The plan of operation describes pre-
mining preparation, mining, and reclamation.

GEOMORPHOLOGY
The Radar Hill Quarry is located on the
Brooksville Ridge which is part of the Central
Highlands geomorphic province (White, 1970). The
Brooksville Ridge is composed of sands, sandy
clays and clays overlying limestones. The
Brooksville Ridge stands out in sharp contrast to
the plains flanking it on the west and east. Radar
Hill has elevations iup to 190 feet above mean sea
level and is surrounded by sinkholes and sinkhole
lakes (Figure 2).


GEOLOGY OF THE RADAR HILL
SUWANNEE LIMESTONE DEPOSIT


INTRODUCTION
The limestone mined at the Radar Hill Quarry is
removed from the Suwannee Limestone deposited
during the Oligocene Epoch. This deposit is an
extension of the Suwannee Limestone mined in
Hernando County to the south of the quarry.
Several geologic factors affect the availability of
the limestone resources from the Radar Hill area.
These factors are: thickness and composition of
overburden, distribution, topography, lithology, and
thickness of the deposit.

DISTRIBUTION AND TOPOGRAPHY
The elevation and distribution of the Suwannee
Limestone in northern Hernando County is variable
(Figure 3). Regional cross sections A-A' and B-B'
(Figure 4) and those at the Radar Hill Quarry (Fig-
ure 5a) indicate the top of the Suwannee Limestone
surface is irregular and that the entire unit overlies
the Ocala Group limestones of Eocene age. The
contour map of the top of the Suwannee Limestone
(Figure 3) in the northern portion of Hernando
County, shows that quarries are generally asso-
ciated with highs on the limestone surface. The
map also shows that the top of the limestone sur-
face occurs at approximately 150 feet above mean
sea level. Although a contour map of the top of the
Suwannee Limestone is not available for the Radar
Hill Quarry and vicinity, diagrammatic cross sec-
tions C-C' and D-D' (Figure 5b) indicate the top of
the limestone deposit occurs at or near 150 feet
above mean sea level.
The limestone deposit at the Radar Hill Quarry
in Citrus County is believed to be part of the
Suwannee Limestone that extends southward
through Hernando and into Pasco County (Figure
6). Yon and Hendry (1972) note that the Suwannee
Limestone in Hernando and Pasco Counties may
be utilized for concrete aggregate (Figure 6).


OVERBURDEN THICKNESS AND
COMPOSITION
Unconsolidated sands and clays cover the Radar
Hill area. These sediments belong to the Hawthorn
Group (Scott, 1988) or to various Pliocene to Hol-
ocene age deposits which are undifferentiated in
this report. The thickness of these sands and clays
is variable and is generally reported to range from
one to 15-feet thick with an average thickness of
nine feet (Pridgeon Engineering Co., Inc., 1974).
However, near the top of Radar Hill, the sediments
increase to approximately 40-feet thick. As shown
on cross sections C-C' and D-D' (Figure 5b) the
limestone deposit has an irregular surface and, in
general, the Hawthorn Group is thickest at the top
of high areas.

LITHOLOGY
The Suwannee Limestone deposit at the Radar
Hill Quarry can be described as a very pale orange,
sandy, slightly silty and clayey, fossiliferous, par-


tially recrystallized to recrystallized limestone. The
rocks exposed in the face of the Radar Hill Quarry
are rubbly in appearance (Figure 7). This may be
attributed to differential compaction and slumping
of the harder beds. Thin beds and seams of clay
and chert masses are associated with the lime-
stone throughout the quarry.
Yon and Hendry (1972) reported that the Su-
wannee Limestone is a "high calcium" rock that
ranges from 92.41 to 99.56 percent calcium car-
bonate. Solution pipes and collapse features (sink-
holes) formed in the Suwannee are observed in the
Radar Hill Quarry (Figure 8) and in other quarries
in Hernando County. These solution features are
filled with siliciclastic material and have a direct
bearing on the mining of the limestone. In small
sinkholes the siliciclastic material is removed and
the surrounding rock is mined. However, if the sink-
holes are large, the siliciclastic sediments are left
and the area is not mined. An example of this is
on the northeast side of the quarry in the area of
block 12 (Figure 9).


THICKNESS
The thickness of the recrystallized limestone por-
tion of the Suwannee Limestone is variable be-
cause of the karst activity that has affected it. Cross
sections C-C' and D-D' (Figure 5b) give some in-
dication of the thickness of the recrystallized por-
tion of the Suwannee Limestone deposit at the
Radar Hill Quarry. C-C' indicates that the recrys-
tallized limestone may be over 70-feet thick in the
center of the quarry area, thinning to about 20-feet
at the northern quarry boundary.
Section D-D' also indicates that the recrystallized
limestone forms a ridge-like feature. At the highest
point, it may be up to 70-feet thick; along the edges
of the ridge area the limestone ranges from 20 to
approximately 50-feet thick. A regional illustration
of the thickness of the recrystallized Suwannee
Limestone deposit is shown in cross sections A-A'
and B-B' (Figure 4). Section A-A' shows that the
recrystallized limestone varies from approximately
60-feet thick near Brooksville, Hernando County,
to 25-feet thick in southern Citrus County. Section
B-B', which connects a quarry near the boundary
of Hernando and Citrus Counties and the Radar
Hill Quarry, suggests that the recrystallized Su-
wannee Limestone thins toward the west.
In Hernando County, Yon and Hendry (1972)
observed that the Suwannee Limestone is thickest

beneath the highs of the land surface. These ob-
servations are applicable to the Radar Hill area
where the Suwannee Limestone is also thickest
beneath the hills (Figure 5b).


MINING AND PROCESSING
The Suwannee Limestone located at the Radar
Hill Quarry in the Withlacoochee State Forest is
mined by conventional dry, open-pit mining meth-
ods. Removal of the overburden materials, includ-
ing organic sands, sandy clay and clays, is
conducted by use of large pans and bulldozers.
Material not needed for immediate reclamation
work is stored in spoil piles adjacent to an active
mining area for future reclamation activities.
Use of a large bulldozer with a material ripper
attachment is employed next in order to reduce the
height of the vertical faces to 45 feet or less prior
to drilling and blasting. This height reduction is a
safety procedure used to protect the employees
and equipment working near an active vertical face
in the event of a slope failure. Conventional air
rotary drill rigs using down hole air hammers are
used to drill a blasting pattern, which is loaded with
explosives for initial disruption and size reduction
of the raw material in place.
The quarried raw material is then loaded on large
off-highway haul trucks by use of track mounted
shovels and rubber-tired loaders (Figure 10). Next,
loaded raw material is transported to the primary
roll crusher for further size reduction and
beneficiation of the plant feed. Beneficiation is
performed in three steps: scrubbing the material
free of sand, clays, and other unwanted material;
secondary crushing; and separation into size
fractions by conveyor before stockpiling. The sized
material is then blended from the stockpiles


through tunnels to meet job specifications, followed
by processing through a final wash, and final
storage in loadout bins in preparation for
transportation to the consumer.


RECLAMATION
An important part of the plan of operation for the
Radar Hill Quarry is the rehabilitation of the mined
land, either during the time of mining or soon after
an area is mined. Florida Rock Industries, Inc., re-
ports that there are approximately 384 mineable
acres of land at Radar Hill and another 91 acres
which will be used for stockpiling overburden (Fig-
ure 9). The plans for mining and reclamation are
tied closely together. Each block to be mined is
subjected to a sequence of four steps. Step one
consists of clearing and burning of vegetation. In
step two, the block is stripped of overburden and
the overburden is stockpiled. Step three consists
of mining the limestone and step four involves re-
clamation. Backfilling the mined out areas is chal-
lenging because of the vertical walls created by
moving the limestone deposit. As a tract is mined
and reclamation begins, overburden is taken from
stockpiled areas and placed against the vertical
walls formed by mining. The overburden is graded
to create gentle slopes which will minimize erosion
and accomplish revegetation.
Revegetating the graded area is complicated be-
cause of the various sizes of rock fragments as-
sociated with the sand, sandy clay and clay
overburden. However, when the Radar Hill Quarry
is completely reclaimed, the final appearance and
usefulness of the site for recreation and wildlife
habitat is expected to fulfill the objective of the min-
ing plan.
