Dear Sir/Madam:,

As you .know, in accordance with the Panama Canal Treaty documents the
category of DOD personnel (primarily educational and medical) who are iden-
tified as transfer-of-function employees (TOF) are scheduled to lose their
eligibility for Panama Canal Commission housing effective October 1, 1984.
It is recognized by all concerned that it is essential to minimize any dis-.
ruption to this highly qualified and dedicated group of employees. Because
of the limited supply of housing belonging to the U.S. Forces, every effort
must be made to provide appropriate housing for them. Accordingly, high-
level binational discussions now are in progress in order to arrive at
satisfactory arrangements. Due to the various complex issues involved, it
is expected that these discussions may continue for some time.

In view of the future uncertainties, in order to best protect the proper
interests of all parties, including the housing occupants themselves, it has
been mutually determined by both the Department of Defense (Panama)and the
Panama Canal Commission that it is necessary to freeze all current PCC housing
assignments in effect for TOF personnel as of June 8, 1983.. Accordingly, it
will be necessary to suspend, until further notice, Section 2.1 b. of the
Panama Canal Commission housing regulations which enables TOF eligibles to
compete for regular assignments to Commission quarters listed on weekly PCC
housing vacancy bulletins. TOF assignees also are discouraged from requesting
building permits through the PCC Housing Offices and from undertaking, at their
own expense, any major improvements to PCC quarters and grounds.

It must be emphasized that these interim measures should not be inter
preted as meaning that future housing arrangements for TOF personnel have
already been determined. Please be assured that once those arrangements' are
known, they will be immediately communicated to you.
