TheAgriculturalExtensionServicehas responsibilityforprovidingthepublic,bothurbanand rural,withinformationonpublicissues.Aneffective programinpublicpolicyeducationprovidespeople withfactsonwhichtomakeintelligentdecisionson publicprogramsandpolicies.Extensionalsohas responsibilityofhelpingpeopleinterpretthefactsand understandtheirimplications.SCOPEThescopeofaprograminpublicaffairs educationisusuallylimitedbytheresourcesavailable tothestateandcountystaff.Programsmayinclude butarenotlimitedtosuchproblemareasastaxation, land-use,zoning,environment,resourceuse,public health,education,publicfinance,farmcommodity programs,industrialdevelopment,labor,estate planning,foreigntradeandtransportation. Itisusuallybettertolimitapublicpolicyprogram toafewwellchosenproblemareas.Agoodprogram projectcommittee,composedofacrosssectionofthe community,willbeinvaluableindelineating importantproblemareas.OBJECTIVES(a)Developingabetterunderstandingofthebasic principlesandissuesinvolved. (b)Creatingtheinterest,desireandskillswithinrural andurbanaudiencesforparticipatingindecision makingonpublicissues.PROCEDUREThefollowingprocedureprovidesaguidefor educationalworkinpublicpolicy: (a)Clearlystatetheproblemanddefinethe termssocontroversialissuesarethoroughly understood. (b)Setforththegoalsorobjectivesgenerally acceptabletothoseaffectedbythedecision. (Conflictsarelikelytoarisearoundgoalsand objectives.)Inviteparticipantstoselecttheir owngoalsandcriteriaagainstwhichtheycan measuretheimpactofvariousalternatives. (c)Listimportantalternativesthatshouldbe considered.
