Lago Oil & Transport Co., Ltd. Aruba, Netherlands Antilles aEsso VOL 32, No. 22 November 5, 1971 Lago Earns Three Safety Awards From American Petroleum Institute Recently Lago's Safety Advi- ser Albino Yarzagaray presented an Accident Prevention Award to President R. L. Trusty which the company received from the American Petroleum Institute. API issues these safety awards to member refineries which achieve 1,000,000 manhours or more of operation without a disabling injury Lago's award in this case was for the period of October 14, 1970 to July 6, 1971, with over 2.1 million man- hours. Accepting the award on be- half of Lago, President Trusty commented: "This award again proves the continuous efforts on the part of all our employees to do their job as safely as pos- sible, especially in this period when they were involved in ma- jor construction and turnaround in the refinery. We are proud to have such a group of employ- ees who show continued safety awareness while performing their daily jobs." Recently Lago was awarded two similar API safety awards, for 1969 and 1970. As a member of the National Safety Council and while com- peting with other major refin- eries worldwide, Lago's safety record has also been quite im- pressive. In the past twenty years, Lago has won fifteen times either first or second place in the National Safety Council contest. Since 1952, Lago has earned seven First Place awards and eight Second Place awards. The best safely record at Lago to date is 392 calendar days or over 3.1 million man- hours without a disabling in- jury in 1970. The company's best disabling injury frequency rate of 0.27 was achieved in 1963. In September this year, Lago's Maintenance & Construction Di- vision, moreover, surpassed the worldwide Jersey safety record of 2.2 million manhours without a disabling injury. Work had been continuing, with inter- ruptions at times because more urgent jobs came up. The line was ready for service early this week. The new line will permit hand- ling of crude over the Sea Berth in addition to fuel oil, without limiting the fuel oil loading flexibility at the Finger Piers. It will be able to handle as much as 25,000 barrels of crude per hour. The tradesmen working on the project include welders, boilermakers, masons, carpen- ters, cleanoutmen and a heavy equipment operator. They work- ed under supervision of Zone Supervisor Marciano Angela, Zone Planner Martin Kelly and Mechanical Supervisor Felipe Tromp. Welding Shop men assisted in joining 40 ft. lengths of pipe to make 80 ft. long sections for more efficient installation. They also fabricated some 110 pipe saddles and some 30 miter joints in the shop. Radio isotope inspections were made by the Equipment Inspection Section personnel on the welded joints to assure continuous weld qua- lity. Concrete supports for the pipeline and a few miter joints were handled by the local con- tracting firm of Arston. The project, costing approxi- mately FIs. 800,000, is one of the major construction jobs handled by the M&C men in recent years. Originally, the project en- gineering work was carried out under direction of George Sun- dal and since July it has been handled by Eddy Tjin Kon Fat, both of Mechanical Engineering. ww a Sometimes the welders have to work in narrow areas as done here lId Welder F. I would like to know If It is possible to get a transfer from the Process to the Mechanical Department. And If that Is possible what would become of employee salary? A. Employees desiring to trans- fer from one department to another should discuss their objectives with the appropri- ate level of supervision in their department. The hour- ly rate is determined by the job an employee fills. In the case of private payroll jobs, an employee starts at a sal- ary compatible with his ex- perience in accordance with the salary group level of the position. After that, salary in- creases are based on merit, i.e. the individual employee's contributions to the job. Q. What Is the reason that Lago refuses to pay her em- ployees by the week? A. Lago has been paying twice a month for a great many years and believes that there are not sufficient reasons to consider making a change to paying more frequently. In fact, the pre- sent system promotes the development of improved spending habits among our employees, which in the long run should add to their total welfare. The trend now is to pay on a monthly basis which would be more con- venient since people are ac- customed to pay their bills such as rent, utilities, etc. on a monthly basis. 0. I would like to ask how high Is the interest when you have a loan? A. Interest on thrift loans is 5% on outstanding loan balance. 0. Why Is It that when there Is a fire at Lago, procesmen and cleanoutmen are first, and they receive no compen- sation, but volunteers do? A. Lago Volunteer Firefighters receive no monetary com- pensation. As far as process- men and cleanoutmen are concerned, firefighting has always been considered as part of their responsibility. Q. I would like to know If It Is true that there is discontent- ment in the new HDS plant because of some changes which will take place in the Electrical Section that will affect a couple of employ- ees. And the employees concerned are those who went on strike, while the changes will be very favor- able for those who did not strike In Electrical. This clearly shows that this Is a reprisal against those who did strike. I would like to have a true and sincere rep- ly, as soon as possible. A. No reprisal has been or will be taken by Lago manage- ment. One question did arise relative to one individual; however, it is believed that this has been satisfactorily answered. 0. The question that I want to ask concerns the Lago Hos- pital. Why doesn't the com- pany try to find a way to have the contractors use the hospital so that If something happens, they have a hospl- tal. Lago Hospital has two empty floors. I think that this Is a good Idea, but I don't know what the answer will be. A. Most contractors' personnel are employed for short per- iods of time. Therefore, their eligibility for treatment var- ies from one day to the other. This makes the admi- nistration quite burdensome. Contractors' personnel are, however, treated in emer- gency cases at our hospital clinic. November 5, 1971 ARUBA ESSO NEWS Dan Gregg of E.R. & E.
