Lago's Hydrodesulfurization Project Is One Year Under Way


April 2, 1969 may de cited
as the date on which the first
phase of Lago's Hydrodesul-
furization (HDS) Project was
started, called Marine and
Land Reclamation Project. On
that date, dredge "Georgia" of
Great Lakes Dredge & Dock
Company began dredging the
new HDS harbor, followed by
land reclamation work and
building of the HDS Pier by
Netherlands Harbour Works.
The dredge employed some 40
workers, while the Harbour
Works engaged up to 144 men.
The first ship to dock at the
HDS pier was the' "Ammon"
on February 13, 1970.
The construction phase on
the HDS and Hydrogen Plant
sites started the first week of
June, 1969. First, the found-
ation for the field office was


laid, followed by the found-
ations for the fourteen HDS
units. The progress made to
date can be seen on pages 4
and 5.
The main contractor, Par-
sons Corporation, with Charles
Walsh as construction man-
ager, at present has 1270 em-
ployees. The eleven subcon-
tractors of Parsons employ
over 500 employees. These
subcontractors are: Aruba
Construction Company, which
built the Lago Heights Labor
Camp; Johnson Enterprises,
for tank site preloading; We-
genbouw (Road Construction
Co.), for building tank pads;
Chicago Bridge, for erecting
fourteen tanks; Tileman & Co.
Ltd., for building two smoke-
stacks; Saipem, contractor for

Problem Solving /Decision Making


In a two-week period end-
ing today, forty more manage-
ment members have acquired
new skills in the systematic
approach to problem solving
and decision making by fol-
lowing the Kepner-Tregoe/
Genco Course.
For one week each group of
20 members held sessions to-
gether. Divided in four teams
of five employees, they met in
team rooms or in joint ses-
sioo. Court leader for the first
week was Mr. David Currie.


The second course was under
leadership of Dr. Enrique Ba-
yot. Goth are of Kepner-Tregoe
Associates.
The sessions were held on
five workdays from 8 a.m. to
about 4:30 p.m. in the Admi-
nistration Building, Room 277.
To prepare themselves for
the course, the participants
had to read a 275-page tex-
book, "The Rational Mana-
ger", compiled by Charles H.

Krozendijk, Zarraga "Upgraded"

To Shift Supervisor Post in Labs


Two promotions were an-
nounced in Technical-Labora-
tories effective April 1, 1970.
Efigenio (Fenchi) Krozendijk
and Mario O. Zarraga, both
laboratory assistants in the
Lab's Inspection Section, mov-
ed up to the position of super-
visor.
Fenchi's first job at Lago
was as laborer "C" in the Me-
dical Department in 1946.
He left company service later
that year, but was reemploy-
ed as sampler "C" in the Lab-
oratory in 1950. Here he
worked his way up to tester
"A" in 1955.
In 1961, he moved up to Jr.
laboratory assistant. A subse-
quent promotion made him
laboratory assistant in Octo-
ber 1966.
Fenchi studied two Lago-
sponsored courses: Labora-
tory Mathematics and Labora-
tory Physics in 1954 and 1955.
Fenchi enjoys fishing and
football. He is president of
"Real Matividiri", a football
organization in Santa Cruz.
Married, he has six sons, rang-
ing from ages 18 to 7. He and
his family live at Seroe Bien-
to, Santa Cruz. On his next
vacation he plans to visit Eu-
rope.
Mario came to Lago in 1947

as a jr. apprentice "D" in the
Industrial Relations Depart-
ment. He graduated from the
Lago Vocational School in
1951 and was assigned as tes-
ter trainee "B" in the Labora-
tories where he progressed to
tester "A" in 1954. He was
promoted to junior analyst in
1960. Between 1964 and 1966
he worked as jr. laboratory
assistant up to his promotion
to laboratory assistant, which
became effective in April
1966.
Mario followed a course in
Basic Refinery Chemistry and
Process in 1954. He also at-
tended the "ODL sessions in
1966.
An avid football fan, Mario
also enjoys popular music.
He has two children, a 12-
year-old son and a one year-
old daughter.
He and his family live at
Noord Cura Cabai. His plans
in the near future include a
trip to Costa Rica.

managing the Lago Heights
Labor Camp; Rigging Inter-
national, for installing ten
major towers and reactors;
and Aruba Engineering, for
supporting survey work.
The HDS Project also re-
quires erection of fourteen
storage tanks, with a total
capacity of over 5,200,000 bar-
rels. To date, two tanks have
been completed and nine
others are under construction.
To accommodate foreign
personnel, work started on re-
novating and building bach-
elor quarters, kitchen and din-
ing facilities at Lago Heights
for approximately 700 men in
April, 1969. The facilities were
completed for initial occupan-
cy in January this year. Other
housing facilities for HDS
personnel include the former
Lago High School, several Se-
roe Colorado bungalows and a
Trailer Court in Seroe Colo-
rado with 25 trainer units.

One of the largest towers to be erected on the HDS site arrived
at the HDS pier on board the German freighter "Hannover"
April 3. The tower, 187 feet long and approximately 10 feet in
diameter at its base, weighs 93,000 kilos. Transported on port
side the tower fitted exactly on deck from bow to bridge. Dock-
ed with bow eastward and port on shore side, "Hannover" also
carried two other towers on starboard side, including one of
80 tons. To unload these towers, the freighter (picture at right)
was subsequently docked with bow westward, assisted by two
Lago tugs. The two large towers are for the Hydrogen plants.

Lago Has New Model Breathing Unit

For Maximum Employee Protection


The Safety Section recently
received two new model Scott
Air-Pak II self-contained
breathing apparatuses. The
units, weighing 31 lbs. each,
look almost like the seven
other Scott Air-Pak units in
use in the refinery, except for
several new features. These
include a pak alarm, a lock-
ing device on the cylinder and
a regulator valve. Each unit
carries 2216 psi of air.
The new equipment was or-
dered for the Refining Con-
trol Center and the units were
delivered to Process Superin-
tendent Joaquin Croes recent-
ly.
The new units will be placed
at strategic locations for im-
mediate use when an emer-
gency arises where the air
may be contaminated with

imum respiratory protection
in toxic atmosphere.
Each breathing unit has a
half-hour supply of air, which
is controlled by special de-
mand regulating valves. The
pak-alarm rings a bell to warn
the user whenever approxima-
tely 400 psi of air remains in
the cylinder. This warning
means that he must leave the
contaminated area at once.
More of these units will be
ordered in the future.

Lago Men Help Build Troophouse

For Savaneta Girl Scouts Group


Saturday afternoon, April
4, at 3, the cornerstone was
laid for a new troophouse for
the Jeanne D'Arc Girl Scouts
Group of Savaneta. The cer-
emony was performed by
Efrain de Kort, head of the
Island Information Service.
The promoters of this pro-
ject are a group of Lago men
who are on the building com-
mittee: Leonardo Henriquez

by 16% feet building in their
free time.
By organizing two fairs and
several bake sales, the com-
mittee already gathered near-
ly Fls. 2000 for their building
fund.
The new troophouse will be
a gathering place for the 45
girl scouts of the Savaneta
Jeanne D'Arc Group, which is
under leadership of Miss Tila
Schwengle, District Commis-
sioner for Savaneta. The girls
will also be taught handicraft
skills and cake and pastry
baking in this club.
The Jeanne D'Arc Group is
affiliated with the Netherlands
Girls' Guild (NPG), the top


girl scouts organization on the
island.
The troophouse is estimated
to cost approximately Fla. 6000,
excluding equipment and fur-
niture.

During the first two months
of the year regular CYI
awards amounting to FIs. 995
were paid out to 21 suggesters.
Earning Fls. 80 was Albino
F. Rasmjn of Mechanical-
O.M. Zone. He suggested the
installation of a permanent
take-off from the main fire
water line running south of
the vacuum drying facilities
to barometric condenser of the
vacuum dryer. Ricardo A.
Frans of Process-Supply Div-
ision, suggested to install a
jumpover between Tank 490
filling and suction lines. He
was awarded Fls. 75.
Roque Ras of Process-Ref-
ining won FIs. 70 for his idea
to relocate the Government
Fuel Oil sample cooler. An
idea which won FIs. 50 came
from Edwin R. Croes of Proc-
ess-Refining, whose idea call-
ed for the installation of two
Cuno-filters on the outlet of
high pressure hydraulic drum
at the Refining Division.
