Parsons Corporation Sets Up "Earn as You Learn" Welding School

Fabian S. Francis was pro-
moted to administrator in Pu-
blic and Industrial Relations
Department effective Decem-
ber 1, 1969. He has been act-
ing as Industrial Relations ad-
ministrator since July 1, 1969.
At age 20, Fabian entered
Lago service as a process hel-
per "D" at the Hydro Poly-
Alky Plant on September 28,
1942. He also worked in Cat-
alytic and Light Ends and
progressed to levelman in
1944.
In September 1946, he trans-
ferred to the former Person-
nel Department as training
instructor. A well-known and
competent instructor of the
former Lago Vocational School
who helped train hundreds of
Aruban young men, Fabian
advanced to senior training
instructor in September 1951,
to training assistant in Dec-
ember 1957 and to training
coordinator in July 1959.

Construction Manager for
Parsons Corporation.
To utilize the maximum
work force from the island,
Parsons, the prime Contrac-
tor for the HDS Project at
Lago, initiated a training pro-
gram to develop unskilled and
semi-skilled local employees
into highly skilled welders.
The program began in Oc-
tober 1969 to progress "B"
class welders, who are capable
of doing structural plate steel
welding, to "A" class welders
who can perform complicated
pressure pipe welding. Seven-
teen men have since received
their A-class welder certifi-
cates. These skilled craftsmen
will be involved in erecting
fourteen HDS units and miles
of new pipe lines.
Beginning January 5, 1970,
the welding school has been ex-
panded to enroll C-class trai-
nees. Candidates are prim-
arily young men who are re-
cent graduates of Technical
School in Aruba (LTS or
UTS) or who have had some
welding experience. For these
beginners, the course is a full
day's task and they have a
chance of completing it with-

in six weeks. At the end of
this period, they should be
able to pass the practical ex-
amination to B-class.
Training a B-class welder to
pass the A-class test will be
done in a more practical me-
thod. Instruction will be given
between regular pipe shop fa-
bricating and field welding.
When the instructors and shop
foremen feel he is capable, the
final "pressure pipe welding
test" will be taken for welder
"A" classification.
The school is located in the
Welding Shop at the eastern
end of the HDS project site.
The training is given in some
30 individual booths for both
"B" and "C" class students.
Parsons' welding instructors
are Harold Karamath and
Welding Superintendent John
Haryung.
The course will be continued
for approximately ten months
and, if candidates are avail-
able, will eventually train
some 200 welders at a payroll
cost of over Fls. 200,000. This
figure does not include the
initial cost of equipment and
materials.
Initiated by Parsons, the
school will be taken over in
the near future by their sub-

President LeRoy Johnston to
the F. W. P. Winkel Charit-
able Society, the Sint Marti-
nus Foundation and the Nor.
wegian Seamen's Mission.

In addition to rendering as-
sistance to charity cases is-
land-wide throughout the
year, the Winkel Society helps
additional families with spec-
ial baskets at Christmas time.
Lago's donation went towards
the Christmas baskets pro-
ject.

Two years later Camilo ad-
vanced to Jr. engineering as-
sistant "A". In July 1964 he
was promoted to engineering
assistant "A". The following
year he went on a six-month
loan assignment to ACI as a
contract coordinator.
Before his recent promotion,
Camilo had been a Sr. engin-
eering assistant since July
1967. During the years he fol-
lowed various courses given


at Lago, including the course
on Industrial Power Distribu-
tion, Mechanical Design, Pro.
cess Training and Effective
Writing. He also completed the
ICS course in Mechanical En-
gineering in 1966.
In his spare time, Camilo
likes to go swimming or to
stay at home and read.
He is married and has a
ten-year old son and three
daughters, ages 9, 8 and 5. He
and his family live in San
Nicolas

will construct most of the ma-
jor pipe line systems for the
HDS Project.
Other craftsmen such as
riggers, electricians, pipefit-
ters and heavy equipment
operators have received prac-
tical on-the-job training for
advancement. This type of
program will continue through-
out the remaining construct-
ion period of approximately
eighteen months.
Nearly nine hundred work-
ers, mostly skilled and semi-
skilled, have already found
employment on the HDS Pro-
ject at Lago. More than 700
are with Parsons. The balance
work for six subcontractors,
including four Aruban firms.
Later this year employment
will reach a peak of about
2000 workers. The greater


part of the work force will be
from Aruba and nearby Car-
ibbean islands.
