MURRAY Introduction Forty years ago, neither Aruba's 10,000 citizens nor those who decided to set up refining operations on the island could suspect that Lago would grow into one of the world's largest refineries. The refinery's skyline has undergone constant changes through the many new units and equipment that have been added since then. Only few date back to the early days. After the first installations in the first decade, the ref- t ,inery experienced war action and a period of expansion from 1939 to 1949, followed by a period of consolidation ind im- provements from 1949 to 1959. The most recent decade can be marked as one of modernization. Now, forty years later, Lago has over two dozen modern units, a shipping operation ranking in tonnage with world's greatest and a body of employees rating among the best trained on the island. With the Desulphurization Project underway, a new era has started for Lago and Aruba. Murray (1957-1969) 4 ARUBA ESSO NEWS January 29, 1969 Here in 1904 the Aruba Phosphate Company loaded its product into sailing vessels in San Nicolas Harbor. The Early Years of Lago . . In 1924, the Lago Petroleum Corporation, a producing com- pany in Lake Maracaibo, sent Captain Robert Rodger and Mr. J. O. Boyd to secure a terminal in Curaqao, Paragu- ana (Venezuela), Aruba, or any other suitable place. In July 1924, these two men were joined in Curacao by Captain W. Clark. Their objective was to find the most suitable terminal site, which would offer possi- bilities for future expansion. Curaqao and the coast of Pa- raguana were investigated. After looking into the possi- bilities of these two places, the party turned to San Nic- olas Bay in Aruba. They were accommodated in the "White House", the only house at the time close to the San Nicolas Bay. After two weeks at San Nicolas studying the possibil- ity of dredging a channel to the sea, their unanimous op- inion was that this was the best place. Messrs. Rodger, Clark and Boyd confidently recommended it to the inter- ested parties of the London head office. The land for the criminal presented an ideal site. One outstanding advantage was the distance between Aruba and Lake Maracaibo, which is considerably shorter than the run to Curaqao. This meant a saving each year of many thousands of miles for crude supply ships. In October 1924, it was fin- ally decided that San Nicolas Bay would be the terminal of the Lago interests. A month earlier, on August 12, 1924, the Lago Oil & Transport Company, Limited was incor- porated in Canada. Transshipment Station Two small tankers, SS "Francunion" and SS "Inver- ampton", began transporting crude oil to Aruba in 1924. As dredging of a channel through the reef (now the east entrance) and build- ing of tanks were in progress in San Nicolas, it became ne- cessary to place a depot ship off the town of Oranjestad. Early in 1925 the Lago Shipping Company, incorpor- ated in London, came into existence to operate the 'Lake' tankers. The Lago Shipping Company was sold to Stand- ard Oil (New Jersey) in 1946 and its name was changed to Esso Transportation. This company continued to operate tankers in Lake-Lago service until 1952. In July 1925, the interests of the British Company in the "Lago" companies were sold to the Pan American Petrol- eum Corporation. Meanwhile, efforts were redoubled to open up San Nicolas Bay. Credited with engineering work for dredging and building of the terminal was A. M. McKean. Another engineer who arrived in June 1927 and was charged with erecting boilers and general machinery was Fred Penny. He later became plant superintendent. Mr. Penny's assistant was Ralph Watson. Donald J. Smith remarked in a write-up: "While the operation was somewhat rag- ged, the plant had actually started to earn money." In the years that followed, each of the pioneers continu- ed in close association with the enterprise they had launched. Mr Harwood be- came an executive in marine affairs, Mr. Cooke in refining. Mr. D. J. Smith directed con- struction at Aruba and Mr. L. G. Smith was the refinery's general manager from the ear- ly thirties until 1946. The original installation took place between 1928 and 1931 when the low pressure stills, combination units and cracking coils, visbreaker units, utilities, pumphouses, tankage and pipelines were built. In 1937, the West entrance was cut through the reef and ships no longer had to turn around in the narrow harbor. After the first installations, over $ 22 million were spent on expansions from 1934 to 1939 during which period new stills, harbor facilities and spheroids were added. The Aruba installation was purchased in 1932 by the Standard Oil Company (New Jersey) and resumed the ori- ginal "Lago" name. This name is derived from Lago (Lake) Maracaibo, where the crude comes from. During the first decade of refinery operations, the Seroe Colorado and Lago Heights communities were developed, including hundreds of bunga- lows and homes, bachelor quarters, dining halls club- houses and sports fields. A hospital was built north- east of the refinery area in 1938. It was moved later to a hill near Seroe Colorado Point. A modern three-story wing with a capacity of 120 beds was added to the hospital and was inaugurated in March 1953. The Home Building Found- ation also developed the Esso Ville Housing Project for em- ployees around that time. Two large buildings that rose in the first ten years were the No. 3 Laboratory and the General Office Build- ing. Crude oil runs had reached 230,000 barrels per day. The plant was ten years old as war clouds began gathering on the European horizon.... One of those who had most to do with Lago's development was T. S. E refineria tabata diez anja bieu ora cu amenaza di un gera a lanta na horizonte di Europa. j ARUBA ESSO NEWS January 29. 1969 The Second Decade...1939 -1949 The War Years Soon after the war broke out in Europe on September 3, 1939, Lago started supply- ing petroleum products for the Allies On May 10, 1940 Ger- man troops moved into Hol- land and Belgium and the Netherlands Antilles was de- clared in a state of war with Germany. Off Malmok, the German ship "Antilia" riding it anchor was scuttled by the Germans before it could be captured. A few ships had been sunk by U-boats in the Caribbean. Soon the U.S. Army Air Forces established squadrons of bombers and fighters in Aruba They patrolled regul- arly out of the Dakota Air- field (now Princess Beatrix Airport). Also over a thous- and American troops had been commissioned to Aruba. As they were still setting up their equipment, at 1:30 in the morning of February 16. 1942, / MW/ III they saw real war action in Aruba. With a thundering explosion followed immediately by fla- mes rising hundreds of feet into the black sky, a torpedo hit lake tanker "Pedernales", anchored just off the reef out- side the San Nicolas Harbor. A few minutes later the "Oranjestad", anchored sever- al hundred yards away, was also hit by a torpedo and ap- peared to dissolve into a sheet of flame. Then red-hot shells from the submarine's deck gun began to arch over the lagoon and the refinery area and to the north of it. Luck- ily, none of the shells hit home, except one that dented a tank and one that hit a house outside the refinery area. That same night lake tan- kers "Tia Juana" and "San Nicolas" were sunk, with heavy losses of life. For many, many nights thereafter Lago and the rest \ It of Aruba weie phinged into complete darkness. A major change in the plant's skyline was the main shop building that brought the machine shop, carpentry, welding, tinsmith, blacksmith and pipe operations and a storehouse section under one roof, with improved working conditions and increased effi- ciency. In the plant, improvements and replacements were made to Nos. 9 and 10 Visbreaker Units and new distillate up- grading facilities were built. An investment of nearly $18,000,000 brought new strip towers for Combination Units 5, 6, 7 & 8 in 1957/1958. A new modern Administra- tion Building was completed in 1957. Part of this building now serves as the Seroe Co- lorado School. Benefit Plans In addition to the Thrift Plan, which started on Jan- uary 1, 1939, Lago employees gained several benefits in la- ter years. The years 1945 to 1956 saw the beginning of a long vacation plan providing staff and regular employees with bonus vacation time at intervals, in addition to regul- ar yearly vacation time; a vacation savings plan, to which both company and em- ployees contribute; more lib- eral provisions in sickness, accident and death benefits; a retirement plan for either regular or early retirement; more liberal thrift loan pro- visions; and an extension of the survivor benefit plan to include benefit payments to the survivors of annuitants as well as of employees. On Febru- ary 1, 1956, a Group Life In- surance Plan was introduced for Lago employees. Housing for Employees The Home Building Found- ation, which began in 1939, has financed 608 homes at a cost of Fls. 5,000,000, provid- ing housing for 3,600 persons in a dozen widely scattered locations on the island. Vocational Training Lago started its vocational training in 1935 with a group of 30 Aruban boys. The Ap- prentice Training Program, as it was called, in later years grew into the Lago Vo- cational School. Here in a 4- year curriculum, classes and Building No. 10 Visbreaker Unit. Construyendo Visbreaker No. 10. on-the-job training were gi- ven for carpenters, machin- ists, electricians, pipefitters, tinsmiths and for operating personnel. From 1935 and until the school was discontinued in June, 1957, 954 Aruban boys graduated from the LVS. Many hold positions at Lago ranging from supervisors to well-qualified tradesmen. In later years, Lago devel- oped three programs to help further education for Aruban youngsters. The Lago Schol- arship Foundation was form- ed in 1957. The Lago Educa- tional Assistance Program (LEAP) was introduced in 1962, and the Lago Special Educational Program for Outstanding Students began in 1966. Through these scholarship programs, Lago has helped some 130 students who have graduated from colleges or universities in the U.S. or Holland. At present, 42 stud- ents are still attending edu- cational institutions in these countries with Lago's assis- tance. Safety Employees' safety perform- ance continued to show im- provement throughout the years. In fact, employees are safer on the job than off the job. Since 1949, Lago won seven first place awards in the U.S. National Safety Council's an- nual contests. In this 20-year period, Lago also won seven second places and two third places in the NSC contest. Year after year, the acci- dent frequency rate was low- ered until in 1963, Lago em- ployees achieved their best record: 0.27, or less than three- tenths of one disabling injury for each 1,000,000 manhours worked. A recent incentive to the safety program has been the combined safety/housekeeping inspections. Constant training, such as on the Work Fermits Manual and the First-Aid course, also keeps employees posted on safe practices and how to render first aid. Consolidated Cracked Naphtha Processing Unit. Refining Controlhouse. Period of Modernization The recent ten years are characterized by moderniza- tion and improvements of processing units, buildings, equipment, tankage, harbor facilities, oil movements and refinery operations. Also more advanced instrumenta- tion training was given to specific employees and a new annuity and insurance plan was introduced. The San Nicolas Harbor in 1959 was dredged to its pre- sent depth of 42 feet, permit- ting ships of the size of tan- ker Thorstar (74,883 dwt, 800 feet long) to load or unload. In 1959, the Esso Maracaibo was the first of four super- tankers (295,000 bbls.) to start the Maracaibo-Aruba crude service. The other tan- kers in crude haulage service are: Esso Caracas, Esso Amuay and Esso Caripito. Also Lago's mooring facil- ities were improved by build- ing Finger Pier No. 3 m 1961 and refurbishing Pier No. 1 in 1963. In 1968, further mod- ernizations were made to Fin- ger Piers 1, 2 and 3 by in- stalling new finger-tip con- trolled metal loading arms for improving tanker turnaround. In August, 1968, construction started on a Fls. 4 million offshore berth west of the harbor entrance. The Oil Movements oper- ations have been improved by building several huge tanks up to 630,000 barrels' capacity and by installing computer equipment in the new Oil Movements Control Center. Larger diameter pipelines and pumps with larger capacities have also been installed. These facilities represent one of the most modern oil move- ment operations in the world. To keep pace with the pet- roleum industry, the process- ing operations were also mod- ernized and expanded in the recent decade. The former crude stills were replaced du- ring 1957-1960 by moderniza- tion and expansion of Combi- nation Units Nos. 5, 6, 7, 8. Newer units were built later, such as the Acid Manufact- uring and Recovery facilities (SAR) in 1959-1960, the Naphtha Fractionation unit (NFAR) in 1959-1961 and the LEAR II with the Consolida- tion of Cracked Naphtha Pro- cessing Facilities (CCNP) in 1963-1965. Early in 1968, the Catalytic Cracking unit (PCAR) was repaired and streamlined and a larger compressor was installed at GAR-1. To consolidate unit oper- ations, a Refining Control- house with computer equip- ment was built in 1967/1968 to control all Refining Divi- sion processing units, except Edeleanu Plant, Acid Plant, No. 8 Rerun Still and the Va- cuum Still. Lago's thirty refinery units now process an average of 440,000 barrels of crude a day. Some 300 tanks with a gross storage capacity of over 20,000,000 barrels are used for crude and crude products. Annuity and Insurance Plan This contributory Plan, ef- fective January 1, 1965, pro- vides employees with increas- ed annuity payments at re- tirement, and insurance cover- age of a minimum of fis. 8,800 This insurance coverage may be continued at retirement. Annuity payments are guaran- teed for a minimum of six years, payable either to the annuitant or beneficiaries. The plan also includes a tem- porary allowance and a med- ical insurance feature provid- ing up to F 2,500 for the an- nuitant and his wife for med- ical expenses. Towards a Brighter Future At the end of 1968, Presi- dent W. A. Murray announced the Fls. 150,000,000 Desul- phurization Project at Lago. This project will not only change the refinery's skyline, but assures the future of La- go and of Aruba as well.
