For Refining Project Control House

Ground was broken recent-
ly on the site north of No. 10
Visbreaker Unit for building
a modern, two-story, fully air-
conditioned control house.
The groundbreaking cere-
mony was performed by Proc-
ess Manager G. L. MacNutt.
A veteran with over 36 years
in process operations at Lago,
Mr. MacNutt witnessed the
growth of the refinery in
1942/43, the plant moderniza-
tion of Nos. 5 to 8 Combina-
tion Units in 1957/58 and the
completion of the NFAR and
CCNP Projects in recent
years. He now also has a ma-
jor share in the realization of
this modern control house.
When the project is com-
pleted early in 1968, the con-
trol of a number of the units
in the Refining Division will
be consolidated in the new
building.
The computer system to
achieve more efficient opera-

tion will be located on the
ground floor of the 65x65 feet
building. The second floor will
contain the instrument control
panels, where the operators
will supervise all the plant
operations.
The refining project repre-
sents an investment of several
million dollars. During the
construction period of about
a year, a number of workers
will be employed.
The new control house will
be built by the firm of Pe-
trona & Croes, under a sub-
contract from Customline Con-
trol Products, the general con-
tractor for the project.
Manager of the Control
House Project is R. F. Mor-
gan. Other engineers assisting
him in the project are J. R.
Carroll, C. O. Persons, G. A.
Janson, B. L. Nelson, R. E.
Aarndel, R. Amaya, L. H. Bal-
linger of Esso Research, and
C. Guillam6n from Creole.

Three Employees Solve Noise Problem

For Lago's Powerhouse Panel Operators

The noise from boilers and
turbogenerators in a power
plant is something common.
But at our No. 1 Powerhouse
this was particularly disturb-
ing for long-distance telephone
communication. The recent
linking of the No. 1 Power-
house with the government
power plant seven miles away
requires frequent telephone
contact between both plants.
This contact was hampered by
the excessive noise.
A unique solution was dev-

eloped by engineers Malcolm
G. Murray, Jr. and Mario
Croes and Senior Engineering
Assistant Louis J. A. Halley.
To solve the acoustical prob-
lem, they conceived the idea,
designed the structure and su-
pervised the construction of
an on-site prefabricated build-
ing 30'z25'x 0' high inside
Powerhouse No. 1.
Without internal columns,
the walls and ceiling were
built of composite "sandwich"

panels, using standard 4'x8'x
%" plywood sheets and %"
foam sheets of about the same
size. The panels were put to-
gether without the aid of nails
or bolts, by using contact ce-
ment to join a %" interlayer
of ENSOLEX, a flexible clos-
ed cell synthetic rubber foam,
between the inner and outer
sheets of plywood lapping all
joints.
The 25'x30' roof-ceiling was
suspended from an external
steel framework, also by con-
tact cement, and was lifted in-
to place in one piece. This con-
struction eliminates pathways
by which noise and vibration
could otherwise be transmit-
ted through the wall, by omit-
ting all solid connections be-
tween inner and outer ply-
wood layers. The composite
panel also has good thermal
insulation and vapor barrier
properties, useful for aircon-
ditioning.
Although this panel is rela-
tively flexible, it is quite
strong. As an example, it is
calculated that the roof-ceil-
ing could support 578 men of
average 170 lbs. weight stand-
ing on it all at once, before it
would collapse.
The on-site prefabrication
has the advantage of quick
erection, but allows more de-
sign flexibility than in con-

red For Powerhouse I
ventional prefabricated build-
ings. Multi-layer plastic win-
dows were used, also reducing
noise transmission while in-
creasing safety.
In building the structure,
two other problems were also
solved: (1) the panel area
illumination required improv-
ement to eliminate glare from
instruments; and (2) the en-
closure would have to be air-
conditioned.
The illumination was im-
proved by installing a Wake-
field full-area continuous lu-
minous ceiling, using closely
spaced fluorescent tubes. This
type of lighting was suggested
by Senior Engineer O. T.
Mundt. Airconditioning was
also provided.
The ingenuity of these three
Lago men provided the panel
operators of Powerhouse No.
1 with improved working
space where noise has been re-
duced to an acceptable level.
In addition, better lighting
and air-conditioning are now
available.
Overall cost of the enclosure
was about the same as that of
a conventional structure. The
three men feel, however, that
both overall cost and erection
time could be substantially re-
duced on future jobs of this
type by profiting from exper-
ience gained on this project

officially inaugurated by De-
puty D. C. Mathew. The offi-
cial opening took place when
Lago employee Dominico Kel-
ly, an operator in Process-Oil
Movements, picked up his
phone (No. 6044) at Nijhoff-
straat 107 and heard Deputy
Mathew congratulate him and
inform him that his telephone
installation expenses would be
absorbed by the government.
Telephone Department Head
J. Hollander informed auth-
orities and representatives
from business and industry
about the project and future
plans.
With the opening of the
t wo store y, airconditioned
building located across the
street from the San Nicolas
Police Station, an extension to
the exchange's capacity was

also made from 1000 to 1400
lines. The new building, des-
igned by Public Works De-
partment's V. Kock, is capable
of containing up to 4000 lines.
Contractor for the exchange,
built at a cost of Fls. 120,000,
was Bouwmaatschappi "Aru-
ba". The new equipment, in-
stalled by the Department's
own personnel, required an in-
vestment of Fls. 275,000.
With the increase of tele-
phone connections in San Ni-
colas, the 5000 series was in-
creased with a 6000 series.
The San Nicolas exchange al-
so includes 20 outgoing and
13 incoming lines connected
to the Lago telephone system.
Present applications for te-
lephone connections in San
Nicolas number 320. Plans for
next year call for another ex-
tension of the new exchange
with 400 lines.

I A Noise Problem Solved For Powerhouse I

(Continued from page 3)
Because of its applications
In industry and possibly in
high-noise-level metropolitan
areas, the three Lago employ-
ees have submitted a patent
memorandum to Esso Res-
earch on what they call "Ac-
oustic and Thermal Barrier
Composite Building Panel."
The inventors feel that the
use of their composite panel

in constructing both noise
excluding and noise-contain-
ing enclosures of varying sizes
and shapes appears feasible in
high-noise-level metropolitan
areas, where noise control le-
gislation has been or may be
enacted. They further feel that
the on-site prefabrication con-
eept could prove useful even
where noise is not the main
problem.
