The new look of the com- pany publication is chiefly on page one which has a new masthead. Other changes are the use of only single columns instead of the former five-line two-column lead, elimination of column division lines, while the column' width is slightly decreased. The offset process has be- come possible now as V.A.D. (United Antillean Print Shops) received an offset press with photo and processing equip- ment. We had been using a letterpress process. Offet is a photographic pro- cess. The printing is possible through the use of the prin- ciple that oil and water do not mix. In letter press, the im- pression is pressed on the per using metal type. The advantage of the of process is two-fold. It will be possible to have more to-date photo coverage a picture can actually be inc: ed at the last minute bef laying out a page. In addit the two-week advance mail of pictures for making clic or plates in Miami has b eliminated. The new print process also eliminates st cost of making cliches. Hoo Named Senior Engineer; Luis Giel Becomes Area Supervisor March 1 promotions made Alexander H. Hoo a senior en- gineer and Luis R. Giel an -area supervisor. Mr. Hoo is at present assigned as acting su- pervising chemist in Technical- Laboratories and Mr. Giel acts as regional supervisor in Mechanical-M&C. Mr. Hoo's first employment was in the Executive Depart- ment in September, 1956. In 1957 he left for the U.S. with a Lago scholarship to study chemical engineering. He returned to Lago in July, 1962 with a BS degree in chemical engineering from the Illinois Institute of Techno- logy and was assigned as an engineer in Technical-Process. Prior to his recent promotion, Mr. Hoo had been on special assignment in Lab.-Inspection since September, 1966. During his five years of ser- vice, Mr. Hoo followed a proc- ess design course in Cali, Co- lombia, and an automatic pro- cess control course at Lago. He has worked as contact en- gineer on several refinery units. Mr. Hoo likes baseball and soccer and assists in public educational programs, such as the cancer program and the science fair program on TV. He is married and has two children. Mr. Giel was a Lago Voca- tional School student of the 1946 class. After graduation, he was assigned in the Mech- anicalDept. where he remain- ed until October, 1958, when he wap transferred to Techni- cal-Engineering. En jy A Safe Ride... Many boys and girls in Aruba are involved in bike accidents very .ye&r. Sometimes even a life is lost in these accidents. In the vast majority of bike-car collisions the youngster, not the driver, is at fault. In four out of five cases he has violated a law or traffic rule. Most often, the National Safety Council points out, the youngster was killed because he mistakenly took the right of way, made an improper turn or disregarded a stop sign or traf- fic signal Other causes include riding in the center of the street, on the wrong side of the street facing traffic or carry- ing passengers. In Aruba, bikes are governed by the same laws as motor vehicles, and riders are required to obey traffic laws. The following are some of the most important local regula- tions bicycle riders must observe. It is prohibited: to let a bicycle be drawn by other vehicles; to ride a bicycle while not using at least one hand at the steering handle; to ride a bicycle while not having both feet on the pedals; to transport more than one person on a bike; to use blinding lights; to park where prohibited for other vehicles. Bikes must be equipped with: properly working steering handles; a bell clearly audible at least 25 meters away; at least one properly working brake; at least one front white or bright yellow light at night; at least one red tail light at night; in addition, on rear fender, a white strip of at least 30 centi- meters measured from lower end of fender. Riders of bicycles may only use the extreme right side of the road or the sides of the road and may not ride beside each other. For school children, the National Safety Council advises that a basket or saddlebag to carry books or packages may be used as an optional item to make your child's bike safer to ride. Both hands are then left free for steering. The Council also advises parents that bikes should match the size of their riders and should be adjusted properly. Generally, the small 20-inch wheel fits the 5-7 age group; the 24-inch wheel is designed for 8 to 10-year-olds; and the standard 26- inch wheel is for anyone 11 or older. Corriendo cu Seguridad.. Makes Move To Cut Accident Injury Frequency Rates in 1967 The Mechanical-M&C Div- ision recently took steps to re- duce on-the-job accidents and injuries this year. Their all-accident frequency rate for 1966 stands at 46.5 and their all-injury frequency rate at 39.3. The Division now set their objective at 42 for accident frequency rate and 34 for injury frequency rate. To achieve this objective, the M&C Division is giving training to area and regional supervisors as well as to tra- desmen in craft tools, equip- ment, work methods and safe working practices. The first of a series of saf- ety discussions started in the middle of last month for su- pervisors on "Electrical Saf- ety Procedures." These 4-hour sessions are under direction of Electrical Job Training In- structor Ricardo Geerman. Similar training sessions for other craft will follow. Other steps for reducing ac- cidents and injuries include updating the Work Permit Manual and giving training on its use to all Mechanical De- partment supervisors and tra- desmen. L. Diaz for aircon- ditioner and refrigeration equipment, electrical applian- ces and motor rewinding. The joint initiative of five ex-Lago employees resulted in the establishment of the Aru- ba Engineering & Drafting Firm. The owners of this com- pany are Gregorio A. Willems, director, Francisco Dijkhoff, assistant director, L. Yarzaga- ray, G. C. Jansen and B. Arends, board members. All these men had formerly work- ed in Mechanical-Engineering. The engineering office is at Lago Heights, Fort Heuvel- straat 16, Phone 5829. Engineering & Drafting Firm The company was started in November, 1965 with a ca- pital investment of Fls. 25,000. Aruba Engineering presently employs 15 men, most of whom were Lago employees. The engineering firm is one of the few in Aruba that of- fers field engineering, draft- ing, designing, materials es- timating and equipment in- spection services. Their drafting services in- clude piping, structural, in- strumentation, electrical and architectural drafting and making graphs, blue prints and dry photo copying work. Their field engineering work covers surveying, h a r bor sounding and layout. Although the bulk of their work assignments comes from Lago, they perform services for ACI, McKee, Elga, Werk- spoor, Aruba Wegenbouw Mij, local merchants and private individuals. For Lago they are doing drafting work and surveying for the Oil Movements Project. For the Alpine Geophysical Co. they check and maintain the wave and current measur- ing equipment installed in the sea west of the San Nicolas harbor entrance. Some construction designs and plans the company made were for Hotel Central, the Mesker and Hong Kong Res- taurant building, the RCA C 1 ub, Hubentud Christian Club, Antillean Mercantile warehouse and the new kin- dergarten at Noord. The company purchased field surveying equipment, drafting boards, blue print equipment and a few automo- biles and other items from La- go under arrangements with the New Small Business Com- mittee. The Engineering and Draft- ing Firm is open for business from 7 a.m. to 12 noon and from 1 p.m. to 4 p.m., Monday to Friday. Garcia's Electrical, Refrigeration Repair Shop Jozef Leandro Garcia, once a Machinist A in Mechanical, now runs a shop for repairing airconditioners, refrigeration equipment, electrical applian- ces and he also rewinds mo- tors. Mr. Garcia has been repair- ing electrical equipment for about nine years. He has a di- ploma from the National Tech- nical Schools. Although he usually hand- les his repairs at their loca- tion, he also has a shop at his home on Esso Ville No. 37 and can be reached on phone 5774. He renders services to ships, merchants, industries and the public. His shop employs two men besides himself. When starting his repair shop in December, 1965, he in- vested over Fls. 9000 in tools, equipment and a van. A portable device capable of detecting minute amounts of undissolved water in jet fuels has been developed by Esso Research and Engineering Company. The development is a signi- ficant improvement over ear- lier, less exact techniques for insuring that jet fuel is suffi- ciently free of undissolved wa- ter. If present in excessive amounts, this undissolved wa- ter, or "free water" as it is called, can cause problems in parts of an aircraft's fuel system. The new device, which is self-contained in a five-pound package, especially designed for field'use, is being manu- factured by Gammon Techni- cal Products, Inc. of Newark, under a licensing arrangement with Esso Research. Gammon, a manufacturer of specialized aviation fuels testing equip- ment, is marketing the device under the name of "Aqua- Glo." It is also possible to use the device to detect small amounts of water in many other petroleum products. The portable device was in- vented by Don Caldwell of ERE's Products Research Di- vision. It is a unique applica- tion of the fluorescent prin- ciple originally developed by the Navy's Aeronautical En- gine Laboratory. In general, the allowable limits of undissolved water in military and commercial jet fuels range from 5 to 30 parts per million. The Aqua-Glo can detect less than 1 part per million.
