They are Hendrik A. We- ver, Edward A. Rodger, Roberto Anthony and Victor G. Sickler. Mr Wever of Mechanical-Store- house with thirty-eight years, is one of the few Lago pioneers still around. His entire service was at- tained without a break Before join- ing the Pan-American Petroleum Company March 8, 1927, Mr. Wever had worked for John Monks and Sons, the contractors who build the old T-dock. In January. 1928, he transferred to Lago as a counter clerk in the warehouse, which later became the Storehouse. Mr Wever advanced through virtually all the Stoiehouse positions and was made sales and store supervisor in July, 1944. In January. 1947, he became E. A. Rodger V. Sikler V. G. Sickler material control supervisor. He was named group head-Surplus Control in April, 1957, the last job he held when he stopped working Nov. 30. Mr. Wever has included a trip to the U.S. and Europe in his retire- ment plans. Mr. Rodger made Nov. 27, his last working day with Lago after eight- een years of service. Mr. Coffi has taken the course because he considered it an exten- sion of his education. He said that he found teaching a completely dif- ferent but rewarding experience. He believes that the training will help him in his job. No matter how tech- nical a job is, he said, "most pro- blems that arise are of a human re- lations nature. Then, from this crude beginning, it was necessary for this voice to be the first to tell the woman that only minutes earlier her husband had been killed in an automobile accident. She had not heard. There are many things to consider before taking an unnecessary risk with an automobile, the above situation is just another. We are rapidly approaching a time of happiness and mirth where phones will be ringing to spread the joy of the season. But there will be calls of sadness as well. Demand for Engineers More and more success potential is being measured by our society in terms of a man's education. Yet, often the urging of persons toward increased personal education falls upon unhearing ears simply be- cause "education" is an intangible until it is put in practice. Every now and then, however, a study or survey will be able to reflect the vital needs in a particular field of study. On the basis of a recently completed survey by the Engineering Manpower Commission in the United States, there will be fewer en- gineering graduates worldwide than in the past. Ironically, this is at a time when the demand for such highly skilled manpower will be on the rise. Accordingly, they point out, for those students who graduate in engineering there will be a large number of opportunities available. In another recent survey by the National Science Foundation the average annual (1961-1970) demand will be for 81,000 engineers in the United States alone and the group notes that worldwide the need is much higher. Contrast this with the present output of only 37,000 engineering graduates in the United States. Incidently, a new "demand for engineers" survey is presently under- way by this same group and the indications are that the figure of 81,000 is somewhat low. There is a great demand for engineers and with the rapidly progressing technological development, this demand hac to increase. D0. L. It is espe- cially important to be immunized against tetanus (lockjaw). Tetanus germs can infect any wound, espe- cially punctures. Tetanus immuniza- tions are given daily at the Lago Hospital. Types Of Wounds The matter of caring for wounds can be broken down into two parts: where bleeding is severe and where it is not. A Voice in the Lower House Though not represented in the parliament, the Antilles and Surinam have a voice in the Lower House discussions of kingdom affairs through their ministers or through specially ap- pointed representatives. The ministers may also request the introduction of legislation for the kingdom in the Lower House. The Antilles and Surinam also have the con- ) stitutional right to seat one representative each in the Council of State. This council advises the crown on proposed legislation and policy con- cerning the kingdom. The legislative and policy-making powers of the cabinet for the kingdom are spelled out in Any amendment to the charter must be rati- fied by the three partners. Each must receive the app-oval of the crown to amend its indivi- dual constitution where it concerns the guaran- tee of the fundamental human rights, the powers of the governor, the powers of the representa- tive bodies and the distribution of the represen- tative seats. Right of International Agreements The Netherlands Antilles and Surinam have the right to pass on international agreements proposed for the kingdom, or the dissolution of agreements currently in effect. Each of the partners also has the right to enter into agree- ments with other nations so long as the pacts are not contrary to the policies of the kingdom. The charter states that the Netherlands An- tilles and Surinam "shall contribute in accord- ance with their resources" toward the cost of maintaining and defending the kingdom and that each partner will be charged with protecting the joint interests of the kingdom. The crown has the right to declare any part of the kingdom to be in a state of war and, in time of emergency, may in effect suspend discussion on proposed legislation and enact it into law. Special Rights of the Crown The right to revoke any legislation passed in the Netherlands Antilles or Surinam which is in conflict with the kingdom charter, the powers of the crown, international agreements or the constitution of the individual territory are re- served for the crown. The charter gives the right to vote to those who are citizens through birth within the terri- torial limits of the Netherlands, the Netherlands Antilles or Surinam or through naturalization, and who have reached the minimum voting age set by the partners.
