Donovan Will Head Steering Committee, Six Working Groups Will Cite Needs A formal program of long range planning is Lago's most recent step in aligning its efforts to industry and community changes. Still in a formative stage, the program will be directed by a steering committee headed by General Manager F. C. Donovan, and developed by appointed groups with specific assignments. The Steering Committee and its working divisions will delve deeply into the challenge of planning an operation that will be able to meet industry and consumer demards in 1970 and beyond. Its objective is to assure Lago's position as the lowest cost, most efficient large refinery in the world. The demands of international com- petition and the development of na- tions are such that it would be un- realistic for Lago, or any other in- ternational business, to operate solely on planning that is immediate or short range. Planning must be long range. Directions and objectives in relation to projections into the future must be established. What will Lago be doing in 1970 and beyond? What equipment will it have, or should it have? How can Lago best direct its operations to at- tain long range maximum efficiency in relation to competition, consumer and governments? This is the chal- lenge, in principle, which faces the long range planning group. Lago's efforts to remain efficient and low cost have been continuous, and the results are complimentary to those who have directed and parti- cipated in maintaining Lago's posi- tion. Long range planning will for- malize and extend these efforts, es- tablish specific areas of development, and create the opportunity for de- tailed and depth analyses of Lago's objectives, directions and hopes. While Lago has always given close attention to long-range forecasts, this activity has not been as detailed as the nature of the oil business now requires. One aspect of Lago's con- cern is basic. To prepare a budget which allocates huge sums of money requires complete awareness of what can be expected of Lago in the Seven- ties. There will be six working groups under the Steering Committee long range forecast, process selection, off- sites, manning, community services and new uses and new products. The work of the long range fore- casting group is well underway. When it has developed sufficiently, process selection will be started. These are selected employees who form a pilot group in a study plan in which the company sponsors the program and the employees offer the desire and diligence for in- tense studies that will increase their ability to handle varied technical as- signments. The analytical chemist y students are Laureano Geelman and Maximo Tromp. The group will meet five days a week in the language training class- room in the Administration Building. Their study hours will be from 3 to 5 pm., half on company time and half on theirs. In addition, the em- ployee-students will be encouraged to devote an additional five to ten hours of their own time each week. During their company study periods, the students will have advisors who will give assistance to individuals. The initial Technical Department advi- sors, who will rotate this assignment, ale C. L. The balance of the pro- gram will be taken by movie special- ized studies in the particular fields the students have selected. The engineering assistants enrolled in the program were selected because of demonstrated English ability, good wolk records and potential. The pro- gram has been scheduled over a per- iod of eighteen to twenty-four months. The course will be offered under the same arrangement to ad- ditianal technical people if the results of thf current or pilot group indicate its worthwhileness. Lago Asphalt Deliveries To Airport Construction Project Began Sept. 9 The first delivery of Lago asphalt for use in the construction of a new and lengthened Princess Beatrix A'r- port runway system was made Sept. 9. Six thousand gallons of penetration asphalt was hauled away in a tank truck owned by the airport contrac- tor and brought to Aruba especially for this purpose The delivery was made from a 9000-barrel tank located south of the Central Tool Room in the area where the Pitch Still once stood. The tank and swivel joint discharge arrange- ment were installed to handle the delivery requirements of the airport project. Job leader on this particular installation was W. Robles of the Technical Department. To be delivered are approximately 1,650,000 gallons of penetration as- phalt. This is a topping whose speci- fications require that it harden to a degree that will accept the tremend- ous weight of a landing airplane on its initial touchdown The penetration asphalt is heated to about 350 degrees Fahrenheit. It cools to a ha:d aind durable surface. Normal road as- phalt, or RC2, as it is identified, will also be used in surfacing the airport About 240.000 gallons of this product will be required. The tank truck will shuttle back and forth, between Lago and the air- port, carrying the entire asphalt or- der. The tank moved to the loading site is tank 2. THE TRESTLE that once supported the rails for ls - phur carrying carts will soon be dismantled. It will be replaced by a six-foot-wide walkway to the Gas- oline Docks. I Critical Tests Preceded Balashi Electric Tie Small bunches of men scurried about Powerhouse No. 1 and the Aruba Government's substation at the former cold storage site Aug. 29. Most carried clip boards, carefully read meters, made extensive notes. When the notes all agreed and the meters all checked and the series of critical tests had been completed. Lago was tied in to the Balashi electrical source. The tie in is not a simple matter. It demands, and receives, special skills, special attention and special tests. The preliminaries include comparing and changing voltages, checking the functions of tap changing devices, proving in- terlocking devices and other critical executions better left to the understanding of those conversant with electrical gen- erating facilities. All went smoothly Aug. 29. The tie in was made without ceremony. It was solely knowledgeable men doing their job well. He began his employment in September, 1954, as a jumor cleik in the Mechanical Department. All his service is in Mechanical where he had advanced through different levels of clerk before transferring to the Yard. He, too, held the position of cleanout corporal at the time of his promotion. Mr. Marques was promoted to su- pervisor of the Piocess Depaitment's Ethyl Blending Plant. His promotion was his ninth during the course of a twenty-five-year career, all in Light Oils Finishing. Mr. Marques is a prolific Coin-Your-Ideas suggested, and was the top suggester last year. His first assignment in May, 1938, was process helper B. He progressed through helper levels and became an assistant operator in December, 1941. Ten years later he became an opera- tor, the position he held when pro- moted. Mr. Oosthuizen began his company career at sea with the Esso Trans- portation Company. He came ashore and was assigned to the Drydock in January, 1939 Two years iater he was transferred to Utilities as a pro- cess helper B. He later became an ^ 'y E. H. Oosthuizen J. A. Steward operator in the Powerhouse, then was made air conditioning technician, the position he held when promoted Sept. 1 to assistant shift foreman. ARUBA ESSO NEWS ARUBA ESSO NEWS Four Men Two Process And Two Mechanical Set Future Retirement Dates Two Mechanical and two Process Department employees have made retirement plans. Alejandro Yaiza- garay of Mechanical-Transportation elected to letie Sept. 1 under the provisions of the temporary optional early retirement program. Emile E Hunt of Mechanical-Paint wil! leave Lago about Oct. 1. The two Piocess Department employees are John Rod- rigues of Cracking and Light Ends. who will leave Lago near the end of this month, and Jean I. Minton of Utilities, who will leave during the middle of next month Mr. Yarzagaray completed twenty- one years of Lago service. His entire career was spent in the Mechanical Department where, in February, 1942, he was assigned to the Paint Craft as a laborer. He received four successive promotions that advanced him to painter helper B in August, 1943. He later became a labor helper B in the .rA" aR% A. Yarzagaray E. E. Hunt J. Rodrigues J. I. Minton Garage, then driver in Transporta- tion. Mr. Yarzagaray will be sixty years of age in February, 1964. Over eighteen and one-half years of service will end with the departure of Mr. Hunt next month. All of his service was in Mechanical-Paint. Mr. Hunt was employed by Lago in June, 1945, as a laborer C. Between August, 1945, and April, 1957, he received eight successive promotions that took him through painter and subforeman ranks and made him paint foreman. His title was changed to carpenter foreman in 1961, and this is the posi- tion he will hold when he retires. Of the retiring quartet, the em- ployee with the most service is Mr. Rodrigues. He has over twenty-six years, all in the Process Department. His first assignment in August, 1937, was process helper D in the Pressure Stills. Mr. Rodrigues received nine promotions, and advanced through the operating categories to assistant shift foreman. He was named assist- ant shift foreman in Cracking in September, 1955. Mr. Rodrigues will retire as assistant shift foreman in Cracking and Light Ends. Mr. Minton will leave Lago and Aruba next month as foreman of Fire Equipment Maintenance in Process- Utilities. Mr. Minton's twenty-five years of service were all in the Pro- cess Department. He began in April 1948, as an apprentice operator ir the Gas Plant, and four years later was promoted to operator. Mr. Boyack mentioned that Mr. Anthony is one of the island's better domino players and has competed in interisland tour- naments. Mr. Kelly, a pipefitter helper A, was next to have his service acknow- ledged by Mr. Boyack. Referring to the thirty-year guest as "pleasant, reliable and conscientious," Mr. Boyack said that Mr. Kelly works in the field and has covered most of the Lago concession. Mr. Kelly worked in Curacao and at the old Eagle Refine- ry before starting at Lago in May, 1933. He is an active worker in St. Anna Church. At present, Mr. Boyack related, he is learning to drive a car. Mr. Koolman's association with Lago actually dates his years of em- ploy. His service with Lago com- menced in April, 1933, but before that he worked for a contractor who brought rocks and sand to the refine- ry. Mr. Boyack reported that Mr. Koolman has said how difficult this was because everything was done by hand and back plus sheer manual labor. Mr. Koolman is a boilermaker A. He has worked in the Boiler Shop since 1939, and over the years has progressed through the boileimaker levels. He has six sons, five daugh- ters and four grandchildren. Soccer Player Another who has worked all areas of the refinery is Mr. Petrocthi. An electrician A, he has been in the Electric Craft for twenty-seven years. Prior to that he had been in the Police Department and Yard. His service began in September, 1933. Mr. Boyack mentioned that Mr. Petrocthi was an excellent soccer player in his younger days. His extra interests now include raising goats, sheep and chickens. The final Mechanical Department employee to be honored was Mr. Frank, the brother of Remigio Frank of the Technical Department, who was honored at last month's thirty- year presentation. The service of the two brothers is separated by fifteen days, and, according to Gregorio Frank, the service would have been the same if he had not broken his jaw while playing soccer. The acci- dent confined him to a hospital, de- layed his Lago beginning and, also, eliminated the uniqueness that would have been attached to brothers si- multaneously receiving thirty-year awards. Mr. Frank is an assistant zone su- pervisor in Field Coordination. Mr. Boyack explained that as a member of the Instrument Craft, Mr. Frank has worked under six general fore- man and in four different instrument shop locations. Mr. Frank's Lago em- ploy began in August, 1933. Both Mr. Frank and Mr. Maduro are only forty-six years old. The ages of the others range from fifty to fif- ty-four.
