Area Supervision Is Adopted


By Lago's Mechanical Forces

May 1 Change Predicated on Success

Others Have Experienced with Concept
Area supervision, a form of modernization that simplifies planning
and coordination and establishes single-line responsibility, has been
put into effect in Lago's Mechanical Department forces. Lago's May 1
move to area supervision was predicated on the success Amuay and
major United States refineries have had with this mode of operation.


It is a realignment of the super-
visory organization. The Mechanical
Department's three zones have been
divided into twelve field and six shop
areas. Responsible for all projects in
their entirety within each area are
assistant zone supervisors, many of
whom were formerly craft zone fore-
men. Craft work is directed by the
first line foreman of each craft, who
receives work direction from the as-
sistant zone supervisor. The craft
foreman and assistant zone super-
visor will work together as a team
to complete work in the area, which
under area supervision is now the
responsibility of the assistant zone
supervisor. The responsibility is one
man's as opposed to the former sys-
tem of divided responsibility among
the crafts involved in the work. Zone
planners will be responsible for plan-
ning all work in each of two areas,
and will be the normal contact be-
tween the Mechanical and other de-
partments for mechanical work. The
craft organizations, however, will
still be maintained under the general
foreman as in the past.
Field Offices Being Built
Seven field offices are under con-
struction, each to serve one or two
areas. When the new field offices
are completed, they will be the head-
quarters of the assistant zone super-
visors.
Other refineries over the past de-
cade have adopted the area super-
vision concept. While contemplating
the change at Lago, other refinery
mechanical organizations in the Unit-
ed States and elsewhere were stud-
ied and major aspects of their meth-
ods integrated in the Lago system.


L. T. Norton Receives FIs. 900 CYI Award for March Idea

Eliminated in CYI Plan
Clear thinking on the part of L. T.
Norton, assistant zone supervisor,
has earned him a Coin-Your-Ideas
check for Fls 900. Mr. Norton felt
that the company would realize di-
rect savings if worn power cylinders
for air compressors were chrome
lined using a porous chrome process.
He suggested the cylinders be chrome
lived to a standard size rather than
be rebored. This has eliminated the
stocking of oversized pistons and
rings. By reconditioning the cylinders
instead of purchasing new ones, con-
siderable savings are realized. Before
Mr. Norton's idea was adopted, it
was common machine shop practice

ders but this led to the required over-
size pistons and rings. If the wear
was excessive, making a rebore oper-
ation impractical, a new cylinder
would have to be purchased. Chrome
lining eliminates these costly prac-
tices yet life expectancy of the lined

Murray, Fisk Will Speak
At Information Sessions
Scheduled for May 10, 11
A comprehensive picture of the
world-wide petroleum industry and
Lago's position in it will be present-
ed by President W. A. Murray to
management members attending the
annual Management Information
Sessions at the Esso Club Theater.
M. E. Fisk will follow Mr. Murray
at the rostrum at the May 10 and 11
morning sessions to deal specifically
with Aruba's fledgling petrochem-
ical industry which is m construction
stages at Barcadera. Mr. Fisk be-
came vice-president and general man-
ager of the Antilles Chemical Com-
pany March 1.
Two sessions, instead of the for-
mer three, have been scheduled this
year. Both start at 9 a.m. Manage-
ment members will attend either one
of the information sessions.
At the request of management
members, a single speaker, Mr. Mur-
ray, discussed Lago's complexities at
last year's information sessions. In
years prior to the 1961 sessions, the
rostrum had been shared by mem-
bers of the executive committee and
special guests.
The management information ses-
sions will culminate this year with
the annual management party which
will be held the evening of May 11
at the Aruba Caribbean Hotel.
Family Calendar Contest
Deadline Is in Offing;
Twenty-Six Days Remain
At this time of the year the num-
ber of shopping days until Christ-
mas is inconsequential. Significant to
shutterbugs, though, are the number
of days remaining before the 1963
family calendar deadline. The dead-
line date is May 31 which is just
twenty-six days in the offing.
It's still not too late for photo-
graphers to check their files of color
transparencies for suitable entries in
the calendar contest. Judges will
select the twelve best and pay
Fls. 100 for each transparency that
ends up as a calendar picture.
All Lago employees and annuit-
ants are eligible to compete with
the exception of Public Relations
Department employees. Transparen-
cies must be color originals size
is immaterial and must be the
work of the person submitting them.
An individual can submit as many
transparencies as he likes but all
must be of Aruba subjects.
If there are not twelve entries of
sufficiently high caliber submitted,
the Public Relations Department re-
serves the right to use staff-taken
pictures in the calendar.
Transparencies submitted will re-
ceive the best of care while being
examined. Before mailing or deliver-
ing transparencies to the Public Rel-
ations Department, photographers
should be sure their names and ad-
dresses are clearly indicated on each
photograph and container.

Their Expression
A supervisor's role at Lago is, as the identification or label implies,
to supervise. He oversees the operation of a particular craft or function
as his skills and abilities enable him to do. He is guided by company
policy and directives. He is a representative of management and as
such his actions are in favor of a healthy, efficient and progressive
company. To accept the position of supervisor he must have a basic
belief in Lago's way of doing business. The company's mode of oper-
ation conforms to the democratic, free enterprise system.
The system respects the individual. It caters to self determination,
and on occasion the company has outwardly promoted and coaxed the
employee into exercising certain democratic rights. Expression of
company policy or employee concern or desire is never repressed or
distorted. Variations and shadings of interpretations of company in-
tent admittedly do exist. Such is to be human; individuals rarely agree
on the shade of a color. But never has a supervisor been requested or
directed to oppose employee representation or its representatives. Lago
originally created representation in Aruba, catered to its development
and promoted its form in good faith.
What tangents or directions a supervisor's personal philosophies
may take him are subject to the man's beliefs and outside forces con-
tributing to the development of his personal opinions. In the quickness
of rebuttal and emotion of political maneuvering before general elec-
tions, many thoughts and feelings will be quoted. Some when quoted a
second or third time will be misquoted.
To say that Lago will not be involved is to imitate the ostrich with
his head in the sand. Lago is too much an integral part of the com-
munity. It is therefore important that some basic facts be held in mind.
Lago is not a politically active concern. It takes no sides. It has
never quashed the rights of representation within its own scope, and
it has never opposed or supported sides in pre-election propaganda. It
stands for the system of freely elected representatives. What else?
The type of concern that Lago is has grown in a democratic, freely
elected society.
What opinions supervisors or any others express on the job about
specific issues of island representation are strictly their own. Outside
of the basic concept of free enterprise, Lago's philosophies are non-
political.
It stands for free election and open consideration of representatives
and their demands both nationally and on the job.

What do all these people have in common? They are taking for granted a sys-
tem that took thousands of years to develop our system of standard weights
and measures.
Man has always had a need for weights and measures stone age man used
parts of his body as a "ruler" to measure a wood handle for his flint ax; today's
engineers and scientists may need to know the length or weight of a material to
the millionth part.
At Lago, a wide variety of tools and instruments are used to record weights
and measures. Many of these tools, the common rule for instance, are simple
devices. Others, such as precision-built micrometers and delicate analytical ba-
lances, are highly specialized tools and instruments which have been designed to
obtain measurements and weights to the ten thousandth part.
In keeping Lago's refining operations efficient, engineers and craftsmen can't
afford to miscalculate by a fraction of an inch. Equally important in controlling

Island-Wide Competition
Tiophies and medals were awarded
to champion and sub-champion teams
of inter-departmental and island-
wide softball tournaments following
a special presentation game at Lago
Sport Park April 13.
The Stolehouse team was victoli-
ous in the inter-depal mental knock-
out tournament which started Feb.
13 and ended Match 6 Championship
team in the island-wide tournament
was the San Nicolas Stars. That
tournament started Ma ch 13 and
was completed in a three-game round
robin series that ended Aptil 6, The
championship teams met in the pres-
entation game,
Sub-champion in the intet-depart-
n:ental tournaments was the Electli-
cal team It lost out to the Stole-
icuse squad in a thice-game series

To Play Curacao Visitor

At Sport Park May 12,13
Three Aruba class AA baseball
teams will compete against the Santo
Rosa Indians from Curacao in a Lago
Sport Park baseball tournament
scheduled for Saturday, May 12, and
Sunday, May 13.
The opener will have the Zenith
squad taking the field against the
visiting Indians Game time Satur-
day night is 7:30. Sunday morning
at 10 the Heineken team will test the
Indians. The final game, Sunday at
2:30 p.m., will have the Marlboro
team competing with the Curacao
visitors. The tournament is being
sponsored by the Amateur Baseball

Standings for the first three
months of Lago's off-the-job safety
contest show that the Public Rel-
ations and Executive Departments
are the only two departments still
remaining in the zero frequency rate
category.
Standings as of March 31 show
that TSD and the Lago Police Dep-
artment are the only departments
with 1962 frequency rates lower than
their 1961 rates.
In the inter-departmental safety
contest, the off-the-job frequency
rate for the entire company has de-
creased by 09 in March from the
February rate. The frequency rate
for March, however, is 6.4 higher
than the March, 1961, rate.
A total of twenty-six off-the-job
disabling injuries occurred to em-
ployees in March. This matched
February's figure. Of the total, over
half - fourteen injuries -took
place in or around the home. Em-
ployees should concentrate on elimi-
nating hazards in the home, yard and
work areas. Big offenders are ob-
jects under foot and overexertion
Employees should also be careful
when moving heavy objects.

Pemberton Is Top Weightlifter

In Lago Sport Park Competition
In conjunction with the twenty-second Lago
Sport Park Olympiad. weightlifting and body
beautiful contests were held at the park
April 14. Lifters numbered fourteen with com-
petition ranging through six weightlifting
classes.
Heavyweight lifter Julian Pemberton press-
ed, snatched and cleaned and jerked the most
pounds overhead. His total for the three lifts
was 775 pounds. Jossy Hunt, 181-pound-class
lifter, had an impressive total of 680 pounds
which earned him a first-place trophy in his
class. In the 165-pound class, Clarence Fraser
nearly equalled Mr. Hunt's performance. Ath-
lete Fraser lifted a total of 675 pounds for a
first place award.
In addition to winning a first place trophy
in the weightlifting contest, Mr. Fraser won
the Senior Mr. Aruba title in the body beauti-
ful contest. The Junior Mr. Aruba title went
to Lauriano Robert.
