Challenged in Petition

By Group of Employees
A referendum challenging the Lago Employee Council's position as
sole bargaining agent for staff and regular employees has been
requested by a group of employees. The referendum will be held in the
near future. The official petition forms, which contained signatures of
slightly more than ten per cent of Lago's represented employees as


stipulated by the contract, were
handed to Industrial Relations De-
partment representatives Jan. 3. Of
the 442 signatures presented, more
than the minimum number were val-
idated.
In order for the referendum to be
successful, the current form of re-
presentation must be voted out by
more than half fifty per cent plus
one of all constituents. The Lago
Employee Council when it became the
represented employees' bargaining
voice in 1949, was voted into office
by substantially more than fifty per
cent. The referendum procedure prov-
ides that the opinion of the majority
of constituents governs and not just
the opinion of the majority voting. It
is a democratic and orderly means
for establishing the representation
form.

Sixty-Day Period
Withdrawal of recognition of the
LEC does not immediately cancel the
existing contract. The effective date
of withdrawal of recognition and
cancellation of the contract, if a re-
ferendum were successful, would oc-
cur sixty days from the last day of
the referendum that effected the
withdrawal of recognition. A success-
ful referendum removes the current
representative body and cancels the
contract after the sixty-day period,
and that is all. A referendum does
not install anyone or any group; it is
strictly in judgement of the current
form of representation. According to
the present contract, which runs un-
til May 1, 1961, there can be only

one such referendum acted upon dur-
ing a twelve-month period.
Two referendums have been held
in the eleven-year life of the Lago
Employee Council. The first request
was presented by three employees in
August, 1955; the second was re-
quested by the LEC. Three employees
who identified their movement with
the Petroleum Workers Federation
of Aruba presented petitions with
800 signatures Aug. 11, 1955. The
election was conducted Aug. 24, 25
and 26, and drew 247 ballots. Of the
number cast, 55 voted to recall the
LEC and to discontinue the represen-
tation form.
Following the August, 1955, refer-
endum, it was stated that while the
results of the unsuccessful referen-
dum could not be interpreted as a
vote of confidence for the LEC, they
did indicate a broad rejection of the
PWFA by Lago employees.
The referendum held May .15, 16
and 17, 1957, was strictly an internal
affair. It was requested by the LEC
to raise a vote of confidence. The

represented by the LEC and thereby
keep the contract. Boxes adjacent to
this statement were labeled Yes and
No.
Over 95 per cent of staff and reg-
ular employees participated in this
referendum. Ballots cast to discon-
tinue LEC recognition and the con-
tract failed to meet the required
number and the LEC continued in
office.

Representative Differences
Representative differences arose
again last year with the Nov. 7 letter
from the PWFA requesting recog-
nition. This was not the first such
letter. The federation has requested
recognition on several occasions. The
company has consistently maintained
that the Lago Employee Council is
the existing representative body for
staff and regular employees, and
Lago is obligated by contract to
honor this commitment. Last Nov-
ember's letter was followed by a
Nov. 15 strike threat which did not
materialize. Abortive strike action
did begin Nov. 18 when a group of
Lago employees failed to report to
work choosing to remain outside
Lago's gates in support of a strike
instigated by the Petroleum Workers
Federation of Aruba. The strike fail-
ed to rouse support from the majo-
rity of Lago employees.

Even though the new year is 14 days old it's still not too late to
make a resolution that could save lives and prevent injuries on our
highways. The resolution is simply to obey all traffic rules and regu-
lations throughout 1961. A footnote to this resolution would be to prac-
tice courtesy on the highway.
If every motor vehicle operator took this new year's pledge think of
the hapny consequences. Without speeding, weaving in and out of traf-
fic, passing without assured clear distance ahead, driving while in-
toxicated, pulling out in the face of moving traffic, road hogging, mak-
ing turns without signaling and ignoring traffic signs, it's a 100 per
cent bet that Aruba's road deaths, injuries and high property losses
would take a sudden reduction.
The purity of such a wide-kept resolution is that each of us can
reap the rewards. By observing traffic rules and by being a courteous
driver the life you save may be your own; the injury you prevent may
be to yourself; the property you protect may be your own motor
vehicle.
Let's all join in this resolution. Everybody saves, nobody pays.

Chemical, Fertilizer Plants


To Be Erected at Balashi
Future economics of the island of Aruba were given a hearty uplift
Dec. 30 when Lt Gov. F. J. C. Beaujon announced plans to construct
chemical and fertilizer facilities in the Balashi area. The forthcoming
industrial complex will necessitate enlargement of the water and elec-
tricity plants, construction of a new harbor at Barcadera, and im-


provement of existing facilities in
O anjestad Harbor. Products from
the proposed complex will supply
Caribbean. Central and Latin Ame-
rican markets.
The plant, which will be establish-
ed by the Aruba Chemical Industries,
N.V., will use sulfuric, phosphoric
and nitric acids, ammonia and urea
in mixing finished agricultural fer-
tilizers. Phosphate deposits located
in Seroe Colorado will be used Ni-
trogen requirements for the mixed
fertilizer will be supplied by an am-
monia synthesis plant which will use
gas from Lago Refinery as a raw
material.
Ammonia Plant
The ammonia synthesis plant is a
project of Standard Oil Company
(New Jersey) Its only relation to
Lago will be that of a customer
buying gas. Lago presently sells fuel
for power generation at Balashi and
will continue to do so. The sale of
gas and fuel is Lago's only connec-
tion with the Balashi development,
and will provide an additional outlet
for 2000 barrels of crude a day.
The Aruba chemical concern is
backed by international financiers
grouped under the firm of the Inter-
national Development and Investment
Corporation of Nassau.
Gov. Beaujon stated that the indus-
trial site will represent a capital in-
vestment of about Fls. 50 million
Construction will begin the middle of
this year and will last through 1963.
It is expected the development of the
Balashi projects will provide em-
ployment for 1500 to 2000 persons,
The Aruba lieutenant governor was
optimistic that the new fertilizer in-
dustry would "bring the problem of
unemployment in Aruba to a partial
or complete solution."
Minister of Finance and Develop-
ment J E. Yrausquin also saw relief
for increasing unemployment in the
opportunities the Aruba chemical
concern would offer. He felt the
chemical complex bids a new era foi
Aruba.
Lago President 0. Mingus men-
tioned that his role at the announ-
cement ceremonies was somewhat
"different than usual since Lago does
not have any money in the planned
project." He compared Lago to a
catalyst, an agent that promotes
change but does not experience
change. "Lago will not change be-
cause of the Balashi development, biut
Aruba will. The whole complex is
good for Aruba," said Mr. Mingus.


In addition to Mr. Beaujon, Mi
Yrausquin and Mr Mingus, other
speakers at the official announce-
nlent were Edouaido Tangioni, man-
aging director of the Aruba Chemical
Industries, and Franco Torresi, presi-
dent of the International Develop-
ment and Investment Corporation of
Nassau. Both men, naturally, ex.
pressed optimism. MI. Torresl, how-
ever, was quite forceful in his pio-
neuncement that his firm was in-
vesting in Aluba because it felt it
would receive a good return on its
investment. He told the group that
establishing in Aruba has the dis-
advantage of no market Mi Tor-
resi said this meant his gioup would
have to compete on the open inter-
national market and attempt to enter
established channels of sales He said
that conducive to the investment con-
cern's entry into Aruba was reason-
able electric rates, and the fact that
the combine can be icasonably secure
here in a woild where very little is
secure.

official reception attended by Gov.
A. B. Speekenbrnk and government
and business leaders.

As island dignitaries and Lago representa-
tives looked on, Lt. Gov. F. J. C. Beaujon of-
ficially opened Lago's new bunkering terminal
at Oranjestad Harbor the afternoon of Dec.
22. After making appropriate remarks, the
governor cut a blue ribbon which allowed him
to open a valve which directed fuel to the ter-
minal's first customer the Grace Line's
Santa Paula. Following the brief ceremony, in
which President O. Mingus also spoke, the
guests were invited to inspect, the terminal's
facilities and to board the Santa Paula for a
special reception.

first time, Lago's annual Management Party was held at the Aruba
Caribbean Hotel... Lago was informed that it had placed second in

A record crude oil cargo of 344.035 barrels was delivered Oct. 14 by

52 cents for every guilder they had deposited in the fund the preced-

Mobile Unit Used For PR Film Showings


PR Movies Seen

By 4500 Persons
The Public Relations Department
climaxed its 1960 film program with
mobile operations during December.
The fully-equipped projection unit,
which furnishes its own 110 volt
power supply, was used for ten dif-
ferent showings between Dec. 9 and
Dec. 30 in such locations as Piedra
Plat, Angochie, Ayo, Bubali and West
Punt. The unit was designed for ope-
ration in locations where power for
projection equipment is not accessible
and where a hall is not available.
Witnessing the open-air showings
were a total of 4500 persons of all
ages. Presented at the different per-
formances were two Walt Disney
films, "A World Was Born" and
"Nature's Half Acre," plus "Pan
American Games" and two popular
safety films, "Charlie's Haunt" and
"Motor Mania."
In addition to a gasoline-powered
generator, the unit is equipped with a
16 millimeter sound projector, com-
plete public address system, tape re-
corder, portable screen and flood
lights. All this is enclosed in a special-
built body which is mounted on a re-
gular truck chassis. The unit enables
the film programmer to put on a
complete performance. Both taped
and recorded music can be amplified
to the pre-shov crowd and any com-
ments can be made over the unit's
public address system. With such a
unit, any open area on any part of the
island can readily be turned into a
movie "house."
The mobile unit was on brief loan
from the Society for Combatting Al-
coholism in Aruba.

by Lago's I'ublc Relations De-
partment, a total of 4500 persons
attended ten different showings
held throughout the island. The
unit furnishes its own power for
projector, lighting and public ad-
dress system so it can be used in
areas where power is not readily
accessible.

Record Crowds Attend

PR Film Shows in 1960
A record number of island residents attended Public Relations
Department film showings during 1960. Total "box office" for the
eighty-seven free showings was 15,689, nearly double the 1959 atten-
dance figures of 8600.
Of the seventeen films in the Public Relations Department film libra-


ry, the most popular at 1960 showings
was the "Pan American Games", an
Esso-produced sports movie. Supple-
menting the year's program were
safety films and others borrowed
from non-company sources.
Proving that safety films are popu-
lar, the film, "Rescue Breathing," was
shown a total of twenty-three times
as part of the PR program in addi-
tion to showings throughout the re-
finery.
Categories in the PR film library
include nature, sports, travel and
popular science films. A perennial
favorite is Walt Disney's "Nature's
Half Acre" although "Motor Mania",
an animated safety cartoon, is also
highly regarded by movie crowds.
An operator and complete projec-
tion equipment are furnished by the
department to show all films request-
ed by recognized groups and clubs.

A CYI award is always a welcome addition to the Christmas shop-
per's budget. During the months of November and December, Lago
employees hit the Coin Your Ideas jackpot for amounts ranging from
Fls. 390 to Fls. 25 which offered them more post scripts on their notes
to Sinter Klaas. Awards for the period totaled Fls. 2245.

Withdraw F. 883,000

For Christmas Uses
Special Christmas withdrawals
totaling FIs. 883,000 were made by
the majority of employees who
participate in Lago's Thrift Plan.
The withdrawals came from funds
made available through the com-
pany's additional contribution to
Lago's Thrift Plan announced
Nov. 4. A total of Fls. 1,046,000
was actually available for the spe-
cial withdrawals. Under the terms
of the plan, the maximum is set
at two-thirds of the company's
additional contribution.
Of the over 4000 employees who
shared in thrift additional contri-
butions, approximately 200 chose
not to make the special Christmas
withdrawal. Last year a total of
4212 employees used this privilege,
which has been m practice for the
past several years, to secure extra
funds for Christmas uses. Pay-
ment of this gear's special with-
drawal funds was made Dec. 2
and 3.


TWENTY-SIX years of Lago service were honored at the retirement
luncheon of Martin Trimon of General Services-Crafts. The luncheon was
attended by V. C. Fuller, C. F. Trimon, C. L. Lake, F. Legenhausen, J.
E. Trimon and Mr. Trimon.

Lago Doctor Turns

Artist In Spare Time
As far as Dr. John Stritch, Medical Depart-
ment surgeon, is concerned, the only lasting thing
in this world is art. This is understandable be-
cause the young surgeon paints with fervor and
is one of the few fortunate persons who can be-
come completely "lost" in his hobby. When it
comes to painting, he definitely has something to
say; he expresses himself with brush, canvas and
varied pigments. And if the message is caught by
only a handful of his admirers, he is not daunted
in the least. Thus one becomes an artist and not
a dabbler.
His talent was recently exposed to some 250
Seroe Colorado and other island residents at his
first show held in the Esso Club's Main Lounge.
On view were forty-three of approximately 200
paintings he has done since he began his hobby
five years ago. His works range from poetic ab-
stract to objective realism. One of the most out-
standing paintings in the show, pictured at right,
is, titled "Pool of London." This busy, exciting
landscape with the Tower Bridge dominant in the
background captures the true spirit of London.
The dark bluish grays depict a typical cold,
drizzly winter's day in London.
