Lago's Bunker Station
Lago's $300,000 bunkering facilities at Oranjestad Harbor will be
built by the Bohama Construction Company and the Curagao Dry
Dock Company. The bids of the two firms were formally accepted by

forced to buy crude oil from Russia
for running through its equipment.
"We emphasize that our position
in this matter does not evidence

the Cuban people. The request, how-
ever, appeared to us unreasonable

lines as an integral part of the
bunkering facilities.
The civil work foundations,
terminal building, fencing and light-
ing will be constructed by the
Bohama firm. Curacao Dry Dock
Company will install the tankage
and piping. Paint work has been
subcontracted to the Aruba Paint
Company and is included in the bids
of the main contractors.
The new "Esso Servicenter" for
ships will be located due south of the
Public Works Building. The red,
white and blue terminal building will
face the basin between Eva and
Fritz docks. The three storage tanks,
with a total capacity of about
50,000 barrels, will be bordered on
three sides by the L. G. Smith Boule-
vard, turn-off road to the hotel and
main harbor road. A new-type fenc-
ing, selected for its good looks and
rust-resistant properties, will sur-

Mr. Pekary will leave July 21, Mr.
Winstanley plans to depart July 28
and both Mr. Deese and Mr, Rae
will leave July 29.
Mr. Pekary has nearly twenty-
eight years' service. He joined Lago
as a fireman in the Pressure Stills
Feb. 23, 1933. In 1936, he was pro-
moted to levelman which was follow-
ed by promotions to assistant opera-
tor in December, 1937, and operator
in May, 1942 He was named assis-
tant shift foreman in Process-Crack-
ing in August, 1950, and was promot-
ed to shift foreman Sept. 1, 1955.
Mr. Winstanley was originally em-
ployed by Esso Transportation Co.,
Ltd., Jan. 24, 1942. He started with
Lago Nov. 1, 1946, as a section head-
employment and records in the Mar-

round the tank farm.
The entire project has been design-
ed to give it aesthetic appeal in con-
nection with the tourist traffic it
will serve. Silver tanks, complete
with Esso symbol, and silver fencing
will complement the terminal build-
ing with its gay Esso colors. All pip-
ing and valves on the docks will be
installed out-of-sight in covered
trenches.
Ships will be bunkered at any one
of four stations at Charlie, Eva,
Fritz and Gerard docks. Charlie
Dock is where the large cruise ships
normally berth. Gas oil, diesel fuel
and fuel oil lines (in addition to air
lines and water lines) will terminate
at each of the four valve pits so
that any of the three fuels or blends
may be furnished as bunkers. Fuel
oil will be stored in a 23,200-barrel
tank and diesel fuel will be stored in
a 20,300-barrel tank. Both tanks are
being dismantled at their Lago loca-
tions and will be re-erected by the
contractor at the bunker station. Gas
oil will be stored in a smaller 6460-
barrel tank. This tank is currently
situated on the Oranjestad pier be-
tween the first and second basins
and will be relocated,
Bunkers will either be supplied di-
rectly to ships or blended through
the use of a proportioneer. This
portable blender used to furnish a
fuel oil, diesel blend will be lo-
cated in the terminal building. This
structure, 42 by 16 feet and of con-
crete block construction, will also
house pump controls, air compressor,
office, small oil sample room, sani-
tary facilities and a separate switch
room for the Elmar Electric Com-
pany. The pump control room tele-
phone will be connected to valve pit
locations through the use of plug-in
type telephones for the relaying of
pumping orders. Process-Receiving
and Shipping will furnish personnel
when needed for the operation of
the terminal and will also be respon-
sible for the facility's operation.
T-2 To Fill Tanks
The terminal's tanks will obtain
the three grades of fuel from a T-2
tanker dispatched from San Nicolas
Harbor. The 7000-barrel bunkering
barge, put into service in 1954, will
be taken out of service when the
new terminal is put into operation.
One of the barge's pumps, driven by
a 100 horsepower diesel engine, will
augment a 60 horsepower electric-
driven pump and a 20 horsepower
electric-driven pump.
Fuel and air will travel over a
network of 8000 feet of pipe ranging
from twelve inch to one and one
half inch sizes. In addition, 3000
feet of conduit for electric and tele-
phone lines will be laid.
With a pumping rate of about
1200 gallons a minute, two ships can
be bunkered simultaneously at the
bunker stations. Each of the four
stations will also have ship-shore
telephone communications, a govern-
ment-planned installation.
The project was started in Sep-
tember, 1959, by TSD-Project En-
gineering personnel who worked in
close cooperation with the govern-
ment throughout the planning and
design stages. Work is already un-
derway. The building should be up
to roof level in mid-August and
tanks will be erected by Oct. 1.

A Worthwhile Investment
A piece of Lago equipment was ruined the other day but no one
mourned the loss. The item was a pair of safety glasses worth ap-
proximately Fls. 6. What is more important though is that this rela-
tively inexpensive safety device prevented the loss of a priceless item
a man's eyesight.
The man involved was Francisco Koolman, a Mechanical-Machinist.
He was operating a lathe which was making cuts on hastaloy, an
extremely hard metal. This required an equally hard carbaloy-tipped
cutting tool. A piece of the tip suddenly broke away. With a tremen-
dous impact it struck the case-hardened left lens of Mr. Koolman's
safety glasses. The lens did its job
and broke in chunks rather than in
razor-sharp pieces. Better yet, it
deflected the flying piece of metal.
Had Mr. Koolman disregarded
safety rules and been without safety
glasses or had he been wearing re-
gular eye glasses, he would un-
doubtedly be in the throes of ad-
justing his life to that of a man with
half-sight. His work performance
would no doubt be hampered until
his visual acuity became adjusted.
This takes at least a year. His nor-
mal three-dimensional perception
would be confined to a shallow
world of just two dimensions. Driv-
ing a car would be difficult. Any-
thing coming at him from the left
would be out of sight. Worse yet,
any damage to the lost eye's con-
nective nerve system might lead to F. Koolman
blindness in his remaining good eye.
Mr. Koolman is a wise man. He knows through past experience that
personal protective devices are meant to be used and are furnished
free of charge in the interest of employee safety.
The Creator gave us two eyes, two hands, two feet and two of our
many vital organs for a reason. If one should be lost through natural
causes, then a counterpart is left. Yet, half can never substitute for
the whole. The company feels that protecting its employees with a
myriad of safety items is a worthwhile investment. The smart em-
ployee makes good use of this investment. He knows that a glass eye,
for example, can do everything the real eye can do except see.

Census

Aruba Conducted

First Area Census
Census-taking is not a product of
our age. Instead, it dates back to very
ancient times the enumeration of
the Exodus of the fighting strength
of the Children of Israel and of the
non-military Levites and the famous
"nose-count" of fighting men which
was conducted by Joab at the com-
mand of David are recorded in the
Old Testament. There is written proof
of a large-scale survey taken in Baby-
lonia nearly 3000 years before Christ
when, in addition to the population,
personal property, produce and land-
holdings were counted.
Even the Persians and Chinese un-
dertook similar surveys. But it was
the Roman census that set the most
notable example. As early as 443 B.C.,
two censors (from which the word
"census" derives) were appointed to
relieve the consuls of the duties of
registration of individual citizens. In
5 B.C., Augustus extended the census

to the Roman Empire which covered
all the civilized world at that time.
The census was stricken with the
same malady that destroyed the Ro-
man Empire and was to lie dormant
for over 1700 years before man again
recognized its true worth. Impeding
its revival during those tumultuous
centuries were both a state of feu-
dalism and a superstitious populace.
As late as the year 1753, the fear was
expressed in the British House of
Commons that a numbering of the
people would be followed by "some
great public misfortune or epidemical
distemper."
But the tide was changing. The
mold for new governments and na-
tions had been cast in both the old
and new worlds and modern states
emerged. Inquests and surveys, again
resumed on national scales, had a
very different object from administer-
ing to military recruitment and taxa-
tion. The modern census was institut-
ed to supply knowledge for the gui-
dance of public policy and to substi-

tute certainty for conjecture upon
complex questions of fact vital to po-
litical action and foresight.
The first to institute a modern cen-
sus was Sweden in 1748. The census
gained a permanent place in the or-
ganization of modern states when a
newly-formed government and nation
of the United States of America
made it a mandate in its constitution
and held its first federal census in
1790. Great Britain followed in 1801.
At the present time, in the Western
Hemisphere at least, Aruba has emerg-
ed as the most recent of the new
governments to conduct a modern cen-
sus as recommended by the United
Nations Organization. That august
body uiged all nations in the free
world to take a population census in
1960.

Colorful ceremonies at Wilhelmina Stadium the evening of June
24 heralded in another annual A.S.U. Olympiad. An impressive
parade of island sports clubs was first to greet the large crowd of
sports enthusiasts. Next to enter the stadium was Juchi Jansen, a
top R.C A. footballer, who was honored as the year's outstanding
sportsman. He was presented the coveted cup by H. Kuiperi, acting
A.S.U. president. Mr. Jansen will retain the trophy until next year's
top athlete is named. Seven sparkling and hopeful candidates for
the Queen of Sports title were also introduced to the responsive
crowd. The night's ceremonies concluded with a football contest
between the junior teams of Jong Aruba and Estrella which ended
in a 2-2 draw. The nine days of sports contests that followed
featured cycle, field and track events; baseball, tennis, water sports,
table tennis, softball, cricket and volleyball.

Pekary Gets Second Big


Supplemental CYI Award
The bulldog is a persistent cuss. He grabs the bull by the nose,
locks his jaws and won't let go 'till the bull is under control. Persis-
tence can also pay off in Lago's Coin Your Ideas program. It did for
Arpad Pekary of Process-Cracking who collected not once, not twice
but THREE times. The suggester was awarded a supplemental CYI
award of Fls. 1300 in May for an
idea that originally paid him Fls. 50
back in 1955 and an initial supple-
mental award of Fls. 1750 in 1958.
Boiling his idea down to plain talk
it was simply this: Take hot fuel
from the Tar Plant and feed it to
Cracking Plant furnaces direct in-
stead of cooling it, then pre-heating
so it will burn. Relatively cold bun-
ker fuel was being used as fuel in
1949 when Mr. Pekary first submit-
ted his idea. He reckoned the use of
his CYI would result in a savings of
steam used for heating and main-
tenance of the heaters. As an ope-
rator, he was eligible for an award
if his idea was an acceptable one
then or in the future.
At the time, it was rejected for
use. But Mr. Pekary believed in the -
merits of his suggestion so in 1952 t
he submitted it again. He revised it '
in 1955 and received a Fls. 50 award. -
Still not satisfied, he persisted and ARPAD PEKARY, shift foreman

Mr. Deese was originally employed
by Standard Oil Company (N.J.)
Sept. 23, 1936. He came to Lago Oct
20, 1938, as an apprentice operator
IV in the Pressure Stills. In 1939 he
was promoted to assistant operator.
Mr. Deese was granted leave of ab-
sence from Jan. 17, 1941, to Nov. 27,
1947, to serve in the armed forces
of the United States. He returned to
Lago in his previous capacity then
transferred in June, 1948, to Mech-
anical-Mason as a subforeman. His
promotion to foreman came in
August, 1950.
Mr. Rae was employed by Stand-
ard Oil Company of Indiana May 11,
1920, and had several periods of em-
ployment with that firm. He came
to Lago in 1931 and remained with
the company until 1936. Mr. Rae
again joined Lago July 1, 1948, as a
subforeman in Mechanical-Pipe. He
transferred to the Marine Depart-
ment in June, 1950, as a pipefitter
subforeman and was named foreman
in November of that year. He trans-
ferred back to the pipe craft in
February, 1953, as a foreman

Election dates to select twenty-
seven district representatives for
nearly 4000 constituents have been
set for Wednesday, July 27, and
Thursday, July 28. Vying for district
representative posts in districts re-
duced from the former twenty-nine
to the present twenty-seven, will be
sixty-eight candidates. They were
selected by petitions circulated from
June 27 through July 1. A primary
election will not be held this year.
The reduction in districts came
about by merging masons and insu-
lators with carpenter, paint and
scaffold builder crafts and by com-
bining Light Oils Finishing with
Acid and Edeleanu. In the past,
thirty-one district representatives
represented their constituents.
Employees will vote for candidates
for their districts only at one of
twelve voting locations most con-
venient to their work locations.
Booths will be located at the hos-
pital lunch room, General Services
Training Building, Garage Training
Building, tent at Gate No. 8, Zone 2
lunch shelter, Safety Field Center,
bus shelter at Gate No. 2, tent at
Gate No. 9, lunch shelter east of the
Carpenter Shop, old Zone 1 lunch

THIS IS the new Government Pilot Office, recently
accepted by the Island Government of Aruba from
Lago. The move to new quarters by the government
pilots was brought about by Lago's harbor develop-
ment program. The old office building was in the
way of No. 3 Finger Pier approaches and the dock
for pilots was eliminated because of dredging opera-
tions. Settled in his new office, left, is Assistant
Harbor Master J. Berkhout. The facilities also house
a clerk, pilots, launch foreman, bosun and men who
