On February 9, 1973, H. A. P.
Young (popularly known as
Hap Young) arrived at Lago to
assume his position of Division
Superintendent of the Refinery
Maintenance/Planning Division.
Located in G.O.B. Office 241,
Phone 2614, he handles all mat-
ters pertaining to Refinery Main-

and Planning and Control (in-
cluding Turnaround Planning).
Hap Young began his career
in the petroleum industry with
the International Petroleum
Company in February, 1953. His
assignments were mostly int
South America, where he had


worked for seven years with In-
terCol as Mechanical Superin-
tendent in Barranca Bermeja,
Colombia, and subsequently for
six-and-a-half years in Talara,
Per6, as Technical Service Su-
perintendent. Back in Colombia,
he was assigned for four years
at the Cartagena Refinery and
for one-and-a-half years in the
Production Department of Bu-
carramanga as Gas Plant and
Maintenance Superintendent. Be-
fore joining Lago, Hap Young
worked in InterCol's Bogota of-
fice for seven months on special
assignment to the Production
Manager.
Holder of a B.S. degree in
Mechanical Engineering from
the Strathclyde University in
Scotland, Hap Young is a mem-
ber of the Professional Engin-
eers' Society of Ontario, Cana-
da, and an Associate Member
of the American Society of
Mechanical Engineers (ASME).
Married, Hap Young has two
Colombian-born daughters, Les-
lie (15), and Jeri (13). His hob-
bies include painting and play-
ing golf.


Effective February 1, 1973, Ed-
gar E. Coffi and Angel F. Rojer
assumed new positions in the
Mechanical Department's re-
cently established Refinery Main-
tenance/Planning Division. Eddy
Coffi was promoted to Regional
Supervisor in the Oil Movements
Zone, while Angel Rojer became
Regional Supervisor in the HDS
Section.
Eddy began his company car-
eer in 1949 when he enrolled in
the Lago Vocational School af-
ter completing the seventh grade
of the Don Bosco School in San
Nicolas. Following graduation,
he was assigned as a Process
Helper D in the Light Oils Fin-
ishing Department where he ad-
vanced to Treater in 1960.
Two years later he transferred
to the Marine-Floating Equip-
ment Division as a Tugmate
Trainee in the company's Marine
Training Center. After complet-
ing his navigation training, he


was promoted to Tug Captain on
board the company's tugs. In
1970, Eddy transferred to Proc-
ess-Oil Movements, Black Oils,
where he was promoted to Main-
tenance Coordinator. In Novem-
ber 1971, he transferred again,
this time to the Mechanical-
M&C, General, as Mechanical
Supervisor. As a Regional Super-
visor now, Eddy will be respon-
sible for the Tank Farm and
Docks Area and the SAR Plant
in the Refinery Maintenance &
Planning Division.
Eddy has followed many
training programs. These include
Effective Management, Kepner-
Tregoe, Critical Path Method and
the Howard Trier sessions.
In his spare time he enjoys
boating, fishing and reading. An
excellent cook, he specializes in
curry dishes. He, his wife Rufina
and children Ernand (13), Mi-
chael (12) and Geraldine (10),

The first Children's Carnival at Savaneta was organized by a com-
mittee headed by Eloy Koolman of Technical-Lab.


On Feb. 11 at the Calquetio Club In Paradera, Gregorlo Geerman

One long blast, followed by
two short ones and repeated
three times on the whistles of
the two Lago Powerhouses alert-
ed employees and many resi-
dents of San Nicolas and sur-
roundings on February 8, 1973,
at 10 a.m. For those who knew,
it meant that the first surprise
fire drill for the year was on at
Lago. The Fire Section recently
announced that a number of
these fire drills will be held this
year.
The site of this "emergency"
was the Upper Tank Farm area,
and firefighters, employees and
Aruba residents found out soon
what and where the fire was by
dialing 5: "Fire" at Tank 367.
Two equipment trucks and
two foam pumpers were rushed
to the scene, driven by Fire Sec-
tion employees and shift person-
nel from the Laboratory and Oil
Movements Divisions. Volunteers
together with firefighters from
the Oil Movements and Labora-
tories deployed hoses to provide
cooling water to Tank 367 and
adjacent Tanks 366 and 357,
while one team of volunteers and
Fire Section employees ran hose
lines to foam chambers and
hooked up Lago's latest foam
pumper for operation.
A new innovation was the use
of smoke bombs placed inside
and on the roof of the tank to
help simulate a fire condition.
Further drills are planned
throughout the year and will be
conducted on our docks, tank
field manifolds and around oper-


eating units.
Lago has eight fire trucks to
combat all types of fire situa-
tions, including three foam pum-
pers (one equipped with a 54-ft.
squirt boom), two tank wagons
each with a capacity of 2500
gallons of foam, two equipment
trucks, one of which carries a
2000-lb. dry chemical unit, and
one mobile column truck.
Lago's fire fighting group in-
cludes the Fire Section person-
nel, assisted by four teams of
volunteer firefighters and shift
groups of Laboratory and Oil
Movements personnel who to-
gether with operating personnel
take initial action in any emer-
gency.
Many small fires are exting-
uished promptly by employees
who have received training in
the proper use of hand exting-
uishers. Fires that require mobi-
lization of Lago's fire fighting
forces should be reported im-
mediately by calling Phone 2222.
This emergency number 2222
should be remembered by every
employee. After this number has
been notified, the General Fire
Alarm will be sounded immedia-
tely by the Powerhouse whistles:
Five long blasts, repeated three
times for a refinery fire, and
eight short blasts on the harbor
siren for a fire in the dock area.
When the fire is out, one long
blast will be given. Fire alarm
news is put at once on Lago's
Dial 5, which is the number to
call to obtain information and
location of the emergency.

Refinery Combustion Team Works on Improving Heater's Efficiency


A Refinery Combustion Team
has recently been established
in order to improve the service
factor and minimize maintenance
and operating costs on Lago's
process heaters. The team is
comprised of Emiliano Trimon
of Process-Fuels, Frank E. Dow-
ling of Mechanical-Engineering,
Jan K. Smeets and Jim H. V.
Harlow of Technical-Process En-
gineering, with the latter as
Team Leader.

Erik A. Eriksen, Division Su-
perintendent-Utilities, has been
designated as the team's con-
tact with management on work-
ing matters, while administrative
matters will largely remain un-


der the control of the respective
departments.
The team has concentrated
its efforts to date primarily on

new Crude furnaces on Pipe-
stills 9 and 10. Involvement in
the HDS, Light Hydrocarbons,
and Utilities areas is also plan-
ned for the near future.
In general, the team will in-
vestigate problems in furnace
design, operation and working
tools, maintenance, fuel type,
and other areas that significant-
ly affect service factor. The eva-
luation of new techniques from
Esso Research and other affi-
liates will also be covered.

Justus A. Rodriguez origin-
ally joined Lago's Executive
Office as a Messenger "A"
in 1942. After working his
way though the Apprentice
Typist and Clerical catego-
ries, he became a Steno-
grapher II in 1948. In 1951 he
advanced to File & Cable
Clerk.
Mr. Rodriguez was prom-
oted to Section Head-Mail &
File Services Section in 1958.
He subsequently worked in
the Marine Department as a
Documents Clerk until 1965
when he was promoted to
Marine Dispatcher.
Since 1970 he is in the
P r o c e s s-Oil Movements,
Agency & Documentation

Mirto I. Lacle joined the
company in 1943 as a Mes-
senger in the Mechanical-In-
strument Craft where he pro-
gressed through various job
levels from Instrument Helper
B to Instrumentman B.
In 1951 he transferred to
Industrial Relations Depart-
ment as a Safety Assistant B
in the Safety Division where
he advanced to Safety In-
spector "A" in 1955. In 1962
he transferred to the Lago
Police as a Police Sergeant.
Mr. Lacle, who is at pres-
ent with the Industrial Serv-
ices-Lago Police, celebrated
his 30th service anniversary
on January 21.
