In this Holiday Season I want to extend the best wishes of
S Lago Management to all employees and annuitants, your fa-
miles and friends. We hope each of you will know the peace
and joy of the season and that 1978 will be a safe and hap-
py year for you and yours.
* As we look back over 1977, it has been a year of mixed re-
0IN suits for Lago. There was progress on a number of fronts,
with the people at Lago continuing to deal successfully with
a variety of challenges and changing conditions. Our facili-
ties were upgraded through more intensive maintenance and
capital projects. Improvements in organization and work methods were developed and are un-
l derway. There was increased emphasis on training and the opening of new opportunities for ad-
vancement. On the other hand, there were some disappointments. Our overall safety perform-
ance fell below the level we acheived in 1976. The demand for the products we make and the ser-
vices we provide has not been as strong as expected. Thus, we have operated through much of
the year with substantial idle capacity and have continued to experience financial losses.
The results of 1977 are a clear reminder that we are engaged in a business which will require the
best efforts we can muster to compete effectively in the year ahead. We must continue to be i
alert to opportunities to make improvements and be prepared to make changes as required by
business conditions. In the interest of ourselves, our families, and the community at large we
must work safely at all times.
I am confident that Lago people have the ability and dedication to meet the challenges of the co-
ming year, and I look forward to working with you in assuring our future.

Effective December 1, 1977, Jose
M. Lacld was promoted to Supervis-
ing Engineer of the Engineering Tech-
nical Services Section, while Ibrahim
R. (Pancho) Martinez advanced to Se-
nior Engineering Technician in the
Instrument / Electrical Engineering
Section of the Technical Department.
Jossy Lacle joined Lago on Sep-
tember 1, 1972 as an Engineer in
Technical Mechanical Engineering
Division, assigned to the Project En-
gineering Section.
In 1974, he transferred to the Engi-
neering Technical Services Section
where he was contact engineer for
the Hydrogen units and Fuels Divi-
sion. During the past few months he
has been acting Supervising Engi-
neer in the ETS Section.
A MULO-B graduate of the La Salle
College of Oranjestad in 1966, Jossy
continued his studies in Holland
where he obtained his Bachilor's de-

gree in Mechanical Engineering from
the HTS of Zwolle in 1971 and his Bu-
siness Economics degree from the
HTS in Dordrecht in 1972.
At Lago, Jossy followed several
courses, including Kepner-Tregoe,
Mechanical Engineering Practices,
Project Management, Process Econo-
mics, Process Design, Attractiveness
of investment and Effective Writing.

Jossy, who has been with the Aru-
ba Jaycees since 1973, is at present
secretary of this organization. In
1978 he will become a Director on
the National Board of the Netherlands
Antilles Jaycees organization.
Jossy and his wife Berta have a 2-
year-old daughter Zuleyka and have
their residence in Seroe Colorado.
Pancho Martinez began his Lago
career on October 1, 1941 as an Ap-
prentice Typist in the former TSD-
Engineering Division. During the
years, he held several positions until
he became Intermediate Draftsman A
in 1952. Subsequently, he progress-
ed through the Jr. Engineering Assis-
tant and Engineering Assistant posi-
tions to Sr. Engineering Assistant in
1959. He was promoted to Engineer-
ing Technician in 1963. Most recent-
ly, he has been providing technical
services in the field of Communica-
tions. In his new position in Techni-
cal Instrument & Electrical Enginee-
ring Section, Pancho is involved in
troubleshooting every phase of com-
munications at Lago.
He took several courses at Lago,
such as Job Method Training, TD Ba-
sic Job Training, Engineering Report
Writing, Organization Development
Lab, Mechanical Design and Effective
Management.
Pancho and his wife Aura have two
daughters, ages 21 and 18. They live
at Venezuelastraat, Oranjestad.

For 40-Year Service at
Lago on December 7th '77
On December 7, 1977, Eugenio v/d
Biezen, a Material Dispatcher in Me-
chanical Central Tool Room, com-
memorated his 40th service anniver-
sary at Lago. He was honored for
reaching this milestone by Division
Superintendent Marciano Angela at a
luncheon at the Astoria Restaurant.
In presenting the 40-year service cer-
tificate and award on this occasion,
Mr. Angela expressed words of grati-
tude on behalf of Lago for his long
service and contribution to Lago's
operations. Also present at this cere-
mony were his supervisors Messrs.


A. L. M. Connor and S. de Kort.
Eugenio began his Lago career on
December 7, 1937 in the Labor De-
partment. He transferred to the Wa-
rehouse Department in 1939 and be-
came a Laborer A in 1940. Subse-
quently, he worked as a Storehouse-
man until 1946. That year he trans-
ferred to the Garage Department and
worked there as a Garage Corporal
C. In 1955 he became Driver I. He
transferred to Mechanical Store-
house in 1959 and was promoted to
Material Dispatcher in 1967. He is
now assigned to the Central Tool
Room.
Off the job, Eugenio likes working
on his farm land and cultivating some
fruit trees.

(Fechi) Ras was promoted to Mecha-
nical Supervisor in the Machinery
Maintenance Section of Mechanical-
M&C.
Fechi joined Lago on May 28, 1973
as a Trainee 2 and advanced to Jr.
Engineering Assistant B in January
1974 and to Engineering Assistant B
in April 1974. He has been an Engin-
eering Technician in the Rotating
Equipment Failure Analysis Section
since May 1976 and since January
this year he has been filling the po-
sition of Mechanical Supervisor of
the HDS/Utilities Machinery Mainte-
nance Section.
Fechi's previous work experience
includes the position of Mechanical
and Instrument Technician at the
Aruba Chemical Industries where he
worked from September 1966 to
March 1971, and at the Government
Public Utilities from June 1971 to
May 1973.
A Machinist graduate from the Aru-
ba Technical School in 1963, Fechi
took several courses at the ACI and
followed the Pre-Employment Prepa-
ratory course at Lago. Other compa-
ny-sponsored courses he took inclu-
ded Kepner-Tregoe, Industrial Elec-
tronics, Safety Design and Firefight-
ing. He also attended seminars in Vi-
bration Analysis and Machine Mal-
funtion given by Bentley Nevada in
Maracaibo (Venezuela) in 1975 and
by Mechanical Technology Inc. of
New York this year. He also acted
as instructor for several mechanical
courses.

Fechi and his wife Nilda have two

During one week, from November
28 through December 2, 1977, a group
of 21 management members and su-
pervisory personnel had an opportu-
nity to learn a more systematic ap-
proach to problem-solving and deci-
sion-making.
This Kepner-Tregoe course was
given in the Administration Building
by Instructor Rodolfo (Rudy) Lilien-
feld of Kepner-Tregoe Associates.
The 40-hour course covered such
main topics as Problem Analysis, De-
cision Analysis and Potential Problem
Analysis. The course also included
advance preparation of assignments
and some howework assignments.
The course is intended to give par-
ticipants a more systematic approach
to and practical assistance in their
problem solving and decision making
responsibilities.

New X-Ray Sulfur Analyzer Produces Results in 30 Seconds


As part of its equipment moderni-
zation efforts, the Lago Laboratory
since recently has a more compact
and efficient unit called X-Ray Sulfur
Analyzer in use. This apparatus is
used to analyze the sulfur content of
kerosenes, gasoils and fuel oils.
In 30 seconds this unit analyzes
the product for sulfur content. It can
be set to give continuous results
every 30 seconds, with the results be-
ing printed out on a strip of paper.
Generally, five readings will be suf-
ficient for an average result of the
product being analyzed.
The unit, supplied by Princeton Ga-
ma Tech, replaces an outdated sulfur
testing method that requires a num-
ber of operations taking about five
minutes to get one result. The old
method required weighing the pro-
duct, burning it in a small oven (at
2400 'F, the hottest temperature in
the refinery), after which the released
gases are titrated with potassium
lodate and the result is then deter-
mined by manual calculation.

The new unit, which required an in-
vestment of approximately FIs. 18,000,
also provides more safety features as
it eliminates manual handling of ex-
tremely high temperature equipment.
