Aruba, Netherlands Antilles watItw VOL. 38 No. 11 November 1977 Special Task Force To Conduct Oil Loss Study A thorough analysis of the oil loss reporting system at Lago is presently being performed by a recently form- ed Lago Oil Loss Task Force. The group, which initiated its work at the beginning of November, is the first of its kind at Lago. It has the following primary objec- tives : (a) To analyze the component parts of the Lago refinery oil loss re- porting system to determine the system's precision and to eva- luate probable sources of unac- countable oil losses. (b) To recommend measures to im- prove the precision, accountabili- ty and reliability of the monthly oil loss calculations to enable fu- ture reduction of oil losses. The Task Force is made up of re- presentatives of Lago and several other Exxon affiliates. Ray Farro heads up the Task Force; the other Lago team members are: Vivian We- ver, Glenn Geerman, Eric Dowling, and Vic Tjin Tham Sjin. The Task Force, which reports to Lago's Assistant Technical Manager R. A. Reitz, is scheduled to complete its assignment in four to six months. Briefly stated, the oil reported as lost is the difference between the measured weight of all oil coming in to Lago and the weight of oil that is moved out of Lago as product or is consumed in operations. An attempt is made to reconcile this input/output difference. Losses that are identifia- ble in Lago's operations (such as tank evaporation, losses to flares, etc.) are called "known" losses. In this function, Randy reports to the Centam Control- ler and is responsible for the Finan- cial Accounting function for Exxon's Central American operations. Randy's area of responsibility at Lago will be assumed by Richard C. Williams, who will become Assistant Controller at Lago on or about Janua- ry 1, 1978. Dick is currently Head of the Tanker Accounting Section in Ex- xon Corporation Controller's Depart- ment at Florham Park. Randy started his career in Lago's Accounting Department in November 1944 and rose to the position of Su- pervisor-Financial Accounting in No- vember 1958. He subsequently held supervisory functions in Controller's Financial Ac- counting and MCS Divisions and was promoted to Accounting Administra- tor on January 1, 1970. He assumed his most recent position at Lago in August 1974. At Lago, Randy followed several company-sponsored accounting, su- pervisory and management courses. STIP Proves to Be I New Employees Job T The STIP (Skill Training Improve- ment Program) introduced at Lago since October 1974 is proving to be a constant and efficient tool for impar- ting theoretical and practical know- ledge not only to present craftsmen, but to new employees as well. Re- cent employees hired for the Mecha- nical Department have the advantage of this comprehensive and efficient skills training program from the very start. Several groups of new Mechanical employees have already completed several basic courses of the STIP pro- gram and will continue receiving these training programs in the Me- chanical Training Center until they have acquired the essential theoreti- cal and practical knowledge for their specific trade. These courses are being handled by several instructors selected from among the mechanical supervisory personnel. One mechanical group of new em- ployees already completed courses such as : Operate Motorized Hoisting Equipment, Remove & Install Valve Packing, Hand Bending of Tube and Small Pipe, Material Handling, Instal- lation of Threaded Piping, Basic Me- tals and Pedestal Grinder. Attending the conference in Aru- ba Holiday Inn were representatives from Argentina, Barbados, Bermuda, Brazil, Canada, Canal Zone, Chile, Colombia, Curacao, El Salvador, Ja- maica, Mexico, Puerto Rico, Trinidad, U.S.A. and Aruba. The conference coordinator and instructor was Larry Seykora of Esso Inter-America, who was assisted by instructors L. Calvino, R. Kassinger, W. Kite, W. Myers, D. Powell and R. Thornton. Lago was represented by Marketing Manager Frits Beaujon, who was also host to the visiting group. During the workshop conference the participants reviewed various to- pics related to Esso Marine Lubri- cants and fuel products used aboard ships, including various types of die- sel engines, bunkering operations, product advertising and sales promo- tion. As part of the agenda, the partici- pants were taken on a refinery tour and visited the vessel "Esso Mel- bourne" to orientate themselves on the operations aboard. This included viewing the engine room and control rooms. First organized in 1969 by EIA, the bi-annual Esso Marine Fuels and Lu- bricants Workshop Conference was held previously in Colombia, Panama and Aruba (1975). Unaccountable losses may be the result of problems such as inaccuracies in measure- ment devices or errors in calculation procedures. The Task Force aims to determine which portion of the calcu- lated Lago loss is "known" and which portion is "unaccountable" loss. To determine the precision of the reported loss number, the infor- mation collected by the Task Force concerning measurement inaccura- cies will be processed by the Exxon MCS Variance Analysis computer pro- gram. Lago, like other refineries, expe- riences month to month variation in reported oil loss due to both unac- countable losses and known losses.
