Albert Ragster, Sr. was born on Tuesday, July 17, 1923 to Johnson and EBlia, nee
Beecham Ragster in Sprtanburg, South Carolina.
He attended the Pantj Senior High School in Parrell, Pennsylvania and was a mem-
ber of the graduating lass of 1941.
He received a Trade Diploma in 1949 from Hampton Institutein Hampton, Virginia,
and in 1956 a Bachelor of Science Degree in Trade Education frq the same institu-
-don. In 1973, Albert Rapter, Sr. was the proud recipient of a Master of Education
degree in Vocational T&hnical Education from Colorado State University. A year
* later he enrolled in Post Graduate Studies at Central Connecticut State College.
A World War II veteran who saw active duty i the U.S. Army with the Automotive
Ordinance Third Echelon between 1942 and 1945, Albert's occupational careerem-
phasized a concentration on Vocational Education. He was employed by the Dpart-
ment of Education in the U.S. Virgin Iands as an Automotive Instructor from 1949
thru 1957, during whikh timejie received a year's letye of absence& to complete the
requirements for his Bachelor's degree. ?
He was briefly employed by the Agency that was predecessor to the Virgin Islands
SPort Authority, the Virgin Islands Development Authority, as Maintnance Super-
Svisor, Airport Facilities, and was self-employed in his Automotive Repairand Service
Station enterprises until his return to Government service as Counselor and later Job
Placement Coordinator with the Office of Economic Oportunity 4ioghborhood
Youth Corp Program. During his employment with this Aency, he also served as a
SConsultant Vocational Teacher Trainer to the Virgn islands Peace Corps Training
Center.
Albert returned to the V.L Department of Education, his first love, in 1965, as
Supervisor Trade and Industrial Education and was appointed State Coordinator
Personnel Development, and was promoted to Assistant State Director Vocational
Technical Education, a position which he held until his demise. He seLved for one
year as Acting State director, Vocational Technical Education duringthe absence
of the State Dli.ctor on study leave.

as a whole, for it contributes to the development of manpower through training and
allows for a better .understanding of those concepts which teach of Health, Social, .
Civic, Cultural and Economic interest of the individuaL ",
Albert was an active Legionnare and was a member of the James H. Oliver Post 90
Sin St.Thomas. He was for many years Comwiander of his Post, Commander of the'
SAmerican Legion's 10th District of the Virgin Islands and also served as Vice Com-
Smander of the American Legion's Department of Puerto Rico.
Albert Ragster, Sr. died on Thursday, November 17, 1977 at the Veterans Adminis-
Stration Center in Barrio Monnacillos, Rio Piedras, Puerto Rico following a brief
Illness.
