VINCENT PAUL RICHARD BOURNE-VANNECK

Vincent Paul Richard Bourne-Vanneck was born June 11, 1913, in
Bournemouth. England. He graduated with an engineering degree from
Cambridge University in 1933. Durng World War II, he was a plot in
the Royal Air Force and later was a reserve officer in the Royal Navy.
On June 26, 1943. he married Victoria Algia Thomas, of Cardiff,
Wales. After active duty, he was an engineer for the British War Minis-
try. He was responsible for several inventions. One of them a locket
for repeat-loading guns is still in use in modem British warships.
After World War II. he emigrated to the United States and settled
in New York City. He purchased the New York Age, which was the
oldest black newspaper in the United States. It had been founded by
Booker T. Washington. He published the paper until its demise. Thee-
after he was engaged as a principal in several manufacturing companies.
By the mid-1950s, he was involved in textile factories, producing
shoelaces, in and near Lawrence. Massachusetts. In 1956, when the
decline in shoe production forced many mills to close, he relocated his
plant to St. Thomas. U.S. Virgin Islands, where it began operations as
Narrow Fabrics. In the early 1960s, he was associated with Joseph
Green in the shipping business. Afterward he was associated in busi-
ness with former Senator Louis P. Hestres. Then-Virgin Islands Gov.
ernor Melvin H. Evans appointed Bourne-Vanneck as the first director
of the Virgin Islands Small Business Development Agency. During his
tenure, the agency went into full-fledged operations. He was partly
responsible for many local black-owned businesses' success.
In recent years. V.P. BourneVanneck & Associates operated a
business-management consulting firm, specializing in financial planning
and insurance. He was a certified public adjuster and was a senior pro-
