Abstract: The Enid M. Baa Library of the Division of Libraries, Archives and Museums (DLAM) has acquired an extensive collection of memorial booklets since the early 1970's for U. S. Virgin Islands residents. Booklets are usually more than 10 pages long and give details of the life and family connections of the deceased.

EULOGY
Brn in Pennsylvanio and educated in Pennsytvania
and Ohio Howard J. Badne began a theatrical career
which was Interrupted by World War II. Howard then
served with distinction in the United States Navy.
Following the War. Howard appeared in numerous
broodway, rood company, and earty television
productions (both behind and in front of the camera).
then become a popular New York City tour guide.
While it was Howards interest in tourism that initially
brought him to the Virgin Islands in 1960, he
immediately was drafted into managing the fledgling
V.I. cable television ) system. He then became a
Deputy Commissioner of Commerce for the Islands and
Executive Direcor of the V.I. Rum Council. Upon his
retirement in 1975. Howard continued to do rum
promotion with the Commerce Deportment, on a
contract basis, until a few months prior to his death.
As on Island resident. Howard participated in blood
drives, Carnival, and local theatre producatons.
Howard was an active Rtorion (Past President) and
the recipient of its prestigious Paul Harris Fellow award.
A loving and generous man. Howard Blaine will be
deeply missed not only by his wife Vidki. his daughter
Carole. and his sister Laura. but all those whose lives he
touched and enriced.

of eagles.
