Abstract: In his first speech and against parliamentary opposition, Guyanese Information and Culture Minister Elvin McDavid advocates for more than twice the original amount proposed in order to finance CARIFESTA I. To illustrate that the intial outlay will be more than worthwhile due to profits and prestige as a result of international exposure, he explains not only the concept but practicality underpinning the Festival.
