Attached in addition is an itemized statement of the receipts and payments relating to each of the several funds in the care and custody of the State Treasurer. Respectfully submitted, Bill Gunter Treasurer of Florida DUTIES OF THE STATE TREASURER Organization Duties of the Insurance Commissioner and Treasurer involve act- ing as the state's paymaster and banker as well as regulating activi- ties of insurance companies in the state, serving as the state fire marshal, administering policemen and firemen retirement trust funds, and administering deferred compensation plan for state employees. As Treasurer, he is responsible for accounting for the receipt and disbursement of state moneys, investment of excess funds, and the custody of securities held in trust for policyholders of insurance companies operating in Florida and of the state's own investments. He also is charged with administration of the "Florida Security for Public Deposits Program." As Insurance Commissioner, he approves rates for workers' com- pensation insurance, hospital service organizations, and the joint underwriting associations for automobile, windstorm and medical malpractice insurance; he approves insurance policies, forms and contracts; he is required to determine that insurance companies seeking to do business in Florida are financially sound; he tests and licenses insurance agents, solicitors, adjusters, and bail bondsmen; and he administers laws relating to pre-need burial contracts, life care contracts, ambulance service contracts, automobile warranty associations, automobile clubs, premium finance companies, scho- larship plans, nonprofit hospital and medical service plans, non- profit optometric service corporations, nonprofit pharmaceutical corporations, mortgage guaranty insurance, title insurance, and fraternal benefit societies, dental plans, scholarship plans, and donor annuity plans. As Fire Marshal, he is responsible for investigating fires when there is suspicion of arson; he is concerned with the illegal posses- sion and use of explosives; and he surveys state-owned facilities to determine compliance with fire safety codes; he also trains and cer- tifies fire fighters, administers liquefied petroleum gas regulations, licenses dealers of explosives and fire safety equipment. These functions and responsibilities are carried out by 873 em- ployees in eleven divisions under the direction of the Insurance Commissioner and Treasurer. Division of Treasury The State Treasurer maintains four demand accounts in banks strategically located across the State of Florida. The accounts are placed on a bid basis. These accounts are used as depositories for state agencies as well as for payment of state warrants. Sufficient cash is left in the accounts to cover daily disbursements; all other funds are invested. The Treasurer now receives and disburses annually more than $11 billion in state collections from all sources. The Treasurer's Office is responsible for investing General funds and Trust funds not-needed for current operating purposes. Autho- rized investments include time certificates of deposit in Florida banks and savings and loan associations, direct obligations of the United States Treasury, commercial paper and banker's accept- ances. The Treasurer serves as administrator of the Florida Security for Public Deposit Program. This program encompasses all govern- mental entities in the state. Participating banks and savings and loan associations guarantee government deposits and may pledge collateral at 50 percent or if they meet net worth requirements. Acceptable collateral includes obligations of the United States Government and its agencies, the State of Florida and its political subdivisions, and obligations of the several states. As administrator of the State's Deferred Compensation Plan, the Treasurer is responsible for monitoring the rate guarantees and financial soundness of the four insurance companies and one bank that provide the various investment options for State employees. The Treasurer must additionally ensure that the marketing method employed is successful in delivering to all employees a clear and unbiased understanding of the Plan and the providers. Other Activities His cabinet duties include membership in or oversight of the fol- lowing: Administration Commission; Department of General Servi- ces; Department of Criminal Law Enforcement; Department of Revenue; Department of Environmental Regulation; Department of Natural Resources; Governor's Highway Safety Commission; Elec- tions Commissioner; Board of Administration; Trustees of the Internal Improvement Fund; Land and Water Adjudicatory Com- mission; Board of Education; Executive Clemency; Department of Highway Safety and Motor Vehicles. TREASURER'S COMMENTS Treasury earnings for the fiscal year ending June 30, 1983 reached a new high at $236 million. This earnings level was largely supported by the balances provided by trust funds. Based on an average invested balance of $2.088 billion for one year, the cash basis investment yield was 11.30%. During the fiscal year money market interest rates declined from the 15% range to below 9% at the end of the year. The decline in rates reduced Treasury investment earnings but gave a much needed boost to the economy. The Florida Security for Public Deposits Program (Chapter 280, Florida Statutes) has been administered by the State Treasury since the inception of the program January 1, 1982. This has been a period of weak economic conditions and instability in much of the financial industry. Despite these conditions, the Security for Public Deposits program is working smoothly. As of June 30, 1983, there were 431 commercial banks and 83 savings and loan associations participating in the program. One of the Treasurer's responsibilities has been to act as custo- dian of the securities purchased for the Florida Retirement System by the State Board of Administration. Under recent enabling legis- lation, it has become possible for the State Board of Administration to generate additional earnings for the Florida Retirement System by "lending securities" to brokers on a short term basis. This new procedure has been made possible by the Treasurer transferring lendable securities to Depository Trust Company in New York. The Treasurer administers the State Employee's Deferred Com- pensation Plan. The Plan, a method for building supplemental retirement income while deferring a portion of current income taxes, was first made available January 1, 1982. Since its inception more than six thousand State employees have deferred in excess of $14 million to the Plan.
