Attached in addition is an itemized statement of the receipts and payments relating to each of the several funds in the care and custody of the State Treasurer. Respectfully submitted, Bill Gunter Treasurer of Florida DUTIES OF THE STATE TREASURER The Florida Constitution establishes the Treasurer as one of the six-member elected State Cabinet and stipulates that "The treasurer shall keep all state funds and securities" and "shall disburse state funds" (by Comptroller's warrant countersigned by the Governor). In addition to these conventional Treasury functions, a further responsibility has evolved in recent years-namely the maximization of investment of the State's pool of operating funds. The 1971 Legislature formally endorsed this concept, enacting a statute which makes it incumbent upon the Treasurer, "consistent with the cash requirements of the state, to keep such money fully invested or deposited in interest-bearing time deposits... in order that the state may realize maximum earnings and benefits to the economy." In addition to his Treasury Duties, the State Treasurer is the Insurance Commissioner of Florida, State Fire Marshal, administrator of the State Employees Deferred Compensation Plan, and a member of the following governmental bodies: CONSTITUTIONAL BOARDS Board of Administration Board of Education Executive Clemency STATUTORY BOARDS, DEPARTMENTS AND COMMISSIONS Administration Commission Department of Revenue Elections Canvassing Commission Department of Environmental Department of General Services Regulation Department of Highway Safety Trustees of the Internal and Motor Vehicles Improvement Trust Fund Department of Criminal Law Enforcement Land and Water Adjudicatory Commission Department of Natural Resources Governor's Highway Safety Commission TREASURER'S COMMENTS The State Treasury had an outstanding year in the Fiscal year ending June 30, 1980. Treasury earnings reached a record high $106.3 million. These earnings were credited to the General Revenue Fund of the State and will provide additional funds for service to the citizens of Florida without additional taxation. This income was earned on an average investment of $958.9 million. Yield on invested funds for the year was 11.08%. Again this year, cash management allowed a very high level of investment of the funds under the Treasurer's control. The total percentage of funds invested was 96.98% of funds on the books of the Treasury. Most of the uninvested portion consisted of uncollected funds at one of the four banks used by the Treasury for clearing checks. These uncollected funds were not available for use by either the banks or the Treasury. During the year the Treasury substantially increased deposits in savings and loan associations in Florida under authority granted by the Legislature in 1978. Certificate of deposit balances at savings and loan associations rose from $34.6 million to $251.1 million. The number of savings and loan associations participating in the Treasury Certificate of Deposit program rose from 39 to 58. Certificates of deposit at commercial banks totalled $457.9 million dollars on June 30, 1980. These deposits were held in 347 banks. Short term interest rates reached a new high during this fiscal year. Earnings projections were raised twice during the year because of higher interest earnings and profits from the trading of United States Treasury Bills. The Treasury assumed administrative oversight of clearing accounts this year in response to 1979 Legislative action. Clearing accounts are used by various state agencies, boards, offices, institutions, etc. to forward funds to the Treasury. Rules were adopted during the year to standardize clearing account approval requirements and to insure prompt forwarding of funds to the Treasury. The Bureau of Collateral Securities is converting the manual record keeping system to electronic data processing in all four major sections of the Bureau. This process should be completed by January 1981. The Bureau of Banking has installed a communications terminal which provides up-to-date financial news and money market rate quotations and has purchased a computer service that combines cash flow data with investment data to assist in forecasting funds availability and to advise on investment optimization.
