Askew Governor of Florida The Capitol Tallahassee, Florida 32304 Dear Governor: In accordance with Chapter 18.05, Florida Statutes, I am pleased to submit to you the annual report of the Treasurer of Florida for the fiscal year July 1, 1977, to June 30, 1978. Attached in addition is an itemized statement of the receipts and payments relating to each of the several funds in the care and custody of the State Treasurer. Respectfully submitted, Bill Gunter Treasurer of Florida DUTIES OF THE STATE TREASURER The Florida Constitution establishes the Treasurer as one of the six-member elected State Cabinet and stipulates that "The treasurer shall keep all state funds and securities" and "shall disburse state funds" (by Comptroller's warrant countersigned by the Governor). In addition to these conventional Treasury functions, a further responsibility has evolved in recent years-namely the maximization of investment of the State's pool of operating funds. The 1971 Legislature formally endorsed this concept, enacting a statute which makes it incumbent upon the Treasurer, "consistent with the cash requirements of the state, to keep such money fully invested or deposited in interest-bearing time deposits .. in order that the state may realize maximum earnings and benefits to the economy." In addition to his Treasury Duties, the State Treasurer is the Insurance Commissioner of Florida, State Fire Marshal, administrator of the State Employees Deferred Compensation Plan, and a member of the following governmental bodies: CONSTITUTIONAL BOARDS Board of Administration Board of Education Executive Clemency STATUTORY BOARDS, DEPARTMENTS AND COMMISSIONS Administration Commission Department of Revenue Elections Canvassing Commission Department of Environmental Department of General Services Regulation Department of Highway Safety Trustees of the Internal and Motor Vehicles Improvement Trust Fund Department of Criminal Law Enforcement Land and Water Adjudicatory Commission Department of Natural Resources Governor's Highway Safety Commission TREASURER'S COMMENTS It has been widely observed that Florida was some six months behind much of the rest of the country in recovering from the 1974-75 recession. The present remarkable momentum of the Florida economy should be enough to carry it forward for a number of months, barring an abnormal economic setback. It is likely that because of the broadened industrial base, Florida will be able to come back more easily from any future recessions. The State Treasury's pool of operating funds has returned to the $1 billion level it reached four years ago, prior to the start of the biggest recession since the 1930's. That money stood the taxpayers in good stead during the lean period which followed. The billion dollars on hand today represents only two months of normal disbursements. I am happy to report that all but a tiny fraction of this money is invested at all times (at interest rates which as of the end of the fiscal year were averaging well in excess of 7%) and producing revenue which in the past five years has varied from a low of $26 million in one year to $71.5 million in another making a grand total of $228 million earned in these five years, all going into the state's General Revenue Fund. The 1978 Legislature granted the State Treasurer authority effective July 1, 1978 to invest in interest-bearing accounts in savings and loan associations located in Florida. While these institutions use deposits primarily to make long term mortgage loans and thus may not find the Treasurer's relatively short term deposits very attractive, it seems appropriate that they have the opportunity to bid from time to time on surplus Treasury funds. At present there are 122 of these associations in Florida and it is our plan to invite bids from them in July, with the deposits going to those bidding an interest rate equal to, or above, a "floor-rate" to be established by the Office of the State Board of Administration. One of the Treasurer's lesser known but weightiest responsibilities is serving as treasurer (ex officio) of the State Board of Adminis- tration, which administers the State's bonded debt and invests in behalf of its trust funds. The largest of these is the $2.8 billion Florida Retirement System. Other members of the Board are the Governor and the Comptroller. The Board's policies are implemented by an Executive Director and a technical staff appointed by the Board. Since the Treasurer is charged in the state constitution with "keeping" all state funds and securities, he has a very special role regarding this Board, in that his duties include actual physical custody of securities owned by the Retirement System, keeping detailed records thereon, collection of dividends and interest as they fall due, receipt and release of certificates, etc. This heavy involve- ment in the Board's securities transactions places upon the Treasurer a unique responsibility for ascertaining that the Board's investment policies, which embrace a conservative, long-range philosophy, are being implemented.
