During the past year, considerably less money was available for short term investment because of the shortfall of general revenue and interest rates available decreased sharply. Nonetheless, maximum earnings were achieved by instituting a procedure which required banks to bid for Treasury funds available for time deposit. This procedure demon- strates the possibility for added income as the revenue situation continues to improve. PHILIP F. ASHLER DUTIES OF THE STATE TREASURER The Florida Constitution establishes the Treasurer as one of the six-member elected State Cabinet and stipulates that "The treasurer shall keep all state funds and securities" and "shall disburse state funds" (by Comptroller's warrant countersigned by the Governor). In addition to these conventional Treasury functions, a further responsibility has evolved in recent years-namely the maximization of investment of the State's pool of operating funds. The 1971 Legis- lature formally endorsed this concept, enacting a statute which makes it incumbent upon the Treasurer, "consistent with the cash requirements of the state, to keep such money fully invested or deposited in interest-bearing time deposits ... in order that the state may realize maximum earnings and benefits to the economy." In addition to his Treasury duties, the State Treasurer is the Insur- ance Commissioner of the State of Florida, administrator of the Automobile Financial Responsibility Law, State Fire Marshal and a member of the following governmental bodies: CONSTITUTIONAL BOARDS Board of Administration Board of Education Executive Clemency STATUTORY BOARDS, DEPARTMENTS AND COMMISSIONS Administration Commission Department of Revenue Elections Canvassing Commission Department of Environmental Department of General Services Regulation Department of Highway Safety Trustees of the Internal and Motor Vehicles Improvement Trust Fund Department of Law Enforcement Interstate Cooperation Commission Department of Natural Resources Governor's Highway Safety Commission 3 TREASURER'S COMMENTS When I assumed the Office of State Treasurer on June 3, 1975, one of my principal objectives was to initiate a more extensive use of the bidding process in the placement of Treasury funds in time deposits in Florida banks. Unfortunately, the shortfall in general revenue during the early part of this fiscal year resulted in far less money available for investment than was the case during the previous fiscal year. As a matter of interest, during four of the twelve months of this fiscal year, it was necessary to withdraw maturing deposits totaling in the aggregate $195 million just to meet current expenses of the State. More withdrawals would have been necessary had not various banks decided during the year not to renew Treasury time deposits totaling an additional $64 million. Nonetheless, in May and June we negotiated $24.6 million in new short term deposits and in each instance, funds were placed with the institution that offered the highest rate of interest. The results were gratifying. Although the $24.6 million in deposits is a relatively small part of our total investments, it did produce approximately $12,000 in revenue that would not have been earned had we not changed our method of placement. These extra earnings are minuscule in relation to total interest earned by the Treasurer during the year, but nevertheless they demonstrate the possibility for added income when State revenue receipts return to their normal pattern. In November 1975, the State Revenue Estimating Committee, after careful consideration of declining revenues and falling interest rates, forecast treasury interest earnings at $30.5 million for fiscal year, 1975-1976. However, the development of a modest improve- ment in the revenue situation shortly thereafter combined with aggressive management of our short term investments resulted in earnings of $36.4 million. This precipitous drop from the $71.6 mil- lion in the last fiscal year is a direct result of the sharp decrease in funds available for investment during the fiscal year covered by this report. On an average daily basis, the funds available for investment were $207 million less than the preceding year. Concurrently, while some Treasury funds had been invested at interest rates as high as 11% during the previous fiscal year, the highest rate achieved in the 1975-76 year was 7.5%. When Hurricane Eloise temporarily interrupted the tourist trade in the Panhandle's gulf coast in September 1975, I instructed the Bureau of Banking to make special time deposits, at current interest rates, available to those banks located in counties officially desig- nated as being in the disaster area. Each was offered a deposit of up to $500,000 with the option of holding the money for 90 days to one year. Of the 24 banks in the counties affected, only ten made 4 inquiry and five actually accepted deposits totaling $1.7 million at an average rate of 7.44%. The closing of five of the Treasury's eleven checking accounts during the previous fiscal year made it possible to reduce the average daily cash balances in the remaining six depositories by $2.85 mil- lion. This was accomplished in spite of the fact that the six accounts were required to accommodate new all-time highs in receipts, dis- bursements and services related to such accounts. The investment of these $2.85 million at 6% produced additional earnings of approxi- mately $174,000. The rapid growth and diversification of investments in the port- folio of the State Retirement System has markedly increased the workload of the Bureau of Collateral Securities. Until recently, this operation was relatively simple because only high grade bonds, for the most part offerings of the United States, were purchased and held to maturity. Today the operation is considerably more complex in that to maximize income, it is necessary for the staff of the State Board of Administration to participate in the exchange of bond hold- ings as well as the sale and purchase of common stocks; conse- quently, the physical handling of securities by the Bureau has in- creased dramatically. The Bureau not only has custodial and record keeping responsibility for these securities, but must ensure that all monies, whether principal, interest or dividends, are remitted promptly and correctly to the Treasury. The pension fund has now passed the $2 billion mark and is projected to reach $4.75 billion by 1980. The investment of funds entering the State Retirement System and other trust funds is the responsibility of the State Board of Administration, i.e., the Governor, the Treasurer and the Comp- troller. In addition, this Board approves and services the several issues of State bonded indebtedness. Following the resignation of the Board's Executive Director earlier this year, my colleagues on the Board asked me to serve as the coordinator in the search for a highly qualified individual to fill the vacancy. Of this total, 96% was invested and earning interest at all times. However, the money trend thereafter was downward to a low of $385 million on March 22, 1976, which was a return to the approximate level of Trea- sury balances four years earlier when the State's economy and popu- lation were considerably smaller. This decline to the levels of 1972 was the result of (a) the implementation of a number of previously- funded capital outlay projects and (b) increased spending based on revenue projections that did not materialize. It is of course proper to utilize reserves accumulated during boom periods to tide State government through recessions but it should be noted that the $385 million on hand as of last March 22 represented only 13 days of normal disbursements, which were at the time aver- aging approximately $30 million per workday or some $600 million per month. It would seem desirable to so program State spending as to consistently maintain an average balance of not less than one month's disbursements on hand. There was a time when maintenance of such a backlog could have proven wasteful, but with today's ag- gressive approach to investment of idle funds, a large reserve can be a fertile source of additional revenue in the form of interest earnings. By year's end these totals had dwindled to $303.8 million in 592 banks at an average of $513,200 per bank. Earnings for the year from this source were $28.7 million. The tabulation below reflects the fact that in each of four months the Treasury was forced to withdraw large sums to meet the State's bills. These withdrawals would have been considerably larger had not many banks with maturing deposits declined the Treasury's offer of renewal and returned the money. The $81.1 million in declinations was an all-time record and evidences the fact that in the face of weakening loan demand, many banks found the interest rates quoted by the Treasury higher than they were willing or able to pay. This tabulation also provides a rather accurate picture of the State's changing financial situation as revenues finally began to ex- ceed spending in late spring. Very large dollar- amounts resulted from the fact that many of these transactions were of overnight duration, with new and varying agreements being negoti- ated from day to day. Investments of longer term were not deemed prudent during much of the year because disbursements were out- running revenue, causing a continual drain on surpluses accumulated in past years. Under such circumstances it frequently became neces- sary to liquidate investments prematurely. Since on a forced sale there is always a possibility of losing money, the Treasury opted in most cases for the assured return inherent in the repurchase agree- ment. Consequently there were no losses. Outright purchases of U.S. Treasury securities (as opposed to re- purchase agreements, where the seller promises to buy back at a set price) continued also during the year but at a reduced pace-mainly issues of very brief maturity with resultant lower yield. Thus the decline in the Treasury's pool of funds limited the earnings that could have been obtained had there been enough flexibility to permit selection of those issues bearing the most attractive yields. For the latest fiscal year this ratio declined by one percentage point, the reason being that investments dwindled at a slightly faster rate than checking account balances. This is understand- able when it is considered that Fiscal 1975-76 saw a sizeable increase in checking account activity, what with State receipts and spending at all-time highs-translating into additional deposits, warrants, bad checks, forgeries, transfers of funds, investment activity, adjustments, etc. Despite the increased services required of the Treasury's checking account banks during Fiscal 1975-76, balances in those accounts aver- aged $2.85 million less than in the previous year. INVESTING THE FLOAT Under Florida's system, the Treasurer maintains control of the State's cash, honoring checks (warrants) drawn against it by the Comptroller, who keeps the State's checkbook and writes the checks. At any given moment there are many millions of dollars worth of such checks en route to various payees or in the process of being cashed or deposited in the payees' accounts in some 748 Florida banks and in banks in other states as well. Until these checks are paid at the Treasury or at one of the Treasury's six checking accounts, they comprise what is known as "float" and approximately 95% of this float is invested by the Treasury. Consequently, during Fiscal 1975-76 the average daily balance in the Comptroller's checkbook was $438 million while the Treasurer had an average daily balance of $560 million invested, or 128% of the checkbook balance. 11 SUMMARY OF RESOURCES , JUNE RESOURCES OFFICE CASH Currency and Coin ........... .....................
