In addition to his specific duties in connection with the Treas-
ury Department the State Treasurer, under the provisions of the

POLICE OFFICERS' INSURANCE AND ANNUITY FUND
OF FLORIDA AS OF JUNE 30, 1951

Chapter 182 Florida Statutes (20916, General Laws of 1941), the law under
which this fund operated provided that participating cities add $1.00 to each
city fine and bond forfeiture, and remit such $1.00 collections monthly to the
State Treasurer as Ex-Officio Treasurer of the Police Officers' Insurance and
Annuity Fund, as such cities' contributions to the fund.
The law also provided that in order for any Police Officer to be eligible for
any benefits under this Act, he should voluntarily pay into the fund a percent-
age of his monthly salary, such percentage to be determined by the Board of
Commissioners of the Police Officers' Insurance and Annuity Fund of Florida.
All of the individual Police Officers who have contributed to this fund have
made application for refund of their contributions, and such contributions have
been refunded to them as authorized by law. However, the statute referred to
above made no provision for refund of the cities' contributions.
Chapter 26710, Laws of Florida, Acts of 1951, repealed Chapter 182, and pro-
vided for refund to the various cities of the amounts which they had contributed
to the fund, and specified that any interest earned on any invested portion of
the fund should be prorated among the cities at the time of such refunds. State-
