DUTIES OF THE STATE TREASURER


In addition to his specific duties in connection with the Treasury De-
partmentthe State -Treasurer, under the provisions of the law, is the Insur-
ance Commissioner of the State of Florida, State Fire Marshall and also a
member of the following Boards and Commissions:

POLICE OFFICERS' INSURANCE AND ANNUITY FUND OF FLORIDA AS OF JUNE 30, 1950
Chapter 182 Florida Statutes (20916, General Laws of 1941), the law under which this fund operates, provides that partici-
pating cities shall add $1.00 to each city fine and bond forfeiture, and shall remit such $1.00 collections monthly to the State Trea-
surer as Ex-Officio Treasurer, as such cities' contributions to the fund.
The law also provides that in order for any Police Officer to be eligible for any benefits under this Act, he shall voluntarily pay
into the fund a percentage of his monthly salary which percentage shall be determined by the Board of Commissioners of the
Police Officers' Insurance and Annuity Fund of Florida, and it shall be the legal duty of such person collecting said contributions
to remit said payments to the State Treasurer every month.
All of the Individual Police Officers who have contributed to this fund have made proper application for refund of their contri-
butions, and such contributions have been refunded to them as authorized by law. There now remains in this fund only the equities
of cities as follows:

U. S. Savings Bonds Series F.
The Board of Commissioners of Police Officers Insurance and Annuity Fund, under authority of Section 182.21 declared the
fund inoperative, and directed the Treasurer to request the Attorney General's opinion as to whether the Board has authority
to refund to the cities their respective contributions. The Attorney General advised that such could not be done except by specific
legislative authorization.
