TREASURY DEPARTMENT, STATE OF FLORIDA, TREASURER'S OFFICE, TALLAHASSEE, January 1, 1915. To His Excellency, Park Trammell, Governor of Florida. SIR: In compliance with law, I have the honor to submit this, my official report of the transactions of this office for the period beginning January 1st, 1914, and ending December 31st, 1914, both dates inclusive. Included in this report will be found all statements required by law, with other additional information which I hope will be of interest to your Excellency and the general public. The statements contained herein are full, complete and accurate. DEPOSITS IN BANKS. All funds not actually needed to be retained for the daily cash transactions of the Department are deposited in banks under the provisions of Section 132, of the Gen- eral Statutes of 1906, and in conformity with Section 133, of the General Statutes of 1906. Security for said deposits are required, bonds in excess of the value of the deposits being exacted of each bank, thus allowing a mar- gin for the possible fluctuation in value of bonds, thereby making these deposits in the different banks of the State absolutely safe. As the business of the State increases the amount of these deposits increase correspondingly, the amount re- ceived by the State on account of interests on deposits of State funds in banks for the period covered by this re- port amounting to the sum of $25,824.58. Below we give a table of the amounts received annually from interest on deposits of State funds beginning with the year 1897: Year Ending December 31st, 1897 ........... $ 2,723.92 1898............ 3,772.13 1899............ 3,522.65 1900............ 3,364.65 1901............ 5,407.59 1902............ 13,429.11 1903............ 14,882.61 1904............ 9,666.65 1905............ 9,489.39 4" ." 1906............ 10,594.54 1907............ 12,578.66 1908............ 11,901.58 1909............ 13,157.68 1910............ 14,436.76 1911... ......... 16,643.33 1912............ 20,016.73 1913............ 23,005.84 1914............ 25,824.58 Total ................................ $214,418.40 From the above it will be seen that the total income from interest on State funds deposited in banks from 1897 to 1914, inclusive, amounted to $214,418.40, an average of $11,912.131 for each year of the past eighteen years that interest has been paid by banks on State funds, more than the entire expense of the office of the State Treasurer for the year 1914, including his salary and that of his entire clerical force. In addition to the above revenue of $25,824.58 turned into the State Treasury by this Depart- ment, mentioned above, the Department also turned into the State Treasury during the year 1914, the handsome sum of $228,804.59, this amount being received from in- surance companies doing business in this State in said year; $69,412.50 of this sum was received on account of licenses for companies and their agents, $157,727.09 re- ceived on account of premium tax from said com- panies in this State, and $1,665.00 received on account of fees provided by law for filing the annual statements of said companies in the office of the State Treasurer. The number of banks in the State are rapidly increasing, It is the policy of the Department to distribute the funds available for this purpose as much as possible, so that all sections of the State may be treated impartially, and in pursuance of this policy State funds are now deposited in about one hundred banks scattered throughout the various portions of the State. Each bank is required to deposit with the Department security, as required by law, the Treasurer requiring a sufficient margin of these bonded securities over and above the amount of the deposit so that each deposit of funds in a bank shall be absolutely safe. The State has no public debt other than refunding bonds, all of these bonds being held by the Educational Funds of the State, a complete statement of which will be found elsewhere in this Report. It should be, and doubtless is, a matter of pride to all Floridians that the State's financial affairs are in such an excellent condition, and those responsible for this satisfactory condition are entitled to the commendation of the tax payers of the State. The following amounts were paid for interest on the public debt during the year: Interest on State School Fund............... $ 11,045.00 Interest to Agricultural College (University of Florida Fund) ..... ................ 4,074.00 Interest to Seminary Fund ................. 2,928.00 Total interest on public debt of State....... $ 18,047.00 This interest is paid semi-annually, on the first day of January and July, by warrants of the Comptroller drawn against the General Revenue Fund under Chapter 5477, Acts of 1905. STATEMENTS TO GOVERNOR MADE MONTHLY. In compliance with Chapter 4598, Acts of 1905, state- ments are made monthly to the Governor by the Treasurer showing the balance in each of the funds for which he is the custodian, also showing the character of and where the money belonging to each fund is placed. RECEIPTS AND DISBURSEMENTS. All payments made into the State Treasury are entered upon the Treasurer's books and the original receipts handed to the Comptroller for his records. The Comp- troller thereupon issues receipt for same, which is im- mediately sent to the person making the remittance. Dis- bursements from all funds are made strictly in compliance with law. In the report of the State Treasurer for the year 1912 attention was called to the matter of the distribution of the funds in the Treasury to the credit of the National Forest Fund, calling the attention of the Legislature to the fact that the Treasurer was unable to distribute these funds, owing to the fact that no provision had been made designating the manner and proportion of distributing these funds, and requesting the Legislature of that year to give this matter attention. A bill was introduced directing the Treasurer as to this matter, but the bill failed to pass both houses of the Legislature. This fund now amounts to $7,793.23, and the Treasurer respectfully requests the coming Legislature to pass a bill directing the disposition of these funds so that same may be prop- erly disbursed. As an indication of how the business of this Depart- ment is growing, the Treasurer was forced to ask the last Legislature for a new safe in order that bonded securities, for which the Treasurer was custodian under the law, might be properly safeguarded. The Treasurer now finds that he is again forced to make a request for an additional safe, the safe granted him by the last Legislature, to- gether with the other two safes in the Treasurer's vault, now being full of bonds and other securities which he is required by law to care for. As will be seen elsewhere in this Report, the Educa- tional Funds of the State hold bonded securities amount- ing to $1,424,340.91. On the first day of July, 1913, $500,000.00 of these securities consisted of State of Ten- nessee bonds bearing only 3 per cent interest. These bonds matured on that date. These bonds were cashed. On the first day of January, 1914, bonds of the State of Louisiana bearing 4 per cent interest matured and were also cashed, amounting to $104,800.00. The cash received from these bonds, amounting to $604,800.00, one-half mil- lion dollars of which drew only 3 per cent interest and the remaining one hundred four thousand dollars drawing only 4 per cent, invested outside of the State, is being invested as rapidly as safe investments can be secured in county, municipal and district bonds in this State, bearing interest at 5 and 6 per cent per annum. In no case has more than par been paid for 6 per cent bonds, and the 5 per cent bonds have all been purchased at considerably less than par. $316,373.91 of the $604,800.00 secured by cashing the Tennessee 3 per cent and Louisiana 4 per cent bonds has already been invested. $165,000.00 in 6 per cent bonds, $99,000.00 in 5 per cent bonds, and $52,373.91 was invested in securities bearing 8 per cent. Bids are now out, pend- ing consideration, on over $100,1000.00 of other bonds and the remainder will be invested in bonded securities in a short while. As soon as the cash was secured from these bonds the money so received was placed in banks, pend- ing investment, which drew interest at the rate of 4 per cent. It will thus be seen that the money, as soon as re- ceived and before it could be invested permanently, pro- duced more interest than it was formerly drawing, and when permanently invested brings from one-third to more than one-third more interest, to say nothing of the added advantage to our State and people of having more than one-half million dollars of capital brought from other States and invested in our own State. INSURANCE DEPARTMENT. GENERAL REMARKS. The Treasurer desires to direct especial attention to this branch of the work of the Department. As is shown elsewhere in this report, the revenue the State derives from this branch of work is exceeded by few other rev- enue producers of the State Government, having paid into the State Treasury last year the sum of $228,804.59. The business is growing rapidly as is shown by the fact that in 1910, the amount of revenue derived from this source was $151,217.30, while last year it was $228,804.59, an increase in four years of $77,587.29. The laws governing insurance in this State are very inadequate, and do not begin to compare in volume and efficiency with the insurance laws of any State of which the Treasurer has knowledge. In an effort to have our laws somewhat adequate to those of other States, the Treasurer has expended considerable time and work in completely revising the present laws and prepared a num- ber of bills providing for new laws, which, if considered favorably by the Legislature, will remedy this condition and place the Department in a position to give the people of the State added protection and the insurance compan- ies the additional service so much needed by them, which, in our opinion, they are entitled to by reason of the large revenue they are annually paying into the Treasury. The present laws provide for a Board of Insurance Commissioners, composed of the Comptroller, Attorney General, and State Treasurer, to act in certain matters, making the State Treasurer the supervising officer, all of the clerical work being done in the office of the Treasurer, he also being the custodian of all securities required to be deposited by insurance companies, amounting to hun- dreds of thousands of dollars. The proposed amended laws provide for making the State Treasurer Insurance Commissioner, without any additional salary, eliminat- ing the Board feature. In this connection I desire to emphasize the fact that this feature of the new law was drafted after a consultation with both the Comptroller and Attorney-General and meets with their entire ap- proval and consent. The duties devolving upon both these officials, other than insurance matters, are numerous and at times arduous, and while not desiring to shirk any duty, it will give them much needed time to devote to other official matters. The clerical force of this Department assigned to in- surance work is only one man, inadequate to do the work under the present laws, and with the additional legisla- tion contemplated it would be utterly impossible for this or any other one individual to begin to do the work. The new legislation, therefore, provides for a competent actuary and a combination clerk and stenographer, in addition to the present clerk assigned to the insurance work of the Department. While disclaiming intention of making any inviduous comparisons, I do not hesitate to assert that there is no Department of the State Government, of the responsi- bility of the insurance business and producing anything like the revenue it does, which is not costing the State far more than what is requested in the proposed legislation. In the proposed new legislation is a bill providing for a fire marshal law. This bill provides that each fire in- surance company doing business in this State shall pay a tax of one-fourth of one per cent upon the gross premiums received in this State for the purpose of defraying the expenses of the law. Not one cent is taken from the Treasury for this purpose. The fire insurance companies pay all expense. Most all of the States have a law of this character, and I am satisfied that under its operations fires would be considerably decreased, resulting in the saving of much property.
