(700) ANALYSIS OF MEMBERSHIP AT THE CLOSE OF EACH MONTH OF SCHOOL, 1970-71 The data included in this report are compiled from Item 30, "Member- ship at Close of Each Month of School," Principal's Annual Report on Attendance, Form At-14p, submitted to the Department of Education at the close of the 1970-71 school year. Data pertaining to adult and vocational schools are included with the tabulations in this report. Since 1956-57 the Bureau of Research has made a complete tabulation of monthly membership figures. Research Report 93 is a statistical study prepared in an effort to establish long range growth patterns of value for educational planning purposes. PEAK MONTH Traditionally, the membership pattern in Florida schools has been thought of as a horseshoe shaped curve, rising sharply during the winter months and then dropping back toward the end of school. There has been a tendency for the peak membership period to level out, or more nearly approach the beginning membership. Of course, some districts still experience peak months that are substantially above the beginning and ending months. A study of Table 3 will emphasize the difference membership patterns. An interesting feature of the statewide peak month figures above is that since 1959-60 there has been a three-year cycle in recurrence of the 4th and 5th months as peak month. Beginning in 1959, peak months have been 5th, 5th, 5th, 4th, 4th, 4th, 5th, 5th, 5th, 4th, 4th, and 4th. 1961-62 1962-63 1963-64 1964-65 1965-66 1966-67 1967-68 1968-69 1969-70 1970-71 There is considerable variation among districts as to the month in which maximum membership is reached. This variation is shown below. MEMBERSHIP CHANGE Twenty-one districts first month and the close districts showed a gain. of the year at the junior at the senior high level, junior high levels. showed a gain in total membership between the end of the of school in 1970-71. This net is a little misleading inasmuch as part of the junior-senior high school loss was offset by a gain in grades 1-6. From the first month of school to the close of school: Grades 1-6 gained 10,146 pupils (1.40 percent) Grades 7-9 lost 3,608 pupils ( .99 percent) Grades 10-12 lost 21,696 pupils (7.47 percent) Grades 1-12 lost 15,215 pupils (1.07 percent) LAST MONTH OF SCHOOL The greatest net change in total membership comes during the last month of each school year--between the end of the eighth month and the close of the school year. For the 1970-71 school year, the membership for grades 1-6 and 7-9 also experienced the greatest change during the last month of school. The greatest change in 10-12 occurred between the fifth and sixth month. In tourist districts one explanation is that it is due to winter residents withdrawing pupils in order to return to other states. Decreasing winter farm activity late in the school year may be a partial explanation in districts with a large number of migratory farm workers. Early vacations may be a factor. It appears that the pupils withdrawing during the last month of school are distributed fairly proportionately among the grade levels. DROPOUTS This report is not a dropout study. It is concerned with net member- ship each month--beginning membership plus re-entries less withdrawals. Thus new students transferring into a school system during the year can offset withdrawals. These data do have limited significance for those interested in the dropout problem. In those districts where the elementary school membership increases or holds reasonably stable, but junior and senior high school membership decreases during the year, the most probable explanation must be dropouts at the high school level. It is probable that families with younger children are more mobile than families with older children. However, it is not a reasonable assumption that most of the people moving into Florida have children in the elementary grades whereas most of the people moving out of the state have children at the secondary level. DISTRICT STUDY NEEDED Each district should examine carefully the figures for its own schools. At the local level, it is possible to prepare detailed tabulations on a school-by- school basis. In this way it should be possible to identify those schools and even grades in which further investigation is needed. Inasmuch as state foundation program funds are directly related to pupils in school, such an effort at the local level could result in considerable financial return to a district as well as good to the pupils who otherwise might be lost to the school situation. Table 1 shows, for a ten-year period, a comparison of the change in member- ship at the close of each month of school from the membership at the close of the first month. Table 2 gives the comparable percent of change. Table 3 gives the change in membership at the close of each month from membership at the close of the first month for each district for the 1970-71 school year. This membership change is given by grade group 1-6, 7-9, 10-12, as well as for the district as a whole. The numbers shown in this table for each month should be related to the membership shown for the first month. The final column indicates the percent change in membership from the first month to the last month. Table 4 presents some miscellaneous membership data. Column I answers the question of growth over the summer months from the close of one year to the beginning of the next year. It shows the change in membership from the close of the 1969-70 school year to the first month of the 1970-71 year. Statewide, there were 43,053 more pupils on the active roll at the end of the first month of 1970-71 than were on the roll when school closed in 1969-70. Column II answers the question of growth from the first month of one year to the first month of the succeeding year. Column III gives the average daily membership for 1969-70 and Column IV gives the average daily membership for 1970-71. Column V is the difference between Column III and Column IV, or the change in average daily membership. UNIVERSITY DEMONSTRATION SCHOOLS Membership data for university demonstration schools are not included in any of the tables or summaries in this report. -4- TABLE 1 CHANGE IN MEMBERSHIP AT THE CLOSE
