ANALYSIS OF MEMBERSHIP AT THE CLOSE OF EACH MONTH OF SCHOOL 1960-61 Research Report 15 Division of Research Thomas D. The preparation of these reports is one phase in the implementation of Florida's plan for improv- ing statistical services of the State Department of Education under the provisions of Title X, National Defense Education Act. ANALYSIS OF MEMBERSHIP AT THE CLOSE OF EACH MONTH OF SCHOOL 1960-61 The data included in this report are compiled from Item 18, "Membership at Close of Each Month of School," Principal's Annual Report on Attendance, Form At-12p, submitted to the State Department of Education for the 1960-61 school year. This is the fourth year for which a complete tabulation has been made. A partial analysis of 1956-57 data was prepared. It is still early to use these data for conclusions as to the established pattern of growth in mem- bership in Florida Public Schools. However, some patterns are beginning to emerge that suggest tentative conclusions, especially trends in the last four years for which complete analyses have been made. Primarily this is a statistical study prepared in an effort to establish trends of value for future planning. For this reason the traditional breakdown by race is presented. Since schools in a number of counties now operate on an integrated basis, this breakdown is not absolutely ac- curate. For statistical purposes, pupils in schools with a predominantly white enrollment are designated as "White" and pupils attending schools with a predominantly non-white enrollment are designated as "Negro." This is shown graphi- cally in Figure A and Figure B. The significance of this trend is not clear. It may be that more and more of the new residents are making their move into Florida during the summer rather than after the school year is underway. The net loss in membership appears to be on the increase. No reason for this is apparent -- it well may be that the causes will'vary from county to county. In tourist counties this loss may be explained as winter residents withdrawing pupils to return to other states. Decreasing winter farm activitylate in the school year may be another explanation. The significant factor seems to be that the net loss is stabilized just above the eight thousand mark regardless of the substantial increase in the total number of pupils enrolled. The pattern that has been developing appears to be a substantial increase at the beginning of a school year over the final membership of the proceeding year, followed by an increase to the peak month and then a drop-off toward the end of the year to a membership under that at the beginning of the year. This is not a study of drop-outs since it is concerned with net membership, with new students off-setting drop-outs. However, any county showing a substantial loss in students during the year may profitably devote some time to an investigation of the causes of such decreases. Table 1 gives, for a five year period, a comparison of the change in membership at the close of each month of school from the membership at the close of the first month. Table 2 gives, for a five year period, the membership at the close of each month of school expressed as a ratio or per cent of the membership at the close of the first month of school. Figures A and B express the data in Table 1 and Table 2 in graphic form. Tables 3 and 5 show the change in membership at the end of each month from the membership at the end of the first month, by race. Tables 4 and 6 show the percentage change in membership at the end of each month from the membership at the end of the first month, by race. Table 7 gives, by race and by county, number and per cent of change in membership from the close of 1959-60 to the end of the first month of 1960-61. This same table gives changes in average daily membership for purposes of comparison. The pattern of monthly membership appears to be similar for each of the last three years, although there seems to be a "flattening out" of the peak enrollment period.
