ANALYSIS OF MEMBERSHIP AT THE CLOSE OF EACH MONTH OF SCHOOL 1959-60 Research Report 9 Division of Administration and Finance Research Section Thomas D. Bailey State Superintendent of Public Instruction Tallahassee, Florida October, 1960 __ _______ 1 ___11__1_111_1____1___II_ I_ _I_ ---- ---- --------~--- Research Report 9 is a revision of Research Report 59-60-3 prepared by the Research and Statistics Sec- tion of the Division of Administration and Finance of the Florida State Department of Education, The preparation of these reports is one phase in the implementation of Florida's plan for improving sta- tistical services of the State Department of Educa- tion under the provisions of Title X, National De- fense Education Act. ANALYSIS OF MEMBERSHIP AT THE CLOSE OF EACH MONTH OF SCHOOL 1959-60 The data on the enclosed tables are taken from Item 18, "Membership at Close of Each Month of School," Principal's Annual Report on Attendance, submitted to the State Department of Education for the 1959-60 school year. This is the third year that a complete tabulation has been made, A par- tial analysis was made of 1956-57 data. It is still too soon to use these data for conclusions as to the established pattern of growth in membership in Florida Public Schools. However, some patterns are beginning to emerge. Some of the more significant features of the last four year period are given, 1956-57 1957-58 1958-59 1959-60 1, Peak Membership Month White 6th 5th 6th 5th Negro 5th 5th 4th 4th 2, Increase-Peak Month over First Month White 20,988 17,645 12,295 11,333 Negro 5,572 6,362 5,271 4,188 3o Per Cent of Increase Peak Month over First Month White 3.78% 2.85% 1,84% 1.58% Negro 3,46 3.70 2,83 2.10 h4 Membership change from End of First Month to End of Last Month White 5,985 1,667 2,498 4,537 Negro 2,052 3,381 1,252 333 5o Per Cent change from End of First Month to End of Last Month White 1.08% .27% .37% .63% Negro 1I28 1,96 .67 .17 6, Number of Counties show- ing a net loss between End of First Month and End of School White 35 33 40 41 Negro 30 25 31 34 1956-57 1957-58 1958-59 1959-60 7. Table 2 gives, for a four year period, the membership at the close of each month of school expressed as a ratio or per cent of the membership at the close of the first month of school. Figures A and B express the data in Table 1 and Table 2 respectively in graphic form. Tables 3 and 5 show the change in membership at the end of each month from the membership at the end of the first month, by race. Tables 4 and 6 show the percentage change in membership at the end of each month from the membership at the end of the first month, by race. Table 7 gives, by race and by county, number and per cent of change in membership from the close of 1958-59 to the end of the first month of 1959-60. This same table gives changes in average daily membership for purposes of comparison, The pattern of monthly membership appears to be similar for each of the last three years, although there seems to be a "flattening out" of the peak enrollment period. White schools closed the year with fewer pupils than were in membership at the end of the first month. For the 1959-60 year, one change stands out. For the first time, the net increase between the end of the previous year and the end of the first month was greater than the increase in average daily membership for the last year, (See Table 7) -2- TABLE 1 CH.iGE IN :EiFLESHIP AT THE CLOSE OF EACH MONTH OF SCHOOL FROM E-ILPERSHIP AT THE CLOSE OF THE FIRST MONTH 1956-57* White Negro 4,735 11,639 17,966 20,924 20,988 17,496 13,263 5,985 2,716 4,886 5,560 5,572 5,085 4,393 3,253 2,052 1957-58 White Negro 4,094 9,355 15,204 17,645 16,998 12,806 8,941 1,667 3,249 5,712 6,141 6,362 6,092 5,473 4,438 3,381 1958-59 White Negro 2,7014 6,072 10,194i 12,_65 12,295 9,274 4,663 - 2,498 2,270 4,753 5,271 4,873 4,307 3,538 2,484 1,252 1959-60 ihite Negro 2,0o46 5,648 9,854 11,333 10,585 7,796 2,910 - 4,537 1,943 3,963 4,188 3,842 3,413 2,126 1,151 333 TABLE 2 iHI EIE SHIP AT THE CLOSE OF EACH MONTH OF SCHOOL AS A PERCENTAGE OF MEMBERSHIP AT THE END OF THE FIRST MONTH 1956-573* White Negro 100.00 100.85 102.10 103.24 103.77 103.78 103.15 102.39 101.08 100.00 101.69 103.04 103.45 103.46 103.16 102.73 102.02 101.28 1957-58 White Negro 100.00 100.66 101.51 102.46 102.85 102.75 102.07 10l.45 100.27 100.00 101.89 103.32 103.57 103.70 103.54 103.18 102.58 101.96 1958-59 White Negro 100 .00 loo.4o 100.91 101.53 101.82 101.84 101.39 100.70 99.63 100.00 101.22 102.55 102.83 102.52 102.31 101.90 101.33 100.67 1959-60 ..hite Negro 100.00 100.28 100.79 101.37 101.58 101.47 101.08 100.140 9oo.37 99.37 100.00 100.98 101.99 102.10 101.93 101.71 101.07 100.58 100.17 - Based on incomplete reports.
