My en-US question to you is, where are the dollars that en-US are associated with the blight and the slum?en-US When the commissioner continued to en-US press the question, Ms. Scott brought up the en-US possibility of using Community Redevelopen-US-en-US ment Block Grant funding, which made him en-US push even harder. en-US Ive been accused of allowing the CRA en-US dollars of being utilized on the beach and en-US downtown, he said. I accused the CRA en-US Board in the beginning of doing exactly that. en-US And thats how it became a CRA Board, or en-US the five commissioners [the current Fort en-US Pierce Redevelopment Agency makeup] en-US instead of the board that they had in the en-US beginning. And theyre still spending the en-US money on the beaches and downtown. Were en-US looking at the district right there, blight and en-US slum but I want you to always include that en-US CRA monies need to be spent here. en-US City Manager Nick Mimms then insisted en-US that CRA funding information was readily en-US available to the commissioner. en-US In the past staff has created a spreadsheet en-US identifying the different geographic areas of en-US the CRA to include the downtown, the en-US beaches, the neighborhoods and the port en-US elements, he explained. In all those differen-US -en-US ent geographic areas, we have quantified en-US items and projects that we have spent funds en-US on. That has been provided to you -we can en-US do that again if youd like -and at every en-US FPRA meeting I can provide that docuen-US -en-US ment.en-US Commissioner Alexander refused to be en-US appeased so easily, gesturing toward the map en-US of Lincoln Park as he spoke.en-US I want you to be cognizant of what Im en-US saying when I ask you a question, he fumed. en-US I know what Im speaking of, and I asked en-US you a question about where the CRA dollars en-US are being spent and not CDBG or Tax Increen-US -en-US ment Financing monies. Every year we have en-US monies, and as soon as they come in, it goes en-US a different direction than there.en-US Mayor Linda Hudson then chimed in.en-US Id like to see the list, Im with you, she en-US told Commissioner Alexander. Id like to en-US see the list. en-US Commissioner Reginald Sessions then en-US joined in the fray, apologizing for interrupten-US -en-US ing Ms. Scotts presentation.en-US I can remember specifically when we en-US were initially dealing with the boundaries of en-US the CRA, I was in opposition because I knew en-US it would get to this point, he said. If we en-US were to expand our boundaries in areas that en-US did not meet the criteria of our legislators in en-US creating this CRA district, we were going to en-US be having this conversation that were having en-US right now. But, at any rate, he brings out a en-US very interesting point. If that CRA funds en-US were created to address slum and blight, en-US when you look at how the funds have been en-US historically been used in the city, it certainly en-US has been used in areas that are not, at least en-US from my perspective, classified as blight and en-US slum areas.en-US Ms. Scott then jumped back into the conen-US-en-US versation, attempting to regain control of her en-US presentation.en-US Part of the excitement of my role is en-US because I want to be at the table, so that were en-US not forgotten because we can easily be overen-US -en-US looked, she said. I believe that we have en-US been overlooked for a time, and now is not en-US the time to overlook Lincoln Park. So in en-US October Im going to the Florida Redevelopen-US -en-US ment Association, so if there are any quesen-US -en-US tions, Im happy to do any research, ask any en-US questions of any professionals there so that en-US we can get things back on track in the way en-US that we want to go.en-US Mr. Sessions then assumed his own en-US responsibility as a FPRA member. en-US What it all boils down to is this Board en-US realistically declaring an area blight and en-US slum, and if its not, then whether or not the en-US CRA should be utilized and expanded in en-US that area, he said. So were pretty much en-US responsible for it, and I take blame because en-US Im at large, and it is what it is, but I didnt en-US like the idea from the beginning because I en-US knew this was going to happen.en-US Both he and Ms. Scott admitted it would en-US take money to ensure a prosperous future in en-US Lincoln Park, and the former further en-US expressed his frustration.en-US We can talk about ideas and concepts, en-US and all your work will be in vain if theres no en-US money, Commissioner Sessions added. It en-US takes resources to develop these areas, and en-US good attitudes and objectives and missions en-US -thats all fine, well and dandy -but at the en-US end of the day, its all about the dollars. en-USMoney will clean up Avenue D and any other en-US area thats blight and slum. en-US Ms. Scott also highlighted her Way To en-US Grow Lincoln Park Project, which is jointly en-US funded between the city and Alleghany en-US Franciscan Ministries. The project will proen-US -en-US vide small business owners that qualify comen-US -en-US mercial faade grants up to $5,000 along en-US Avenue D and/or grants up to $10,000 for en-US startups or any businesses relocating to Aveen-US -en-US nue D to cover the cost of permitting, licensen-US -en-US ing and deposits, advertising, rent, utilities en-US and staffing for up to six months. A lengthy en-US discussion that followed on the expensive en-US and complicated process of bringing Avenue en-US D historic buildings into modern code comen-US -en-US pliance revealed one of Ms. Scotts creations en-US that has fascinated city staff: an exhaustive en-US list including all the available vacant builden-US -en-US ings along the road, original uses for granden-US-en-US fathering purposes and what it would take to en-US bring them into todays code compliance. en-US Its an inventory and its very helpful, en-US Mayor Hudson said. en-US Its a problem citywide, and this type of en-US inventory is what we definitely need moving en-US forward, Mr. Mimms said. en-US Commissioner Thomas Perona, whod en-US remained silent throughout the discussion, en-US concurred with those assessments.en-US That information is really important, he en-US said. We need to be an information center en-US for any investor that comes into this comen-US-en-US munity. When youre spending the big dolen-US -en-US lars trying to buy a piece of property and en-US find out its non-conforming in every way, en-US that may adjust the price and offer some en-US type of capital assistance to be able to come en-US in and make it conforming to the city. The en-US city cant always be responsible for fixing the en-US problem between a buyer and a realtor.en-USBudgeten-USFrom page 1


en-US 4 County Administrator Howard Tipton en-USagreed with that assessment, emphasizing en-US that the funding for most of St. Lucie en-US Countys infrastructure needs is tied to the en-US sales tax initiative. en-US If that initiative fails, this priority takes en-US center stage and requires a complete en-US reworking of this budget to put property en-US tax revenues into roads and drainage, he en-US said. In addition to the Sheriffs requests en-US not being fully funded, the county has a en-US number of other unmet needs.en-US Mr. Tipton also painted a bleak worst en-US case scenario of this years budget if voters en-US approve a third homestead exemption and en-US reject the sales tax as the majority previen-US -en-US ously did in 2016. en-US We are in our eight consecutive year of en-US our expenditures exceeding revenues, and en-US the current state of our budget is full of en-US challenges, he explained. If the half-cent en-US sales tax measure is approved, it would en-US provide nearly $10 million for the Board to en-US address critical infrastructure needs. The en-US third homestead exemption, if approved, en-US would reduce the countys revenue by $8 en-US million. When you take these two together en-US [rejection of the sales tax initiative and en-US approval of the homestead exemption], the en-US countys future revenue could vary by as en-US much as $18 million per year. We will literen-US -en-US ally be in worse shape than in the depths of en-US the great recession.en-US On the other hand, Ms. Hill emphasized en-US that the county would not have to increase en-US its millage rate as it did last year to help en-US Sheriff Ken Mascara fund salary increases en-US due to an 8.6 percent increase in the counen-US -en-US tys taxable property values. en-US For Fiscal Year 19, the tentative budget en-US includes leaving all of the millage rates the en-US same, which overall gives the county an en-US aggregate millage rate of 8.8934 mils, she en-US said. We focus on a $200,000 property en-US value [in the cities of Fort Pierce and Port en-US St. Lucie] as its the median value of a home en-US in St. Lucie County. With no change in the en-US millage rates, this property tax would en-US increase by $34.56, or a 2.8 percent en-US increase. For the impact on a non-homeen-US -en-US steaded property with no change in the en-US millage rate, these properties taxes would en-US increase approximately by $141.53.en-US Commissioner Chris Dzadovsky conen-US -en-US sidered this years property tax increase en-US minimal considering the countys expenses en-US with hurricane damages during the en-US 2017/18 Fiscal Year.en-US I was struck by the fact that the increase en-US is 2.8 percent, where the Consumer Price en-US Index national average is 2.1, he said. So en-US to be able to fall within seven tenths of a en-US percentage point of the CPI with all of the en-US challenges that were facing, I thought that en-US was pretty amazing. en-US According to Ms. Hill, the additional en-US property tax revenue will result in a $1.5 en-US million increase in revenue for the new en-US budget, but she and other staff members en-US decided to squirrel away half of that en-US amount until they could see the results of en-US the November referendums.en-US During the Boards workshops in July, en-US the Board allocated some of this money, en-US and given the uncertainty the November en-US ballot brings, the remainder was placed in en-US reserves, she explained. In December, we en-US plan to bring back to the Board a budget en-US adjustment with recommendations on en-US how these funds should be utilized. In en-US keeping with the Boards commitment of en-US public safety as a high priority, 50 percent en-US of the funding available was allocated to en-US the Sheriffs Office in the recommended en-US budget, $400,000 towards other agencies en-US and $700,000 towards funding shortfalls.en-US After the unanimous vote to accept the en-US budget, Commission Chairwoman Franen-US -en-US nie Hutchinson questioned Ms. Hill and en-US Mr. Tipton on the wisdom of only giving en-US the Sheriff half of his corresponding en-US $750,000 until December due to heighten-US -en-US ened school security costs. en-US I know that in our discussions back in en-US July, your recommendation was that we en-US split the funding that came in at the end en-US with the Sheriffs Department and we were en-US going to hold back until the December en-US meeting, she said. Ive really struggled en-US with that, in light of whats going on in Talen-US-en-US lahassee in regards to the funding and the en-US fact that the governor is not getting supen-US -en-US port from the Legislature in releasing addien-US -en-US tional funding. So I was wondering if there en-US would be consideration in giving the en-US [other half]; its almost like we were comen-US -en-US mitted to let the Sheriffs Office have that, en-US and I fail to see if there would be any harm en-US to go ahead and put it in now.en-US While Mr. Tipton left the final decision en-US up to the Board, commissioners were en-US divided on the issue. en-US Its kind of like you pay it today or you en-US pay it tomorrow, Commissioner Linda en-US Bartz said. If the intent was to give them en-US $450,000 in December, Im not sure theres en-US a reason for waiting until December. en-US Chairwoman Hutchinson agreed.en-US If Im making a commitment to say en-US youre going to get that money, I dont see en-US us going back and saying, give it back, no en-US matter what the outcome is, she en-US exclaimed. No matter what, we will have en-US to make changes, and I dont see where en-USholding on to it is going to matter.en-US Commissioner Anthony Bonna rejected en-US that viewpoint, however, insisting that it en-US was time St. Lucie County stopped shoulen-US-en-US dering most of the cost of funding school en-US resource officers.en-US The county funding the program at the en-US 90 percent level as it has been done by en-US prior boards is not sustainable, so we absoen-US -en-US lutely need to work with our partners, he en-US said. I dont share the perspective that we en-US have already committed to the $450,000; en-US the point was that we were going to conen-US-en-US sider in December after the impacts en-US whether or not those resources were availen-US -en-US able to commit at that time.en-US Commissioner Dzadovsky worried the en-US county was setting a negative precedent by en-US so freely offering its additional property en-US tax revenue to the Sheriff and reminded en-US his fellow commissioners that they have en-US supported all the Sheriffs Office budgeten-US -en-US ary requests over the years.en-US This Board of County Commissioners en-US for many, many years has funded the SRO en-US program and has assisted the School Disen-US -en-US trict, and as part of that, it has been a comen-US-en-US mitment from us, he explained. But if we en-US continue to provide the funding, what is en-US the impetus for our partners in each of the en-US cities and for the School District to come en-US up with additional monies? My thought is, en-US if we put up the money, whats the impetus en-US for our funding partners to participate? en-US its not about funding the Sheriff so much en-US as making sure our partners are that -en-US partners. en-US Commissioners agreed to take up the en-US discussion again during the final budget en-US hearing Sept. 20 after they unanimously en-US voted to keep the millage rate at the 2017-en-US 18 level.en-USBudgeten-USFrom page 1

en-US 14 en-USIen-USn todays world of culinary arts are we en-US moving towards the world of science to en-US create better food? en-US Are chefs today using new technology, en-US new equipment and biologically-engineered en-US food to create todays masterpieces? Is en-US science finally finding its way into the en-US kitchen? Are we becoming food scientists en-US rather than culinary chefs? I think the en-US answer lies in history. en-US The dawn of better health and sanitation en-US may have dated back some 750,000 years. en-US Recent discoveries in the Durance Valley in en-US France have found evidence of man-made en-US fires from this era. Prior to this time man en-US would eat his food raw. He had no inkling en-US the decreased population from time to time en-US may be from the smelly woolly mammoth en-US everyone was eating a week after it was en-US slain. en-US Then one day, Mr. Caveman dropped a en-US piece of meat on a fire. It smelled great. It en-US was easier to chew and more people seemed en-US to stay around longer. Voila! The dawn of en-US better health and sanitation began! Later, en-US the use of salt to preserved meat was en-US developed. en-US The next great step in the development of en-US better health would not come until the en-US mid-1500s. The normal procedure for en-US eating was to use your hands. During the en-US medieval period, it was the custom for two en-US people to eat out of the same bowl with en-US their hands and a common cup was en-US sometimes used for wine. Whoops! en-US Population decreased again. It was not until en-US the Italians developed the fork that a en-US monumental leap forward was made for en-US better health; however, the fork was not en-US widely accepted.en-US Life would continue pretty much en-US unchanged until Louis Pasteur came along en-US and developed the process to pasteurize en-US foods. Civilization would make great gains en-US in the development of better health.en-US When white bread was developed, it was en-US thought to be an improvement over dark en-US bread with food preservatives. Then the en-US Dutch discovered slaves in the West Indies en-US were suffering from some sort of diet en-US problems brought on by the fact the main en-US staple was brown bread, which maintained en-US all the vitamins and nutrients. The new en-US white bread had lost all of its vitamins and en-US nutrients. Studies were conducted and it en-US was found foods contain certain elements en-US for good health. Vitamins were identified!en-US As we look at the history of food, we see en-US cuisines from around the world were en-US created and flourish each in its own culture, en-US each with its own contribution to the en-US worlds knowledge of food. Nothing is more en-US basic to human history and the developen-US -en-US ment of civilization than food and the en-US pursuit of food science, such as heat en-US transfer, boiling, steaming, sauteeing, en-US grilling, baking and roasting. Other en-US innovates were emulsified mixtures, en-US caramelization, enzymatic browning and en-US flavoring of food. The list is endless!en-US Science is not moving into the kitchen, I en-US believe science was always in the kitchen en-US and chefs could easily be called the first true en-US scientists. Our profession is becoming en-US better educated and knowledgeable about en-US the science of what we do. Were beginning en-US to understand the why in what we do en-US instead of just passing on ideas and en-US techniques one generation to the next in en-US recipes and word-of-mouth because we en-US know they work. We are the fire that fuels en-US food history, and history can set the en-US direction of civilization.en-US Now I will get off my soapbox and talk en-US about a great recipe.en-USFETA CHEESE MOUSSE APPETIZER en-USYield: 4-5 servingsen-US Ingredientsen-US 8 ounces Greek feta cheese, crumbled en-US (1-1/2 cups)en-US 1/2-cup heavy creamen-US Freshly ground white pepperen-US 2-1/2 pounds mixed heirloom tomatoes, en-US either sliced, quartered or halveden-US Sea salt and coarsely ground black pepperen-US 1/4-cup extra-virgin olive oilen-US Pita chips, small bagen-US 20 pitted Kalamata olives en-US 1/4-cup thinly sliced red onionen-US 1 tablespoon leaf oreganoen-US Directionsen-US In a small bowl combine the feta and en-US cream. Mix until fairly smooth. Season with en-US white pepper. Scrape the mixture into a en-US shallow bowl and refrigerate until set, about en-US 30 minutes. en-US Before serving, bring the feta mousse en-US back to room temperature, about 20 en-US minutes. Whisk the mousse until loosened. en-US Spread the mousse in the center of each en-US plate.
