Those included economic en-US development activities, activities for public seren-US -en-US vices, public facilities, owner occupied housing en-US rehab, neighborhood revitalization and code en-US enforcement. The new funds for small business en-US development will help pay for training and puben-US -en-US licity campaigns for qualifying small businesses en-US in addition to the citys other ongoing efforts in en-US that sector of the economy.en-US This year we saw an increase in our CDBG en-US funds: Last year we received $477,456, and this en-USFort Pierce gets CDBG update en-USScriveners en-US error en-US brings en-US headache en-US to city en-USFORT PIERCE The City Commisen-US-en-US sion voted 3-2 July 16 to correct a scriven-US -en-US eners error that potentially could have en-US negatively impacted its decision to en-US demolish a partially reconstructed en-US Hutchinson Island property languishing en-US since the 2004 hurricanes. en-US City Attorney James Messer introen-US -en-US duced the topic, saying he had reviewed en-US the videotape of the November Conferen-US -en-US ence Agenda when the original resoluen-US -en-US tion was approved before deciding to en-US give the green light for the Commission en-US to proceed with the correction. en-US It was clear what the City Commisen-US -en-US sion wanted, and it was also clear that en-US that was not effectuated in the final resen-US -en-US olution, he said. So this fix, if you will, en-US corrects what should have been in there en-US in the first place.en-US Mr. Messer admitted that someone in en-US the city dropped the ball concerning the en-US final published resolution but attributed en-US the error to the learning curve of a new en-US process.en-US Now why it wasnt in there in the first en-US place its simply the right hand didnt en-US know what the left hand was doing, Mr. en-US Messer explained. Now all that being en-US said, remember these are new proceen-US -en-US dures in a new area that the citys never en-US done before. The reason it was put in en-US resolution format is because its a policy en-US -its not the law of the City of Fort en-USTime to tee off en-USSeeen-US en-US CDBGen-US, page 2 en-USSevin Bullwinkle/staff photographeren-USThe Kiwanis Club sponsored the Indian Hills Junior Golf Summer Camp at en-US Indian Hills Golf Course in Fort Pierce on Friday, July 20. en-US 2 en-USCommunity calendaren-USyear well be receiving $549.380, which is en-US about $70,000 more, she said. So were en-US proposing economic development this year, en-US with $20,000 for marketing and advertising en-US for small businesses; technical assistance en-US and grants for small businesses; our annual en-US job fair; our Minority Business Expo; and en-US $60,000 for small business educational en-US workshops and small business startups. en-US Ms. Woodruff emphasized that her en-US department had recently conducted a suren-US -en-US vey to garner community input and assess en-US needs for this years action plan, as well as en-US held town meetings to inform Port St. Lucie en-US residents of planned CDBG projects. She en-US and her staff have now begun a media camen-US -en-US paign to further improve the survey en-US response. en-US Were running print advertising in both en-US English and Spanish, as well as announceen-US-en-US ments on our public access cable TV for St en-US Lucie County and in social media, she en-US added. We just completed mail-outs to en-US 40-plus churches and community organizaen-US -en-US tions where we actually sent them a copy of en-US the press release to tell them where to get en-US the community survey, so were getting a lot en-US of responses back from that.en-US Commissioner Rufus Alexander quesen-US -en-US tioned Ms. Woodruff why the city didnt en-US also send out the information in Creole for en-US the citys Haitian residents and the latter en-US said that would soon be a reality as well. en-US I have an incredible executive assistant en-US who could translate that so we will certainly en-US do that, the grants division manager en-US responded. en-US As part of the public services funded by en-US CDBG proceeds, the city is currently conen-US -en-US ducting its fourth year of the Summer Jam en-US camp, which will be followed this year with en-US inaugural sessions of a new Art Camp slated en-US to run year-round. In response to questions en-US from Mayor Linda Hudson for more details, en-US Ms. Woodruff said she had recruited local en-US artists to teach art to elementary, middle en-US school and high school students on the top en-US floor of the old city hall building.en-US It would be an eight-week camp, so we en-US think we can take 50 youth for each eight-en-US week session, she explained. During the en-US eight weeks, theyll have an art lesson, and en-US its also life skills classes -anger manageen-US -en-US ment and social skills will be taught with the en-US art. On the ninth week, theyll have an en-US exhibit at the city hall.en-US Are you having any of the Highwaymen en-US artists? Commissioner Alexander asked.en-US Yes, the grants administrator responden-US-en-US ed. Were going to teach our cultural herien-US -en-US tage to our kids.en-US In response to further questioning from en-US the commissioner, Ms. Woodruff admitted en-US she had not planned on including a survey en-US incorporated this year with the Fort Pierce en-US Utility bills as she had originally done with en-US the five-year plan. She told Commissioner en-US Alexander she would try to get this years en-US Action Plan in the mail-out as well. en-US I can certainly get it in there, she said. en-US People can [also] call 772-467-3169 and en-US request a survey, and we can email it or mail en-US it to them, or we can tell them how to get it en-US on the Internet.en-US The second public hearing on the CDBG en-US 2018-2019 Action Plan will be held beginen-US -en-US ning at 6:30 p.m. Aug. 6 in the Commission en-US chambers at 100 U.S. 1 North in Fort Pierce. en-USCDBGen-USFrom page 1en-USFRIDAY, JULY 27en-US en-US Contraption Faction:en-US 3 p.m., Zora Neale en-US Hurston Branch Library, 3008 Avenue D, Fort en-US Pierce. en-US 3 en-USPierce -and my guess is before its over, its en-US probably going to be amended two or three en-US more times as we become more sophisticaten-US -en-US ed in how we do these things.en-US Commissioner Rufus Alexander cast one en-US of the two dissenting votes, connecting the en-US current decision with the one the Commisen-US-en-US sion majority made June 25 to uphold the en-US special magistrates prior condemnation of en-US 1635 Thumb Point Drive on South Hutchinen-US -en-US son Island and begin the demolition proen-US -en-US cess. The commissioner had cast one of the en-US two dissenting votes in that 3-2 decision as en-US well and directed his comments in the latest en-US meeting to the city attorney.en-US I have concerns with this all together en-US before us, and the fact of the matter that we en-US are in litigation, he said. We call it a scriven-US -en-US eners error, but the fact of the matter is, it en-US was brought before us by a citizen trying to en-US implement the law-enforcement part, and en-US we denied that citizen from doing that, and en-US now we want to come in after the fact en-US because we did not introduce that part. Im en-US not going to support it because of the fact en-US that it should have been done when we were en-US here in an open field and everybody had the en-US chance to say what they wanted to say.en-US Commissioner Reginald sessions -who en-US cast the other dissenting vote in both decien-US -en-US sions -worried the city might not have en-US legal standing to make the correction retroen-US -en-US active to when the Commission majority en-US first declared the property a nuisance. en-US So I mean at this point it was a mistake, en-US whether it be by way of staff or whatever, he en-US said. It was written, it was approved en-US improperly, and I dont think it looks good, en-US at least from a legal perspective: I just dont en-US think the court system is going to buy that en-US argument. It would be one thing if we were en-US just going forward, but retroactively back to Error en-USFrom page 1en-USThe Florida Department of Health in St. en-US Lucie County (DOH-St. Lucie) urges resien-US-en-US dents to avoid contact with wild and stray en-US animals to protect themselves from the risk en-US of rabies exposure.en-US In Florida, raccoons, bats, foxes, and en-US unvaccinated cats are the animals most freen-US -en-US quently diagnosed with rabies. Rabies is transmitted through en-US exposure to the saliva and nervous tissue en-US from a rabid animal through a bite, scratch, en-US or contact with mucous membranes such as en-US the eyes, nose, or mouth. An animal with en-US rabies could infect domestic animals that en-US have not been vaccinated against rabies. All en-US domestic animals should be vaccinated en-US against rabies and all wildlife contact should en-US be avoided, particularly raccoons, bats, en-US foxes, skunks, otters, bobcats, and coyotes. en-US The only treatment for human exposure to en-US rabies is rabies specific immune globulin en-US and rabies immunization. Appropriate en-US treatment started soon after the exposure en-US will protect an exposed person from the disen-US -en-US ease.en-US Along with local animal services, DOH-en-US St. Lucie works to prevent rabies by assisting en-US with animal bite investigations and testing en-US of animals for rabies through the Florida en-US Department of Health Bureau of Laboratoen-US-en-US ries. Tropical Depresen-US -en-US sionsare organized storms with winds of at en-US least 38 mph.Tropical Stormsvary in wind en-US speeds from 39-73 mph. Hurricaneshave en-US winds over 74 mph. en-US A Tropical Storm Watch means storm en-US conditions are possible in your area, while a en-US Hurricane Watch means hurricane en-US conditions are possible in the area. A en-US Tropical Storm Warning indicates tropical en-US storm conditions in the area, while a en-US Hurricane Warning indicates hurricane en-US conditions in the area.en-US Rain bands are strings of strong weather en-US coming off the cyclone producing heavy en-US rain, wind and tornadoes. The Storm Surge en-US is often underestimated and can be a deadly en-US result of ocean water swelling as a storm en-US makes landfall, quickly flooding coastal en-US areas.en-US It is important to create a disaster en-US response kit of supplies that you could take en-US with you if you are forced to evacuate or to en-US use in your home if you are left without en-US power for several days. Some recommended en-US items to include are: non-perishable food, en-US water, first-aid kit (include any prescription en-US medication you may need), personal en-US hygiene items and sanitation items, en-US flashlights, extra batteries, battery operated en-US radio, waterproof container with cash and en-US important documents, manual can opener, en-US lighter or matches, books, magazines, en-US games for recreation, and a plan for en-US evacuation and where you will re-connect en-US with family if separated.en-US It is also important to know how to en-US secure your home in the event of damaging en-US winds, storm surge and flooding. Cover all en-US of your windows with hurricane shutters or en-US wood, ensure all trees and shrubs are en-US trimmed and clear rain gutters, secure all en-US outdoor furniture, garbage cans, decoraen-US -en-US tions, and anything else that is not tied en-US down and brace internal doors.en-US If you are left without power, remember en-US these tips. Make sure your vehicle is full of en-US gas, have extra cash on hand, charge your en-US cell phone and limit use after power is out, en-US fill bathtubs and large containers with water en-US for washing hands and flushing toilets, turn en-US your refrigerator and freezer temperature to en-US the coldest setting prior to the storm en-US Remember, a severe storm can be deadly en-US and destructive. The best advice is to be en-US prepared. The responses range en-US from a dirty look to, "Oh, he's friendly" or en-US "She just wants to play," and my favorite, "He en-US doesn't bite."en-US All dogs have the potential to bite given en-US the right circumstances. Type TOURING WITH THE TOWNIES in the subject line.en-USTouring with the Townies en-USWhats a few years in computer time?en-USTen-USime moves pretty quick and, as en-US anyone who has owned a PC for any en-US length of time can tell you, it seems en-US like it takes no time at all for that top of the en-US line machine purchased just a few years en-US ago to become obsolete. But how long is en-US just a few years? en-US One of the first questions I ask a new en-US client is how old is the machine? And en-US frequently the answer I get is oh, its only a en-US few years old. I only use it for email or en-US Facebook. As it turns out, everyone seems en-US to have a different idea about just how long en-US a few years is and for some reason people en-US seem to think what they use their machine en-US for somehow enters into the question. It en-US doesnt! For years Ive tried to comprehend en-US why people answer the question how old is en-US your machine with a description (often en-US detailed) of what they use the machine for en-US and I cant understand it. How old is it is a en-US different question all together.en-US So after I get no clear answer to the age of en-US the machine at hand (but a detailed descripen-US -en-US tion of what its used for) Ill walk the caller en-US through accessing the installed programs en-US list in the computers control panel and then en-US sorting the list by date. By sorting by date en-US we can get the list of programs to sort with en-US the oldest program at the top of the list and en-US the newest at the bottom. (Or vice versa). If en-US we look at the oldest program in the en-US programs list, that can give us a pretty en-US reliable birthday for the machine and its en-US pretty easy to figure about how old the en-US machine is from there. And you know what en-US Ive found after doing this for so many en-US years? Most people who call me have no en-US idea how long a few years is!en-US Its very rare to have a caller call in with a en-US machine just a few years old thats en-US actually just two or three years old. Most of en-US the time that machine thats just a few en-US years old is more like seven or eight years en-US old and on occasion even as old ten years or en-US more!en-US So whats a person to do when that top of en-US the line machine they bought in 2011 is en-US finally running so slowly its almost going en-US backwards? Is there any way it can be en-US brought up to todays standards? In a word, en-US no. en-US Anything that old is not going to be up to en-US todays standards no matter how much en-US memory or upgrades you throw at it. The en-US fact of the matter is, if your machine is en-US older than seven years old and is in need of en-US repair, you should consider replacing the en-US machine. Even at five years old its usually a en-US better idea to replace rather than repair its en-US always frustrating to fix one thing only to en-US have something else stop working a week en-US later and thats what en-US tends to happen as en-US machines get older.en-US OK, but what en-US about all my stuff? en-US How do I get all my en-US pictures and stuff en-US on my old computen-US -en-US er over onto the en-US new one? is the en-US next question I get en-US when my caller en-US starts to think en-US about actually en-US replacing their en-US system instead of en-US fixing it. en-US If they have a en-US backup in place en-US then its easy, once en-US the new machine is en-US in we plug the backup drive into the new en-US machine and copy the contents of the Users en-US folder from the drive to the users folder on en-US the new machine and that takes care of the en-US data. Programs will need to be installed on en-US the new machine but that will take care of en-US all the data.en-US But what about the ninety percent of en-US callers who dont have a backup in place? en-US How do they go about getting their stuff en-US from one machine to another? en-US If you dont have a backup in place but en-US are getting ready to get a new machine then en-US just pick up an external USB hard drive at en-US the same time you get your new machine. en-US You can get a Terabyte drive these days for en-US around $60 and that will work just fine. en-US Then, copy the contents of the old computen-US -en-US ers User folder to the drive and transfer en-US that to the new machine, then, after the en-US data is moved leave the drive connected to en-US the new machine and use it as a proper en-US backup device for the new machine (which en-US will have to be the topic of another en-US column). en-US Sean McCarthy fixes computers. You read it, you reviewed it, and en-US the key item that wasnt in there regarding en-US the police instituting the action was a scriven-US -en-US eners error? I counted 11 people who were en-US responsible including the five of yall. en-US Nobody missed that in all the whole time, en-US and now you want to put it back in and have en-US it retroactive back to the very beginning? en-US Thats dirty pool.en-US Mr. Culverhouse, serving as his own en-US attorney, also spoke to the Commission, en-US calling the scriveners error correction a en-US thinly disguised effort to validate the illegal en-US proceedings, a reference to the Boards inien-US -en-US tiation of the formal condemnation proen-US -en-US ceedings of his property in mid-January.en-US This motion seeks retroactivity to Nov. en-US 20, 2017, and it seeks to validate invalid en-US actions and violates my rights and my sons en-US rights to due process, equal protection en-US against expo facto and against illegal taking en-US of our property without just compensation en-US under the Fifth Amendment, he lamented. en-US It also constitutes a violation of Sunshine en-US because these proposed scriveners error en-US amendments have never been brought en-US before the Commission in a public hearing.en-US Mr. Culverhouse also called for two of the en-US commissioners who voted in June to uphold en-US the property condemnation and demolition, en-US Mayor Linda Hudson and Commissioner en-US Jeremiah Johnson, to recuse themselves en-US from the vote on the scriveners error. en-US I move to request that Mayor Hudson en-US recuse herself for the grounds set forth in en-US the June 25, 2018 motion, he said. I also en-US renew the request made on May 21 and on en-US June 25 to disqualify Commissioner Jeremien-US-en-US ah Johnson, and I add to those grounds that en-US on July 5, both he and his wife were served en-US in the U.S. District Court case that I filed en-US again him and his wife and a number of othen-US -en-US ers.en-US For her part, Mayor Linda Hudson did en-US not respond or acknowledge Mr. Culveren-US -en-US houses request, saying the correction was en-US what the Commission had originally en-US intended for the resolution wording to say. en-US As far as Im concerned, were correcting en-US this for the future, and our future actions, so en-US I have no problem with it, she said. The en-US way were correcting it now is the way we en-US intended to act in the future.en-US Commissioner Johnson, on the other en-US hand, acknowledged Mr. Culverhouses en-US request but rejected it, himself making the en-US motion to approve the correction of the resen-US -en-US olution, which was immediately seconded en-US by Commissioner Thomas Perona who en-US made no comment on the matter. en-US I want to make sure that even tonight its en-US clear and I also want to go on record and en-US state that it would be illegal for me to abstain en-US from voting as it was requested earlier en-US tonight, he said. It is my duty and responen-US -en-US sibility to vote on resolutions.en-US Mr. Messer said as the city attorney he en-US would not comment on what possible effect en-US the resolution correction would have on the en-US demolition proceedings due to the property en-US owners previous statements that he would en-US sue the city..en-US Mr. Culverhouses case is obviously going en-US to be the subject of litigation, and if that en-US issue is chosen to be raised, well let a U.S en-US circuit court judge decide it, and well live en-US with the results, he said.
