Gorman had shown up en-US for that meeting. On April 9, Mr. Gorman en-US reminded commissioners of the previous en-US conversations he had with each of them en-US and what his clients hoped to do through en-US the bidding process.en-US The kings are agreeable to having a en-US proposal go out for bid because there is en-US currently an option that they have with en-US another party, and I think a number of the en-US representative of the city are familiar with en-US the other individuals who would like to en-US take over at Little Jims, he said. The conen-US-en-US cept is to place the current lease subject to en-US auction as a part of the proposal with an en-US extended lease and have Purchasing put it en-US out for proposal to see what proposals en-US may com in.en-US Mr. Gorman further explained that his en-US clients hoped the city would negotiate en-US with the prospective bidders to extend the en-US lease even further than the remaining six-en-US and-a-half years they want to have bought en-US out to encourage new financial investen-US-en-US ments into the business located on city-en-US owned property. Both en-US those who oppose and support the current Gilson en-US Road site tower admit the need for a tower to proen-US -en-US vide wireless communications in an area known en-US to be a dead zone. The St. Lucie County Planning en-US & Zoning Commission voted unanimously May en-US 17 to recommend denial of the two requests, sayen-US -en-US ing the company should search for alternate sites en-US in the area.en-US County attorney Dan McIntyre told commisen-US-en-US sioners that Vertex had requested a minimum of en-US 30 more days to research its options with a request en-US for continuance until Aug. 7. en-US 2 en-USCommunity calendar STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE PERMIT The Department of Environmental Protection gives notice of its intent to issue an Environmental Resource Permit modication (File No. MMR_206327009) to Stewart Materials, LLC, c/o Nick Stewart, CEO, 2875 Jupiter Park Drive, Suite 1100, Jupiter, Florida 33458, to create new surface water management systems at the Capron Trails Mine, an operating limestone and sand mine. The property is owned by the Indrio Land Group, LLC, and portions have been leased for mining by Dickerson Aggregates, Inc. and Stewart Materials, LLC. The new project area will adjoin property included within Permit No. MMR_206327-008, which was issued to Dickerson Aggregates, Inc. on May 11, 2016. Permit No. MMR_206327-008 will remain in eect, and is currently being mined under a lease by Stewart Materials, LLC. The new permit will allow mining to start in two new tracts, 4C and 4D, which are adjacent to Tract 4, the northernmost tract in the Dickerson permit. After the completion of mining in Tracts 4C and 4D, mining will expand westward into new Tracts 5 and 6. The mine plan involves a total project area of 750.04 acres, 403.72 acres of which will consist of the expanded mining into Tracts 4C and 4D (85.21 acres), Tract 5 (174.51 acres), and Tract 6 (144.00 acres). Tracts 4C and 4D will be mined for both sand and limestone, while Tracts 5 and 6 will be mined only for sand using a oating suction dredge. Tracts 4C and 4D will be dewatered to enable dry mechanical excavation to access the limestone. Recharge canals will be used to hydrate adjacent undisturbed wetlands during dewatering. The maximum mining depth will be limited to -28 feet National Geodetic Vertical Datum (NGVD), although deeper key ditches will be excavated within Tracts 4C and 4D to facilitate dewatering. The mine is located within the boundary of the Capron Trail Community Development District (CTCDD), which operates under an ERP issued by the South Florida Water Management District (SFWMD) (Permit No. 56-00745-S-02) to address the overall water management for the property. The mine also operates under a SFWMD Water Use Permit, No. 56-00765-W, which will be modied to address the mine expansion. Prior to mining of the sand and limerock deposits, overburden (non-mineable surface material) will be removed and stock piled along outer edge of the mining limits. Where suitable this material will be used in association with the construction of temporary access roads. All mechanically extracted limerock within Tracts 4C and 4D and wet dredged sand within Tracts 4C and 4D, 5, and 6 will be hauled or piped, respectively, back to the plant site and processing facility. The water and tailings transported with the sand will be returned to the excavation areas. Tailings will also be used during the reclamation process to create slopes along the post-mining lake littoral zones. A total of 24.28 acres of wetlands and 5.81 acres of other surface waters will be impacted by mining. To oset adverse impacts to wetlands, the permittee will provide a total of 227.83 acres of preservation through the recording of a conservation easement prior to the initiation of land clearing within wetlands. The preservation area consists of 75.11 acres of wetlands (56.03 acres mixed forest and 19.08 acres herbaceous or prairie) and 1.02 acres of other surface waters, along with 80.88 acres of herbaceous uplands (mostly dry prairie) and 70.82 acres of forested uplands (mostly pine atwoods). Hydrology within the preservation area will be enhanced by blocking unnecessary drainage ditches. To provide assurance that there will be no secondary impacts from mining on the hydroperiods of wetlands located near each mine phase, the permittee will conduct semi-weekly (every two weeks) hydrological monitoring, utilizing an array of sta gauges and piezometers. Each of these selected wetland locations will also receive annual qualitative vegetation monitoring to evaluate the response of the vegetative community. The mining and reclamation will result in three lakes surrounded by gently sloping littoral zone wetlands vegetated with native herbaceous plants. The lake depths will average about 53 feet below the ground surface. All the proposed mining will be subject to the mandatory reclamation requirements of Chapter 62C36, F.A.C. The control elevation of the nal post-mining Tract 4C lake is being proposed at 22 feet NGVD, which is lower than the seasonal high-water elevation (SHWE) of 23 feet NGVD of adjacent wetlands. As such, impermeable clay barriers as previously approved in the previous ERP, will be installed if needed between the post-mining waterbody and adjacent wetlands to prevent secondary impacts to the hydroperiods of these wetlands. The surface water created by mining in Tracts 4D and Tract 5 will be merged into a single lake, which, along with the Tract 6 lake will have a control elevation of 23 feet NGVD which is the same as the SHWE. The system is designed to contain up to a 100year three-day storm event and discharge structures will be in place to prevent overtopping if that storm event is to be exceeded. The project, as modied, will consist of a total permitted system of 715 acres. The estimated life of the mine is twenty years. The construction phase, including reclamation, of this permit expires in twenty years. The post reclamation land types will include lakes, wetlands, pine atwoods, herbaceous prairies, and pasture. The project is located just north of Indrio Road, approximately one-quarter mile west of Interstate95, Sections 6 and 7, Township 34 South, Range 39 East; and Section 12, Township 34 South and Range 38 East in St. Lucie County. The aected wetlands are isolated wetlands and ditches in the watershed of the CTCDD Canal C-5, Class IV waters. The latter responded April 9 that the en-UScity had a legal right to do so on the remainen-US-en-US ing part of the lease.en-US If youre asking me if its illegal, the en-US answer is no, it is legal to do it, Mr. Messer en-US explained. If youre asking me if its good en-US policy, I would defer to the Commission and en-US respective department heads on that.en-US During the May 21 City Commission en-US meeting, Commissioners voted unanimously en-US to accept the draft RFP wording without any en-US discussion. City manager Nick Mimms en-US reminded the Commission July 9 that some en-US of its members had asked to bring the topic en-US back to the table two weeks prior for further en-US discussions.en-US To assist with this discussion, we have en-US included in your package today the RFP and en-US the RFP special conditions, the existing lease en-US with the existing tenant, the memorandums en-US from the city attorney, the title report and the en-US appraisal, he said.en-US Commissioner Thomas Perona expressed en-US frustration that the current tenants had not en-US mentioned wanting to offer an extension of en-US their lease to a prospective future tenant in en-US his talks with them and doubted the city en-US could legally do anything beyond the current en-US leases provision to sell out the remaining en-US years.en-US It seems like we get caught up in all of en-US these legalities and proper formats of en-US RFPs, and it seems like weve caused a little en-US bit of a stir, he said. I guess theres still an en-US intention for the principles to market their en-US lease as long as the city can extend it in some en-US way. Everything that Ive seen so far just en-US doesnt provide me with any type of reasonen-US -en-US ing that this is something that we can actualen-US-en-US ly do legally. As far as Im concerned if en-US somebody else wants to take over the remainen-US -en-US ing time of the existing lease, that would be en-US about the only decision that we can do legalen-US-en-US ly.en-US Commissioner Jeremiah Johnson, conen-US -en-US curred, saying the RFP process had become en-US a little convoluted to him.en-US This was brought to us as a proposal, and en-US the original question was can we extend the en-US lease, and digging into the legalities and the en-US lease and all those factors, we cant do that en-US without an RFP, so thats where we are today, en-US he said. The attorneys office provided us en-US some information that was a proposed possien-US -en-US ble RFP agreement that involved multiple en-US parties, the city and the Kings involved as a en-US third party. If the Kings want to remove their en-US contractual requirements, then thats up to en-US them, and maybe we can negotiate and find a en-US way to do that, but I dont think the city is in en-US the position to do that.en-US For his part, Commissioner Perona admiten-US -en-US ted to having second thoughts after his origien-US-en-US nal approval of the RFP language May 21.en-US We had a proposed RFP draft language in en-US front of us, and it was sometime after that I en-US ended up very uncomfortable with that lanen-US -en-US guage because I felt that this was not solid en-US clad, it was not something that would pass all en-US test of legality in proper format, he said. I en-US dont know if anybody else had the same feelen-US -en-US ing afterwards, but I would propose that we en-US revisit that decision on the RFP language.en-US Commissioner Johnson also admitting to en-US having second thoughts on the RFP lanen-US -en-US guage.en-US I agree, he said, the RFP needs to come en-US back, we need to have some more discussion en-US and a discussion obviously with a decision en-US afterwards. You know I look back on the RFP en-US and the language and the third-party en-US arrangements that were mentioned in a few en-US of the paragraphs and Im uncomfortable en-US with it.en-US Both Commissioner Johnson and Comen-US -en-US missioner Perona mentioned the possibility en-US of selling off the property in the future once en-US the current or any renegotiated lease term en-US expires, which brought sharp rebukes from en-US two other commissioners.en-US I am not going to support it today or en-US tomorrow -Im not going to support selling en-US some of our public properties, Commissionen-US-en-US er Rufus Alexander fumed. We should be en-US buying public properties because there are en-US not a lot of public properties in the city of en-US Fort Pierce. Too much public property has en-US vanished.en-US Commissioner Reginald Sessions agreed.en-US I agree wholeheartedly: If anything, we en-US need to be trying to purchase, and definitely en-US not turn loose our assets -anything on en-US water, he said. As a as a matter of fact, I en-US hope the city is trying to obtain property that en-US abuts the water and let alone trying to get rid en-US of ours.en-US Mayor Linda Hudson noticed many Little en-US Jim supporters in the audience and emphaen-US -en-US sized the city was not making an underhanden-US -en-US ed attempt to replace the long-standing instien-US -en-US tution.en-US I want to tell you that the City of Fort en-US Pierce did not initiate this; this was initiated en-US by the operators of Little Jim, she explained. en-US The majority of people who have reached en-US out to me since this issue was promoted on en-US social media want to keep it like it is, so I will en-US tell you that major changes will be costly. en-USWhen we talked with our attorney and our en-US commission, we found that in order to do en-US that, by our own rules we would have to go en-US out for an RFP; so that would mean that the en-US current operators wouldnt be in control of en-US what would happen, and that made it very, en-US very messy.en-US The mayor also believes some of the details en-US uncovered in the title search of the land en-US might help to keep the natural charm of Little en-US Jims intact.en-US Honestly the way the property is now -en-US part of it is submerged part of the time, who en-US owns it, the state or city -Im not sure that en-US you can change all that much, she added. So en-US the people who have a great deal of anxiety en-US about keeping Little Jims as it is, I think the en-US forces of nature and the realities are you are en-US probably going to get what you want.en-US Mr. Mimms then told the Commission he en-US would bring the matter back to the July 16 en-US meeting during which they could actually en-US take action on the RFP wording.en-US We can bring the exact same information en-US and funnel this through all of our departen-US-en-US ments and also work with Mr. Messer so we en-US can get a clear legal opinion as to where we en-US stand with the RFP language, he said.en-USDebateen-USFrom page 1en-USSo the people who have a great deal of anxiety about keeping Little Jims en-US as it is, I think the forces of nature and the realities are you are probably en-US going to get what you want.en-USLinda Hudson, Fort Pierce Mayor
en-US 4 en-USDont blame your computer, blame your Internet speeden-USMen-USany people are surprised (shocked en-US even) when they replace their en-US ancient computer with a brand en-US spanking new machine with 10 times the en-US horsepower than their old one but their en-US new computer still crawls at a snails pace en-US when connected to the internet. en-US I often get calls from frustrated people en-US who tell me stories like I just got a new en-US machine but my home page takes forever to en-US load or every time I try to watch a video en-US online, it freezes, goes for a bit then stops en-US again over and over! I cant stand it! The en-US frustration is usually mixed with confusion en-US because they figure that, since its a new en-US machine with gobs of ram and all sorts of en-US processor power, it should be much faster en-US than their old machine. en-US Now as a rule this is usually true their en-US new machine is actually much faster than en-US their old machine and if you set the two of en-US them up side by side youll see the new one en-US start up much faster, open programs much en-US faster and visibly outperform the old en-US machine with every test you throw at it. en-US That is until you start doing things that en-US depend upon a fast internet connection. en-US You know, things like watching a en-US YouTube video or waiting for a page like the en-US Yahoo portal to load. Then, if the internet en-US connection is not what it should be, things en-US grind to a halt and start working at the en-US same pace as the old machine.en-US When people start off by telling me that en-US watching videos over the internet is en-US frustrating because it pauses and skips, I en-US usually tell them about the old work around en-US of starting the video and then immediately en-US hitting the pause button for a while. (I still en-US use this technique just to make sure, en-US especially if its a long video Ill start the en-US video then pause it and go get a cup of en-US coffee or something. Then when I come en-US back Ill hit play and it usually plays without en-US a hitch). What were doing by starting it and en-US pausing for a while is giving the data stream en-US a good head start before releasing the play en-US head in the hopes that the point of the en-US video that we are watching doesnt catch up en-US with the data stream thats downloading. If en-US the internet connection is slow and we hit en-US play and dont hit the pause button, the en-US video will sometimes play faster than the en-US computer can download the data that en-US makes up the video and the whole thing en-US stops while it downloads a bit more. This en-US process is called buffering and has more en-US to do with the speed of the internet en-US connection than it does with the speed of en-US the computer. Pause the video and give the en-US data stream plenty of time to buffer and en-US when you hit the play button again the play en-US head wont have a chance of catching the en-US data stream and it should play smoothly. en-US With YouTube videos you can even see it en-US in action start a video and hit pause, then en-US watch and youll see a thin red line start to en-US grow from the left to the right even though en-US the video isnt playing. That line is an en-US indication of how much of the data stream en-US is downloaded and the trick is to make sure en-US its far enough ahead. Catch up to the line en-US and the video will pause and try to buffer en-US on its own but usually the automatic en-US buffering doesnt give the data stream en-US enough of a head start and the process en-US repeats itself over and over.en-US OK so we know that even a brand new en-US computer will come to a screeching halt if en-US its trying to do something over a slow en-US internet connection but how does one go en-US about testing that? One way to check is to en-US fire up your web browser and go to en-US www.en-US speedtest.neten-US and click the Go button. en-US (Caution the button you want to click is en-US labeled Go Ignore any ads that may load en-US first with misleading buttons!) en-US This will run a series of tests and give you en-US a good idea of just what your download and en-US upload speeds are measured in Mega Bits en-US Per Second (MBPS). One rule of thumb is en-US you want to see at least two MBPS to be able en-US to watch internet video streaming without it en-US constantly buffering and the en-US speedtest.neten-US en-US website will tell you just what kind of downen-US -en-US load speeds youre getting. Get anything en-US lower than two MBPS and its time to call en-US your internet provider and complain, after en-US all a brand new computer deserves a en-US lightning fast connection dont you think?en-US Sean McCarthy fixes computers. This is man made and could have en-US been avoided. But our politicians are en-US beholden to the sugar farmers. Finally, now en-US that it is gotten to huge proportions, ideas en-US are being sought after but for some its too en-US late. Our businesses who depend on the en-US water and boaters and fisherman will suffer en-US another setback this year because of the en-US algae. en-US Brightline adds another fight. When polen-US -en-US iticians tell me its a "done deal", that just en-US means to me we need to fight back because en-US they have given up. This is en-US the only access to Martin Memorial and en-US when moments could mean life or death, we en-US do NOT need a train in this area. With the en-US approval of thousands of homes on the west en-US side of the area, perhaps thought should be en-US given to moving the tracks so those moving en-US there would have a direct route to Orlando en-US or Miami. The fisherman again will suffer if en-US this train becomes reality as well as downen-US -en-US town small businesses. I wanted to thank all the research that en-US youve been doing in regards to the Gilson en-US Road location, and we really hope that this en-US alternate location is going to be able to be en-US approved because of the fact that it would be en-US a win-win for everybody. We want Harbour en-US Ridge to have good cell tower service, but en-US we also want it to be in an appropriate locaen-US -en-US tion that doesnt cause problems.en-US Commissioner Chris Dzadovsky agreed, en-US saying he wanted to send a clear message to en-US Vertex Development, which brought a en-US round of applause from some audience en-US members in the chamber.en-US I would just send a message to seriously en-US consider the location for the future and that en-US they can work very hard over the next five en-US weeks to secure a win-win deal, he said.en-US Leslie Olson, director of Planning and en-US Development Services for the county, en-US agreed there could be other possible sites en-US but warned the Commission that any other en-US site selected would cause further delays due en-US to restarting the application process.en-US This is a good opportunity for the applien-US -en-US cant to evaluate whether or not those might en-US be possible locations, she said. If they suben-US -en-US mit for an alternate location, that is a sepaen-US -en-US rate application that must go through a en-US review process. We could not approve an en-US alternate location at the continued hearing, en-US but it does allow them to evaluate whether en-US or not this would be something they could en-US do.en-US Commissioner Dzadovsky then asked en-US Ms. Olson if there was anyway to expedite en-US the process since the company had already en-US paid the application fees for the previous en-US site. en-US What the Board can do, she responded, en-US is they can move to waive or lower the fees en-US if they so choose during the hearing so that en-US they would not incur that expense. In terms en-US of a new application, you do have to go en-US through the review steps. We tried to get en-US them to these steps before, and it was a lot of en-US back-and-forth between them with engien-US -en-US neering issues. Thats what took them a long en-US time to get through the process before. Its en-US always a difficult thing to site a cell tower, so en-US well definitely work with him as much as en-US we can to get them through as quickly as en-US possible.en-USToweren-USFrom page 1en-USare chronically infected are unaware of their en-US infection and appear healthy while liver damen-US-en-US age could still be occurring (Centers for Disen-US -en-US ease Control and Prevention, 2018).en-US Viral hepatitis is also a global threat. LUCIE Walking into the en-US Villa Pagano is like stepping through the en-US doors of a time machine, taking you back en-US to a simpler more rustic age when meals en-US were simmered to savor for hours on end en-US and an extra plate was always handy for en-US anyone who might walk through the door.en-US Although opened just last April, the en-US restaurant and its owner Raffaele Pagano en-US come with a long gastronomic history en-US spanning two continents and multiple en-US generations. Mr. Paganos family emigraten-US -en-US ed from Italy when he was just a child, and en-US by the time he was 15, he was learning en-US culinary techniques that his Italian granden-US -en-US parents had passed down to his parents in en-US his own familys restaurants in New York en-US City. After his family moved to Port St. en-US Lucie in the late 1990s, he and his brother en-US opened up Europa, which they ultimately en-US sold in 2006.en-US During my recent visit I sampled small en-US portions of several things off the menu, en-US particularly because my dining partner en-US Gloria is still out of the country and I en-US couldnt nibble off her plate as usual. I en-US began with two different appetizers, the en-US caprese and antipasta salads. The caprese en-US is a beautiful little stack of fresh mozzarelen-US -en-US la and tomato slices doused with vinaien-US -en-US grette, while the antipasta is Mr. Paganos en-US own take on the traditional dish of Genoa en-US and sopressata salami, provolone, mozzaen-US -en-US rella, tomatoes, olives, artichokes and en-US banana peppers swimming in an olive oil/en-US balsamic vinegar dressing. Instead of the en-US thinly rolled slices of Italian cold cuts en-US found in most antipasto salads, the Pagaen-US-en-US no version features chunks of the savory en-US meats and cheeses making for a much en-US hardier appetizer that could really serve as en-US a meal.en-US My visit to Villa Pagano also instilled in en-US me a new passion for Pasta Fagioli, a typien-US -en-US cal Italian soup made of cannellini beans, en-US red kidney beans and ditalini pasta. I had en-US basically stopped ordering the dish after en-US several disappointing renditions. Mr. en-US Paganos secret, he said, was a return to en-US the soups vegetarian roots, which results en-US in a lightly seasoned broth brimming with en-US the standard ingredients plus other vegeen-US-en-US tables offering a tantalizing crunch of celen-US -en-US ery in the background.en-US Villa Pagano Is also the first place Ive en-US ever enjoyed rice balls as an entree. The en-US owner tops them with cheese and an en-US exquisite marinara-type sauce that his en-US wife said her northern relatives clamored en-US for at Europa before she ever met her en-US future husband.en-US When our family members up north en-US came down for a visit, they would ask en-US where they could go locally to get a good en-US red sauce, she said. I would tell them en-US either go to Europa or wait till you get en-US back home in New York for your red en-US sauce.en-US In-between bites of my lemony Chicken en-US Francese (yeah, I kept on eating but my en-US pace at this point had slowed consideren-US -en-US ably) I sampled both the meat and vegeen-US -en-US tarian pinwheels (flaky pastries filled with en-US pizza ingredients), as well as slices of both en-US Sicilian and Grandmas pizzas. While the en-US Sicilian is a much thicker and chewier en-US pizza, the Grandmas ended up being my en-US favorite. Always meant to be a simple dish en-US of un-risen pizza dough, fresh tomatoes en-US and mozzarella cheese, the Grandma is a en-US delightfully thin and crispy pie baked in a en-US rectangular pan coated in olive oil.en-US For more traditional or adventurous en-US pizza lovers, Villa Pagano offers at least 28 en-US toppings to choose from, and many flaen-US-en-US vors of pizza -including the Grandma -en-US are available by the slice throughout the en-US day. Youll find a good selection of calen-US -en-US zones, strombolis and hero sandwiches on en-US the menu, along with a variety of eggplant en-US and seafood entrees. Patrons with dietary en-US restrictions can also request dairy-free en-US cheese on their pizzas and pastas at no en-US extra cost, and the restaurant offers a en-US 12-inch gluten-free pizza as well.en-US For a sweet finish, Mr. Pagano brought en-US me out a plate of his unique Cannoli Dip, en-US which basically consists of broken pieces en-US of cannoli surrounded with dollops of en-US sweet ricotta cheese filling.en-US Since cannolis tend to break when you en-US eat them anyway, Ms. Pagano explained, en-US we decided to do the work for you and en-US make it easier.en-US I have to admit I enjoyed cannolis this en-US way much better than trying to catch the en-US broken pieces in my hand or over the plate en-US as I eat them. en-US The warm and rustic interior of the en-US restaurant was all finished by Mr. Pagano en-US himself, mimicking much of what hes en-US seen on visits to his native Italy, including en-US a beautiful stone grotto devoted to the en-US Virgin Mary and a brick wall that appears en-US to have been patched over with stucco.en-US People [there] dont replace the walls, en-US they just patch them, he said.en-US The Party Room is particularly beautien-US -en-US ful with its shiplap walls constructed of en-US reclaimed pallet boards that embrace the en-USgrotto centerpiece made of hand selected en-US stones. The room can seat up 40 or more en-US guests comfortably and is available withen-US-en-US out cost on a first-come, first-served basis.en-US For more information, call (772) 207-en-US 7762, visit www.villapaganopizza.com or en-US visit the restaurant in the Village Square en-US Plaza at 8765 S.
