Army Corps spokesman John Campen-US -en-US bell said the fresh water discharges were necessary en-US to protect the communities bordering Lake en-US Okeechobee from flooding. en-US The possible health and safety consequences en-US of not discharging water from the lake far outen-US-en-US weigh the present consequences of resuming the en-US discharges, he said. If the dike breaches, the en-US potential for loss of life is much, much greater.en-US Prior to the Corps latest decision, Rep. Brian en-US Mast had pleaded with Florida Army Corps Comen-US-en-US mander Col. Jason A. Kirk in a July 5 letter to en-US delay the discharges due to a massive green algae en-US bloom covering most of the lakes surface.en-US Sending algae-laden water to the St. Lucie en-US Estuary would present a more imminent and danen-US -en-US gerous threat to public health and safety than anyen-US -en-US thing else, he stated in the letter.en-US The Army Corps first began releasing Lake O en-US water to the estuaries on June 1 in response to en-US heavy rains in late May. Those releases began to en-US cause green algae buildup as far away as Fort en-US Myers and Downtown Stuart, where the en-US Homeen-US -en-US town Newsen-US found green algae blooms floating in en-US Frazier Creek and at the Sunset Bay Marina as en-US recently as July 8. The Corps reduced the disen-US-en-US charges by 25 percent on June 22 in response to an en-US emergency order by Gov. A free, Christ-centered en-USST. LUCIE COUNTY Its summer time en-US and that means kids are swimming to keep en-US cool and have fun. But did you know that en-US according to the Centers for Disease Conen-US -en-US trol, drowning ranks fifth among the leaden-US -en-US ing causes of unintentional injury death in en-US the U.S., and is the No. 8 cause of death for en-US black youth in America? This statistic en-US astounded Sunshine Laundries co-owner en-USTom Rhodes when he first heard it two en-US years ago during a Free Laundry Day event en-US in Atlanta, sponsored by the Coin Laundry en-US Associations Laundry Cares Foundation. en-US Living on the Treasure Coast, we just en-US take for granted learning to swim because en-US water is all around us, said Rhodes. But en-US one woman who was receiving free laundry en-US on that day came up to me with tears in her en-US eyes and said that because she was saving en-US money on her laundry, she could take those en-US dollars and now be able to afford to have en-US her son take swimming lessons.en-US The personal exchange stayed with en-US Rhodes as he returned home to Vero Beach, en-US and last summer he launched a scholarship en-US program to help underwrite the cost of en-US swimming lessons. Through a partnership en-US with St. Lucie County and the American en-US Red Cross, Sunshine Laundries is once en-US again providing 40 swimming scholarships en-US for lessons taken at St. Lucie County Aquaten-US -en-US ics Facilities. Lessons are normally $65 per en-US session; however with the scholarship proen-US -en-US vided by Sunshine Laundries, the cost is en-US only $15.en-US Sunshine Laundries presented a $2,000 en-US check to Adam Jones, Aquatics & Safety en-US CoordinatorforSt. Lucie County Parks, en-US Recreation & Facilities, during a recent en-US County Commission meeting to kick off en-US the summer program. en-US 3 en-USslow the releases. On June 21, the South en-US Florida Water Management District impleen-US -en-US mented a series of new measures designed en-US to work in conjunction with others already en-US in place to help lower the lake level by moven-US -en-US ing a larger quantity of water into the stormen-US -en-US water treatment areas south of the lake. Disen-US -en-US trict Governing Board Chairman Federico en-US Fernandez stated that day he believed the en-US governors expedited process would cut en-US through much red tape and get the water en-US level down sooner.en-US We are taking every opportunity to en-US remove water from the conservation areas en-US through our regional flood control system, en-US he explained. These measures, combined en-US with necessary actions by our federal parten-US -en-US ners, will help reduce the water levels caused en-US by the record-setting rainfall we have seen en-US so far this wet season.en-US Neither Mr. Fernandez nor the District en-US media office responded to email questions en-US on deadline as to why these late June meaen-US-en-US sures had not had an effect or whether they en-US had even been put into place yet. The Direcen-US-en-US tor of Advocacy for the Coastal Conservaen-US -en-US tion Association of Florida welcomed the en-US states latest efforts but admitted they en-US wouldnt be enough to solve the problem. en-US CCA applauds the effort to send more en-US water south and limit the water being sent en-US to the St. Lucie and the Caloosahatchee riven-US -en-US ers, he said. We understand that this is far en-US from the solution, but every little piece en-US helps.en-US St. Lucie County Commissioner Chris en-US Dzadovsky insisted July 8 the Corps needed en-US to update its discharge schedule known as en-US the Lake Okeechobee Regulation Schedule en-US and stop focusing on making the lake capaen-US -en-US ble of holding more water.en-US The ACOE does need to update the en-US LORS -which involves an Act of Congress en-US -but in the final analysis strengthening the en-US dike is for safety, not to hold larger amounts en-US of water over time, he said. Increasing the en-US depth of the lake will severely hinder the en-US ecosystem that is Lake Okeechobee. Killing en-US one for the other does not make logical en-US sense.en-US Both the Martin and St Lucie county en-US commissions sent resolutions to Tallahassee en-US in June urging the prompt completion of the en-US Indian River Lagoon South project. Comen-US-en-US missioner Heard warned her fellow comen-US-en-US missioners right before the unanimous en-US approval of the resolutionthat the CEPP en-US and EAA projects appeared to be crowding en-US the local canal portions of IRL South out of en-US the way.en-US So, it looks like C-23/C-24 may be slipen-US-en-US ping, and CEPP and EAA reservoir projects en-US may be leapfrogging over these, which is en-US really dangerous for us, she said June 12. en-US So I would urge that we write to our state en-US legislators and our federal legislators and let en-US them know in no uncertain terms that the en-US C-23/C-24 projects have to continue, they en-US have to be in design and they have to be en-US funded, because otherwise we are en-US over-promising and we are going to en-US under-deliver. We are not going to receive en-US the benefits from the EAA storage and we en-US are not going to receive the benefits from en-US CEPP storage if we dont do these projects en-US first. en-US St. Lucie County Commissioner Dzaen-US -en-US dovsky worried about the potential health en-US threats from the pollutants and latest en-US onslaught of green algae being released en-US from Lake Okeechobee and said prevention en-US would be less costly.en-US It is however the pollutants such as en-US nitrogen, phosphorous, heavy metals, pestien-US -en-US cides, herbicides, and the like, that are createn-US -en-US ing life-threatening problems such as liver en-US damage, kidney damage, early onset of en-US dementia and Alzheimers, he said. The en-US cost of keeping contaminants out of the sysen-US-en-US tem is far less expensive than having to en-US spend billions in building STAs and treaten-US -en-US ment trains in removing contamination. en-US The people of Florida have provided a clear en-US message with the 2014 Amendment 1 referen-US -en-US endum with a funding source to make a en-US very focused effort to implement CERP en-US [Comprehensive Everglades Restoration en-US Plan] and the collective components to en-US clean up our waterways and fix the plumben-US-en-US ing once and for all en-US Martin County Commissioner Sarah en-US Heard said July 2 she doubted the newest en-US measures by the District would have any en-US effect. She insisted Florida must continue en-US with already approved plans for the Indian en-US River Lagoon project, a component of the en-US 2007 Water Resources Development Act en-US that includes a reservoir and STAs for the en-US C-44 canal, and both reservoirs and STAs en-US for the C-23, C-24 and C-25 canals.en-US We need to construct the projects in en-US CERP [Comprehensive Everglades Restoen-US-en-US ration Project] in a methodical, timely way, en-USshe said. All of these critical projects are en-US programmed in the current Integrated en-US Delivery Schedule, a 15-year funded work en-US product schedule agreed to by both Florida en-US and the federal government. None of the en-US subsequent projects, like CEPP [Central en-US Everglades Planning Project] and the EAA en-US [Everglades Agricultural Area] reservoir, en-US will deliver the promised results that show en-US substantial improvements for the St. Lucie en-US and Indian River Lagoon estuaries until and en-US unless the IRL South projects are all comen-US -en-US pleted. en-US For her part, Commissioner Heard insists en-US the state must focus on keeping water from en-US overwhelming Lake Okeechobee to begin en-US with.en-US Additionally, Florida must create addien-US -en-US tional storage and treatment north of Lake en-US Okeechobee, she said. At least one house in Port St. Lucie en-US has no less than four trailed boats stored on en-US this residential property. According to the Palm en-US Beach newspapers May 10th headlines, en-US Brightlines upgrades are about to silence en-US train horns on FCC tracks in six out of seven en-US cities beginning really soon. Anybody liven-US-en-US ing within a mile of the tracks knows the en-US nightly assault on the ears hearing those en-US horns blaring in the silence of the night at en-US two, three and four oclock in the morning. en-US Many must be regretting the decision to en-US fight against the trains coming by here and en-US the silencing of the horns that would have en-US brought us. Now as these trains approach, en-US theyll keep mercilessly blaring their horns en-US as hard as they possibly could during the en-US wee hours of the morning just remind us of en-US our stupidity and the transfer of wealth to en-US the lawyers pockets fighting this losing war. en-US You aint stopping this train, sorry, aint en-US going to happen. Fight for a train station en-US instead.en-USHelp to en-US reduce panicen-USWe can reduce the panic spread by the en-US Chicken Little local news as weather peren-US -en-US sons during hurricane season. We need a en-US website that, when you enter your zip code en-US and a hurricane is near, will give you the en-US winds expected in that zip code in the next en-US 24, 36, and 48 hours. That way, the panic en-US about high winds can be narrowed to a en-US small area instead of wide spread panic.en-USVote no!en-USVote No to Incorporate. I have been comen-US -en-US ing to Hobe Sound for forty years and it has en-US not changed much over time. Yes, there are en-US more homes and the shopping centers at en-US Bridge Road and US 1 but the quaintness of en-US Hobe Sound is still here. What are the proen-US -en-US ponents of incorporation going to save us en-US from? Martin County has been doing a good en-US job preserving Hobe Sound. In my opinion en-US there are hidden agendas with the people en-US pushing for incorporation. Taxes will go up en-US to pay for an additional layer of Governen-US -en-US ment that is not needed. Remember the old en-US saying If it isnt broken dont fix it en-USBe kind en-US to iguanasen-USIts important to remember that animals en-US like the iguanas and boa constrictors en-US invading Florida were once pets, en-US dumped when the novelty wore off. They en-US are here through no fault of their own and en-US should be dealt with humanely. Startling en-US people and eating plants surely shouldnt be en-US cause for a death sentence.en-US In general, iguanas want to stay away en-US from you as much as you want to stay away en-US from them. Make your property unappealen-US-en-US ing to iguanas. There are many plants and en-US ornamentals that iguanas do not eat. If you en-US have fruit trees, dont let dropped fruit stay en-US on the ground. Seal holes, cracks in the walls en-US and floors, and spaces around doors, winen-US-en-US dows, and plumbing. Make sure your en-US screens are secure and undamaged. Keep en-US brushy areas where iguanas like to nest to a en-US minimum. Hang cheap CDs as wind chimes en-US from trees or prized plants (the reflective en-US surfaces often scare iguanas away). Nonleen-US -en-US thal deterrent sprays are available at harden-US -en-US ware stores. Living in harmony with en-US free-roaming iguanas is possible without en-US having to bash their skulls in.en-USWalking dogsen-USLets be honest, people walk their dogs so en-US they can relieve themselves on other peoen-US -en-US ples property. Some walking the dog at en-US night, unleashed, so they dont have to bothen-US -en-US er to clean up and some are doing it in dayen-US -en-US time too. Confronted, they get feisty and try en-US to make you the bad person on top of it. I en-US could easily do without this kind of neighen-US -en-US bors. en-USJust a few thingsen-USFirst I wish to thank the Vietnam Veteren-US -en-US ans of St. Lucie County for the Military en-US Appreciation Game for ALL veterans. But en-US while at the game, I witnessed a grown man en-US grab a baseball that three children were en-US chasing. Instead of giving it to one of the en-US kids, he held his trophy up as if hed done en-US something special. Taking candy from a en-US baby? Shame!!en-US And also shame on the City of Fort Pierce en-US for putting money above locally owned en-US businesses. The Tiki Bar will no longer be en-US locally owned, and I will no longer give en-USthem my business. There are too many en-US locally owned businesses that will appreciate en-US it more. en-USSevin Bullwinkle/staff photographeren-USThe Cake Lady held Cupcake Camp in Fort Pierce on Wednesday en-US June 27. en-US 8 en-USthose things inside of these meetings.en-US The Police Department will require all en-US Committee members to attend a Citizens en-US Police Academy and participate in a minien-US-en-US mum of two ride-alongs with city police en-US officers before participation on the Board. en-US Were going to be talking about city goven-US-en-US ernment and the rules and such so that they en-US can fully understand when were having en-US these conversations, the chief added. They en-US will be vested in the conversation, and we en-US can have a better understanding.en-US Commissioner Rufus Alexander quesen-US-en-US tioned Chief Hobley-Burney about the en-US depth of the role of Committee members en-US and their relationship between citizens and en-US the Police Department. en-US Are these Committee members going to en-US be able to go back to these individuals and en-US discuss what was discussed in your Comen-US -en-US mittee meeting? he asked en-US The chief emphasized that Committee en-US members themselves would decide the en-US exact level of their visibility as a community en-US liaison.en-US Yes sir, they will be able to, and then as en-US far as the identity of them, we can put them en-US on our Facebook page, we can put them en-US anyplace you deem fit for the committee en-US members and what their comfort level is so en-US the citizens will be informed, Chief Hoben-US -en-US ley-Burney responded. They are a repreen-US -en-US sentation of you, the Commission.en-US Mayor Linda Hudson then asked her felen-US -en-US low Commission members about the minien-US -en-US mal requirements for serving on the Comen-US -en-US mittee.en-US My preference would be that theyre resen-US -en-US idents of the city of Fort Pierce, vote in Fort en-US Pierce and have a business in Fort Pierce, en-US she said.en-US Both Commissioners Thomas Perona en-US and Reginald Sessions wanted to remove en-US the words recognized stakeholder in the en-US community from the chiefs draft docuen-US -en-US ment because they considered the words en-US too vague. en-US So that is very, very broad for interpretaen-US -en-US tions, the latter said. What has been cusen-US -en-US tomary for us in regards to advisory boards, en-US can anybody tell me?en-US City Manager Nick Mimms attempted to en-US answer the question, while admitting such en-US appointment requirements to advisory en-US boards like the Community Redevelopment en-US Agency have varied broadly to-date.en-US On the CRA advisory committee, we do en-US have business folks that have representation en-US on that committee, and we also talked about en-US having a student from a local state college en-US being on that committee, he said. Now I en-US believe our charter states that representaen-US -en-US tives on the committees should be residents en-US of the city of Fort Pierce, but just due to the en-US complexities or the needs of the committee en-US itself, we have deviated from that in assignen-US -en-US ing members of the community that can en-US help this Commission with our mission. So en-US if youre looking for consistency, we dont en-US have any.en-US Commissioners ultimately decided on en-US only requiring prospective Committee en-US members to be permanent residents of the en-US city of Fort Pierce. Three members of the en-US public did address the Commission during en-US the hearing, with LaShonda Henderson en-US expressing frustration over the lack of conen-US -en-US sistency among city board appointments. en-US I want to first start off by saying that I do en-US applaud the city for taking this initiative in en-US coming up with the Police Advisory Board en-US as I was such a great advocate for it initially, en-US she said. However, Im quite disappointed en-US that there is no consistency on the board en-US appointments. If you research the boards, en-US they dont all have to reside in the city so en-US that was interesting. The fact that they have en-US to reside in the city, and on other boards en-US they dont, is neglect on the citys part.en-US Ms. Henderson also thought the city en-US should cast a wider net for prospective en-US Committee members. en-US I didnt hear anything about local comen-US-en-US munity organizations being a part of that en-US Board and those are your stakeholders, she en-US added. We are the ones that are doing the en-US work in the city, the boots on the ground. en-US What about our high school students, en-US because they are also affected by the crime en-US and the rapport between law enforcement en-US as well.en-US Fort Pierce resident Henry Duarte also en-US addressed the Commission during the en-US meeting, emphasizing the importance of en-US relationship between the community and en-US prospective Committee members. en-US Whats more important is approachabilien-US -en-US ty, he said. When people in the city feel en-US like they can come and speak to someone, en-US thats most important, not the long extenen-US -en-US sion of experience or how you feel about en-US whether theyre a business owner. Were en-US dealing with people who have to be en-US approachable.en-US Mr. Duarte, 24, admitted he has spent his en-USentire life in Fort Pierce and wanted to see en-US his city progress even further and lower the en-US crime rate.en-US I believe that if the local Police Departen-US -en-US ment, the citizens and our elected officials en-US can work together, we can reach those goals en-US and itll become the city that most of us see en-US in our hearts, he said. Thats why I believe en-US if we continue to make sure this Committee en-US not only meets certain requirements, but en-US has people who really are going to be effecen-US -en-US tive in this community, we can see a better en-US Fort Pierce. Even a few minutes after opening, en-US vacationers and locals alike quickly fill up en-US spots at the bar and grab tables on the outen-US -en-US side deck to enjoy a meal and unwind with en-US the perks of island life. en-US My guest and I visited Chucks last week en-US in the early evening. We were lucky enough en-US to get a great table with views of the evening en-US sky. Even when the suns not shining, there en-US are plenty of things to watch on the lagoon. en-US Our meal began with Chucks incredible en-US clam chowder. This creamy, delicious chowen-US -en-US der is full of potatoes and clams. Herbs and en-US savory spices such as thyme and rosemary en-US push this starter over the top. If youre in the en-US mood for a great chowder, start with this en-US one. en-US Although I didnt pick the outrageous en-US oysters this time, a couple next to me did en-US and my oh my did they look fantastic. The en-US fresh oysters on the half shell were topped en-US with sour cream, chopped onion and caviar. en-US With a dab of horseradish and cocktail en-US sauce, this combination of flavors marries en-US into a perfect union. They will be the first en-US thing I order on my next visit.en-US We ordered a serving of conch fritters en-US because Chucks knows the secret to the en-US perfect fritter... A crispy outside and a en-US warm, soft and chewy inside. The perfectly en-US browned fritters were served with a tasty en-US dipping sauce. The fritters were full of tenen-US-en-US der pierces of conch and were perfectly seaen-US -en-US soned. They are a must on any visit.en-US For my main course, I chose the grilled en-US shrimp. Eight plump shrimp are seasoned en-US and served on two skewers. The delicate en-US blend of spices didnt overpower the taste of en-US the fresh shrimp. A definite winner. The en-US skewers are served with two sides. I enjoyed en-US steamed broccoli and a hot parsley potatoes en-US with my entree. en-US My guest chose a New York Strip and en-US fried shrimp. Chucks is well-known for en-US their fried shrimp, and this meal did not en-US disappoint at all. The shrimp are simply en-US amazing. They are perfectly seasoned, baten-US -en-US tered and fried, and served hot with cocktail en-US sauce.en-US The steak was tender, delicious and every en-US bite I had (even though it wasnt my meal, I en-US still had a few bites!) melted in my mouth. en-US Each dinner was served with a salad and en-US basket of fresh bread. en-US If you have room after your meal, try one en-USChuck'sen-USFrom page 9 The grilled en-USshrimp was en-US served with en-US parsley en-US potatoes en-US and steamed en-US broccoli.en-US Far left: The en-US peanut buten-US -en-US ter pie was en-US perfect! of the desserts at Chucks. The evening we en-USvisited, peanut butter pie was on the menu. en-US This sweet delight was the perfect night cap en-US to a perfect evening.en-US The menu at Chucks is full of fresh seaen-US-en-US food and delightful landlubber items. There are also times when it is en-US not. Fortunately, for those that live in the en-US Deltona area, you have an award-winning en-US course that you can enjoy with just a very en-US short trip. en-US Anyone who knows me is aware of how en-US I feel about courses that wind their way en-US through a development, with houses en-US guarding the edges of every fairway. I en-US realize that many courses are an amenity en-US and designed to complement the developen-US -en-US ment, but I prefer trees and such over en-US pools and houses. en-US I was recently invited to play The en-US Deltona Club, a course that sits a short en-US drive northeast of Orlando and southwest en-US of Daytona, just a hop and a skip off en-US Interstate 4. The course is part of a en-US development, but you would never know en-US it. The course sits right in the middle, en-US utilizing the rolling hills and valleys to en-US create a wonderful experience.en-US The course, built in the 1960s, was en-US extensively renovated and updated earlier en-US this decade by award-winning architect en-US Bobby Weed, and was named 2013 No. 1 en-US Golf Course Renovation in Florida by en-US Golf Inc. Magazine. The Deltona Club en-US features five sets of tees, playing as short en-US as 4,678yards or as long as 6,988-yards.en-US Thanks to the terrain, there is a en-US wonderful variety of holes. You will find en-US yourself playing uphill and downhill, en-US along with an occasional side-hill lie. en-US Thanks to the beautiful, mature oaks, en-US pines and other trees, each hole is well en-US defined and framed.en-US I found the course to be well balanced, en-US with the most difficult holes split between en-US the two nines. With so many hills and en-US doglegs, the course requires you to think en-US your way around. The par-4 second hole en-US makes a 90 degree dogleg to the right en-US from the fairway. From the tee, you must en-US hug the right side and be careful not to en-US drive through the fairway to give yourself en-US the best approach shot to a green sitting en-US atop a hill. en-US The toughest hole on the course is the en-US long par-4 fourth. From the tee you face a en-US shot to a fairway that looks narrower than en-US it is. The fifth hole is a perfectly straight, en-US dowhill par-5 that plays shorter than its en-US posted yardage, because a solid drive will en-US roll forever.en-US At the turn I enjoyed a cold beverage, en-US sandwich and a tasty snack to fuel me for en-US the back nine. en-US The back nine is as delightful as the en-US front, with holes weaving left and right, en-US and up and down the rolling hills. There en-US are several waste bunkers on the course, en-US and I managed to find a few on the second en-US nine.en-US My favorite hole at Deltona is the par-3 en-US 14th. This hole has an elevation change of en-US about 50feet or more, from the tee to the en-US green below. Your tee shot requires a en-US hybrid or long iron to reach the putting en-US surface. When selecting your club, you en-US must also figure in the wind and the en-US elevations effect on the distance. en-US Eighteen is a great final hole. It is not en-US only the second drivable par-4, but the en-US shortest on the scorecard. Do not let these en-US facts fool you. The hole is fraught with en-US danger, even for those timid souls laying en-US up and playing safe. There are trees, waste en-US bunkers, and the deepest green-side en-US bunker I have ever had the misfortune of en-US finding, protecting it. en-US If you are looking for a great round, en-US with all the fun of rolling hills, waste en-US bunkers, and fairways that are not en-US crowded by homes, you must play The en-US Deltona Club. en-US For tee times, rates and information, en-US call the club at (386) 789-4911 or visit en-US www.TheDeltonaClub.com.en-US James Stammer has been an avid golfer en-US and golf enthusiast for nearly 40 years.
