Youth Leadership of St. en-US Lucie County was begun as a way to get youths en-US from various school actively involved in their en-US community, and the organization has swelled to en-US solid membership that is consistently working en-US with many county officials to communicate young en-US peoples concerns.en-US Kim Reid serves as the Kids at Hope School and en-US Community Liaison for the organizations rounden-US -en-US table, and she said the youths are working together en-US splendidly and standing up for the peers while en-US simultaneously advancing in their communication en-US and networking skills. Ms. Reid also said in her en-US advisory role she encourages advocacy from the en-US group in a variety of areas.en-US We contact the high schools and reach both en-US alternative and public high schools and have en-US branched out in the Boys & Girls Clubs and tell en-US them about the opportunity for youth leadership, en-US Ms. Reid said. We let the whole team of youths en-US decide what projects they want to work on, and we en-US try to enhance the qualities they already have and en-US expand upon them. We also try to instill some new en-US qualities in them that they feel they lack.en-US There are about 20 youths involved in the Port en-US St. Lucie region of the group and about 15 in Fort en-US Pierce. The current project they are focusing on en-US pertains to advocacy for mental-health awareness en-US and drug use, and the team is trying to get a grant en-US to record a video public service announcement en-US pertaining to the issue.en-US The project theyve chosen so far this year for en-US the Port St. Lucie group is about mental health, but en-US we started with a focus on substance abuse and leten-US-en-USSeeen-US en-US YOUTHen-US, page 3en-USSt. Lucie County youth en-US making stridesen-USBy Gaylon Parkeren-USgparker@hometownnewsol.comen-USFORT PIERCE -The County Comen-US -en-US mission held its first public debate March en-US 6 on the issue of altering the current one-en-US size-fits-all impact fee schedule to one en-US based more on square footage but found en-US its members divided over rate increases en-US for single family-home construction. en-US The St. Lucie County Planning and en-US Zoning Commission previously recomen-US -en-US mended Jan.18 that the Commission en-US approve an 8 percent across the board en-US increase on the fees, which would raise en-US the current rate of $4,988 that developers en-US now pay to construct a single-family en-US home. The countys consultant on the en-US matter, Dennis Murphy, of Fort Pierce-en-US based Culpepper & Terpening, admitted en-US hed come up with other options since en-US that meeting for the County Commission en-US to consider. en-US The initial calculations revised that en-US fee upward to $5,407, he said. In our en-US discussions with the Realtors Association en-US and other community interest groups, the en-US question came up why do we have to have en-US a one-size-fits-all and can we not have a en-US variable-size program like the City of en-US Fort Pierce does. We came up with an en-US idea that would take our first cut at breaken-US -en-US ing it up into three categories.en-US Mr. Murphy suggested commissioners en-US consider dividing the current residential, en-US commercial and industrial impact fee en-US schedules into different rate tiers accorden-US -en-US ing to square footage, beginning with the en-US residential sector. And its going to wind up someplace en-US in-between option three and option two in en-US terms of the numbers we pick.en-US Mr. Murphy also offered suggestions for en-US altering the fee categories of commercial en-US development, which are currently tiered en-US from zero to 100,000 square feet, 100,000 to en-US 500,000 square feet and anything larger than en-US 500,000 square feet. He believes lowering the en-US bar would enable smaller businesses to be en-US more competitive.en-US In our discussions, its been weighed back en-US and forth that we were looking for someen-US -en-US thing that would come in and try to help the en-US smaller free-standing commercial business en-US that would give them some recognition and en-US not lump them into the big-box category, he en-US explained. There are a number of small en-US businesses that could use a little assistance in en-US an impact fee charge, so we came up with en-US looking at a division from zero to 6,000 en-US square feet and then 6,000 to 100,000.en-US Mr. Murphy offered a second option for en-US commercial as well.en-US There are a number of commercial builden-US -en-US ings that are coming in about the 8,000 en-US squarefoot level, the Dollar General and en-US auto-part stores, he added. They were en-US coming in just above 6,000 [square feet] but en-US were less than 8,000. It was just kind of en-US where the triggers were for various commeren-US -en-US cial development.en-US Commissioner Cathy Townsend began en-US the Board discussion questioning Mr. Muren-US -en-US phy on why his proposed impact fees for sinen-US -en-US gle-family homes showed rates higher for en-US North Hutchinson Island than South Beach en-US in the City of Fort Pierce. She said logic en-US should dictate the latter homes would generen-US -en-US ate more trips, one of the criteria for estimaten-US-en-US ing impact fees. en-US North Hutchinson Island is going to have en-US less trips, its more snowbirds, winter resien-US -en-US dents that come there, she said. So to me, I en-US would think it would be the reverse: South en-US Hutchinson Island would be higher than en-US north because you have your families and en-US your residents that live year-round on South en-US Island.en-US The consultant said the rates were calcuen-US-en-US lated from a complicated formula that might en-US prove too time-consuming during a public en-US hearing to explain. en-US Its a combination of trips, trip rate and en-US trip length, he said. When you do the calen-US -en-US culations for the fees, youre looking at both en-US the trip length for the particular land-use en-US site and trip-generation rates. We can go en-US down into the details of the weeds of the foren-US -en-US mulas if you wish, and I can get you that en-US information between now and the next en-US meeting.en-US Most commissioners hesitated to commit en-US to a single-family fee format until Chairen-US -en-US woman Frannie Hutchinson and Planning & en-US Development Services Director Leslie Olson en-US explained that staff needed something to put en-US into a draft resolution before the next public en-US hearing on April 3. Commissioner en-US Townsend hesitantly leaned toward the secen-US-en-US ond option but worried about the fees negaen-US -en-US tively impacting individual property owners en-US wanting to build their own homes. en-US As you know, Im not a proponent of haven-US -en-US ing any increases -I think our impact fees en-US are way too high right now, she said. There en-US are a lot of ranchers out west of town that en-US their family has had the property for two or en-US three generations and theyre handing that en-US down to their children now and their chilen-US -en-US dren are being forced to put manufactured en-US homes on the property because its only en-US $15,000 in impact fees versus $30,000 to en-US build an home.en-US Commissioner Chris Dzadovsky tried to en-US negotiate with Commissioner Townsend, en-US saying her concern only affected a small peren-US -en-US centage of county residents. en-US Im suggesting to not put the burden on en-US current taxpayers and put the burden on en-US future development to pay their fair share en-US and take advantage of whats already been en-US paid for by current taxpayers, he said. en-US For her part Chairwoman Hutchinson en-US also opposed the size of the increases and en-US worried the Commission might struggle en-US with making a decision by early April.en-US Like you Commissioner Townsend, Im en-USnot a huge fan of impact fees, she said. en-US They have their place and they are needed, en-US but I question the rate of the increase. But I en-US have to say, historically its been one style en-US with no breakdowns, so weve come a long en-US way in at least sitting here and having en-US options. en-US After further discussion with Mr. Murphy, en-US the majority of the Commission including en-US Commissioner Townsend settled on his en-US third option because it would signify a lower en-US increase for the most common size home in en-US the county. en-US If we take option three, $2,400, its an en-US increase of $36, the latter said. If we keep it en-US at option one, its an increase of $419, and if en-US we do option two, its an increase of $865. So en-US for the average person coming to do a en-US 2,400-square-foot house, the best savings en-US then would be option three.en-US The majority of the Commission also en-US favored separating commercial construction en-US at the second tier of 8,000 square feet or less, en-US and capping impact fee increases for indusen-US -en-US trial construction at 25 percent. Only one en-US member of the public spoke during the hearen-US -en-US ing, Government Affairs Director of the en-US Realtors Association of the Palm Beaches en-US and Greater Fort Lauderdale Bryce Sartory, en-US who said he had previously met with staff en-US last August. He opposes any increase in en-US impact fees and believes St. Lucie County en-US should place a priority on infill developen-US -en-US ment. en-US The Realtors Association of the Palm en-US Beaches and Greater Fort Lauderdale is en-US opposed to this increase, he said. We hope en-US the Commission does look to creative ways en-US to generate infill development. Between east en-US to west, from Bayshore Boulevard to Green en-US River Parkway, [and from] Prima Vista to en-US Southwest Port St. Lucie Boulevard, there en-US are 2,700 vacant residential lots. That is a lot en-US of empty tax revenue that you guys could be en-US seeing if we were to try to get a reduction of en-US at least a few of these infill residential lots.en-US Both Ms. Olson and Mr. Murphy told en-US commissioners that trying to differentiate en-US impact fees between infill and other develen-US -en-US opment could lead to a legal quagmire. en-US One of the challenges that you have is, if en-US youre charging, it has to be equalized, Ms. en-US Olson said. Then for some strange reason, they en-US all know a person who has made money en-US doing it. The need to make extra cash and en-US feel useful, clouds their judgement, a check en-US for three grand shows up with their name en-US on it and off to the bank they go. On the en-US good news side is they'll quickly share their en-US good fortune news with family. Now it's up en-US to us to reel them back in and burst their en-US bubble, so they don't lose six grand of their en-US savings, or worse share with friends and en-US start them on the same disruptive path. If en-US you love them burst the bubble as gently as en-US you can and get them to the police for sound en-US advice. Jordan en-US has a serious golf itch and building his own en-US course is his way of scratching it. en-US Grove XXIII is under construction on a en-US 240-acre tract just east of I-95, on a former en-US citrus grove adjacent to Hobe Sound Polo en-US Club. The course is on schedule for en-US completion within the next 12 to 13 en-US months. en-US Bobby Weed is the course architect and it en-US was his unique design that caught Jordans en-US eye during the selection process.en-US MJ and his buddies love to play fast, en-US said Weed. Our design has several places en-US where holes intersect allowing you to skip en-US holes and come back to them later if youve en-US caught up to another group.en-US The idea also allows players to change up en-US the routing and play a different course so to en-US speak. Jordan and his friends like to play en-US more than 18 holes in a day. This makes it en-US easy to change up the course so that you do en-US not play the same course twice in the same en-US day.en-US He likes the course to play hard and en-US fast, added Weed. Weve added a lot of en-US additional irrigation to our plans so that the en-US water doesnt stay too long and saturate the en-US fairways." en-US When I asked what style of course he en-US would label it as, he responded that it is a en-US bit unique.en-US It isnt against the sea, so we cant really en-US call it links style, Weed said. But it will be en-US windswept. Since it is a former citrus grove, en-US there are very few trees. Weve also made it en-US so that water isnt as much in play as you en-US find on most Florida courses.en-US Weed has used a golf data base of shots en-US to assist in his design. This data shows how en-US far players hit their tee shots, where they en-US miss greens and fairways and so forth. He en-US has integrated that into his design to help en-US defend the course and to not beat up the en-US lesser skilled players.en-US The practice area will be the envy of even en-US the most exclusive of private clubs. In en-US addition to a huge practice range with tees en-US at both ends, there will be a short game en-US practice area, and a pair of putting greens.en-US Water only comes in to play on seven en-US holes and of those on only four does it en-US guard the green. With few trees and not en-US much water, golfers will be encouraged to en-US hit it as hard and as far as possible. They en-US will need to.en-US The course will play to a par of 72 and en-US feature just three sets of tees. Grove XXIII en-US will play long from the tips, coming in at en-US nearly 7,500 yards long. Even the shortest en-US set of tees is plenty long for most of us at en-US over 6,700 yards.en-US There are two par-5s that measure over en-US 600 yards and a par-4 that plays to 510 en-US yards from the back tees. Two of the four en-US par-3s are over 200 en-US yards long. There are en-US waste bunkers along en-US many of the fairways en-US and plenty of bunkers en-US guarding the greens en-US and any short-cuts you en-US may try from the tee.en-US The second hole en-US looks like it could be en-US fun. The short par-4 en-US has a bunker in the en-US center of the fairway, en-US tempting you to hit to en-US the narrow side for a en-US better angle on your en-US approach. Staying safe, en-US puts you at an angle en-US that forces an approach en-US over sand to a narrow en-US view of the green. en-US As Weed mentioned, en-US there are several places en-US where multiple holes en-US intersect allowing en-US golfers to mix up their en-US round if they so en-US choose. At the third en-US green you can continue en-US to four or jump over to en-US 17. At the fourth, you can head to the ninth en-US or 14th tees instead of the fifth. en-US With much of the shaping being done on en-US about half of the holes, Weed has instructed en-US Jordan to bring a grass mat and some clubs en-US out. The idea is to have him hit some shots en-US to get a feel for the course and if he wants en-US any changes, to make them now rather than en-US later.en-US If MJ needs some extra input, I have a en-US mat and clubs as well.
