Many of the same residents en-US also attended the Fort Pierce Planning Board hearen-US -en-US ing on the issue Oct. 10, whose members struggled en-US with the request and ultimately voted 4-1 to recen-US -en-US ommend approval after the first vote for denial en-US failed 2-3.en-US City Planning Director Rebecca Grohall providen-US -en-US ed a brief history of the South Beach Overlay Disen-US -en-US trict adopted in 2007 and the community input en-US gathered from the Western Peninsula Charrette en-US held in 2012. The overlay currently limits any resien-US -en-US dential development on the property in question to en-US eight units per acre and a maximum building en-US height of 45 feet. Ms. Grohall based her recomen-US-en-US mendation for denial on what she viewed as conen-US -en-US flicts with current policy and the wishes of resien-US-en-US dents expressed during the charrette.en-US The proposed amendment to the Land Develen-US-en-USCity rejects Hutchinson en-US Island rezoningen-USCommission majority denies en-US request to remove overlay en-US district restrictions on Seaway en-US Drive propertyen-USBy Donald Rodrigueen-USFor Hometown News en-USTREASURE COAST Black Friday en-US this year erupted into fights and arrests, en-US but many shoppers decide to forego the en-US hustle and bustle and hit downtown en-US areas, instead. Whether it was Black Frien-US-en-US day or Small-Business Saturday, people en-US decided to take a more leisurely en-US approach and visit Downtown Stuart, en-US Jensen Beach and Fort Pierce for conveen-US -en-US nience, style and find a few deals in the en-US process.en-US In Downtown Fort Pierce, Karen Kane en-US Interiors owner Karen Kane who also en-US is a designer applauded the efforts of en-US the Fort Pierce Downtown Business en-US Association and Main Street Fort Pierce en-US for the promotion of Small-Business Saten-US -en-US urday, which routinely provides a bump en-US to her business which was offering a en-US 20-percent discount over the weekend. en-US They gave really nice shopping bags en-US to everybody and our main street has en-US done a wonderful job, Ms. Kane said. en-US Our Downtown is doing a great job of en-US keeping pace with other areas, and its en-US growing every year and were expecting a en-US good weekend.en-US Beth and Rick DeCamp hit Ms. Kanes en-US award-winning shop for the items there, en-US and said they find things that they will en-US never see at larger stores. en-US Who would want to go be in those en-US crowds? Mrs. DeCamp said. I wouldnt en-US go to a major store this weekend and en-US theres nothing I need that badly, no maten-US -en-US ter what the discount is.en-US Were not looking for the same old en-US thing, either, Mr. DeCamp added.en-US Shoppers along Osceola Street and en-US other areas of Downtown Stuart said en-US they look forward to hitting the stores en-US every year instead of heading to the varien-US -en-US ous malls of the area. In some cases, they en-US took in a meal at one of the nearby en-US restaurants in the process, and the fact en-US that many high-quality eateries are withen-US -en-US in walking distance makes the trip that en-US much better. But both Downtown Busien-US -en-US ness Associations also do an excellent en-US job of advertising the shopping opportuen-US -en-US nities of both days according to storeen-US -en-US keepers and that helps the bottom line en-USShoppers en-US hit the en-US pavement en-USBy Gaylon Parkeren-USgparker@hometownnewsol.comen-USSeeen-US en-US SHOPPERSen-US, page 3en-US Seeen-US en-US REZONINGen-US page 4en-USThe Big Heart Brigade of the Treasure Coast, a group of firefighters, paramedics en-US and civilian volunteers in Martin, St. Lucie and Indian River counties gathered en-US Thanksgiving morning to prepare food for residents of their counties that otheren-US -en-US wise might not have a Thanksgiving dinner. These days, stores have chip-readers en-US at the register and a great deal of fraud has en-US been eliminated. So, scammers are targeting en-US online shoppers, which are growing in numen-US -en-US bers annually, and they do so in a variety of en-US ways. In some cases, there are fake ads that en-US appear as pop-ups in e-mails and people can en-US duck those by going directly to secure weben-US -en-US sites and use a credit card instead of a debit en-US card when they shop. In all cases, shopper en-US should look for https in the web-address en-US bar (the extra s is for secure) and for a en-US lock symbol when they shop.en-US There also are look-alike websites, and en-US when people are shopping online they make en-US sure to use only legitimate websites and go en-US directly there and not use links The also en-US should watch out for URLs that use the en-US names of well-known brands along with en-US extra words.en-US Fake shipping notifications are a concern, en-US because these can have attachments or links en-US to sites that will download malware on comen-US-en-US puters that are designed to steal identities en-US and your passwords, that can be part of a en-US holiday phishing scam.en-US E-cards can be great fun, but make sure en-US the senders name is apparent because you en-US are required to share additional information en-US to get the card.en-US Letters from Santa can be frauds, and en-US while several trusted companies offer en-US charming and personalized letters from en-US Santa, scammers can mimic them to get en-US personal information from unsuspecting en-US parents. Check with www.bbb.org to find en-US out which ones are legitimate.en-US Emergency scams also can occur. People en-US should be cautious if they receive a call from en-US a family member or friend claiming to be in en-US an accident, arrested, or hospitalized while en-US traveling in another country. Never send en-US money unless an incident is confirmed with en-US another family member in case its not true.en-US Phony charities can be abundant, and en-US while everyone is in a generous mood at the en-US holidays scammers take advantage of that en-US with fake charity solicitations in email, on en-US social media sites, and even via text. Check en-US out charities at www.give.org before donaten-US -en-US ing.en-US Retailers and delivery services need en-US extra help at the holidays, but beware of en-US solicitations that require you to share peren-US -en-US sonal information online or pay for a job en-US lead. Apply in person or go to retailers main en-US websites to find out who is hiring, accorden-US-en-US ing to information from officers.en-US If unusual forms of payment are requesten-US -en-US ed, be aware of anyone who requests payen-US-en-US ment for holiday purchases using prepaid en-US debit cards, gift cards, wire transfers, third en-US parties and others. These payments cannot en-US be traced and cannot be undone. And free en-US gift cards can be a problem through pop-up en-US ads or email, with companies offering free en-US gift cards often being just a ploy to get peren-US -en-US sonal information that can be used for idenen-US -en-US tity theft.en-US Another new one is the social media gift en-US exchange, which sounds like a great deal en-US because people can supposedly buy one gift en-US and get 36 in return. But officials say its just en-US a variation on an illegal pyramid scheme.en-USCitizens warned against holiday scamsen-USBy Gaylon Parkeren-USgparker@hometownnewsol.comen-USof almost everybody involved.en-US Employees at the Snappy Shack in Downen-US -en-US town Stuart said Friday morning shopping en-US was solid, according to Anna Croxton, and en-US the afternoons picked up. When they come en-US to Stuart, they love to shop in Downtown, en-US because its unique and they wont see the en-US items in department stores. We meet a lot of en-US people who shop in Downtown and get a bite en-US to eat, she said.en-US Judi Farley, who has owned the business en-US Radiant Outfitters formerly known as Go en-US Fish in Downtown Stuart, said shopping is en-US amazing in Downtown Stuart and routineen-US -en-US ly well-attended all weekend. Her impresen-US-en-US sions of the situation is that people like the en-US ease of shopping and the community minden-US -en-US set of keeping their dollars local. People en-US usually hit Wal-Mart and Target in the mornen-US -en-US ing getting deals, but then they come Downen-US -en-US town and have a really good time, Mrs. Faren-US -en-US ley said. en-US Meanwhile, Stuart residents Angie Metcalf en-US and Dennis McCarthy were hitting the stores en-US in Downtown Stuart on Saturday that they en-US focus their energy on supporting local busien-US -en-US nesses each year. We came here just to shop en-US here at local businesses, Ms. Metcalf said, en-US with Mr. McCarthy adding that they enjoy en-US handmade items made by local artists that en-US are one-of-a-kind.en-US In Downtown Jensen Beach, Kirks Dive en-USShop owner Kirk Neville said the store was en-US busy from the opening bell on Friday, and en-US people come in to get deals as soon as possien-US -en-US ble but the business really picks up closer to en-US Christmas. Were not selling TVs or comen-US -en-US puters or that sort of thing, but at the same en-US time I think our people who dont ant to go en-US battle it out at the big-box stores drive a lot of en-US our traffic. We have sales and we have a preten-US -en-US ty good group of people that want to support en-US us and we definitely expect it to be a good en-US day.en-US Next door, at We Be Jammin which sells en-US tropical items of a massive variety owner en-US Lynn Houston said the style of her store suits en-US shoppers who might be more inclined to find en-US alternatives to regular gifts and that the en-US entire weekend is usually very good for her en-US store. With the close proximity of breakfast en-US diners in Downtown Jensen, she usually sees en-US that foot traffic after people have full bellies en-US and want to relax. This is the first place they en-US see afterwards, so we really have a good start en-US of the day."en-USShoppersen-USFrom page 1

[It] would en-US eliminate provisions of the South Beach en-US Overlay district that affirm residential densien-US -en-US ty limitations and provide a limit of building en-US height to 45 feet, providing capacity to puren-US -en-US sue a land-use amendment to increase resien-US -en-US dential density and development height of en-US up to 200 feet. Because there has not been a en-US presentation on how this is consistent with en-US the Western Peninsula Charrette report or en-US the Comprehensive Plan, were going to recen-US-en-US ommend disapproval of the amendment as en-US presented.en-US The property used to be home to the en-US Causeway Mobile Home Park until the 2004 en-US hurricane season led to its demise. Today en-US landowner and Palm Beach developer Ashen-US -en-US ton DePeyster operates a 47 boat-slip marina en-US and small RV park on the land the city en-US rezoned commercial at his request in 2016. en-US One of his legal representatives, Gainesville en-US based attorney Mack McCarty, decried the en-US recommendation of denial and insisted that en-US removing the overlay district would not en-US automatically enable the higher density and en-US height limits feared by Ms. Grohall and en-US many of the South Beach residents.en-US I am disappointed in the staff report and en-US what happened with this presentation, he en-US said. There is currently no difference in en-US density, eight units per acre versus eight en-US units per acre. That could change with a en-US Comprehensive Plan increase, but that hasnt en-US been applied for here, so at this point its still en-US eight units per acre both ways. All of the peren-US -en-US mitted and conditional uses are the same, en-US whether the overlays on the property or not. en-US And the maximum lot coverage of 60 peren-US -en-US cent is the same whether the overlay is on en-US the property or not.en-US South Beach resident Harold Smyth en-US served as Mr. DePeysters developer for the en-US marina and RV project and believed the en-US property owner needs the support of the en-US community in order to further develop his en-US land. He reminded those in attendance that en-US one of the primary goals expressed during en-US the charrette was the relocation of the wasteen-US -en-US water plant.en-US I would like to see momentum on moven-US -en-US ing the sewer plant, and the only way were en-US going to get it off the island is have enough en-US density to create the amenities to be able to en-US draw the dollars and cents to move that en-US sewer plant off the island, he said. The en-US Commissioners, the city manager, the city en-US attorney, the Planning Department, we en-US should [all] be working together to create a en-US vision that we want to see in the City of Fort en-US Pierce. We shouldnt be the ones taking critien-US -en-US cism from our neighbors and friends. It en-US should be all of us working together to make en-US this vision possible.en-US Mr. DePeyster himself spoke during the en-US hearing, stating that he agreed with much of en-US what was included in the charrette report.en-US I continue to embrace the desires of the en-US community and the Commission to remove en-US the sewer plant and its frequent spills from en-US the middle of the Indian River Lagoon, he en-US said. en-US The charrette used common sense. They en-US felt the sewer plant site should be developed en-US with 601 [Seaway Dr.]. I also embrace the en-US creation of a successful resort hotel. Conen-US -en-US trary to what our distinguished opponents en-US said at the Planning Board meeting, the en-US sewer plant site is not suitable for a resort en-US hotel. The view to the northwest is to the en-US bottom of the bridge. No one will want to en-US build a resort that cannot be easily seen from en-US the road. 601 Seaway has great views to en-US north and south, and its easily seen from the en-US road.en-US Carol Mushier, president of the South en-US Beach Association, labeled as myths much en-US of what was stated that evening by the projen-US -en-US ect backers, especially the idea that Mr. en-US DePeysters property was never really meant en-US to be included in the overlay.en-US As someone who attended and was a prien-US -en-US mary speaker at each meeting as we worked en-US with the city to formulate the overlay, I can en-US attest to the fact that there was no traction to en-US exclude this privately owned property from en-US the overlay, she said. The primary focus en-US was to solidify the 4845 Concept: four stoen-US -en-US ries, eight units per acre, 45 feet in height. en-US The wastewater treatment plant property, on en-US the other hand, was considered so unique en-US and was publicly owned, and it was excluded en-US from the overlay -theres a difference there.en-US Richard Foster, a board member of the en-US Harbour Isle development, worried any en-US change in the overlay could set a negative en-US precedent.en-US If you allow them to come out from en-US under the charrette, youre turning your en-US backs on something thats had six years of en-US planning, he said. You are opening up to en-US totally change the character of Harbour Isle: en-US That low-density, low-height, tropical island en-US feel will disappear with unbounded developen-US -en-US ment of tall buildings.en-US Rep. Larry Lee spoke in a non-official en-UScapacity during the meeting and believes en-US that Harbour Isles expanse of low-rise builden-US -en-US ings wasnt necessarily the best choice for the en-US site. He also believes removing Mr. DePeysen-US -en-US ters land from the overlay would serve to en-US increase the citys tax base to pay for needed en-US services.en-US I was on the CRA and it baffled me why en-US someone would want to build that many en-US units out rather than go up and allow more en-US green space and be able to see the water, he en-US said. When I look at Harbour Isle and I en-US drive over that bridge, its almost like youre en-US looking at a penitentiary. As long as its not en-US hurting the economy, Im for development. en-US So we really got to change our mindset. I en-US think its time for us to do whats right.en-US Commissioner Rufus Alexander agreed, en-US crediting Mr. DePeyster with spurring develen-US -en-US opment in a much-needed area.en-US I think this was a shot in the arm because en-US we were talking about relocating that treaten-US-en-US ment center, and everything started to grow en-US from that, he said. My thing is that gentleen-US -en-US man has really boosted that area, and why en-US dont we come up some type of consultant or en-US something to see what we can really do en-US about that wastewater place. Our staff is sayen-US -en-US ing were just going to deny this. You know en-US we have no plans whatsoever for that area en-US and I dont see anybody building anything en-US there. Why not start there?en-US Commissioner Sessions then made a en-US motion to remove 601 Seaway Dr. from the en-US overlay, seconded by Commissioner Alexanen-US -en-US der. Commissioner Thomas Perona immeen-US -en-US diately opposed the idea, saying the property en-US owner had presented no development plans en-US and had failed to oppose the overlay years en-US before when it was still in the planning stagen-US-en-US es.en-US The motion failed 2-3, with Mayor Linda en-US Hudson and Commissioners Jeremiah Johnen-US -en-US son and Perona dissenting.en-US Commissioner Johnson then wanted to en-US come up with an alternative resolution, but en-US City Attorney James Messer recommended en-US more dialogue first between staff and the en-US applicant. The Commission then directed en-US the planning staff to meet with Mr. DePeysen-US-en-US ter and come up with an alternative solution en-US to present to the Planning Board.en-USRezoningen-USFrom page 1

They are en-US not taking responsibility with their dogs on en-US private property, in our parks, in our comen-US-en-US munity, etc. en-US It is a steady stream. morning, noon and en-US night of owners with their dog/dogs allowen-US -en-US ing them to crap and urinate in MY YARD. en-US And you are asking me and the public to en-US LOOK AWAY! I DO HAVE THE GUTS to en-US say something and that is why I am using en-US Rant & Rave to vent. And it has become en-US very obvious the way dog owners think I en-US have no rights and I am to LOOK AWAY! en-US This is a NO BRAINER, train your dog/en-US dogs to crap and urinate in your own yard. en-US Then take them for a walk. In public places, en-US that is your problem! NOT MINE! The en-US public should never have to watch where en-US they step, be aggravated with feces/odors, en-US enjoy an outside lunch, be jumped on, etc. en-US LOOK AWAY! What a deplorable solution.en-USDeeper problem than Sessionsen-USSo, this is what it has come to. Alabamas en-US voters are torn, they cannot decide who to en-US vote for to take Jeff Sessions seat in the US en-US Senate, the Republican, an alleged child en-US molesting pedophile who preyed on youngen-US -en-US sters at the local mall, took 14 years old girls en-US to his home in the woods and sexually en-US assaulted them, and has been twice removed en-US from the bench during his tenure as judge in en-US that state for breaking the law himself, or, en-US his Democratic opponent, the former proseen-US -en-US cutor that brought justice to the Ku Klux en-US Klan for their terrorist attack on a Black en-US Baptist Church, killing four little girls in the en-US 1960s. What a tough decision, eh? I know en-US Florida, where enough people voted to elect en-US Trump, even after more than a dozen en-US women and their corroborators came forth en-US to state they were victims of what Trump en-US already admitted to being, a sexual predator, en-US can understand. Trump admitted being a en-US man who sexually assaults women by graben-US -en-US bing them by the genitals against their own en-US wishes and walks in on nude girls in beauty en-US pageant dressing rooms, and still, people en-US lined up to vote for him, many of them en-US claiming (erroneously, in my opinion) to be en-US Christian and Pro-Life. No wonder women en-US and children hesitate to bring charges en-US against their sexually predatory violators. en-US Some of these people are actually admitting en-US they wouldnt putting pedophiles in the Senen-US -en-US ate (instead of prison) if it meant they can en-US get the tax cuts for the rich at the expense of en-US the working classes. We need to remind en-US these people, that voting for pedophiles and en-US con men who promise to take from the en-US needy to give to the greedy with tax scams en-US and are willing to cause tens of millions of en-US sick and suffering poor people to lose their en-US Pro-Life sustaining health-care could ever en-US be regarded as something Jesus, or any true en-US Christian would ever support. Theres a speen-US-en-US cial place in hell, for them.en-USFrom a retired teacheren-USI am a retired IRCSD teacher and just en-US read the police report in the Hometown en-US news I was taken by the number of former en-US students recently arrested. They ranged in en-US age starting at 14 to 40 years old. Their en-US charges ranged from assaulting a law en-US enforcement officer 14, violation of probaen-US-en-US tion (opioid possession), 19, shooting or en-US throwing a deadly missile, aggravated baten-US -en-US tery, criminal mischief .... 29, and three en-US counts of possession of a firearm by a conen-US -en-US victed felon, drug sales by a school he en-US attended as my student 40. There have been en-US school resource officers at the school for en-US years and all of these kids showed their en-US behaviors starting as young as middle en-US school. Most come from families (used en-US loosely) or lack of with criminal histories. I en-US retired because of the lack of administrative en-US backing for years in dealing with these trouen-US -en-US bled kids. Indian River County has down en-US sized its alternative school for students who en-US chronically misbehave and disrupt the en-US learning environment. This does not teach en-US these young developing carrier criminals en-US there are consequences for their actions and en-US leads them to believe they are exempt from en-US following common society rules and norms en-US that protect non offenders. The biggest losen-US -en-US ers are the good students in the classrooms en-US who must endure their misbehaving peers en-US actions for their entire school life. Programs en-US need to be established in elementary schools en-US to target these children and work with them en-US to learn right from wrong and the conseen-US-en-US quences of their actions. If they are not we en-US are going to have a continued growth in our en-US prison populations. Every dollar spent on en-US early intervention can be dollars saved on en-US incarceration and redirected back into eduen-US en-UScation. en-USMore about 'look away'en-USNo you are the type who keep talking en-US until people agree with you or give up. You en-US sound like a privileged snobby person. If en-US people are letting their dogs relive themen-US-en-US selves on YOUR YARD, it is probably en-US because the type of person you are. And en-US remember YOUR YARD starts at the propen-US -en-US erty line, not the sidewalk or grass/dirt en-US between the street and the sidewalk, if you en-US have sidewalks.en-US So you speak for the public, WOW! I am en-US sure there are lots of people that would not en-US let YOU speak for them. And if people are en-US letting their dogs relive themselves on your en-US property you should run your mouth to the en-US owners. Not try and get your 10 minutes of en-US press time. So complain to the source and en-US stop. Or call the city and report the offenden-US -en-US ing dog owner. But that would out you.. And en-US people like you dont want to be outed, like en-US saying things without giving up their names. None of them must have tried en-US wings from Phatz Chick-n-Shack in Vero en-US Beach. en-US Although new to their location on Route en-US 60, Phatz is well-known throughout Vero en-US Beach and the Treasure Coast. They sell en-US their wings, topped with their famous finen-US-en-US ger-lickin sauce, at Vero Beach High School en-US football games. They have a food truck that en-US makes the rounds at local Food Truck en-US events, and of course, the location in Fort en-US Pierce has been one of the most popular en-US wing destinations in the area for some time en-US now.en-US Tessa Adams, her husband Robert en-US Adams, and son Antwan Roscoe Barber, en-US have taken the small store front that sold its en-US fair share of chicken and fries to the the next en-US level. en-US Since opening the Vero Beach location in en-US August, locals have caught on that Phatz has en-US more than just chicken wings. On the menu en-US are items like the seafood combo, garbage en-US fries, (which Tessa suggests be eaten with en-US Ranch dressing, not sour cream), corn nugen-US-en-US gets, Phatz salads, burgers, fried pork chop en-US sandwiches, dirty rice, okra, and one of the en-US hidden secrets of Phatz, the fruit punch/en-US lemonade combo that is as sought after as en-US the finger-lickin sauce.en-US The restaurant has seating comfortable en-US for those who want to sit alone or for large en-US families stopping by before shopping or en-US after church. en-US There is plenty of parking behind the en-US building, which not many people are aware en-US of. If the few spaces in front of the restauen-US -en-US rant are taken, drive around to the back en-US where there is plenty of room.en-US The afternoon that my guest and I en-US stopped by, most of the tables were full and en-US people were constantly in and out taking en-US orders to go. Chow Cab also picks up food en-US from there and delivers to the surrounding en-US area.en-US Phatz Chicken Shack is my guest's favoren-US -en-US ite spot for wings, so she knew to order the en-US Finger-lickin sauce and ordered her wings en-US fried crispy. You know, it doesnt hurt to en-US venture out with a self-proclaimed wing en-US expert. Her choice was phenomenal and I en-US enjoyed the sauce more than my usual garen-US -en-US lic-Parmesan. When I asked Tessa about the en-US sauce, she said it was a tried and true family en-US recipe, but wouldnt offer any more clues as en-US to what went in it.en-US Of course, there are other sauces to en-US choose from such as different spice levels, en-US garlic-parm, honey, BBQ, and any combinaen-US -en-US tion of the sauces that you can think of.en-US The seafood combo included fresh white en-US fish, large shrimp, French fries, and roll. en-US Everything on the platter was cooked fresh, en-US served hot and seasoned to perfection. If en-US youre not in the mood for wings, this is en-US definitely a winning choice.en-US The garbage fries was one of the the most en-US enticing items on the menu. At the Rosen en-US Shingle Creek, I found just that. Over the en-US years the staff here has gotten to know us en-US and while at the resort we feel as if weve en-US come home to see old friends or relatives. I en-US suggest you take advantage of the VIP en-US guest services.en-US Over time I had become quite comforten-US -en-US able with the golf course and a couple years en-US ago I was surprised to hear that the course en-US was being renovated. To make room for en-US additional accommodations and expansion en-US to the resorts convention center, the course en-US had to lose a few holes, build new ones and en-US have a few more redesigned. I was a bit en-US apprehensive when I first heard the news as en-US this is one of my favorite layouts.en-US Renovations at Shingle Creek were done en-US by the Arnold Palmer Design Company. en-US Sadly, this is the very last course that Arnie en-US had his hands on. What en-US was the ninth green complex is now a huge en-US practice putting green and chipping area.en-US The practice tee area has been expanded en-US to make more room for lessons and large en-US groups to warm up before starting play. en-US The day I played there was a charity en-US tournament going off before me, and there en-US was plenty of room for everyone on the en-US range and practice green.en-US You will begin your round in a similar en-US fashion to before. The first hole should feel en-US familiar to those who have played the en-US course. However, something will appear en-US out of place. The green, like many here, has en-US been moved closer to the water.
