The Transit en-US Division of the countys Community Service Departen-US -en-US ment coordinated the request for proposal and biden-US -en-US ding process, ultimately selecting Zagster as the proen-US -en-US vider for the service of the two-year pilot project. In en-US addition to supplying the bicycles, Zagster will en-US design, manufacture and install the bike share staen-US -en-US tions and pay for all bicycle maintenance and repair en-US for the first year of the two-year contract. en-US County Transit Planning Manager Murriah Dekle en-US particularly emphasized the transportation aspect of en-US the new exciting project as she explained the pilot en-US program to the Commission.en-US The Transit Division, along with our community en-US partners, has developed a countywide bike-share en-US program designed to enhance the firstand last-mile en-US access to the Treasure Coast Connector bus system, en-US improve accessibility to county recreational and en-US activity centers and to promote and support public en-US health and fitness, she said. The Florida Departen-US-en-US ment of Transportation reviewed our proposal and en-US determined that the project is unique and is well suiten-US-en-US ed for St. Lucie County to integrate in the regional en-US transit services that we have.en-US Transportation Planner David Engel explained en-US that the bicycles and stations funded by the FDOT en-US grant would be utilized in conjunction with 15 bicyen-US-en-US cles and three South Hutchinson Island stations en-US approved previously by the Commission last Februen-US -en-US ary and funded separately by Municipal Services en-US Taxing Unit funds. Those bicycles are being rented en-US from Zagster instead of purchased, and the systems en-US first three stations will be constructed in the city of en-US Fort Pierce at St. Lucie County Museum Point Park, en-US the South Beach Jetty and Jaycee Park. The county en-US will then have a tentative total of nine bike stations en-US and 50 rental bicycles. en-US The location of these bike-share stations is in en-US conjunction with our existing bus service and recreen-US -en-US ational destinations and amenities primarily located en-US on Hutchinson Island and in some of the more active en-US areas in the cities of Fort Pierce and Port St. Lucie, en-US Mr. Engle said. The locations of these stations were en-US vetted by the cities of Fort Pierce and Port St. Lucie en-US and the St. Lucie County Planning Department, the en-US Transportation Planning Organization and the Florien-US -en-US da Department of Transportation.en-US Both Ms. Dekle and Mr. Engel said the Zagster sysen-US -en-US tem of shared bicycles would provide a smooth ride en-US for users and an effortless program for the county. en-US People interested in renting the bikes will either en-US reserve them online or via SmartPhone prior to en-US arrival at the station. The company then provides a en-US code to enter on the bicycle keypad, automatically en-US unlocking the bike. One of those en-US was Val Sirmons, 21-year employee of the en-US Utility who compared Mr. Lindstroms en-US treatment with that of two FPUA board en-US members the night before in front of the en-US City Commission. She pleaded with Fort en-US Pierce Mayor Linda Hudson to do the en-US right thing as a voting member of the en-US Board. en-US The things that are going on, they have en-US nothing to do with him, she said. From en-US going forward from the meeting last night, en-US they had no idea how to handle this situaen-US -en-US tion. You all said due process -that word en-US was mentioned so many times last night. en-US Where is the due process for Mr. Linden-US -en-US strom?en-US Ms. Sirmons made reference to the July en-US 12 special City Commission meeting held en-US to investigate allegations of misconduct by en-US both FPUA Chairman Glynda Calvacanti en-US and board member Darryl Thomas-Bey. en-US During that meeting Mayor Hudson -en-US who voted the following night with those en-US same two fellow board members to termien-US-en-US nate Mr. Lindstroms contract -ultimately en-US passed the gavel so she could make a en-US motion to reject the inquiry into the en-US alleged misconduct. en-US Ive been trying to figure out just how en-US this Commission could investigate anyen-US-en-US thing and the documents have come very en-US late and weve had no time to review, en-US Mayor Hudson said July 12. Right now at VIVA My Veins, SAVE TWENTY PERCENT OFF SAVE TWENTY PERCENT OFF ST LUCIE COUNTY For 30 years, en-USThe Hundred Club has honored public en-US safety first-responders and their famien-US -en-US lies for their efforts. The group assemen-US -en-US bled in June for the annual First en-US Responder of the Year Banquet to en-US point out individually their contrien-US -en-US butions toward the community to help en-US keep it safe.en-US Six honorees were named, from the en-US St. Lucie County Sheriffs Office, Fort en-US Pierce Police Department, Port St. en-US Lucie Police Department, St. Lucie Fire en-US District and Florida Highway Patrol, en-US and the events purpose was also to en-US offer assistance to spouses and depenen-US -en-US dents of first-responders who have lost en-US their lives or become disabled as a en-US result of their sacrifices.en-US One of the honorees was Port St. en-US Lucie Police Department Detective en-US Kristin Meyer, who has been with the en-US organization since 2006 and a law en-US enforcement officer for 17 years. Det. en-US Meyer started off as a police officer en-US working in the Neighborhood Services en-US Section, but was soon promoted to en-US detective and began working in the en-US Criminal Investigations Division. She en-US was determined to become a en-US well-rounded law enforcement officer, en-US so she took on the challenging ancilen-US -en-US lary duty on the Crisis Negotiating en-US Team so she can aid in the peaceful en-US resolution of the most trying cases that en-US are brought (to the PSLPD), accorden-US -en-US ing to Det. Meyers nomination letter.en-US The (Hundred Club) program, in en-US and of itself, is amazing and wonderful en-US what they do and I was very honored en-US at being chosen as the officer of the en-US year, said Det. Meyer, who also has en-US worked as a corrections officer in Indien-US -en-US ana. The law enforcement communien-US-en-US ty is a very tight community and is en-US very family oriented as an organizaen-US -en-US tion, with the losses that some of us en-US have to endure and I think that closeen-US-en-US ness helps and assists us knowing we en-US are there for each other.en-US In fact, she is described as the go-en-US to detective for so-called Person en-US Crimes in the agency and has been en-US the lead detective on multiple cases, en-US which included armed robberies, en-US child-abuse cases, rape charges and en-US missing persons cases. en-US During one event in the past year, en-US Det. Meyer responded to a home in en-US Port St. Lucie to assist in an armed en-US home-invasion that saw a victim left en-US battered by the assailant and missing en-US several thousand dollars worth of en-US electronics. But a thorough investigaen-US-en-US tion led to the swift termination of the en-US case and the suspects were later arresten-US -en-US ed and booked into the St. Lucie Counen-US -en-US ty Jail.en-US One of the more high-profile cases en-US she was involved in concerned a homien-US -en-US cide investigation at another residence en-US following a shooting incident there. It en-US took Det. Meyer months of work with en-USthe states attorneys office to resolve en-US the case and because of the sensitive en-US nature of it the information had to be en-US sound to proceed. Detective Meyers en-US continued diligence to find a positive en-US resolution to many victims of crimes en-US and bring missing individuals home is en-US the true meaning of an officer, the en-US nomination letter continued. en-US But that isnt all that drives her, as en-US Det. Meyer is intrinsically involved en-US with some of the more difficult cases en-US facing the PSLPD on a routine basis. It en-US is the desire to see justice done for en-US these families, that makes her happy en-US and fulfilled in her work.en-US I love what I do now and when I got en-US the appointment as a persons detecen-US-en-US tive, it means that I do investigations en-US that involve human beings it is my en-US passion, Det. Meyer said. I like haven-US-en-US ing a more direct impact; in correcen-US -en-US tions you are responsible for these en-US people that need to serve their time, en-US but out on the street and in the detecen-US -en-US tive bureau I am held responsible to en-US make those people accountable for en-US what theyve done.en-US For more information about the en-US Hundred Club and how to participate, en-US please visit en-USwww.100clubslcen-US.org/en-US or en-US call the main office at 772-462-3210.en-US Editors note:en-US en-US This is the third in a en-US series of stories about the Hundred en-US Clubs honorees. Have you en-US ever run a business yourself? Have you ever en-US had a bad day at work? Have you ever made en-US a mistake of any kind in your life? You say en-US you go to that restaurant frequently yet write en-US a nasty, hateful letter after one bad experien-US -en-US ence. And you say you went there after en-US Church?!?!? Judging by your letter, I bet you en-US went there with a bad attitude, a sour face, en-US and a high and mighty air. In these ecoen-US -en-US nomic times, I choose to give businesses the en-US benefit of the doubt. If you came into my en-US small business, Id be delighted to send you en-US on to another place!en-USBe a defensive driveren-USI just read the rant from the school bus en-US driver about how rude and dangerous peoen-US -en-US ple are to them on the road. I totally agree en-US but its not to them, is also to truck drivers en-US and anyone pulling a trailer. Its an all about en-US me world now.en-US Unfortunately, bus drivers have precious en-US cargo on board, and extra care and caution en-US should be given them. But it works both en-US ways. Where I drive, the bus drivers never en-US use their blinkers or seem to respect other en-US drivers. I used to have to travel in town, en-US back and forth, to work when school buses en-US were on the road, and I used to get very en-US annoyed with their drivers, just like semis en-US on I-95. I like the middle lane, they are noren-US -en-US mally in the right lane, and its nerve-wracken-US-en-US ing every time theres an on ramp because if en-US there are cars, the semi zips over in front en-US of me, and cuts me off, since no one seems en-US to know how to merge anymore, everyone en-US seems to think we, on the main road, have to en-US move out of their way. Whats that yield sign en-US for? You have to really be a defensive driver en-US these days.en-USArtists up to the challenge?en-USIve attended art festivals but seldom find en-US anything worth buying. So, I have a few sugen-US-en-US gestions if there are any enterprising artists en-US up to the challenge.en-US First, paint portraits or profiles of kids, en-US grandkids and adults. Work from a digital en-US photo if necessary. Use paint, pencil or charen-US -en-US coal. Make it inexpensive and quick. Peren-US -en-US sonal art like this is kept forever.en-US Second, make an American flag, using en-US material that wont fray and fade within a en-US year of flying in our harsh weather. There is en-US nothing on the market today.en-US Lastly, instead of a flag made of material, en-US paint an American flag or other images on en-US garage doors, driveways or interior walls en-US using large, custom-made stencils. Multiple en-US stencils may be needed per image per color. en-US Hold the stencil in place with Velcro at the en-US corners. Make your own images or purchase en-US copyrighted ones to sell. Godspeed!en-USConflict of interesten-USExactly what is it, and who can it apply to? en-US Are taxpayers going to pay for the attorney en-US fees to defend it? Is there any limit to the en-US number of suits that will be filed for any en-US number of reasons?en-US If I am supposedly smoking marijuana for en-US medical reasons, does that mean I can en-US smoke it in a No Smoking area? If I am en-US stopped from doing so, can I then sue for en-US violation of my constitutional rights?en-US These are only parts of the questions that en-US will come about, and the police will face. en-US Think about it awhile longer.en-US Also, think about the number of drivers en-US on the road under the influence. Who will en-US pay for attorney fees? Can we afford more en-US unreasonable and uncalled for taxes?en-USNo receipt, no exchangeen-USI recently received a blouse as a gift, and it en-US did not fit. The bike can then be returned en-US to the original station or left at any of the other en-US stations in the county. en-US Most importantly, Mr. Engle assured comen-US -en-US missioners, the program is fully turn-key: en-US The operator-contractor is responsible for staen-US -en-US tion and bicycle maintenance, equipment en-US repair due to usage and vandalism, replaceen-US-en-US ment of stolen bicycles and program insuren-US -en-US ance.en-US The first-year costs of the Zagster bike renten-US -en-US al program will be covered out of the monies en-US received from both the MSTU funds and the en-US FDOT grant. By the second year, however, the en-US program will need to fund itself from its own en-US fees to prove it can survive without any outside en-US funding or local tax dollars. en-US Were trying to not use public funds to supen-US-en-US port the program, Mr. Engel explained. We en-US have a business model, and were trying to en-US operate county programs like private business en-US enterprises and not be a burden to the taxpayen-US-en-US er. Well be saving any rental fees from the first en-US year of operations to help pay for the second en-US year of the program.en-US Ms. Dekle hopes to make the pilot project en-US successful through the solicitation of corpoen-US-en-US rate sponsorships and advertising. en-US Were going to be looking for sponsors, and en-US were going to be reaching out to the larger en-US corporations in the area, she said. The names en-US would be on the bicycle baskets, and for larger en-US sponsors, we can include some sort of adveren-US -en-US tisement on the stations. en-US The two are still trying to structure the proen-US-en-US posed bicycle rental fees and are studying simen-US -en-US ilar bike-share programs throughout the state. en-US Unlike other systems, Zagster does not require en-US a membership fee in addition to the hourly fee. en-US We wanted to make it as seamless as possien-US -en-US ble for our residents, so we designed a rental en-US charge program thats similar to our transit en-US system, Mr. Engel said. For the first hour of en-US usage, were only going to be charging $1 to en-US residents of the county and $2 per hour thereen-US-en-US after. County visitors and non-resident rental en-US charges will be $2 for the first hour and $4 en-US thereafter. Most people in a suburban bike-en-US share program use a bicycle on the average of en-US 27 to 42 minutes, so we feel that most people en-US will not be spending a lot of money out of en-US pocket.en-US The tentative map of station locations en-US includes the Port St. Lucie Civic Center; the en-US Ravenswood Community Pool & Recreation en-US Center; the Port St. Lucie Intermodal station; en-US Darwin Square; and The Landing at Tradition, en-US in addition to two downtown Fort Pierce locaen-US -en-US tions and a proposed station at Indian River en-US State College. When studying the locations, en-US Commissioner Tod Mowery said he hoped the en-US Transit Division would consider including St. en-US Lucie West in the future. en-US The bike routes already being what they en-US are in that area, people will go all the way from en-US Tradition up to St. Lucie West, he said. Its en-US just part of the normal bike-riding circuit. en-US Rather than looking east to west the way youre en-US showing it, you may see a lot of north-south en-US activity.en-US Mr. Engel said July 17 that area is already en-US planned for future expansion if ridership waren-US -en-US rants growth and sponsorships help cover the en-US cost. en-US St. Lucie West is critical for future expanen-US -en-US sion, he said. Were going to be working on it en-US immediately.en-US Mr. Engel said the pilot program is still in en-US the planning process but he hoped to have it en-US up and running by sometime this October. en-USRentalen-USFrom page 1

Stop in Today! en-USboard members had no time to review them, en-US the public has not had any time to review them en-US and I think of this Commission: Were not a en-US court, and so what were being asked to do is en-US be a prosecutor, a defense lawyer, a judge, a en-US jury. Until yesterday we didnt even have any en-US defendants. Im concerned about due process, en-US and there are no charges.en-US The two board members in question did not en-US speak that evening, but their attorney Louis en-US Buck Vocelle Jr., addressed the Commission, en-US calling the investigation a witch hunt.en-US I think that is woefully inadequate in terms en-US of any type of due process when your own en-US charter says that a commissioner of the FPUA en-US can only be removed for malfeasance, misfeaen-US-en-US sance, non-feasance or the conviction of a feloen-US-en-US ny, he said. If youre going to make those en-US types of -right now, allegations that are totalen-US -en-US ly unsubstantiated -that is a complete denial en-US of due process.en-US Shortly afterward Mayor Hudson voted en-US with the Commission majority to cancel the en-US inquiry altogether, with Commissioners Rufus en-US Alexander and Reginald Sessions dissenting. en-US The next day she sided with Ms. Calvacanti en-US and Mr. Thomas-Bey to fire Mr. Lindstrom, en-US citing a lack of sufficient response into her en-US investigation of commercial businesses lacking en-US security deposits with the FPUA, which prien-US -en-US marily focused on Sweeties Diner owned by en-US one of the mayors outspoken critics, Rick en-US Reed. She had the least words of the trio for en-US her decision. en-US en-USThe Board needs to know everything en-US thats going on so that we can all do our duty en-US because we can get in big trouble, she said. en-US When asked July 17 about the alleged lack en-US of due process for Mr. Lindstrom and the en-US reversal of her previous nights position of a en-US public body serving as a prosecutor, a en-US defense lawyer, a judge [and] a jury, the en-US mayor skirted the issue.en-US Mr. Lindstrom s employment was based en-US on a contract, she said. The terms of that en-US contract were followed.en-US For her part, Chairman Calvacanti called en-US the July 12 special City Commission investien-US-en-US gation into her and Mr. Thomas-Bey retaliaen-US -en-US tion for their independent investigation into en-US the FPUAs lack of commercial security en-US deposits on certain businesses that the pair en-US said smacked of favoritism. en-US I was making inquiries, and all I got was en-US smoke and mirrors, she said. I am finding it en-US very hard to trust the accuracy of anything en-US that I am being told. I dont feel comfortable en-US with this director, thats just where Im at.en-US In addition to more than a dozen FPUA en-US employees testifying that Mr. Lindstrom had en-US united the company since his arrival in 2015 en-US and improved employee morale, at least two en-US local elected officials, St. Lucie County Comen-US-en-US missioner Kathy Townsend and Fort Pierce en-US City Commissioner Sessions, asked the Board en-US not to make a hasty decision. The latter en-US warned that employee morale could suffer if en-US the director were dismissed. en-US Ill say this about Mr. Lindstrom: He has a en-US very humble spirit and that may be one of the en-US reasons why hes in this predicament, he said. en-US Nevertheless, I believe its something that he en-US brings to the forefront that you all should en-US reconsider with regards to any indifference en-US that you may have with him and to sit down en-US and try to resolve these issues.en-US Commissioner Townsend expressed shock en-US and dismay that the Board would even conen-US -en-US sider the termination.en-US We are finally at a place between the city en-US and the county and the FPUA where were en-US family, were a team, she said. This man has en-US moved you forward in the short time hes en-US been here because hes had a lot to clean up. en-US For the first time in the last year, I have not en-US heard anybody say anything negative about en-US the FPUA: that to me is remarkable, because en-US Ive heard nothing but complaints over the en-US past 10 or 15 years.en-US Board member Daniel Deiulio cast one of en-US the dissenting votes on the directors terminaen-US -en-US tion, saying his fellow board members should en-US hire an outside investigator to properly evaluen-US-en-US ate any alleged wrongdoing.en-US As you know at the prior meeting I recomen-US -en-US mended that we take the time to evaluate en-US Clays performance, he said. We have a polien-US -en-US cy and procedure that were supposed to folen-US -en-US low, and the policy is the Board shall perform en-US a performance evaluation of the Director of en-US Utilities on an annual basis. Clays been with en-US us for two and a half years, and we have not en-US done that. en-US Mr. Thomas-Bey ultimately made the en-US motion to terminate Mr. Lindstroms conen-US -en-US tract, reading from a previously prepared en-US statement that included several serious alleen-US -en-US gations.en-US I have lost confidence in Clay Lindstrom en-US as the Director of Utilities because his gross en-US misconduct has put FPUA at great risk under en-US his leadership or lack thereof, he said. His en-US failure to act in the best interest of the organien-US -en-US zation has created a vengeful, retaliatory en-US response against some of our most loyal and en-US skilled staff. I have lost confidence in Clay en-US Lindstrom as the director of utilities because en-UShe has fostered a hostile, fearful, mistrustful en-US atmosphere in the workplace at FPUA.en-US Mr. Thomas-Bey originally wanted to teren-US -en-US minate the director with cause but subseen-US -en-US quently changed his motion to without en-US cause at the advice of legal counsel, which en-US was immediately seconded by Mayor Huden-US -en-US son. Board member Michael A. Perri Jr., who en-US cast the other dissenting vote, asked Mr. en-US Thomas-Bey if he could prove any of those en-US alleged charges, which including allowing en-US sexual harassment and other company violaen-US -en-US tions to flourish under his rule. The en-US motion-maker failed to respond to his quesen-US -en-US tion or to Hometown News email questions en-US by press time.en-US This is a witch hunt personified, in my en-US opinion, and Im definitely opposed to this en-US motion, Mr. Perri said. I think were making en-US a huge mistake by not trying to iron these en-US problems out.
