LUCIE COUNTY -St. Lucie County en-US Commissioners continued their struggle to balen-US -en-US ance private property rights with protecting the en-US environment June 20 as they crafted the countys en-US Commercial Composting Ordinance amid local en-US activists calls for even tighter restrictions.en-US The region has been mired in the controversial en-US topic ever since the Planning & Zoning Commisen-US -en-US sion recommended approval in late 2014 of Comen-US -en-US postUSAs plans to mix biosolids with other comen-US -en-US post material along Shinn Road. Although the en-US company ultimately withdrew its application in en-US 2015 after several contentious public hearings, en-US the County Commission approved a moratorium en-US on such projects until it could gather public input en-US in order to create a new ordinance regulating en-US such facilities. That moratorium expired in early en-US June, just as commissioners and residents got en-USCounty addresses en-US compost ordinance en-USSeptic en-US companies en-US forced en-US to find en-US alternate en-US sites en-USTREASURE COAST -When Indian en-US River County abruptly stopped accepting en-US out-of-county septage at its Residuals en-US Dewatering Facility in early May, septic en-US service companies on the Treasure Coast en-US found themselves frantically searching en-US for alternative and more costly dumping en-US sites. Now consumers in Martin and St. en-US Lucie counties are paying more to pump en-US out their septic tanks and other wastewaen-US -en-US ter services. en-US Indian River County Attorney Dylan en-US Reingold said that countys commission en-US voted May 2 to stop accepting septage en-US from out of the county and to give area en-US septic service companies a 30-day notice en-US to find alternate disposal locations. Comen-US -en-US missioners made the decision after the en-US Florida Department of Environmental en-US Protection cited the county for periodic en-US discharges of organic matter, nitrogen en-US and phosphorus at its West Regional en-US Wastewater Treatment Facility from en-US November 2014 through last February.en-US The Board also directed staff, within en-US 30 days, to work with out-of-county haulen-US -en-US ers who are picking up waste within Indien-US -en-US an River County, Mr. Reingold said. This is only dealing with facilities that en-US compost biosolids from domestic wastewaen-US -en-US ter treatment plant residuals, or food waste, en-US garbage or some other organic material en-US thats used for the bulking agent.en-US As its currently drafted, the ordinance en-US would only permit a commercial composten-US -en-US ing facility as a conditional use on land en-US bearing the countys AG 5 designation and en-US would require the developer to meet numeren-US -en-US ous supplemental standards. These include en-US requiring the company to maintain all comen-US -en-US posting operations within a fully enclosed en-US building able to maintain negative pressure en-US against odors and the utilization of an en-US impervious floor so any water coming in en-US contact with biosolids could be stored on en-US site and ultimately treated at an approved en-US wastewater treatment plant. The facility en-US would also have to be built above the 100-en-US year flood elevation and have a stormwater en-US management plan proving it could retain en-US the runoff from a 100-year, three-day storm en-US event. en-US In addition, the draft ordinance stipulates en-US a 300-foot setback between the property en-US line and any composting activity, and a seten-US -en-US back of 1,320 feet or a quarter mile between en-US the nearest off-site building and any area on en-US the site where biosolids are delivered, proen-US-en-US cessed or stored. Although several residents en-US had called for greater setbacks, Ms. Grimalen-US -en-US di said she was forced to mimic those of the en-US FDEP.en-US While weve heard a lot of emotional en-US comments about increasing the setbacks, en-US weve stuck to what DEP accepts currently en-US for land application [of biosolids] in their en-US regulations, she added. We need to keep in en-US mind that anything we put into this ordien-US -en-US nance has to be defensible. If the county en-US adopts an ordinance and is later sued and en-US we cant defend it in court, then it did en-US nobody any good. en-US Several members of the public spoke en-US during the hearing, including Stuart attoren-US -en-US ney Virginia Sherlock, who represents the en-US 5,000 residents of PGA Village, many of en-US whom have been active in the controversy en-US for more than two years now. en-US You all have done such a terrific job of en-US listening to the public, responding to the en-US public, and making changes to the ordien-US -en-US nance, she said. At this point, the associaen-US -en-US tion is supporting the ordinance. The en-US changes that have been made are critical and en-US important.en-US One of the neighborhoods most well-en-US known residents, Rep. Larry Lee Jr., also en-US gave his blessing to the draft ordinance. en-US The ordinance not only goes a long ways en-US to protect the health and well-being of the en-US residents of St. Lucie County, but its drafted en-US in a manner that I believe is legally defenden-US -en-US able if it were to be challenged, he said. He believes the en-US requirement of fully enclosing the composten-US -en-US ing process makes it cost prohibitive and en-USconstitutes a de facto ban on such businessen-US -en-US es. en-US We do feel that partnership is the way to en-US advance and make things better and not be en-US so onerous as to basically ban it, he said. At en-US this time, we believe we can work with you en-US to improve the ordinance but preclude it en-US from simply banning, which in many ways it en-US does.en-US Commissioner Kathy Townsend, who en-US was absent for the emergency meeting held en-US on the Sunbreak Farms proposal, wanted to en-US know if that project could be regulated en-US under the proposed ordinance. County en-US Attorney Dan McIntyre believes theres a en-US chance.en-US As weve drafted it, the ordinance in my en-US opinion would apply to Sunbreak Farms or en-US operations like that, that would bring bioen-US-en-US solids in, he said. I guess en-US the woman saw right through me, all alone, en-US and I guess looking sad, thinking about en-US things.en-US She came over and told me my meal was en-US paid for. I asked, why? And she replied en-US that they just want to do it for me.en-US So, there are still some great people en-US around, with understanding and compasen-US -en-US sion to others.en-US In this case the lady nailed it. I was sad, en-US lonely and feeling alone.en-US The couple renewed my faith in my fellow en-US people. Nice people. I will never forget what en-US they did.en-USTalking about traffic lawsen-USI have been a school bus driver for a couen-US -en-US ple of years now and love it. It is my part-en-US time job after my career job retirement.en-US However, being out there on rush hours en-US (and non-rush hours during field trips or en-US other midday trips) I can say there is a real en-US problem with people disobeying traffic laws, en-US especially when they see a school bus or get en-US stuck behind one.en-US It is as nerve wrecking for us bus drivers en-US as it is for private or commercial vehicular en-US drivers. The transportation services for the en-US school system spends a ton of money on inien-US -en-US tial training and on-going training. School en-US bus drivers are not only drivers, but rollen-US -en-US ing classroom substitute teachers who, not en-US only must pay attention to traffic laws and en-US patterns, but also to the behavior of the preen-US -en-US cious cargo we carry to and from schools; en-US we are also janitors (got motion sicknesses en-US on board?) in addition to keeping our buses en-US clean and tidy at all times.en-US Our supervisors demands and paperwork en-US are unstoppable and we must adhere strictly en-US to traffic rules, school board rules, ethical en-US rules (with students, public, parents and en-US other drivers). We must only use our two en-US way radios for communicating (even 911 en-US emergencies are not allowed to be dialed en-US from our personal phones); we cannot back en-US up with students on board or make U-turns; en-US we must watch street signs with dead ends en-US or no through traffic, private road, etc; en-US we must stop at stop signs, not roll through en-US them, must use our signals for every move en-US of the steering wheel, must drive in the right en-US lane at all times, although this becomes a en-US challenge if we are to make a left turn at the en-US upcoming traffic light. Most drivers will not en-US allow us to switch lanes. That is the reason en-US why we sometimes take possession of the en-US left lane way before we get to that intersecen-US -en-US tion, and then our boss gets a phone call en-US (Ha! Ha!).en-US Our buses are somewhat slow manatees en-US in comparison to boaters navigating the en-US waterways; and although we get complains en-US about driving too fast, it is just an illusion en-US because our buses are so big and it appears en-US we are speeding through a 25 mph zone if en-US we are in fact driving at 25 mph. en-US Private drivers do not respect our buses en-US (which are big and yellow for a good reason en-US of peripheral view to others), they try their en-US best, at whatever cost, to get around us and en-US slam on the brakes in front of us because en-US traffic is slowing down and takes away the en-US room in front of us; they speed up when we en-US turn our Amber Student Lights on instead en-US of slowing down and stop by the time we en-US turn our Stop Red lights and Stop arms at a en-US complete stop.en-US Another challenge is with drivers waiting en-US at an intersection make that right turn with en-US their traffic red light on, if they see us comen-US -en-US ing down the road even if we are only 25 feet Sevin Bullwinkle/staff photographer en-USMaddi, 10, Isobel, 11, in front, with Jerico, 14, with their mother Dallas en-US and father, Firefighter Robert Santa. (no one unauthorized is allowed to en-US ride the school bus and no parent is allowed en-US to step inside the bus). en-US If you are late for work, it is your own en-US fault, get up earlier so you can drive to work en-US at ease and safely, not only for you, but for en-US others. .... Its a serious concern.en-US Although Mr. Carpino said St. Lucie Counen-US -en-US ty offered his firm the ability to dump his en-US untreated wastewater at the fairgrounds facilen-US -en-US ity, the cost is three times as high. en-US It cost us $150 to dump 4,500 gallons up en-US in Indian River County, he said. We made en-US arrangements over in the fairgrounds. To en-US dump that 4,500 gallons of waste in the fairen-US -en-US grounds cost $480.en-US Mike Spears, the owner of All County Sepen-US -en-US tic and Plumbing, said his company had been en-US taking septage to Indian River County for en-US more than 10 years. He also complained en-US about not getting the 30-day notice Mr. Reinen-US -en-US gold described. en-US Well, they didnt leave us with any option en-US where to dump, and we had no notice, he en-US said. Theyve always had an ordinance in en-US place against taking out-of-county waste, and en-US they just accepted it, no problem. The bottom en-US line is, they had a right to cut us off; it was the en-US way they did it that was wrong.en-US Mr. Spears said St. Lucie County puts too en-US many restrictions on accepting septage at the en-US fairgrounds facility.en-US The other rule is we have to give two en-US hours notice to the utility department before en-US we show up to dump, and we cant do that, he en-US added. Its just not feasible. en-US In addition to operating All County Septic en-US and Plumbing, Mr. Spears said his wife runs en-US her familys company, Dennys Septic Tank en-US Services, and so both companies have had en-US logistical and financial difficulties with the en-US recent changes. Although theyve found Palm en-US Beach County to be cheaper than the St. Lucie en-US County Fairgrounds, he said each company en-US had to put up a $4,000 security bond to begin en-US taking the septage south. Although the rates en-US are cheaper, traveling to Palm Beach County en-US keeps his employees from actually doing seren-US -en-US vice work. en-US Were taking full tank loads down there, en-US and Im paying $260 to dump an entire truck en-US load of 4,000 gallons, which is $400 at the en-US fairgrounds, he explained. While we will now see en-US greener fairways and lakes with water in en-US them, we will also lose 50 yards of roll on en-US our drives (insert sad face here).en-US As the rain washed out yet another en-US planned round, one of my buddies en-US wondered aloud why it is that some courses en-US or holes drain well and others do not. Most en-US of us dont ever think about what is under en-US the course. The myriad of catch basins and en-US drainage pipes installed before the first en-US blade of grass grew on the course is usually en-US of no concern. When the rains do fall, en-US however, all of these work in concert with en-US the design of the course to rid each hole of en-US water as quickly as possible. en-US My late friend, Charles Ankron, was an en-US internationally acclaimed golf course en-US architect. I used to do some side work for en-US him and I remember asking him that very en-US question.en-US There are three factors that affect course en-US drainage, he explained. Site, soil and the en-US client. en-US The first factor, site, varies from course to en-US course. Some courses are located in areas en-US with little rainfall, strong drying winds and en-US an abundance of sunshine. Of course these en-US courses drain well.en-US In Florida, courses are normally subject en-US to a lot of rain, and while we do have strong en-US winds and abundant sunshine, we suffer en-US from high humidity. The evaporation rate is en-US much lower than youd expect. We also en-US suffer from not having much elevation en-US change. Water simply has no desire to run en-US anywhere.en-US Soil content is next. The greater the en-US amount of topsoil that a course has, the en-US better it can handle a downpour. Topsoil en-US will absorb a large amount of water, and the en-US thicker that layer, the more water the en-US course can handle. en-US However, it is the subsurface soil stratum en-US has the biggest influence on course en-US drainage. A course with a sandy subsurface en-US will have an excellent absorption rate. en-US Martin County Golf Club has a very sandy en-US sub-base. That course stays open when en-US some of the exclusive private clubs in our en-US area have to shut down. Thats because it en-US absorbs water so well.en-US Courses unlucky enough to have a hard en-US subsurface, such as marl or sandstone, will en-US need more lakes, more storm drains and en-US more collection areas for the water that the en-US course will shed during a storm or wet en-US season. en-US Probably the biggest factor, aside from en-US nature, is the client. If the course owner or en-US developer has the money and is sensitive to en-US the golf course, he or she may be willing to en-US spend the money needed to design and en-US build a good drainage system. If the owner en-US simply wants an amenity for the housing en-US development, then chances are that money en-US will not be spent and the course wont drain en-US well.en-US If the soil can absorb an inch of rainfall en-US and it rains two inches, the ground is en-US fighting a losing battle. The high points of en-US the course will absorb the first inch and en-US then the second inch will flow downhill. As en-US that water flows to a low point or a catch en-US basin, it grows exponentially adding itself en-US to the water already accumulating downen-US -en-US hill.en-US Most architects use many more drains en-US now than 15 or 20 years ago. I remember a en-US total renovation that Ankrom did where he en-US added 220 additional drains to to capture en-US water. The original early 1970s design had en-US water running a thousand feet before en-US finding a drain. That was changed so that en-US water ran no more than a hundred feet.en-US Modern architects also use nature to help en-US drain the course. Sand retention areas and en-US waste areas have become quite popular. en-US Lakes are used to do three things, disperse en-US water, generate fill for building the course, en-US and storm water storage.en-US The fairways and rough arent the only en-US places that a golf course architect works to en-US drain water from the course. The greens of en-US a modern course have a complicated en-US drainage system built into them as well. en-US Todays modern green is topped with 12 en-US inches of custom topsoil. Under that is four en-US inches of gravel followed by a herringbone en-US system of drainpipes set 20 feet apart. The en-US water that makes it to the drainpipes is en-US taken to a lake, swale, dry well or other low en-US point well away from the green. en-US Thanks to modern irrigation, courses are en-US kept very lush.
