LUCIE COUNTY The St. Lucie County en-US Commission voted 4-1 April 18 to approve the en-US first increase in impact fees for the St. Lucie Counen-US-en-US ty Fire District in nearly 11 years. en-US Commissioner Kathy Townsend cast the lone en-US dissenting vote on the increase, citing concerns en-US about potential negative effects on the tourism en-US industry. The fee that hotels and bed and breakfast en-US inns pay for new construction is soaring from en-US $223 to $639 per room, while the category of nursen-US -en-US ing homes is dropping from $1,055 per bed to en-US zero.en-US I still have concerns that the rates are extremely en-US high, she said. I suggested they implement in en-US phases, starting lower. I still could not understand en-US why the lodging facilities were being hit, and the en-US nursing homes would go to zero.en-US Commissioner Townsend had also opposed the en-US increase during the first public hearing held April en-US 4. During that meeting, the Commission heard en-US from Dr. James Nicholas, an outside consultant en-US hired by the District to conduct a technical study en-US of the countys impact fee structure. Mr. Nicholas en-US explained that the nursing homes calls were simen-US -en-US ply being assigned to the residential category and en-US the decision to eliminate the fee was made by the en-US Fire District itself.en-US This was a policy recommendation, a policy en-US decision reached by the Fire District control en-USImpact fees risingen-USSt. Lucie County approves en-US Districts request to raise fees en-US in light of increasing service en-US callsen-USBy Donald Rodrigueen-USFor Hometown Newsen-USSeeen-US en-US IMPACTen-US page 9en-USFORT PIERCE -St. Lucie County en-US officials revealed the first preliminary en-US drawings of the proposed Fishermans en-US Wharf development to both the County en-US Commission and the Fort Pierce City en-US Commission recently to gauge support en-US of the project aimed at redeveloping the en-US area surrounding the Port of Fort en-US Pierce. en-US Leslie Olson, director of the countys en-US Planning & Development Services en-US Department, addressed the latter April en-US 17 to launch the discussion of the en-US design portion of the project, funded by en-US a $316,000 Florida Inland Navigation en-US District grant and $380,000 in matching en-US county funds. en-US This is a presentation of the draft en-US urban-design components of the plan, en-US so this is not the final, she said. So, we en-US are presenting to you what we have en-US developed to this point; from here on en-US out, well be reaching out to the stakeen-US -en-US holders who are property owners and en-US the tenants within out planning area.en-US The proposed Fishermans Wharf en-US area lies between the Port of Fort Pierce en-US and Seaway Drive, bounded on the west en-US by U.S. 1 and on the east by the Indian en-US River. Both county and city officials en-US want the area to serve as a buffer and en-US transition zone between the commeren-US -en-US cial and industrial areas of the port and en-US the booming downtown district. en-US I think we envisioned the type of en-US redevelopment that you would see in en-US New England or in Seattle, where you en-US combine a little bit of the working mans en-US port with redevelopment, Ms. Olson en-US added. That is the kind of development en-US that would be distinct from downtown en-USWharf en-US design en-US taking en-US shapeen-USCounty officials reveal en-US preliminary design en-US for area between en-US downtown and the en-US Port of Fort Pierceen-USBy Donald Rodrigueen-USFor Hometown Newsen-USSeeen-US en-US WHARFen-US page 10en-USPhoto by Sevin Bullwinkle/staff photographeren-USMore than 600 participants were doused with fruit flavored, colored powder en-US at the third annual 2.5 and 5k Flavor Run. The bill now moves to en-US the House of Representatives, where it could en-US undergo some changes. The bill already has en-US seen some alterations, including a reduction en-US in size back from the 60,000 acres that was en-US originally proposed. It has yet to be deteren-US -en-US mined how big the reservoir will be, but en-US Sen. Joe Negron who has championed the en-US project said it would be dug deeper at en-US about 14 feet.en-US The goal is to treat water and send it en-US south, and divert water away from the en-US coasts and hopefully reduce the impact of en-US the catastrophic algal blooms that plagued en-US the St. Lucie River and Estuary and the Indien-US -en-US an River Lagoon last year. Those blooms en-US created national news and had a dramatic en-US environmental and economic impact on the en-US Treasure Coast.en-US Clean water advocates were thrilled with en-US the news, which means the state is one step en-US closer to building a reservoir south of Lake en-US Okeechobee that will be treated and sent en-US south toward the Everglades. Environmenen-US-en-US talists have raised the alarm that The Everen-US -en-US glades are experiencing extreme water loss en-US due to a lack of water flowing into the area en-US and being diverted to farms, instead. The en-US recent dry season also has not helped, but en-US with a storage and treatment area they are en-US hoping that The Everglades can be recharged en-US and restored to their historical vibrancy.en-US The bill authorizes the South Florida en-US Water Management District and the Board en-US of Trustees of the Internal Improvement en-US Trust Fund to negotiate the amendment and en-US termination of leases on lands within the en-US Everglades Agricultural Area for exchange en-US or use for the reservoir project; requiring en-US certain lease agreements for agricultural en-US work programs to be terminated in accoren-US -en-US dance with the lease terms, according to the en-US Senate Website. It requires the district to en-US request that the United States Army Corps en-US of Engineers jointly develop a post-authorien-US -en-US zation change report for the Central Everen-US -en-US glades Planning Project; providing requireen-US -en-US ments for the C-51 reservoir project if state en-US funds are appropriated for the project; proen-US-en-US hibiting the use of inmates for correctional en-US work programs in the agricultural industry en-US in certain areas, etc.en-US In its current form, the reservoir would be en-US 14,000 acres, and the cost also went down en-US significantly for the project to $1.5B because en-US the state would use more sugar fields it en-US already owns and leases to farmers, instead en-US of purchasing land at a prohibitive cost.en-US Sugar and vegetable farmers are reticent en-US to sell the original proposed land, which was en-US acquired decades ago, and many people en-US have debated whether the plan will work in en-US the first place. Some have cited a plan to en-US build a north reservoir instead, and critics en-US have pointed out that the lakes high concenen-US -en-US tration of phosphorous and nitrates have a en-US direct impact on algae blooms along both en-US coasts through the St. Lucie Locks and Indien-US -en-US an River Lagoon on the Treasure Coast and en-US the Caloosahatchee River toward Fort en-US Myers.en-US For more information about Senate Bill en-US 10, visit the Florida Legislature Web site at en-US www.flsenate.gov/Session/Bill/2017/00010.en-USSB 10 passes through Florida SenateBy Gaylon Parkergparker@hometownnewsol.com en-UStrict and Florida Forest Service, have impleen-US -en-US mented a county-wide burn ban effective en-US immediately due to the extremely dry condien-US-en-US tions.en-US The burn ban applies to all non-permitted, en-US outside burning. The drought en-US index for St. Lucie County is nearly 600 out of en-US 800. An index reading higher than 550 is conen-US -en-US sidered extremely dry. It was a decision inien-US-en-US tiated by myself and concurred by the Disen-US-en-US trict staff. The theory behind it is that a en-US nursing home is a temporary residence for en-US people who are residents, and therefore en-US they just moved on a temporary basis from en-US their home to the nursing home. en-US He also pointed out the real and reason en-US for increasing impact fees: Rescue service en-US calls have been rising by thousands of calls en-US a year. en-US The past year, you had almost 50,000 en-US calls for service, he said. So theres 1,600 en-US additional calls per year, and thats what en-US the District has to accommodate with new en-US or expanded stations and facilities. The en-US infrastructure cost per call is $2,100.en-US Other categories are also rising to help en-US the District pay for new equipment and en-US facilities. The impact fee for new office en-US construction -both medical and otheren-US -en-US wise -is skyrocketing from $282 to $618 en-US for every thousand square feet. en-USTheres an increase in calls for service en-US coming from offices, Mr. Nicholas added.en-US The residential sector is also taking a en-US hit. The fee for single-family home conen-US -en-US struction is rising from $478 to $617, en-US while the cost for multifamily units more en-US than three stories is more than tripling, en-US from $223 to $724 per unit. On the other en-US hand, the fees for new service-station conen-US-en-US struction are being slashed from $1,469 to en-US $319.en-US Although Commissioner Paula Lewis en-US ultimately supported the increase, she en-US worried during the second hearing that en-US higher impact fees might hinder developen-US -en-US ments stalled ever since the recession.en-US I will tell you that I have heard from en-US several developers out there that are now en-US reconsidering as to whether they can en-US develop the way they initially had planned en-US to, she said. So I do have my concerns en-US about coming out this hard and this heavy en-US to many people that held off on developen-US -en-US ment because of the market and are just en-US now starting to come back.en-USCommissioner Townsends idea of phasen-US-en-US ing in the increases failed to gain momenen-US -en-US tum among her fellow commissioners, en-US with Chairman Chris Dzadovsky refusing en-US to put the burden on our taxpayers and en-US Commissioner Tod Mowery insisting the en-US Board follow the advice of the hired expert.en-US I feel like we can go back and forth and en-US back and forth, but realistically we had a en-US gentleman that is the number one impact en-US fee consultant in the state that has been en-US tested court case after court case on these en-US items, the latter said. We now have those en-US revised fees based upon the methodology.en-US Another commissioner whod expressed en-US doubts about the fee increases during the en-US first meeting, Frannie Hutchinson, now en-US seemed satisfied after more recent converen-US -en-US sations with Fire Chief Buddy Emerson en-US and made the motion to accept the changen-US-en-US es.en-US Im happy to say that he did satisfy the en-US answers and has agreed to review this once en-US again in three years with documentation en-US that will show whether it can go up or en-US down, she said.en-USImpacten-USFrom page 1 story time, tea time snacks, sing-a-long, and fun crafts project. Health Care Done Right! If you need hospitalization, our doctors will follow up with a visit at the hospital! and not compete with it, and provide that en-USkind of buffer that youre looking for.en-US The tentative plans include multi-story en-US buildings housing shops and businesses, en-US outdoor eating areas, a plaza and a riveren-US -en-US front promenade. While Ms. Olson said the en-US area has the potential to include vacation en-US rentals aimed at the throngs of boaters utien-US -en-US lizing the nearby boat ramps, she referred en-US commissioner questions about other potenen-US -en-US tial housing in Fishermans Wharf to Fort en-US Pierce Planning Director Rebecca Grohall.en-US Right now were exploring all uses, and en-US in some of these vertical buildings, it may en-US make some sense to have ground-floor retail en-US with upper floor apartments, Ms. Grohall en-US said. I think we have to start taking a real en-US hard look at what the demand is, as well as en-US what the visual impact of that will be. I defien-US -en-US nitely think that if there were people living en-US in that area, theyre going to provide foot en-US traffic into our downtown district.en-US In response to questions by Commissionen-US -en-US er Jeremiah Johnson about the difficulties of en-US pedestrians crossing Seaway Drive into en-US Fishermans Wharf, Ms. Olson introduced en-US Dennis Murphy of the Fort Pierce-based en-US Culpepper & Terpening civil engineering en-US firm, who described potential solutions to en-US create connectivity between the sections of en-US Fort Pierce divided by the roadway.en-US The only real challenge to what youre en-US talking about is the width of the crossing, en-US he said. Thats a fairly long distance to hoof, en-US and youve got a lot of other vehicles youve en-US got to keep moving. The idea is that there en-US would be a refuge in the median. So if you en-US cant make it across on the first cycle, you en-US might have to wait a couple of minutes for en-US the next cycle to work through, but theres a en-US place to stand and wait safely out of the way en-US of traffic.en-US Mr. Murphy explained a unique concept en-US of the initial design that was incorporated to en-US leave the busy boat ramps in the area unafen-US -en-US fected while regaining the land currently en-US used for parking boat trailers: a first floor en-US parking garage for boat trailers and tow en-US vehicles adorned on the outside with Bahaen-US -en-US mian shutters.en-US If youre coming for a tournament, thats en-US a place where you could park your truck en-US and trailer, and it becomes an attractor, he en-US said. The concept was to get as much trailer en-US parking as possible.en-US Commissioner Johnson worried the feaen-US-en-US ture could create potential problems with en-US drivers unfamiliar with navigating an en-US enclosed parking structure with a trailer.en-US I just know if you take your truck with en-US 30-foot trailer behind it, its tough, he said.en-US I didnt say it would be easy, Mr. Muren-US -en-US phy replied. en-US Ms. Olson agreed the structure would en-US need precision design.en-US Turning radiuses are going to be a killer, en-US she quipped.en-US The proposed parking garage would also en-US sit atop another novel space-saving feature en-US of the plan, a capped stormwater pond en-US located underneath the facility itself. When en-US the same team presented the draft plan to en-US the County Commission on April 18, some en-US of those commissioners noted the lack of en-US the areas retention pond in the drawings. en-US Upon discovering its location under the en-US parking garage, they then worried about the en-US possibility of moisture seeping into the en-US structure above, but Mr. Murphy moved en-US quickly to alleviate their fears.en-US Youve actually got a large open space of en-US air where the moisture can dissipate out en-US before it gets into the structure above it, he en-US said. en-US Ms. Olson explained to both boards that en-US the county presentation would serve as the en-US launch of the public awareness campaign for en-US the plan. en-US This is the kickoff for our online worken-US -en-US shop, she said. If you visit the county weben-US -en-US site (www.stlucieco.gov/departments-seren-US -en-US vices/a-z/en-US planning-and-development-services/planen-US -en-US ning-division/fishermans-wharf) you can en-US go and view all of these plans, take a survey en-US about the plans, [and say] what you like and en-US dont like. You can download the plans to en-US your computer, mark them up and then en-US upload those marked up plans to the suren-US -en-US vey.en-US Mr. Murphy also encouraged the public en-US to provide input on the design.en-US We want to hear from the public as to en-US whether were going down the right path, en-US he said.en-US During the April 17 presentation, both en-US Fort Pierce Commissioners Thomas Perona en-US and Reginald Sessions emphasized the need en-US to get the areas property owners onboard en-US with the proposed plans, citing problems en-US with previous efforts to develop the port en-US area. The former said previous efforts never en-US got all the property owners on the same en-US page.en-US Everybody had their own perception of en-US what was going to happen with that, and en-US they really didnt understand their part in all en-US of this, Commissioner Perona said. This is en-US probably going to change many, many times en-US before we get to any type of reality, but at en-US least it shows some consensus on what were en-USstarting with. This gives us the opportunity en-US to go to those private land owners and say, en-US heres what we envision.en-USWharfen-USFrom page 1en-USRight now were exploring all uses, and in some of these vertien-US -en-US cal buildings, it may make some sense to have ground-floor en-US retail with upper floor apartments. For just $99 en-US per month, plus a cart fee, golfers get en-US unlimited, unrestricted golf at both courses. en-US Rockledge Country Club features not en-US only golf, but great dining, banquet en-US facilities, pro shops, and locker rooms. The en-US club is known in the area as the place for en-US weddings, receptions, bar mitzvahs, and en-US more.en-US The club has a storied history. In the en-US roaring 1920s the club, then known as The en-US Golf Club, was nine holes located on Barton en-US Avenue where Wuesthoff Hospital now sits. en-US It was later moved across the river to en-US Merritt Island on Old Humpback Road, en-US only to have the over sized mosquitoes en-US drive the club back across the river to where en-US is presently sits on South Fiske Boulevard.en-US During the Depression, the city acquired en-US the club and in 1931 nine more holes were en-US added, giving the club 18 holes. By 1945 the en-US club had only 20 members and was in en-US trouble. It was then that three members, en-US D.J. Gibbons, Marston Miller and Dr. L.L. en-US Anderson leased the club with an option to en-US buy.en-US The men made $30,000 in improvements en-US and renamed the club to Rockledge Golf en-US and Country Club. When the clubhouse en-US burned down in 1947, the men decided to en-US give interested citizens an opportunity to en-US become part owners in the new clubhouse. en-US The result was a clubhouse reputed to be en-US among the finest on the east coast. In 1981 en-US the membership purchased the club and it en-US remains theirs today.en-US Playing to a par of 71, there are four sets en-US of tees there measuring from 5,026 to 6,436 en-US yards. There is a wonderful variety of holes en-US and a few are monsters, namely the par-3s. en-US Water comes into play on nine holes, but en-US only forces a carry on three.en-US With tall trees framing the fairways and en-US greens, one will immediately notice how en-US narrow some of the holes are. Most holes en-US have a slight dogleg to them, or require you en-US to put the ball on one side of the fairway for en-US a clear approach.en-US One of the best features here is that the en-US neighboring homes are around the outside en-US of the property. The course sits alone with en-US plenty of beautiful, mature oaks and pines en-US draped with Spanish moss.en-US Duran Golf Club, completed in 2005, en-US features five sets of tees, with the longest en-US playing to 7,151 yards. A very stern test en-US considering how much wind blows through en-US the fairways. The less accomplished players en-US or those looking to enjoy a fun round, can en-US easily find a set of tees to en-US match their skill or en-US mood for the day.en-US The course also has a en-US full dining room, with a en-US fantastic menu complete en-US with specials, a Sunday en-US Jazz Brunch and more.en-US Also on property is en-US the Duran Academy of en-US Golf, a comprehensive en-US instructional and en-US coaching program en-US dedicated to golfers that en-US are passionate about en-US getting the most out of en-US their golf game. His keen eye for manipulating an en-US areas natural weather patterns and wind en-US tendencies made him the perfect choice to en-US design features that considered the en-US wide-open spaces found here, along with en-US the varying coastal winds of the Floridas en-US east coast. The combination resulted in en-US holes that play with as much as a five-club en-US difference from day to day.en-US The use of native grasses, the importaen-US -en-US tion of a several thousand oaks, cypress and en-US native palms, gives the course tremendous en-US character. Couple this with being built on en-US what was once a sod farm, providing soil en-US that produces lush conditions and its easy en-US to see why the course has won its share of en-US awards and accolades. en-US The course starts you off on the right en-US foot, a pleasant par-5 with no surprises. en-US 14 en-USIen-USf there is one basic function that en-US everyone is familiar with and yet en-US shrouded in mystery I would have to say en-US that would be the print command. Again, en-US everybody is familiar with the print en-US command click the print button and your en-US printer spits out a hard copy. But the reason en-US its shrouded in mystery is there are a ton of en-US options and controls available (most of en-US which no one takes the time to learn) that en-US give the user a lot more control over the en-US printer output than many people are aware en-US they have. Lets take a look at some of these en-US functions and see if we can figure out what en-US some of them are good for and why we en-US would want to use them. en-USUsing the print button in the toolbar of en-US many applications (or the Quick Print en-US option in Word) will do just that quickly en-US send whatever is onscreen to the printer en-US using the default settings. What that en-US means is that the computer has a series of en-US preset settings that it will use by default if en-US you dont tell it to do something different. en-US For instance, if you have more than one en-US printer set up (perhaps your real printer en-US and maybe a fax program listed as a printer) en-US then the computer will have one printer set en-US up as its default If you dont tell it to print en-US to another device, then thats the one its en-US going to print to. en-US Other defaults include paper size, en-US whether or not you want to print in color or en-US grayscale and print quality. Clicking the en-US print button on the tool bar will send the en-US print job to the printer using these default en-US settings. en-US But what about if you want to change en-US something? Suppose you want to print to a en-US different size printer or maybe you want to en-US print using the low quality settings (draft) to en-US save some ink, how can you adjust these en-US settings if the print job sends straight to the en-US printer when you click print? en-US To get to the print menu that gives you en-US full control look for the File pull-down en-US menu at the top left hand corner of en-US whatever program you are trying to print en-US from. Now, be aware that not all programs en-US have the File, Edit, View pull down en-US menus that weve grown fond of over the en-US years. You may or may not see the file en-US pull-down menu but that doesnt mean we en-US cant get to where we want to go. If you have en-US a File pull-down menu, click it. You en-US should find the print command listed and en-US clicking that will pull up the print window. en-US If you dont have the File pull-down then on en-US your keyboard press and hold the CTRL en-US button and then click P. That should open en-US the print command the same as clicking File en-US then Print. en-US Now, I know what some of you are en-US thinking why go through all that business en-US with the File pull-down menu when CTRL en-US + P does the same thing? en-US Well, the reason I try to steer people in en-US the direction of the pull-down menus is en-US simply because there are other commands en-US in there right next to Print that may not be en-US available with the keyboard shortcut. For en-US instance you may notice a command called en-US Print Preview when you click the file pull en-US down menu. Print Preview is a great en-US command that saves you paper by actually en-US showing you a preview of whats about to en-US come out of the printer should you commit en-US and click print. The preview saves paper by en-US letting you decide what adjustments you en-US want to make before sending the print job to en-US the printer. en-US Now, back to our print command, en-US clicking Print in the File pull-down or en-US pressing CTRL+P will open the print en-US dialogue box and the first thing it will show en-US is what printer its going to send to. This is en-US where you can tell the computer to send to a en-US device other than the default. Clicking the en-US Properties button lets you change things like en-US paper size, quality and color. The properties en-US menu will change from printer to printer en-US but the core is the same. Its the place where en-US fine changes can be made on the printer. en-US Further down the print dialogue box you en-US can tell the computer what pages to print en-US and how many copies and after making any en-US changes here, clicking print will then send en-US the job to the printer with the changes that en-US you selected. en-USSean McCarthy can be reached at en-US 888-752-9049 or en-US help@ComputeThisOnen-US-en-US line.com en-US (no hyphens).
