There are siten-US-en-US uation sometimes where were accommoen-US -en-US dating a brick and mortar, so I think thats en-US whats being envisioned here.en-US In response to questions from Commisen-US-en-US sioner Sessions about encouraging such en-US entrepreneurs to put down roots, Ms. Cox en-US said not everyone could afford the investen-US -en-US ment.en-US We would love that, but I dont think en-US thats an option for everyone, she said. en-US Commissioner Sessions felt that leaving en-US the current restrictions in place might just en-US encourage such investment and bring more en-US revenue into city coffers. en-US I guarantee then, it will dawn on them to en-US eventually build a building if it causes en-US enough hardship, he said. I would rather en-US see them with a big shiny building and four en-US walls with a tax bill coming from a tax en-US appraisers office.en-US Mayor Linda Hudson managed to get the en-US whole Commission on-board with a conen-US -en-US sensus on a three-day limit, which appeared en-US to satisfy Commissioner Perona.en-US I think it would resolve this with a time en-US certain, he said. en-US 3 TREASURE COAST If a new study is en-USany indication, there are many households en-US along the Treasure Coast that are barely en-US making ends meet. The United Ways recent en-US ALICE report, which stands for en-US AssetLimited,IncomeConen-US-en-US strained,Employed, shows that there are en-US nearly 100,000 or about 43 percent of en-US households that are unable to afford the en-US basics of housing, food, health care, child en-US care and transportation despite full-time en-US employment.en-US While more than 69,568 households live en-US above the poverty line, they are currently en-US below the ALICE threshold, or the basic en-US cost of living. en-US The report, places a spotlight on harden-US -en-US working, and yet struggling residents who en-US have little or no savings and are one emeren-US -en-US gency from falling into poverty. ALICE was en-US originally introduced in 2014 and the en-US update provides a deeper look at how en-US households have struggled over time since en-US before the recession in 2007 through 2015, en-US said The United Way through a press en-US release. en-US The report takes data from a variety of en-US sources, including the U.S. Census, Bureau en-US of Labor Statistics, Internal Revenue Service en-US and Florida Department of Education to en-US form its conclusions, and many of those are en-US troubling.en-US ALICE individuals and families are en-US working jobs that are vital to the success of en-US our communities and yet they continue to en-US struggle with the basics. As a United Way en-US network we will continue to work to find en-US solutions that will help our hard working en-US friends and neighbors, said Michael Kint, en-US chief executive officer of The United Way of en-US Indian River County.en-US The report reaffirms that we have made en-US real progress, but we still have a long way to en-US go to advance the quality of life for all peoen-US -en-US ple in our communities, said Karen Knapp, en-US CEO/President, United Way of St. Lucie en-US County.en-US Among the data cited were some signs of en-US improvement. In Martin County, for examen-US -en-US ple, the households below the ALICE line en-US were about 45 percent in 2012 but that en-US number dropped to 41 percent by 2015. en-US Household incomes during that time en-US increased from about $44,821 to $51,622 en-US but the household survival budget had risen en-US from $55,030 to about $61,136.en-US We have data from our community since en-US 2007, which would have been before the en-US recession, and at that point it was about 29 en-US percent of the households in the county en-US were ALICE households, said Carol G. en-US Houwaart-Diez, President/CEO, United en-US Way of Martin County. Then, in 2010, it en-US was 42 percent and in 2012 it was 45 and in en-US 2015 it was 41 percent.en-US In some ways, we have made some progen-US -en-US ress, but does that mean the economy is en-US turning around? I think so, perhaps. But I en-US think we have a long way to go.en-US Ms. Houwaart-Diez said the report is en-US helpful also to localize the areas of concern. en-US For example, in Palm City the numbers are en-US 28 percent now and were only at 27 percent en-US in 2012 but in Hobe Sound they have en-US increased from 48 percent in 2012 to 53 peren-US -en-US cent in 2015. Indiantown was at 55 percent en-US in 2012 and is now at 62 percent. Rio, during en-US the same time, dropped from 50 percent in en-US 2012 to 46 percent in 2015.en-US Meanwhile, in St. Lucie County the en-US households below the ALICE threshold en-US were about 49 percent in 2012 but at 46 peren-US -en-US cent in 2015. It en-US would be at your discretion as to how we en-US would use those funds.en-US Commissioner Alexander also expressed en-US concern that the city might not be making en-US enough money on the deal after having to en-US put a new roof on the building since the en-US purchase. Mr. Mimms admitted he was en-US unfamiliar with the renovation but Mayor en-US Linda Hudson confirmed the citys investen-US -en-US ment. en-US We spent some money on it, she said. en-US Mr. Mimms did say the new owner could en-US benefit from the less demanding parking en-US requirements available since the recent foren-US -en-US mation of the Peacock Arts District. I even get an en-US occasional message from a dethroned en-US prince from Nigeria promising that if only en-US I help him (by giving him my bank account en-US information) hell be able to get access to en-US his frozen assets and give me several en-US million for my troubles. Its gotten to the en-US point that out of 60 to 70 messages only a en-US handful are legitimate. en-US How is it that I, a computer fixer with en-US decades of experience, can get flooded with en-US spam? Dont I, of all people, know how to en-US manage this scourge any better? Frankly no. en-US But its not from a lack of trying. en-US Unfortunately, just about everything Ive en-US tried to stem the flow of spam has had en-US either negative or short-term effects. Ive en-US found the most effective way (for me en-US anyway) is to just scan the subject headers en-US and click the delete button and nuke all the en-US unwanted emails one by one. en-US I know what you are thinking. Over the years, as I have tried en-US one method after another to manage en-US unwanted email, Ive noticed a common en-US thread; many spam filters are too aggressive en-US and have a tendency to delete messages I en-US actually want. Many spam filters will look en-US at the senders domain name and filter the en-US message that way. The problem with that is en-US I may actually want messages from that en-US domain and the spam filter can unintenen-US -en-US tionally red flag messages that I actually en-US want to read. en-US An example of that would be the time I en-US was trying to refinance my home. My en-US father, being ever helpful, sent me an e-mail en-US listing the mortgage rates of a certain en-US lender. The spam filter spotted the key en-US words low mortgage rates and filtered en-US that message as spam. Then, since the en-US offending message came from my dads en-US email address, all future messages from him en-US were filtered. The really frustrating thing en-US was that I didnt know my dads e-mail was en-US getting filtered, so I didnt know he was en-US trying to email me until he called, annoyed en-US that I was ignoring his emails. en-US Other methods have had mixed results, en-US too. One question that always comes up is en-US how do these spammers get your email en-US address in the first place?" Its not like you en-US go to some site and sign up for spam. Ive en-US seen cases where people get new email en-US accounts and within a week the flow of en-US spam begins. How is that possible?en-US There are dozens of ways that email en-US addresses end up as targets for the spamen-US -en-US mers, but Ill just cover a couple. en-US Forwarding e-mail messages to everyone en-US in your address book (or just corresponden-US -en-US ing with someone who engages in this en-US practice) can expose your address to the en-US spammers, because as the messages gets en-US forwarded on and on, so do all the en-US addresses listed in the email. Then, once en-US out in cyberspace, there are a number of en-US ways that the addresses can get harvested en-US from that email. en-US Another method is the old random en-US email address trick. What they do is use a en-US computer program to generate thousands en-US of email addressed using random dictioen-US -en-US nary words, letters and numbers before the en-US @ symbol and the domain name. Then they en-US send out test messages to the randomly en-US generated addresses and the ones that dont en-US get rejected by the mail system as a bad en-US address, they keep. They end up with a list en-US of addresses that they know go somewhere. en-US If you have ever gotten an email with no en-US subject and no message its possible that en-US thats where that message is coming from en-US and unfortunately, by the time you get the en-US message, its too late. They already know en-US that the email address is a good one.en-US Until I find a method to manage the flow en-US of spam that does not have unwanted side en-US effects, I guess I will just continue to just en-US delete them as they come in. Most of this en-US beneficial rainfall falls during the months of en-US June, July, August and September. The en-US remainder of the year can often leave our en-US lawns and yards with a serious deficiency of en-US water. This either requires us to water our en-US lawns by hand or use portable sprinklers. en-US The problem with this is that you have to en-US move the sprinklers around the yard in en-US order to get even coverage. en-US Another alternative is a home irrigation en-US system. A well-planned in-ground system en-US can be easily controlled with a timer box en-US and can even shut itself off when it rains to en-US conserve water. The drawbacks of an en-US in-ground system are maintenance and en-US cost. Even a good system will require en-US regular maintenance to maintain efficiency. en-US The good news is that the system will en-US eventually pay for itself over time with what en-US you will save on landscape maintenance.en-US To design a good system, you should en-US start out with a map, drawn to scale, of the en-US area you wish to irrigate. Be sure to include en-US all the details including plants and builden-US -en-US ings. Then, draw in the diagram of the en-US route you are going to use for the PVC pipe. en-US Mark off the spots where you will install en-US your sprinkler heads and consider whether en-US you need a full, half or quarter spray and en-US also the distance needed to cover that en-US segment. Be sure your segments overlap to en-US ensure you have no dead spots. You can en-US draw this out on graph paper or you can en-US buy special kits that guide you through the en-US planning process.en-US The next thing that must be considered en-US is how many zones you will have on your en-US system. If you try to put too many sprinkler en-US heads on your system, the water pressure en-US may be too low to operate that zone en-US correctly. You may only want to put four or en-US five sprinkler heads in one zone or even less en-US if you have poor water pressure. The en-US various zones will be rotated automatically en-US by the electronic water timer. In fact, more en-US zones give you more versatility when it en-US comes to managing your system. en-US The best water source for your system is en-US to have a separate well and pump to feed en-US water to your sprinklers but for some en-US people this is not in the budget. You can use en-US an existing well and pump that you use for en-US your home water supply with good results. en-US If you happen to have an onsite pond or en-US water retention area, you can recycle this en-US water by pumping directly from these en-US sources. en-US One important part that should be en-US installed on your system is an automatic en-US rainfall override. These inexpensive devices en-US automatically shut off your system when en-US sufficient rain falls and en-US satisfies the adjustable sensor. en-US These devices not only save en-US water and electricity but they en-US also prevent your lawn from en-US getting watered too heavily. en-US In fact, they are required by en-US code in many counties. en-US There are three basic en-US pumps that are most en-US frequently used to power en-US irrigation systems: A surface en-US centrifugal pump, a jet pump en-US and a submersible centrifugal en-US pump. The most commonly en-US used pump for home use is a en-US jet pump. These pumps can en-US be used for both shallow and en-US deep well applications. For en-US very deep well applications, a en-US submersible centrifugal en-US pump may be used. The en-US disadvantage is if the pump en-US needs to be serviced it has to be removed en-US from the well. en-US One last consideration is the quality of en-US the water being pumped from the well. If en-US the water has a lot of sediment or sand, it en-US will be necessary to install a sand filter en-US inline before the water reaches the sprinen-US -en-US kler heads. This will help prevent clogging en-US of the sprinklers and will provide more en-US enjoyable and trouble free operation of en-US your system.en-US The bottom line: A well designed water en-US system can save you loads of time and take en-US the worry out of getting the proper en-US amounts of water to your lawn. In the long en-US run, it can pay for itself over time by saving en-US you money on lawn maintenance. There is en-US also one added bonus; you can install an en-US inline device that will actually allow you to en-US fertilize your lawn directly through the en-US water system! For the Treasure Coast Food en-US Bank, based in Fort Pierce, the festival has en-US been entirely positive.en-US Last year, Soundslinger reached out to en-US us, and we received approximately $30,000 en-US from the festival, TCFB President and CEO en-US Judy Cruz told Hometown News. en-US 17 en-USFewer rules for golf starting in 2019 en-USEen-USvery couple of years, the United States en-US Golf Association and the Royal and en-US Ancient, get together to tweak the en-US Rules of Golf. The idea is to not only en-US protect the game of golf from technology en-US that would make skill less meaningful than en-US buying the latest equipment, but to make en-US things easier for the layman to understand. en-US Currently there are 34 rules in the book. en-US While it doesnt sound like a lot for a game en-US hundreds and hundreds of years old, it is far en-US more than the average, recreational golfer en-US cares or tends to pay attention to. en-US Just before the end of February, the en-US USGA and the R&A announced that their en-US five-year-long modernization of the Rules en-US of Golf is finally complete. Most of the rules en-US have been streamlined with common-sense en-US changes that will make them easier to en-US understand and more fair. en-US Under the proposed changes, the rules en-US will be reduced to 24. The rules will become en-US a more reasonable representation of the en-US evolved game that we play now. Since these en-US changes are proposed it is not written in en-US stone that all of them will be implemented en-US or not face further tweaking. The best part en-US is that for the next six months, the USGA en-US and R&A will accept feedback on the en-US changes from golfers everywhere, no matter en-US their skill level or stature in the game. en-US After listening to golfers who send in en-US their feelings on the revised rules, a final en-US revised code of rules will be released next en-US spring. The new code will then go into en-US effect on Jan. 1, 2019. en-US There are a few notable changes to how en-US the game will be played under the proposed en-US code. en-US There is no longer a penalty for accidenen-US -en-US tally moving your ball while searching for en-US it, or for accidentally moving your ball or en-US marker on the green. en-US No more penalty stroke if your ball, en-US when in motion, accidentally strikes you. en-US Such as a bounce off a tree or off the face of en-US a bunker. en-US When you must take a drop, you can en-US drop the ball from as close to the ground as en-US an inch. This should end having to re-drop en-US when the ball bounces or rolls too far from en-US the spot where it landed. en-US Your ball is deemed lost after just a en-US three-minute search, compered to the en-US current five. en-US No more penalties if your ball is played en-US from the green and hits an unattended en-US flagstick in the hole. en-US You may repair almost all damage on the en-US green. This includes spike marks and en-US animal damage. You are still prohibited en-US from building a trough for your ball to en-US follow. en-US Red and yellow stakes may now cover en-US areas such as desert, jungle, or lava fields in en-US addition to water. en-US There will no longer be a penalty if you en-US touch or move a loose impediment or touch en-US the ground with your hand or club in a en-US penalty area.
